INTRODUCTION.
The District Bhakkar was created in 1982 after slicing the area from District Mianwali of which it was a part as Sub Division.
The Bhakkar district with a population of 1.43 million is situated on the eastern side of the River Indus. Most of the District area consists of sandy land. The total area of the District is 2005659 Acres. It consists of 4 Tehsils namely Bhakkar, Darya Khan, Kallurkot and Mankera.
It has two distinct physical features dividing it into two large natural divisions i.e. the Thal and the Indus valley or Nasheb. The latter portion is affected by floods. The Indus flows along Tehsil Kallurkot, Darya Khan and Bhakkar. All the Nasheb area of these Tehsils is under threat in case of Flood while Tehsil Mankera which is at remote distance from the Indus River never experienced any flood.
FLOOD DATA OF RIVER INDUS
In 2010 high level of flood i.e., 10,05,338 Cusecs was observed in Bhakkar. Reach time of flood at the boundary of Bhakkar is 7 ½ hours from Chashma Barrage (down stream) and from Jinnah Barrage is 25 hours.

OBJECTIVES
The Objectives of this Plan are:-
i. To adopt all possible measures during the off season to ensure adequate protection against Floods.
ii. To minimize the effects of Flood that hits the area. iii. To undertake timely evacuation of people and cattle. iv. To provide necessary relief to the effected people. v. To ensure timely restoration of means of communications. vi. To take effective measures regarding rehabilitation of the
affectees
1. COMMAND AND CONTROL
Under the command and control the Deputy Commissioner Bhakkar, the Additional Deputy Commissioner(Revenue) Bhakkar is the District Flood Controller and will be responsible for coordinating and supervising the Flood Control and relief measures in the district. The Assistant Commissioners will be responsible for their respective sub divisions which have been further divided into Sectors and Sub Sectors. These sectors/sub sectors have been placed under the charge of Tehsildars/Naib Tehsildars for maintaining effective control over these places and ensuring quick relief.
2. FLOOD CONTROL ROOM
The Flood Control Room has been established in the office of the Deputy Commissioner, Bhakkar under the supervision of Additional Deputy Commissioner(General), Bhakkar to take appropriate action on receipt of any information. The Control Room will work round the clock during the Flood season with telephone No. 0453-9200082. The Flood Control Room has to maintain update information regarding the threat of Flood (prior their onset) and the kind of help needed by the affected persons once the Floods have hit the area in addition to this, Sub Divisional Flood Control Room has been established in the offices of the Assistant Commissioners with the following telephone numbers.

3. LOCATION OF FLOOD AFFECTED AREA
We can divide Flood affected area in to two categories.
i. Villages/Bastis situated on the left bank and across the river. ii. Area consisting of Nasheb
Bastis/Jhoks falling under category “A”

FLOOD WARNING.
As soon as Control Room receives information from the Chashma Barrage, Announcement will be made through Sector Incharges in the area likely to be affected through Mosque loud speakers, police & Revenue Staff and other mobile teams. Further the alert message will be communicated to the flood prone area with the help of NGOs. FLOOD RELIEF MEASURE AND FUNCTIONING OF FLOOD RELIEF CAMPS.
The Assistant Commissioner concerned will ensure that the Relief Camps established by him are located at safer places and that they are well planned and well organized in all respects. They will also ensure the following measures:-
i. All the relief camps should be established under the control of
a responsible Officer/ Tehsildars/ Naib Tehsildars. He will keep record and report the Assistant Commissioners. They will be supervised by the Assistant Commissioner concerned.
ii. The Incharge Relief Camp will be responsible to ensure that relief goods including Atta, Grams, Gur, Dry, Milk, Bread, all kind of cooked foods and pure drinking water are available to the flood affected person.
iii. He will inform the Assistant Commissioner regarding assistance, requirement of affected people. Assistant Commissioner will make arrangements through Army Helicopters and other vehicles to provide relief articles and food to the Flood affected people surrounded by the Flood water in case of high Flood. Secretary, RTA will make arrangements for transportation of affected peoples.
iv. The Chief Executive Officer (Health Authority), and the Assistant Commissioner concerned will ensure the availability of adequate medicines stock for treatment particularly for snake bite cases at each relief camp.
v. The Flood relief camp will be functional round the clock. In case of high Flood, motor boats will be used for the evacuation and provision of food to flood affected people.
vi. All the Flood relief camps will be provided with wireless sets by police department.

vii. Two vehicles would be kept stationed at each Flood relief camp to operate in case of emergency. Tractors and trolleys will also be arranged for relief operations.
viii. Daily Flood situation reports will be sent to the Relief Commissioner Punjab Lahore at 0800 Hrs. The Assistant Commissioners will transmit their reports to the Control Room and will be forwarded to the concerned quarters.
DUTIES OF SECTOR INCHARGE
i. The Sector Incharge will prepare a list of his team by name and contact numbers and will also inform them personally about their duties.
ii. He will, in consultation with and in the company of his team, conduct a thorough survey of the area of his responsibility and prepare a list of all the inhabitants (Owners and occupants of houses), their agricultural produce, crop and other installation falling in his sector.
iii. He will prepare a list of his requirements e.g. logistics, tents,
beddings, medicines, vaccines, food stuff and other items which are required by him for the effective performance of his duties. He will try to arrange all relief goods from local resources,(NGOs, philanthropists. The above three tasks shall be completed before the Flood season.
iv. He shall motivate local philanthropists to donate for relief operations.
v. As soon as any information regarding Flood is received. He shall
make all necessary arrangements to inform the local inhabitants of his sector.
vi. He will be in close contact with the local inhabitants and will have vigilance regarding the situation of water for preemptive/Rescue and relief measures.

vii. He will remain in contact with District/Tehsil Flood Control Room.
viii. Since the different creeks, their formations etc are variable, the incharge shall, from time to time, design various routes and means for the evacuation of the local inhabitants and their cattle to the Relief Camps. On the arrival of the Flood affectees and their cattle vaccination and treatment in coordination with the representatives of Health and Livestock.
ix. He shall be responsible to arrange the fodder with the help of Deputy
Director (Agriculture) for cattle and food, bedding, clothing and proper shelters for affected persons in coordination with EDO (CD) and representative of District Food Controller Bhakkar.
x. When the water level subsides, the sector incharge will make all necessary arrangements of transport and basic amenities for the displaced persons for rehabilitation with the coordination of Secretary RTA and revenue field staff.
xi. The sector incharge will be responsible to collect data of number of
families, children, females-lactating or pregnant, aged and disabled persons. He will also assess basic needs including drinking and bathing water and toilet facilities for males and females.
ROLE AND RESPONSIBILITES OF DEPARTMENTS
A pre flood arrangement meeting under the Chairmanship of the
Additional Deputy Commissioner(Revenue) Office, Bhakkar was held wherein all
the departments belonging to Federal, Provincial and District Governments
representatives participated. All the participants were sensitized regarding
coming flood season and they were assigned a definite role as discussed in the
coming paragraphs.

AGRICULTURE DEPARTMENT
The Deputy Director (Agriculture) will ensure that the farmers are
provided necessary help and assistance in sowing of Rabi crops on recession of
the Flood water. He will ensure that seeds, fertilizers and pesticides are readily
available to the farmers affected by the Flood. He will be responsible of
availability of Toori (Husk), dry and green fodder for the livestock at all relief
camp.
PUNJAB EMERGENCY SERVICE RESCUE (1122)
The Punjab Emergency Service Rescue (1122) will work as focal
agency in post emergency scenario and ensures the Constitution of
Emergency/Disaster Response Team. They will ensure the availability of well
equipped emergency vehicles and trained rescue staff round the clock. They will
responsible for Rescue of victims and early medical care then safe transportation
to hospitals. They will also assist in clean-up and recovery operations .They will
also conduct awareness workshops and trainings for Civil Society to meet
emergency. Mock exercise will be carried out in coordination with all digits
concerned.
CONTROL ROOM 1122
The control room of rescue 1122 will alert round the clock in the
supervision of Control Room Incharge Mr. Shahzad Ahmad Contact No.0333-
4241122/ 0453-9200424.
The control room rescue 1122 will remain in touch with the District
level control room and Punjab Monitoring Cell to keep updating about the current
situation regarding flood.

In flood 2015 flood maximum release was 6,35,000 Cs but there is no effected area in
Thesil Darya Khan.After early warning of the flood, boat operator rescuer will respond to flood
effected area with the flood fighting equipment. The details are mentioned: Flood 2010 stroked
the villages of Jhok Haji Hussian, Lak Kalan, Karlo, Chela Raam, Rehman Wali, Basti
Rabanawaz Mohana and Basti Mardanay Khail 32000 Acre affected.

HEALTH DEPARTMENT
a. The Chief Executive Officer (Health Authority) will ensure that the people of the area likely to be affected by the Flood are vaccinated against the epidemic diseases before the start o f Flood season.
b. He will ensure that adequate number of Doctors and paramedics are posted at each Flood Relief Camp. These Doctors will be assisted by the trained volunteers.
c. He will ensure the availability of life saving drugs including anti snake serum at the Flood Relief Camps/nearest Health Centers.
d. The Medical Superintendent of DHQ/THQ Hospital will ensure availability of Doctors and paramedics round the clock in their respective hospitals with necessary medicines.
e. The health facilities including BHUs and RHCs nearby the flood affected area will ensure proper accommodation of patients and sufficient medicines. Furnish report about availability of requisite medicines.

MOBILE MEDICAL TEAMS
Five mobile teams of Health Department for Flood affected area of
the district have been constituted as follows:-

Each Mobile Team will consist of the following:-

1) All the Medical & Para Medical Staff as per duty roster have been instructed to remain present on their duties round the clock during Flood Emergency.
2) Sufficient amount of medicines have been kept reserved for Flood affected persons.
3) Flood relief centre has been established in DHQ Hospital Bhakkar to provide preventive and curative treatment to the Flood effected persons of District visiting the hospital.
4) Sufficient quantity of if Anti Snake venom, Anti Rabid Vaccine, TAB & Cholera Vaccines etc have been stocked for Flood effected.
5) Five mobile medical teams with Ambulances & Para Medical Staff fully equipped with medicines are ready to meet with any emergency situation in the Flood affected area.

LIVESTOCK & DAIRY DEVELOPMENT
i. The Additional Director (Livestock) will ensure that the animals are
vaccinated in area likely to be affected by the Floods before the
Commencement of Flood season.
ii. During the Floods, the Additional Director (Livestock) will ensure that adequate dugs and Veterinary Officers are available at the relief camps.
iii. Mobile Teams consisting of the following will be covering the Flood
affected area.

b. Veterinary Assistant 2
iv. For the livestock, affected by Flood, in Tehsil Kallurkot & Darya Khan
the services of the Rakh Ghulaman Dairy & Livestock Farm and for
such Livestock in Tehsil Bhakkar the services of Sarai Muhajir will be
utilized.
WORKS AND SERVICES DEPARTMENT
a. The Executive Engineer (Highways) will ensure that breaches of respective roads are immediately repaired.
b. The Executive Engineer (Buildings) during and after the flood will inspect all the Government buildings affected by Floods. Immediate measure will be taken to carry out repairs of these buildings. Provision of sufficient funds for purchase of material will be made.
FOOD DEPARTMENT
The District Food Controller will ensure that adequate Atta is
available on demand against payment for providing the same to the Flood
affected persons.
CIVIL DEFENCE
The Civil Defense will activate its civil volunteers and provide necessary
assistance as and when required by the District Collector Bhakkar.

FESCO
i. The Executive Engineer FESCO will ensure that his staff is stationed in the village likely to be affected by Flood. The FESCO staff will disconnect the electricity before the Flood water reaches the area to avert any loss to life and property.
ii. The Executive Engineer FESCO will also ensure timely restoration of electric supply accordingly.
EDUCATION DEPARTMENT
The school building in proximity of the flood affected areas will be used as Relief Camps. The Chief Executive Officer (Education Authority) will liaison with the respective Assistant Commissioner and ensure presence of Class-IV employees, Scouts, Girls Guides and volunteers to assist the relief operations.
POLICE DEPARTMENT
Police will be closely associated with the Revenue Staff engaged in the Flood Relief operations. They will extend all possible help well before time warning and evacuation of the people through mobile teams. Through mobile teams Police will ensure the safety of the houses vacated and the life and the property of the people stationed at the relief camps. They will also assist in maintenance of discipline in the relief camps and proper distribution of relief goods. For the provision of transport they will share their responsibility with the Secretary DRTA to divert traffic as per requirement. The traffic Police will perform their duties round the clock to avoid any accident or jam of traffic.
The department has 03 numbers of boats that can be helpful for flood Rescue activities.
IRRIGATION DEPARTMENT
The Executive Engineer (Irrigation), Bhakkar Division, will coordinate with the Revenue Department regarding Flood fighting operations and will be available for guidance and assistance. He will ensure the inspection and maintenance of all Flood bunds. The maintenance of the Flood bunds wherever needed will be carried out. He will also make arrangement for availability of staff at the flood protection bunds to meet any eventuality. The Executive Engineer (Irrigation), Bhakkar Division will keep updated all concerned about the latest

flood situation. He will submit a certificate before the start of season to the effect that all the protection Bunds are repaired and safe.
COMMUNITY MOBILIZATION THROUGH PUBLIC REPRESENTATIVES& SOCIAL WELFARE DEPARTMENT
A special cell has been established in the office of Deputy(Directorl Welfare)under the supervision of District Officer (Social Welfare ) with telephone 0453-9200053. All the MNAs, MPAs and TMOs, of the district and NGO’s will be requested to mobilize the philanthropists and God fearing people to contribute for the relief measures and extend their help to the flood affected people. For transparency, they will be requested to remain present at the time of distribution of relief foods.
District NGOs Forum already notified by the district Government will coordinate with the district Government as well as NGOs regarding flood response and relief services.
ESTABLISHMENT OF CHILD PROTECTION UNIT FOR UNACCOMPANIED AND SAPERATED CHILDREN.
In the light of instructions given by PDMA, Punjab a child protection unit for unaccounted and separated children would be established at CD Project, social welfare complex Bhakkar headed by the Deputy District officer social welfare Bhakkar.
Un accompanied and separated children will be registered with the
above said child protection unit and would be referred to the nearby
child welfare institutions i.e. Nigehban ,Sargodha and child protection
Burro ,Multan
Incharge protection unit i.e. Deputy Director Social Welfare, Bhakkar
will be responsible for reporting, managing and referral of missing,
unopened and separated children.
Civil society organizations /NGOs will create awareness among the
expected affected areas to prevent children from injuries
Line departments of Provincial government in coordination with the
NGOs will arrange educational & recreational activities for
vulnerable children focusing on their health and nutrition
Officers/ officials of Social welfare and Education department will be
trained to provide psycho social support to effectives especially
children in collaboration with Doaba foundation already working in
the district on DRR.

Education department will depute officers/ officials for registration of
flood effectives at the flood relive camps established at various
schools/places.

LOGISTIC SUPPORT

has intimated that Spur Band on eastern bank of River Indus has been constructed
adjacent to Darya Khan-Kotla Jam Dera Road. However, the rains has damaged the
corners of the above mentioned Road which may affect the Spur Band in the flood
season.
It is, therefore, requested to visit the site and immediately repair the above
mentioned road to avoid any untoward situation during flood season, 2016. (Copy of
report of AC Darya Khan dated 04.06.2016 enclosed).

Subject:- FLOOD PRE-ARRANGEMENTS.
It is submitted that flood and monsoon rains pre-arrangements are making
to meet emergency. Tehsil Bhakkar was divided into two Sectors and 4 Sub Sectors,
Tehsil Darya Khan was divided into 1 Sector and 3 Sub Sectors and Tehsil Kallurkot was
divided into 2 Sectors and 5 Sub Sectors.
The District Bhakkar was created in 1982 after slicing the area from District Mianwali of
which it was a part as Sub Division.The Bhakkar district with a population of 1.05 million is
situated on the eastern side of the River Indus. Most of the District area consists of sandy land.
The total area of the District is 2005659 Acres. It consists of 4 Tehsils namely Bhakkar, Darya
Khan, Kallurkot and Mankera.
It has two distinct physical features dividing it into two large natural divisions i.e. the Thal
and the Indus valley or Nasheb. The latter portion is affected by floods. The Indus flows along
Tehsil Kallurkot, Darya Khan and Bhakkar. All the Nasheb area of these Tehsils is under threat
in case of Flood while Tehsil Mankera which is at remote distance from the Indus River never
experienced any Flood.
In Flood 2015 discharge rate was 6, 35,000 Cs. Basti Saggu, Basti Yaran in Tehsil Kallur Kot
and Basti kondrain wali, Basti Chandia, Basti Athar wali and Bait Bogha in Tehsil Bhakkar only
some agriculture area affected.
Flood Limits
Flood 2010 was worst flood and its discharge rate was 10, 38,873Cs .Reach time of
flood at the boundary of Bhakkar is 7 hours from Chashma Barrage (Downstream) and from
Jinnah Barrage is 36 hours.

It is most vulnerable area due to absence of Bund. In Flood 2015 some agriculture area
bait bogha affected. Flood 1999, 2004, and 2010 stroked the villages of Bumb, Basti Hamza,
Kathan Wala, Bait Bogha.

After early warning of the flood, rescuer will respond to flood effected area with the

Flood History
In flood 2015 flood maximum release was 6,35,000 Cs but there is no effected area in
Thesil Darya Khan.After early warning of the flood, boat operator rescuer will respond to flood
effected area with the flood fighting equipment. The details are mentioned: Flood 2010 stroked
the villages of Jhok Haji Hussian, Lak Kalan, Karlo, Chela Raam, Rehman Wali, Basti
Rabanawaz Mohana and Basti Mardanay Khail 32000 Acre affected.

Liaison with all departments will in effective/ urgent terms through DEB /DDMA. The
district control room will update all information regarding all aspects of flood and department
with collaboration of Irrigation Department.
Doaba Foundation is working on the project of DRR (Disaster Risk Reduction). Complete and
updated Community based plan on 3 floods effected UC’s of Doaba foundation shall be
consulted.
Police plays vital role in the law and order situation and also plays role in the rescue and
evacuation of effected person with the collaboration of the rescue 1122. The boats of police
department may be used in emergency situation.
MECHANISM TO MOCK EXERCISE
Introduction:
The District Bhakkar has two distinct physical features dividing it into two large
natural divisions the Thal and the Indus River valley or known as Nasheb. The 2nd portion is
affected by the floods. The Indus River flows along Tehsil Kallur Kot, Darya Khan and Bhakkar.
In this regard Punjab Emergency Service rescue 1122 want to held mock exercise with the
coordination of Governments and CERT in different flood affected areas.
Purpose
To sensitize the community about the unexpected disaster / hazards in Mock Exercise
community trainers teach how to manage the disaster in specific patron. The main purpose of
Mock Exercise is to prepare the community for any Disaster.
Training of Rescue Volunteers:
The rescuers trained the community and suggested the rescue volunteers for any
disaster. One week community wing trained the CERT member for the flood relief and prepared
them any expected disaster before mock exercise.
Tentative Venue, Date and Time:
1. Indus River Bridge near Dajal Check Post Bhakkar on 02ndmay, 1 June 2016 at
11:00 am.
LOAGISTIC
02 boats, which are fiber made, life jackets, life rings, life buoy, swimming suits, Rescue
Camps are used during mock exercise.
Early Warning System:
Mock exercise started with the early warning system to alarm through the mike system
of vehicles and community alarmed with the Mosque Loud Speakers and through SMS.
Medical Field Hospital:
Rescue 1122 Bhakkar will established the medical relief camp with the collaboration of
other Government department and Local Organization.
Setting Up of Camps of IDPs:
Set up of camps for IDPs and the facilities required thereof; supply of relief goods,
transportation of flood victims to safer areas where the camps established. Devise public
awareness methods/ system, media coverage and dissemination of updated data and details
regarding flood.
FLOOD OPERATIONS AT NIGHT
Flood / water rescue operation at night are not advisable, but if in any circumstances or
immediate threat to life is evident through community bystanders then. Punjab emergency
Service must conduct night time flood/ water rescue operation after complying with all cod
formalities under special circumstances, as mentioned below:
FLOOD SCENE SIZE UP/ SAFE PLACE
Prepared the complete map of safe place where rescuer deputed and all hazard will be
mentioned it. This prepared map will submit in head quarter.
PPE FOR THE FLOOD OPERATION
Water rescuer will equip with these equipments:
Water Helmet will used and not use fire helmet
Completely dressed up to avoid insect/snake biting
Proper safety shoes to avoid any foot injury through sharp object
Wear palm Gloves for strong gripping
Life jackets with reflecting color must be put on. All victims must be in life
jackets
PLACEMENT OF WATER RELIEF EQUIPMENT
Wireless communication in mandatory
Proper navigation System as the water/ flood current situation at night
Placemat of life buoy and small round rescue cord inside the boat and tie
a thick nylon rope (reflecting color) after leaving at least 15 feet gap
between the two ends.
Use two (02) Buddy boats instead of one
The average safe capacity of an 18 feet boat is 14 individual at one time.
But during night, not capacitate the boat over than the half of the capacity
so as to avoid any chance of imbalance.
STRATEGY TO DEAL FLOOD OPERATION NIGHT
There must be at least crew of 3 rescuers at a time in boat and (Two rescuers/CERT on
the bank, being part of the same team for data keeping and coordination with ICP/Temp) who
must be good swimmers out of which; first rescuer is the boat operator, second is the guide
having search light in hand which must be strong enough to make clearly visible an area of 30
feet ahead & the third should keep an eye on the surroundings of the boat & fuel tank etc.
Rescue vehicle will deployed on safe place and remain in touch with staff trough
wireless. Counter measure for possible law & order situation. Emergency lights and position
marker will provide on the boat for the use just in case boat staff is in emergency.
DISASTER RESPONSE FORCE
In pursuance of notification No. SO (CAB-1) 2-2/2006 dated 18-07-2011 in which
Punjab Emergency Service (Rescue 1122) was notified as “Punjab Disaster Response
Force” by Provincial Disaster management Authority, Punjab. The Disaster Response
Force (DRF) is hereby constituted comprising of Lead Fire Rescuers and Fire Rescuers
of All Districts of Punjab.
The Disaster Response Wing shall ensure optimal training preparedness of DRF for
effective response for any disaster and coordination with concerned department related
to disaster management planning and mobilization of necessary resources etc. in all the
district of Punjab as and when required.

INTRODUCTION.
The District Bhakkar was created in 1982 after slicing the area from District Mianwali of which it was a part as Sub Division.
The Bhakkar district with a population of 1.65 million is situated on the eastern side of the River Indus. Most of the District area consists of sandy land. The total area of the District is 2005659 Acres. It consists of 4 Tehsils namely Bhakkar, Darya Khan, Kallurkot and Mankera.
It has two distinct physical features dividing it into two large natural divisions i.e. the Thal and the Indus valley or Nasheb. The latter portion is affected by floods. The Indus flows along Tehsil Kallurkot, Darya Khan and Bhakkar. All the Nasheb area of these Tehsils is under threat in case of Flood while Tehsil Mankera which is at remote distance from the Indus River never experienced any flood.

In 2010 high level of flood i.e., 10,05,338 Cusecs was observed in Bhakkar. Reach time of flood at the boundary of Bhakkar is 7 ½ hours from Chashma Barrage (down stream) and from Jinnah Barrage is 25 hours.

1. COMMAND AND CONTROL
Under the command and control the Deputy Commissioner Bhakkar, the Additional Deputy Commissioner(Revenue) Bhakkar is the District Flood Controller and will be responsible for coordinating and supervising the Flood Control and relief measures in the district. The Assistant Commissioners will be responsible for their respective sub divisions which have been further divided into Sectors and Sub Sectors. These sectors/sub sectors have been placed under the charge of Tehsildars/Naib Tehsildars for maintaining effective control over these places and ensuring quick relief.
2. FLOOD CONTROL ROOM
The Flood Control Room has been established in the office of the Deputy Commissioner, Bhakkar under the supervision of Additional Deputy Commissioner(General), Bhakkar to take appropriate action on receipt of any information. The Control Room will work round the clock during the Flood season with telephone No. 0453-9200082. The Flood Control Room has to maintain update information regarding the threat of Flood (prior their onset) and the kind of help needed by the affected persons once the Floods have hit the area in addition to this, Sub Divisional Flood Control Room has been established in the offices of the Assistant Commissioners with the following telephone numbers.

FLOOD WARNING.
As soon as Control Room receives information from the Chashma Barrage, Announcement will be made through Sector Incharges in the area likely to be affected through Mosque loud speakers, police & Revenue Staff and other mobile teams. Further the alert message will be communicated to the flood prone area with the help of NGOs. FLOOD RELIEF MEASURE AND FUNCTIONING OF FLOOD RELIEF CAMPS.
The Assistant Commissioner concerned will ensure that the Relief Camps established by him are located at safer places and that they are well planned and well organized in all respects. They will also ensure the following measures:-
ii. All the relief camps should be established under the control of
a responsible Officer/ Tehsildars/ Naib Tehsildars. He will keep record and report the Assistant Commissioners. They will be supervised by the Assistant Commissioner concerned.
ii. The Incharge Relief Camp will be responsible to ensure that relief goods including Atta, Grams, Gur, Dry, Milk, Bread, all kind of cooked foods and pure drinking water are available to the flood affected person.
xi. He will inform the Assistant Commissioner regarding assistance, requirement of affected people. Assistant Commissioner will make arrangements through Army Helicopters and other vehicles to provide relief articles and food to the Flood affected people surrounded by the Flood water in case of high Flood. Secretary, RTA will make arrangements for transportation of affected peoples.
xii. The Chief Executive Officer (Health Authority), and the Assistant Commissioner concerned will ensure the availability of adequate medicines stock for treatment particularly for snake bite cases at each relief camp.
xiii. The Flood relief camp will be functional round the clock. In case of high Flood, motor boats will be used for the evacuation and provision of food to flood affected people.
xiv. All the Flood relief camps will be provided with wireless sets by police department.

xv. Two vehicles would be kept stationed at each Flood relief camp to operate in case of emergency. Tractors and trolleys will also be arranged for relief operations.
xvi. Daily Flood situation reports will be sent to the Relief Commissioner Punjab Lahore at 0800 Hrs. The Assistant Commissioners will transmit their reports to the Control Room and will be forwarded to the concerned quarters.
DUTIES OF SECTOR INCHARGE
i. The Sector Incharge will prepare a list of his team by name and contact numbers and will also inform them personally about their duties.
ii. He will, in consultation with and in the company of his team, conduct a thorough survey of the area of his responsibility and prepare a list of all the inhabitants (Owners and occupants of houses), their agricultural produce, crop and other installation falling in his sector.
iii. He will prepare a list of his requirements e.g. logistics, tents,
beddings, medicines, vaccines, food stuff and other items which are required by him for the effective performance of his duties. He will try to arrange all relief goods from local resources,(NGOs, philanthropists. The above three tasks shall be completed before the Flood season.
iv. He shall motivate local philanthropists to donate for relief operations.
v. As soon as any information regarding Flood is received. He shall
make all necessary arrangements to inform the local inhabitants of his sector.
vi. He will be in close contact with the local inhabitants and will have vigilance regarding the situation of water for preemptive/Rescue and relief measures.

vii. He will remain in contact with District/Tehsil Flood Control Room.
viii. Since the different creeks, their formations etc are variable, the incharge shall, from time to time, design various routes and means for the evacuation of the local inhabitants and their cattle to the Relief Camps. On the arrival of the Flood affectees and their cattle vaccination and treatment in coordination with the representatives of Health and Livestock.
ix. He shall be responsible to arrange the fodder with the help of Deputy
Director (Agriculture) for cattle and food, bedding, clothing and proper shelters for affected persons in coordination with EDO (CD) and representative of District Food Controller Bhakkar.
x. When the water level subsides, the sector incharge will make all necessary arrangements of transport and basic amenities for the displaced persons for rehabilitation with the coordination of Secretary RTA and revenue field staff.
xi. The sector incharge will be responsible to collect data of number of
families, children, females-lactating or pregnant, aged and disabled persons. He will also assess basic needs including drinking and bathing water and toilet facilities for males and females.
ROLE AND RESPONSIBILITES OF DEPARTMENTS
A pre flood arrangement meeting under the Chairmanship of the
Additional Deputy Commissioner(Revenue) Office, Bhakkar was held wherein all
the departments belonging to Federal, Provincial and District Governments
representatives participated. All the participants were sensitized regarding
coming flood season and they were assigned a definite role as discussed in the
coming paragraphs.

AGRICULTURE DEPARTMENT
The Deputy Director (Agriculture) will ensure that the farmers are
provided necessary help and assistance in sowing of Rabi crops on recession of
the Flood water. He will ensure that seeds, fertilizers and pesticides are readily
available to the farmers affected by the Flood. He will be responsible of
availability of Toori (Husk), dry and green fodder for the livestock at all relief
camp.
PUNJAB EMERGENCY SERVICE RESCUE (1122)
The Punjab Emergency Service Rescue (1122) will work as focal
agency in post emergency scenario and ensures the Constitution of
Emergency/Disaster Response Team. They will ensure the availability of well
equipped emergency vehicles and trained rescue staff round the clock. They will
responsible for Rescue of victims and early medical care then safe transportation
to hospitals. They will also assist in clean-up and recovery operations .They will
also conduct awareness workshops and trainings for Civil Society to meet
emergency. Mock exercise will be carried out in coordination with all digits
concerned.
CONTROL ROOM 1122
The control room of rescue 1122 will alert round the clock in the
supervision of Control Room Incharge Mr. Shahzad Ahmad Contact No.0333-

MOBILE MEDICAL TEAMS

8) Flood relief centre has been established in DHQ Hospital Bhakkar to provide preventive and curative treatment to the Flood effected persons of District visiting the hospital.
9) Sufficient quantity of if Anti Snake venom, Anti Rabid Vaccine, TAB & Cholera Vaccines etc have been stocked for Flood effected.
10) Five mobile medical teams with Ambulances & Para Medical Staff fully equipped with medicines are ready to meet with any emergency situation in the Flood affected area.

LIVESTOCK & DAIRY DEVELOPMENT
i. The Additional Director (Livestock) will ensure that the animals are
vaccinated in area likely to be affected by the Floods before the
Commencement of Flood season.
iv. During the Floods, the Additional Director (Livestock) will ensure that adequate dugs and Veterinary Officers are available at the relief camps.
v. Mobile Teams consisting of the following will be covering the Flood
affected area.

b. Veterinary Assistant 2
iv. For the livestock, affected by Flood, in Tehsil Kallurkot & Darya Khan
the services of the Rakh Ghulaman Dairy & Livestock Farm and for
such Livestock in Tehsil Bhakkar the services of Sarai Muhajir will be
utilized.
WORKS AND SERVICES DEPARTMENT
c. The Executive Engineer (Highways) will ensure that breaches of respective roads are immediately repaired.
d. The Executive Engineer (Buildings) during and after the flood will inspect all the Government buildings affected by Floods. Immediate measure will be taken to carry out repairs of these buildings. Provision of sufficient funds for purchase of material will be made.
FOOD DEPARTMENT
The District Food Controller will ensure that adequate Atta is
available on demand against payment for providing the same to the Flood
affected persons.
CIVIL DEFENCE
The Civil Defense will activate its civil volunteers and provide necessary
assistance as and when required by the District Collector Bhakkar.

FESCO
iii. The Executive Engineer FESCO will ensure that his staff is stationed in the village likely to be affected by Flood. The FESCO staff will disconnect the electricity before the Flood water reaches the area to avert any loss to life and property.
iv. The Executive Engineer FESCO will also ensure timely restoration of electric supply accordingly.
EDUCATION DEPARTMENT
The school building in proximity of the flood affected areas will be used as Relief Camps. The Chief Executive Officer (Education Authority) will liaison with the respective Assistant Commissioner and ensure presence of Class-IV employees, Scouts, Girls Guides and volunteers to assist the relief operations.
POLICE DEPARTMENT
Police will be closely associated with the Revenue Staff engaged in the Flood Relief operations. They will extend all possible help well before time warning and evacuation of the people through mobile teams. Through mobile teams Police will ensure the safety of the houses vacated and the life and the property of the people stationed at the relief camps. They will also assist in maintenance of discipline in the relief camps and proper distribution of relief goods. For the provision of transport they will share their responsibility with the Secretary DRTA to divert traffic as per requirement. The traffic Police will perform their duties round the clock to avoid any accident or jam of traffic.
The department has 03 numbers of boats that can be helpful for flood Rescue activities.
IRRIGATION DEPARTMENT
The Executive Engineer (Irrigation), Bhakkar Division, will coordinate with the Revenue Department regarding Flood fighting operations and will be available for guidance and assistance. He will ensure the inspection and maintenance of all Flood bunds. The maintenance of the Flood bunds wherever needed will be carried out. He will also make arrangement for availability of staff at the flood protection bunds to meet any eventuality. The Executive Engineer (Irrigation), Bhakkar Division will keep updated all concerned about the latest

flood situation. He will submit a certificate before the start of season to the effect that all the protection Bunds are repaired and safe.
COMMUNITY MOBILIZATION THROUGH PUBLIC REPRESENTATIVES& SOCIAL WELFARE DEPARTMENT
A special cell has been established in the office of Deputy(Directorl Welfare)under the supervision of District Officer (Social Welfare ) with telephone 0453-9200053. All the MNAs, MPAs and TMOs, of the district and NGO’s will be requested to mobilize the philanthropists and God fearing people to contribute for the relief measures and extend their help to the flood affected people. For transparency, they will be requested to remain present at the time of distribution of relief foods.
District NGOs Forum already notified by the district Government will coordinate with the district Government as well as NGOs regarding flood response and relief services.
ESTABLISHMENT OF CHILD PROTECTION UNIT FOR UNACCOMPANIED AND SAPERATED CHILDREN.
In the light of instructions given by PDMA, Punjab a child protection unit for unaccounted and separated children would be established at CD Project, social welfare complex Bhakkar headed by the Deputy District officer social welfare Bhakkar.
Un accompanied and separated children will be registered with the
above said child protection unit and would be referred to the nearby
child welfare institutions i.e. Nigehban ,Sargodha and child protection
Burro ,Multan

Officers/ officials of Social welfare and Education department will be
trained to provide psycho social support to effectives especially
children in collaboration with Doaba foundation already working in
the district on DRR.
