1.Introduction
The project “Innovation, Development and Communication for a better education in the PrisonSystem” 2014-1-RO01-KA204-002936 (IDECOM) is a strategic partnership for adult education, financed bythe European Commission under the Erasmus+ program.
The strategic partnership contains:
-Centrul Român de Studii Penitenciare (West University of Timisoara) - Romania
-Timisoara Penitentiary (Timisoara Prison) - Romania
-Centrul pentru Promovarea Invatarii Permanente - Romania
-Department of Penitentiary Institutions - Moldova

Aim and objectives of the project
The aim of the IDECOM project is the development and testing of new educational methodsin the training of prison staff, covering transversal skills such as: communication, teamworkcompetences, ITC, innovation and entrepreneurship.
The project’s objectives are:
- to identify common prison staff needs in the field of transversal skills as referred above;
- to develop a new and innovative curricula, training programs and manuals for prison staffrelevant in fields like: communication, teamwork competences, ITC, innovation andentrepreneurship.
The most important expected results of this project are:
-”Staff training need analysis study ”in the competences addressed by the project;
- Three training courses curricula and three manuals regarding: ”Communication, ICT andTeamwork Competencies in Prison”, Develop Prison Staffs’ Innovation” and ”Entrepreneurship forPrison Staff”;
-”Education and Training Innovative Actions Catalogue”;
- Training activities with 144 prison staff from Romania, Portugal, Turkey and Moldavia indeveloping transversal skills.
- Quality and evaluation report;
- Dissemination and exploitation report;
Dissemination and exploitation of the results plan can help maximize the effect of the activities being developed so they will have an impact on the immediate participants and partners for years to come. Benefits to other stakeholders should also be considered in order to make a bigger difference and get the most from the project” (Erasmus+ Programme Guide Annex II).
The main objectives for dissemination and exploitation plan are:-establish and manage dissemination and exploitation activities;-actively participate in and/or organize events (workshops, seminaries) in order to disseminate project results;-specify the exploitation plans of the project aligned with general prison systems needs both as a whole and for each partner individually;-create scientific contributions to the research community in prison fields;
The communication strategy was assembled with the perspective to assure a global reach and giving IDECOM notoriety within the target groups of the Project.Dissemination and exploitation strategy includes the aims, actions, schedule, stakeholders targeted, reporting framework, communication norms, achievement indicators, action plan and other elements necessary to effective dissemination and exploitation strategy. The dissemination and exploitation strategy will also clarify how partners can embed dissemination action into project implementation activities or outputs.
2. DISSEMINATION AND EXPLOITATION PLAN
EUROPRIS will lead and coordinate the dissemination and exploitation activities in the IDECOM project.
Their expertise in dissemination is promoting activities to a wide network with key professionals. They also
have connections with key experts and top management. This organisation’s mission is being the
recognised authority on prison policy and practice in Europe and the voice of prison professionals to
promote ethical and rights based imprisonment. Also EUROPRIS has a direct link with the European
Commission.
All the partners will receive the plan in order to implement the activities established for each of them in
the Dissemination and Exploitation Plan. Each partner will receive a reporting dissemination tool and they
will be responsible to provide those results on a bi-monthly basis to the activity coordinator EUROPRIS.
EUROPRIS will be responsible for collecting all the information and produce the „Dissemination and
exploitation actions report”. This will be a document that lays out all the dissemination and exploitation
activities and their impact in the IDECOM publicity, awareness and assimilation of information. The report
will provide key insights about the externalities and the internal communication activities intensity.

2.1 DISEMINATION AND EXPLOITATION PROCESS
The first draft of the Dissemination and Exploitation Plan was presented by
Timisoara Penitentiary in the first transnational project meeting, on the 21-st of
January 2015 in Timisoara and was discussed with all the partners. The
coordinator of partnership sent a template regarding dissemination and
exploitation activities.
After that EUROPRIS together with Timisoara Penitentiary developed together
with Timisoara Penitentiary the second version of the dissemination plan. This
second version was sent by e-mail to Qualify Just - IT Solutions and Consultancy
Lda - Innovative Prison Systems for analysis and feedback. After receiving
questionnaire filled by partners, EUROPRIS together with Timisoara Prison
complete Dissemination and Exploitation Plan and sent it by e-mail to all partners.
All partners analysed and sent feedback to Europris which developed the final
version of plan. All the partners received the activities established for each of
them in the Dissemination and Exploitation Plan.
Each partner has a dissemination reporting template and they are responsible
to provide dissemination results on a bi-monthly basis to the activity coordinator
EUROPRIS.
Dissemination activities
a)DEFINITION, OBJECTIVES
Dissemination means to spread widely. In terms of the Erasmus+ Programme this involvesspreading information on the project successes and outcomes to a wide network. Makingothers aware of the project will impact on other organisations in the future and willcontribute to raising the profile of the organisation carrying out the project. The focus of thedissemination activities is communicating the results to all level of stakeholders.
b)TARGET GROUP FOR DISSEMINATION
The target groups, both at different geographical levels (local, regional, national,European) and in the own field of the beneficiary are essential. Activities and messages haveto be tailored appropriately taking into account audiences andtarget groups such as: end-users of our activities and deliverables; stakeholders, experts orpractitioners in the field of prison systems and other interested parties;decision makers at local, regional, national and European level; press and media; generalpublic.
Taking the above into consideration, our dissemination target groups will include:
1. 144 workers from the penal system from Romania, Moldova, Turkey and Portugal
2. 160 inmates from Romania, Moldova, Turkey and Portugal prisons
3. National Administrations of Prisons from Romania and Portugal
4. Ministry of Justice from project partner countries

There is the distinct possibility that during the project’s life span new stakeholders will be added.
c. Dissemination tools
C1. IDECOM LOGO
The main idea of the logo design was to refer to the book which suggests training/teaching/learning. The colors represent the main tone of each partner country flag. The logo was chosen out of three proposals through the votes of the partners by e-mail.
c. 2 IDECOM WEBSITE
Websites constitute a very good channel for information dissemination especially towards the general public. The Web site of the project
will be the front end, i.e. the public image of the project. The site will allow users to readily collect on-line information about the project
and about issues, which might be of interest to stakeholders. The web-page (www.idecom.eu) will be available in English, Romanian, Turkish
and Portuguese languages. It will serve the dissemination of the project and all its results to a wide audience and virtual communication.
C3 ROLL-UP, LEAFLETS, POSTERS, OTHER PROMOTIONAL MATERIALS
The roll-up template will be produced by Timisoara Penitentiary. The shape of the roll-up will have a rectangle size. The roll-up will
consist of project’s logo, all EU and Erasmus+ logos, logos of each partner. The title of the project will also be displayed.
The template will be sent by the coordinating team to all the partners. Each partner will produce their roll-up respecting the format of the
template, in order to use it for dissemination and to have it on display at their offices.
The project leaflet will be developed.
The project poster will be designed as an impacting dissemination tool. The poster template will be developed by Timisoara Penitentiary
and sent to all partners. Each of the partners will adapt and print their posters respecting the visual identity of the ERASMUS+ program.
The posters will be distributed in the prisons, relevant universities and to relevant stakeholders.
Partners can also develop other promotional materials like power point presentations, agendas, copybooks, ballpoint pens, memory sticks
and share them during different dissemination activities.
c.4 IDECOM MULTIPLIER EVENTS KIT
Multiplier events will constitute the major dissemination opportunity for the project. The events will promote and valorize the project
outcomes and will offer the frame for further debates and reflections on the competence validation theme. Each hosting partner will prepare
a kit for the event that must include a power point presentation, a promotional file and other promotional materials (ex. promotional bag
with the logo of the project, ball point pens, memory sticks or DVD with information, leaflets, paper notebook etc.).

d. DISSEMINATION ACTION PLAN
Dissemination and exploitation activities will target particular groups
through trusted communication channels: direct meetings, organizations
mailing lists, experts mailing lists, social networks: LinkedIn, Facebook and
YouTube, organizations websites, seminars, training events and publications.
”The first goal of dissemination and exploitation is to spread and embed the
project’s results. The second goal is to contribute to the implementation and
shaping of national and European policies and systems” (Erasmus+ Programme
Guide-annex II)
Dissemination and exploitation goals may be to: raise awareness, extend the
impact, engage stakeholders and target groups to share solutions and know-
how, influence policies and practices, develop new partnerships.
Dissemination and exploitation of the results should form a crucial part of
any communication activity taking place during the project’s lifetime.

All the materials will be available on the EUROPRIS and the IDECOM web site. Their existence and content will be disseminated during the project lifetime and will remain available after the end of the project. Frameworks and other research and comparative analysis tools will be available for download and also can be used at European level in other lines of research. Each EU & National relevant stakeholders contact from the database created will be informed about the project results and materials developed in the project. Issues in terms of property rights will be discussed and agreed in the partnership in line with EU programs best practices and transparency settings.
e.COMMUNICATION
Communication with stakeholders and community for dissemination and exploitation
will be very important. The partners will use face-to–face communication; that will be done
during the IDECOM project events or at miscellaneous conferences, workshops where the
IDECOM project will be disseminated.
The partners will also use virtual communication in order to share and display
project activites and results. Thus they will send e-mails, use virtual platforms, , web-sites,
virtual media.
During the first phase of the project most of the effort will be put into developing
such a network using all the available tools. A dedicated website will be developed. On it,
materials can be posted and discussions hosted. For the dissemination process writen
communication will be used, especialy in order to inform the public authorities about the
IDECOM project activites and results.
EXPLOITATION
a)DEFINITION, OBJECTIVES
Exploitation means to use and benefit from something. For Erasmus+ this means maximizing
the potential of the funded activities, so that the results are used beyond the lifetime of the
project. It should be noted that the project is being carried out as part of an international
programme working towards lifelong learning and supporting European policies in the field of
education, training, youth and sport. Results should be developed in such a way that they can
be tailored to the needs of others; transferred to new areas; sustained after the funding period
has finished; or used to influence future policy and practice`(Erasmus+ Guide Program).
Important differences between exploitation and dissemination are as follows:
dissemination (including also information provision and awareness raising) can take place fromthe beginning of a project and intensify as results are becoming available;
full exploitation can happen only when it becomes possible to transfer what has been learntinto new policies and improved practices;
exploitation is a process that reaches beyond the life of the project so that its results aresustained.
In terms of exploitation it is important to think about how results can make a difference to
the project, end-users, peers or to policy makers.
Exploitation mechanisms include:
-positive reputational effects for the participating organizations;
-increased awareness on a theme, target or area of work;
-increased financial support by other supporters or donors;
-increased influence on policy and practice.
All the tools and outputs of the project are based on open source software with the
development and configuration costs covered by the project. These characteristics can benefit from the
increased replication potential to other prisons.
The prison systems and education ministries can replicate the outputs, since they are created,
in order to fit their needs and their available resources.
The validated teachers/trainers curriculum and training course will be made available at the
European level for each prison system manager to use in their activities. The fact that the curricula and
training programs are conjointly developed and common to different prison systems can also be strength
at the European level, including the countries involved in the adhesion processes.
The skills assessment survey is web-based and will be available for prison staff members from
different prison systems in Europe, easily accessible.
The pilot actions catalogue is available and can be replicated by prison staff or provide basis for
the development of adapted VET improvement actions in prison.
The prison systems involved in the project will use the instruments developed through EU funding, with the
available human resources, in other prisons throughout the country. Financial resources used will derive
from each institution’s budget.
Furthermore, all organizations partnering in this project maintain regular basis collaboration,
even if activating in different networks. These organizations are known for the delivery of high quality and
sustainable outputs. Organizations collaborated in key projects in the past and still maintain collaboration
and that give sustainability of the project.
b. TARGET GROUPS
In the IDECOM project we have two short term target groups:
-144 workers from the penal system from Romania, Moldova, Turkey and Portugal
-160 inmates from the Romanian, Moldovan, Turkish and Portuguese prisons
After the end date of the IDECOM project the two categories will become long term
target groups.
The IDECOM project long-term target groups will be:
1. Prisons from the project partner countries;
2. Other prisons or prison systems (other workers from penal system, inmates);
3. Schools or training centers for prison staff;
4. Relevant stakeholders (NGO’s, universities departments for justice, prison syndicates,
probation services);
c.EXPLOITATION TOOLS
The tools for exploitation include:
newsletters and magazines released periodically and often distributed via a mailing list. They inform
the target audience about the project results;
leaflets with summaries promoting the activities and outputs of the project;
the internet has become the exploitation tool of choice for millions of organisations and
individuals;websites are powerful tools for reaching the target audience and promoting the project;
project products will be presented on partners websites, uploaded on IDECOM project website
(www.idecom.eu) and on other virtual platforms;
the intellectual outputs of the project will be available in the English, Romanian,Portuguese and
Turkish language; these products will be shared printed or posted online to interested stakeholders;

e. IMPACTS
Impact is the effect that the activity carried out and its results have on people, practices,
organisations and systems. The impact assessment is an essential part of the process. It
evaluates achievements and generates recommendations for future improvements.
IDECOM project will have a significant impact primarily on prison staff, which will receive training,
and gain new information during the training activities which will be useful in everyday work. They
will acquire new knowledge and develop transversal skills. The impact of training activities will
result in actions from which inmates will be the main beneficiaries.
We expect improvements in VET action implementation; increase problem solving and innovation
focus of staff. Also we expect staff to feel better prepared and more confident working daily in a
team. Frequency of participation of employees in training sessions as well as prisoners in project
actions proves the quality of educational actions. The information gathered would be evaluated
with the final evaluation tests which prove the impact of training. Finally we expect staff to ask for
more work-based training, since as an impact is expected that staff can be more aware of
trainings’ learning impact in their professional and daily work. We also like to mention that the
