Test Scenario
Reduced Capacity at Suvarnabhumi Airport (VTBS)
This test aims at demonstrating the dissemination of CTOT information through web-portal by simulating an operational scenario of “Reduced Capacity at Suvarnabhumi Airport (VTBS)”
At 0000 UTC, Thailand MET called Bangkok ATFMU to inform of large weather cell forecasted overhead VTBS at around 0500 UTC. The weather was estimated to last for about 2 hours till 0700 UTC. Nominal AAR for VTBS is 34 arrivals an hour. Due to this weather condition, ATFMU reduce the AAR for the period of 0500 – 0700 UTC to 24, and subsequently from 0700 UTC onward, adjust the AAR gradually back to 34. Based on the demand-capacity modelling done, the ATFMU concluded that an ATFM Measure needs to be in effect between 0500UTC – 0900UTC.
Web conferences were conducted with internal Node members and other ATFMUs for Collaborative Decision Making (CDM). Thereafter, ATFMU runs an ATFM Measure for all arrivals into VTBS between 0500UTC to 0900UTC. Email notifications were sent to all stakeholders to inform them of the implementation of the ATFM Measure and dissemination of CTOT information through web portal.
Reduced Capacity at Phuket International Airport (VTSP)
This test aims at demonstrating the dissemination of CTOT information through web-portal by simulating an operational scenario of “Reduced Capacity at Phuket International Airport (VTSP)”
At 0600 UTC, Thailand MET called Bangkok ATFMU to inform of large weather cell forecasted overhead VTSP at around 1000 UTC. The weather was estimated to last for about 2 hours till 1200 UTC. Nominal AAR for VTSP is 10 arrivals an hour. Due to this weather condition, ATFMU reduce the AAR for the period of 1000 – 1200 UTC to 8, and subsequently from 1200 UTC onward, adjust the AAR gradually back to 10. Based on the demand-capacity modelling done, the ATFMU concluded that an ATFM Measure needs to be in effect between 1000UTC – 1400UTC.
Web conferences were conducted with internal Node members and other ATFMUs for Collaborative Decision Making (CDM). Thereafter, ATFMU runs an ATFM Measure for all arrivals into VTSP between 1000UTC to 1400UTC. Email notifications were sent to all stakeholders to inform them of the implementation of the ATFM Measure and dissemination of CTOT information through web portal.

Test Scenario
Reduced Capacity at Suvarnabhumi Airport (VTBS)
This test aims at demonstrating the dissemination of CTOT information by several ATFM Nodes at once. For the part of Thailand ATFM Node, an operational scenario of “Reduced Capacity at Suvarnabhumi Airport (VTBS)” similar to that of Week 8 will be used. Both Days 2 and 3 of the week will follow the same scenario and script as follow:
At 0000 UTC, Thailand MET called Bangkok ATFMU to inform of large weather cell forecasted overhead VTBS at around 0600 UTC. The weather was estimated to last for about 2 hours till 0800 UTC. Nominal AAR for VTBS is 34 arrivals an hour. Due to this weather condition, ATFMU reduce the AAR for the period of 0600 – 0800 UTC to 24, and subsequently from 0800 UTC onward, adjust the AAR gradually back to 34. Based on the demand-capacity modelling done, the ATFMU concluded that an ATFM Measure needs to be in effect between 0600UTC – 1000UTC. This information was disseminated via ADP early in the day.
A web conference was conducted with internal Node members and other ATFMUs for Collaborative Decision Making (CDM). Thereafter, ATFMU ran an ATFM Measure for all arrivals into VTBS between 0600UTC to 1000UTC. CTOTs were disseminated to all stakeholders via email and AFTN messages, with a web-portal accessibility provided.
