Definition

A District of Innovation is a concept passed by the 84th Legislative

Session in House Bill 1842, effective immediately, that gives traditional

independent school districts most of the flexibilities available to Texas’

open enrollment charter schools. To access these flexibilities, a school

district must adopt an innovation plan, as set forth in the Texas

Education Code chapter 12A.

Exploration Committee Recommendations

• Each school board member may nominate participants to the Innovation

Committee from the community and school district.

• The Superintendent also nominates Innovation Committee members. This

could include UEA/ATPE representatives.

• The Innovation Committee should not exceed 20 members.

• Nominee names may be submitted to Mr. Amos by January 18, 2017.

Purpose of Innovation Committee

• Explore the different exemptions and determine which ones are appropriate for the school district.

• Check with Raise Your Hand Texas and TEA on further guidance

• Post the finished document for 30 days for public review

• Host a Public Hearing about the Innovation Plan and answer community and stakeholder questions

• Take the final District of Innovation Plan to DWIC for approval

• Submit approved Innovation Plan to Board of Trustees for final approval

Plan Development Committee

• This is a small group of members who are charged with taking the

exemption recommendations from the Innovation Committee and

developing an implementation plan.

• These members can be a sub committee from the Innovation

Committee.
