LUCENA CITY, Quezon, July 2 (PIA) --The Quezon Provincial Disaster Risk Reduction Management Council
(PDRRMC) urged the 39 municipal mayors in the province to adopt and implement Resolution No. 2012-01, a
‘resolution adopting the programs, projects and activities of PDRRMC for 2013’ in order to assure disaster
preparedness in their towns.
Dr. Henry Buzar, PDRRM officer, said the utilization of local DRRM fund (LDRRMF) not less than five percent of
the estimated revenue from the regular sources shall be set aside to support disaster preparedness activities.
The LGUs, according to Buzar, can use the calamity fund in conducting trainings, purchase of life-saving rescue
equipment, supplies and medicines, payment of premiums on calamity insurance and construction of
evacuation centers.
Buzar also said the local DRRMC shall monitor and evaluate the use and disbursement of the LDRRMF based on
the local DRRM plan as incorporated in the local development plan and annual work and financial plan. (PIA-

SAN JUAN, BATANGAS, Hulyo 2 (PIA) -- Pagtatanim ng organikong gulay ang itinampok sa pagsasanay na
magkatuwang na isinagawa ng mga Kagawaran ng Pagsasaka (DA) at Repormang Agraryo (DAR) sa mga kasapi ng
Sapaglaya Multi-purpose Cooperative sa Sitio Hulo Uno, Barangay Laiya Aplaya sa bayang ito.
Layunin ng naturang pagsasanay na mapaunlad ang kabuhayan ng mga magsasaka sa pamamagitan ng kanilang
kakayanang linangin ang kanilang lupa at paunlarin ang sektor ng agrikultura upang labanan ang nararanasang
global warming sa kasalukuyan.
Ang mga agrarian reform benificiaries (ARBs) ay inorganisa ng DAR upang dumalo sa pagsasanay at magkaroon ng
dagdag kaalaman sa organikong pagtatanim habang ang DA naman ang nagkaloob ng mga pananim na buto,
kagamitan sa paghahalaman at organikong pataba.
Sinabi ni municipal agrarian reform officer (MARO) Mila Evangelista, na mapalad ang mga ARBs sapagkat nabigyan
sila ng ganitong uri ng pagsasanay bukod pa sa nalalapit na pagkakaloob sa kanila ng titulo ng mga lupa.
Ayon naman kay municipal agriculturist Fe Acompanado, ang isinasagawang pagsasanay ay bahagi ng AgriPinoy na
siyang pangunahing programa ng Pangulong Benigno Aquino III hinggil sa agrikultura at pagsusulong sa organic
farming.
“Sa Laiya Aplaya, nililimitahan na ang mga piggery dahil malapit sa dagat at may baybayin pinoprotektahan kayat
tamang tama ang programang ito na makakatulong ng malaki sa mga magsasakang mapanatili ang kinikita sa
lupang kanilang sinasaka” sabi ni Acompanado.
Ilan sa mga paksang tinalakay sa pagsasanay ang AgriPinoy framework, global warming, Philippine Organic Act,
vermicomposting, organic vegetable production, nature farming at nagsagawa din ng hands-on sa pagtatanim at

LOBO, BATANGAS, Hulyo 2 (PIA) -- Magkakasabay na binuksan sa publiko ang post harvest facalities na
nagkakahalaga ng P1.5M at ang konkretong siyam na kilometrong Jaybanga, Nagtotoc at Nagtalontong farm-
to-market road (FMR) na nagkakahalaga naman ng P50.7 milyong piso kamakailan.
Sinabi ni dating Lobo Mayor Eferen Diona na bagamat 95 porsyento pa lamang ang natatapos sa kalsadang ito
ay nagagamit na at ang natitirang 5 porsyento ay ang susunod na administrasyon na ang mamamahala.
Aniya, binibigyan rin ng pagpapahalaga ang mga taong nakatulong ng malaki sa proyekto lalong-lalo na ang
Agrarian Reform Infrastructure Support Project O ARISP III sa ilalim ng Japan Bank for International
Cooperation (JBIC) na siyang nagpondo sa proyektong ito, ang Department of Public Works and Highway na
katuwang nila upang magawa ito, at sa mamamayan ng limang barangay na pangunahing makikinabang sa
proyektong ito.
Sinabi naman ni 2nd District Cong. Raneo Abu na hindi masama ang mangarap at nangako ito na magbibigay
ng suporta at tulong sa naturang barangay upang mas lalo pang mapaunlad ang pamumuhay ng mga tao dito.
Sa kanyang bahagi, pinasalamatan naman ni DAR-ARISP Coordinator Cristy Dagdag ang mga mamamayan ng
Lobo sa ibayong suporta para sa proyekto. Aniya, naging maayos at mahusay ang pakikipagtulungan sa kanila
ng lahat ng mga mamamayan dito kung kaya't naisakatuparan ang proyektong ito.
Samantala nagbilin naman si provincial agrarian reform officer (PARO) II Felixberto Kagahastian na pag-ingatan
ang bagong gawang kalsada dahil ito ang mag-aahon sa mga tao sa karukhaan.
“Marami sa ating bansa ang nangangarap ng ganitong kalsada at halos P51 milyon ang halaga subalit naging
mapalad ang taga Jaybanga, Apar, San Nicolas, Nagtalongtong at Nagtoctoc para pagdalhan ng proyekto ng
ARISP III,” wika ni Kagahastian.
Ang proyektong ito ay magbibigay ng mas maayos na kabuhayan at pagkikitaan sa mga mamamayan ng limang

LUNGSOD NG BATANGAS, Hulyo 2 (PIA) -- Mas lalong bibigyang pansin ng pamahalaang panlalawigan ang mga programang nakapaloob sa HEARTS na kinabibilangan ng health (kalusugan), education (edukasyon), agriculture (agrikultura), agriculture, roads/infrastructure (mga kalsada/imprastraktura), tourism at security (seguridad) sa taong ito. Sa panayam kay Governor Vilma Santos Recto, sinabi nito na ipagpapatuloy niya ang pagpapatupad ng mga programang magiging kapaki-pakinabang sa mga Batangueno upang mabigyan ng maayos at masaganang pamumuhay ang mga ito. Aniya, sa nakaraang taon ay tinutukan nila ang pagsasaayos ng mga district hospitals, pagpapagawa ng mga gusaling pampaaralan, day care centers, health centers at maging ang mga kalsada sa buong lalawigan. Nasa 98 porsyento na ng mga kalsada sa buong probinsya ang sementado na at ang dalawang porsiyento nito ay kinakailangan ng mga pagsasaayos. Isa sa nakikita nilang solusyon dito ay ang pagpasok sa public-private partnership upang magkaroon ng kaagapay sa pagpopondo at maisakatuparan ang mithiing kaunahang probinsya na nakapagsaayos ng mga provincial roads. Sinabi din ni Recto na pauunlarin pang lalo at bibigyang pansin ang sektor ng agrikultura sa lalawigan kung saan binabalak na gawing moderno ang mga kagamitan para sa irigasyon at post harvest facilities. May 60 porsyento ng lupain sa lalawigan ang agrikultural. Isusulong din ang pagpapalakas ng turismo lalo na at maayos na ang mga kalsada. Binabalak din ang pagkakaroon ng mga tourism policemen na syang magbibigay kaalaman sa mga turista kung saan ang magagandang lugar pasyalan sa probinsya. Binabalak din ang pakikipag-ugnayan sa mga resort owners upang magkaroon ang mga ito ng resort packages na siyang lalong magpapalakas sa mga natatanging baybay dagat sa lalawigan tulad ng Nasugbu, Mabini, San Juan, Calatagan at Lian. Ayon pa sa gobernador, isa sa kanilang tinitignan ay ang pagkakaroon ng mga maayos na hotels na maaaring pagdausan ng mga conventions at maaaring magbigay ng karagdagang kita at buwis sa lalawigan. Muli ding binigyang-diin ni Recto ang kanyang paninindigan ukol sa pangangalaga sa kapaligirang at likas na yaman ng lalawigan. Bukod pa rito, nagpasalamat din ang punonglalawigan sa pagsuporta ng Sangguniang Panlalawigan upang makapagpasa ng maayos ng mga ordinansa na pakikinabangan ng mga Batangueno tulad ng environment code. President Benigno S. Aquino III has declared July 15, which falls on a Monday as a special (non-working) day in the municipality of Mauban in the province of Quezon in celebration of its "Araw ng Mauban." The Chief Executive issued the declaration through Proclamation No. 611 signed by Executive Secretary Paquito N. Ochoa Jr. on June 26, to give the people of Mauban the full opportunity to celebrate and participate in the occasion with appropriate ceremonies. Founded in 1583, Mauban is a first class municipality in the province of Quezon. Mauban celebrates "Araw ng Mauban" on July 15 of every year, coinciding with the feast day of the municipality's patron, St. Bonaventure. PND (js)

President Aquino cites the Philippine National Police for achievements in peace and order despite equipment shortage
President Benigno S. Aquino III cited the Philippine National Police for its achievements in upholding the law and maintaining peace and order all over the country despite being burdened with its perennial problem of equipment shortages. The President said that despite the lack of handguns, policecars and personnel, the PNP was able to bring down crime from 319,441 in 2010 to 217,812 in 2012; carnapping incidents down 40 percent; and kidnap for ransom down 73 percent for the same period. ―Positibong datos din ang resulta ng maigting ninyong pagsagupa sa Private Armed Groups. Animnapu‘t tatlong porsyentong kabawasan sa bilang ng grupong ito ang naitala natin mula eleksyon 2010 hanggang nitong nakaraang halalan. Aquino orders DILG and PNP to promote two police personnel for bravery
President Benigno S. Aquino III directed the Department of Interior and Local Government and the Philippine National Police to work towards promoting two police personnel for bravery. The President issued his directions in his speech after leading the distribution of brand new 9mm Glock 17 pistols at the PNP multi-purpose hall in Camp Crame, Quezon City on Tuesday. The President said that Police Officer 2 (PO2) Edlyn Arbo, the brave lady cop from the Eastern Police District who prevented a holdup from happening in a jeepney she was riding to work in Manila last April 4; and PO2 Felipe Moncatar of the Bacolod City Police Regional Office, whose exploits of bringing to justice big time criminals and syndicates, deserve to be meritoriously promoted for their selfless acts. ―Patunay nga po rito si PO2 Edlyn Arbo; na walang pag-aatubiling hinarap at tinugis ang isang holdaper sa nasakyang dyip. Hindi niya inalintana ang kawalan ng baril, at natamong sugat sa engkuwentro. Tapang, pananagutan, at kasanayan bilang pulis ang tanging sandata niya para panagutin ang holdaper. Kita naman po n‘yo ang kababaihan,‖ the President said. ―Ilang beses na ring nakatanggap ng papuri si PO2, Felipe Moncatar mula sa iba‘t ibang istasyon at organisasyon dahil sa dami ng nahuli niyang kriminal. President Aquino bares plans to appoint ex-Iloilo Rep. Garin as Usec of DOH
President Benigno Aquino III on Tuesday revealed plans to appoint former Iloilo Representative Janet Garin as undersecretary of the Department of Health (DOH). ―She will bring a lot of political savvy to DOH, [and] will enhance cooperation between DOH and especially the local government units, as well as the national offices,‖ President Aquino said in a media interview at Camp Crame where he led the turnover of brand new pistols to some Philippine National Police officers. The President cited Garin‘s ―extensive‖ experience and knowledge as a medical professional and lawmaker making
her suitable for the position. He likewise believed that Garin, who is one of the primary authors of the controversial reproductive health bill, would contribute further to advancing the programs of the health department. Garin‘s term as lawmaker expired last June 30. Meanwhile, President Aquino refused to confirm whether former Quezon Representative Lorenzo ―Erin‖ Tañada III, a member of the Liberal Party, will be joining his administration as well. "I haven‘t talked to Erin. I think they are in the midst of, you know, parang may question sa results doon sa district niya. So I think he is concentrating on that at the present time,‖ he said. The Chief Executive, likewise, has yet to finalize the positions to be given to former Senators Panfilo Lacson and Francis Pangilinan. ―The devil is in the details…may mga ilan detalye para bago natin ihayag kung ano talaga ang mga functions nila,‖ he said adding that he is ―in touch‖ with the two senators regarding their positions. President Aquino will not reappoint Administrator Nangel of National Irrigation Administration
President Benigno S. Aquino III said on Tuesday that he has no intentions of reappointing National Irrigation Administration Administrator Antonio Nangel to another term at the agency, saying he remained dismayed at the administrator‘s performance at the irrigation agency.
In a press briefing after leading the ceremonial distribution of 22,603 brand new Glock17 9mm pistols at Camp Crame, Quezon City, the President said he had instructed the Office of the Executive Secretary, the Department of Budget and Management and other concerned agencies to review the operations at NIA and come up with suggestions on how to improve their service.
―Nag-atas na ako, umpisa kay Executive Secretary, kasama na rin ang DBM and other agencies of government to look into this at kung maayos natin ang irrigation natin, significant ang dagdag sa agricultural output natin,‖ the President said.
―Sa laki-laki ng pondo na ibinibigay natin sa ahensiyang iyan, dapat naman may kalingang nadarama ang mga magsasaka. Masakit kung mapapatunayan na iyong kalinga pala ay naging kalokohan lang, at hindi natin matatanggap na mangyari iyon,‖ he added.
He said his decision not to reappoint Nangel was obvious after he expressed his dismay over the NIA‘s performance during its 50th Anniversary last month.
―May renewal ang appointment contract every year. Ngayon, maliban na lang kung magkaroon ako ng amnesia mula ngayon hanggang mamaya ay wala akong balak i-renew,‖ the President said. PND (rck)

President Benigno S. Aquino III led the distribution of 22,603 brand new Glock 17 9mm pistols to pre-selected personnel of the Philippine National Police in ceremonies held at the PNP headquarters in Camp Crame, Quezon City on Tuesday.
The new pistols form part of the 60,000 firearms bought by the PNP with an allocation of P1.2-billion from the PNP Modernization program.

President Aquino receives Argentine, British Ambassadors in Malacanang
President Benigno S. Aquino III received Tuesday Argentine Ambassador Joaquin Daniel Otero in a farewell call at Malacanang‘s Music Room.
The President conferred upon Otero the Order of Sikatuna with the rank of Datu for his contributions in Philippine-Argentina relations in the areas of culture, arts, sports and trade.
At the same time, British Ambassador Stephen Lillie paid a farewell call on the President, was also conferred with the Order of Sikatuna with the rank of Datu.
The Order of Sikatuna is a national order of diplomatic merit of the Republic of the Philippines conferred upon individuals who have rendered exceptional and meritorious services to the Philippines.
It is being given to diplomats, officials and nationals of foreign states who have rendered conspicuous services in developing and strengthening relations between their country and the Philippines.
The order is also being conferred upon the personnel of the Department of Foreign Affairs both in the home office and in the foreign service. The Order of Sikatuna may be awarded by the secretary of Foreign Affairs in the name and by authority of the President.
The rank of Datu or Grand Cross has two distinctions: Gold (Katangiang Ginto) and Silver (Katangiang Pilak).
The Grand Cross may be conferred upon a crown prince, Vice President, Senate President, Speaker of the House, Chief Justice or the equivalent, foreign minister or other official of cabinet rank, Ambassador, Undersecretary, Assistant Secretary, or other person of a rank similar or equivalent to the foregoing. The Gender Equality Committee, headed by the Presidential Communications Operations Office, was invited by the Quezon City Government to participate in their forum on gender-fair media, tourism and education last 1 July 2013, at the Quezon City Hall. The event started at 9:00 in the morning at the Bulwagan Hall, Main Bldg. of the Quezon City Hall with Honorable Mayor Herbert Bautista welcoming the guests from media, both from private and public sectors, government agencies and education sector. One the highlights of the event was the ceremonial turn-over by PCOO representatives of the Gender Equality Guidelines, a three-part document, prepared by the Gender Equality Committee pursuant to Republic Act No. 9710 otherwise known as the Magna Carta of Women, to Mayor Bautista for dissemination to all concerned agencies in Quezon City. An open forum was also conducted aimed to provide an avenue for the participants, who were mostly from the education sector to have a dialogue with the guest speakers to determine, and be enlightened, on how to address gender equality issues. The Gender Equality Committee is composed of the Presidential Communications Operations Office (PCOO), Philippine Commission on Women (PCW), Optical Media Board (OMB), Movie and Television Review and Classification Board (MTRCB), National Telecommunications Office (NTC), Film Academy of the Philippines (FAP), Film Development Council of the Philippines (FDCP), National Commission for Culture and the Arts (NCCA) and the Center for Media Freedom and Responsibility (CMFR), as representative of the private sector. Magandang umaga po. Maupo ho tayong lahat. Secretary Mar Roxas; Police Director General Alan Purisima; command staff; recipients of the Glock 17 pistols; officials and staff of the DILG PNP and NAPOLCOM; fellow workers in government; honored guests; mga minamahal ko pong kababayan: Talagang maganda po ang umagang ‗to. Patung-patong na problema ang ating dinatnan nang magsimula tayong manungkulan. At isa nga po sa bumulaga sa ating mabigat na suliranin ang hinaharap ng pambansang kapulisan. Halos 50 porsyento ng ating mga pulis ang walang baril sa serbisyo. Ibig sabihin: ang kalahati ng inyong hanay, umaasa lamang yata sa anting-anting, o nananalanging huwag tablan ng bala sa oras ng engkuwentro, o madaan sa pakiusap ang pusakal na kriminal. Sa matagal na panahon, para bang sinasabi nating, ―Tungkulin n‘yo ang mabilis na pagsugpo sa krimen at banta sa seguridad, pero kapag kapakanan n‘yo na ang nakataya, magtiis kayo‘t ‗wag nang umasa.‖ Kaya talaga naman pong isang makabuluhang araw ito para sa ating pambansang seguridad. Sinimulan na po natin ang distribusyon ng mga bagong unit ng 9mm na Glock 17 pistols; at hindi rin magtatagal, maipagkakaloob na rin ang kabuuang 74,879 na baril sa ating kapulisan. Sa ganitong positibong pag-usad ng programa, nalalapit na tayo sa katuparan ng layunin nating 1:1 police-to-pistol ratio. Kung mayroon pong isang tao na tiyak matutuwa sa katuparan ng adhikaing ito para sa kapulisan, ito po ay ang dating Kalihim ng DILG na si Jesse Robredo. Malinaw sa kaniyang matagal nang pinapasan ng mga pulis ang kalbaryo sa kakulangan ng armas, kaya pinangunahan niya ang paghahanap ng akmang solusyon. Hindi man natin siya kasama ngayong umaga, siguradong ipinagmamalaki niya ang tagumpay nating ito. Nagpapasalamat din tayo siyempre, kina Kalihim Mar Roxas, at Director General Alan Purisima, sa paninigurong hindi mababalewala ang pangangailangan ng ating mga alagad ng batas. Ang inaprubahan nga po nating budget para sa pagbili ng mga baril na ito—1.198 billion pesos. Dahil sa maayos at tapat na bidding, nakatipid ang PNP ng mahigit 200 milyong piso. Nandiyan po ang kuwenta sa aking pong bandang kanan. Nakabili pa tayo ng dagdag na halos 15,000 piraso ng armas. Ang maganda po: dahil sa de-kalidad at iisang klase ng baril na ating ipagkakaloob, mas makakatipid tayo sa pagbili ng mga piyesa, pati na rin sa pagsasanay ng ating mga pulis sa paggamit nito. Katumbas ang pagpapaunlad natin sa inyong kapasidad, ang pag-aangat natin sa kalidad ng inyong serbisyo sa sambayanan. Isipin n‘yo, wala man bibit na baril o kakulangan man sa armas, nagagawa pa rin ninyong magpakitang gilas. Paano pa kaya kung mayroon nang sapat at modernong kagamitan ang inyong hanay? Patunay nga po rito si PO2 Edlyn Arbo; na walang pag-aatubiling hinarap at tinugis ang isang holdaper sa nasakyang dyip. Hindi niya inalintana ang kawalan ng baril, at natamong sugat sa engkuwentro. Tapang, pananagutan, at kasanayan bilang pulis ang tanging sandata niya para panagutin ang holdaper. Kita naman po n‘yo ang kababaihan. [Applause] Ilang beses na ring nakatanggap ng papuri si PO2 naman, Felipe Moncatar mula sa iba‘t ibang istasyon at organisasyon dahil sa dami ng nahuli niyang kriminal. Ang ilan pa rito, kabilang sa ―most wanted persons‖ sa Lungsod ng Bacolod. Ang iba naman, miyembro pa ng malalaking sindikato na sangkot sa panggagahasa, pagpatay, pagnanakaw, at carnapping. Ang partida nga: Naisakatuparan niya ang matatagumpay na operasyon nang, ulit, walang dalang armas. Saludo ang buong bayan sa inyong katapangan at pananagutan; at sa buong hanay ng ating kapulisan na walang pinipiling sitwasyon at pagkakataon upang maglingkod sa kapwa at bansa. [Laughter] Sa katunayan, mula 319,441 na crime volume noong 2010, naipababa ninyo ang bilang na ito sa 217,812 noong 2012. Kaya naman pursigido ang pamahalaan na paunlarin at patatagin ang pambansang kapulisan. Kaakibat ng distribusyon ng mga bagong baril, isinusulong na rin natin ang PNP Operational Transformation Plan para sa 2013 hanggang 2016. Bahagi nito ang pagdaragdag ng 15,000 non-uniformed personnel kada taon upang pumalit sa mga pulis sa mga gawaing administratibo. Sa pamamagitan nito, sa halip na maghapong nakaposte sa mga presinto‘t opisina ang ating mga pulis, magsisilbi silang karagdagang puwersa sa pagbabantay sa mga komunidad. Kasado na rin dito ang pagbili natin ng 13,000 unit ng M-4 rifle para sa hanay natin sa field patrol. Tuloy-tuloy naman ang ating programang pabahay para maibsan ang inyong pasanin at ng inyong pamilya. Nakapagpatayo na tayo ng 21,800 na tahanan sa unang yugto ng programa para sa ating mga sundalo‘t pulis. Mahigit 15,000 bahay na rin ang nakumpleto natin sa Phase 2, na sa duluhan ay aabot ng 31,200 ang Phase 2. Kasama na ring maninirahan sa maitatayong pamayanan ang mga kawani ng BFP, BuCor, at BJMP sa buong bansa. At siguro naman itong mga komunidad na ito ang pinakaligtas sa buong Pilipinas dahil puro sundalo, pulis, Bureau of Corrections personnel, BJMP personnel, at kung saka-sakali ―minalas‖ ka, Bureau of Fire personnel ang katapat mo sa komunidad na ‗to. Sa mga reporma at tagumpay na ito, inaasahan kong patuloy na pangungunahan ng ating mga alagad ng batas ang pagsupil sa krimen at transaksyunalismo. Wala nang puwang sa ating kapulisan ang mga nagsisiga-sigaan sa lansangan o padrino pa ng masasamang elemento. Patuloy nating ibabantayog ang dangal at integridad ng inyong hanay; at sa mga hindi pa rin tumitino, sisiguruhin kong preso, na ating pong pinalalawak, ang susunod ninyong destino. Kompiyansa po tayong sa paglilinis at pag-aangat ng antas ng inyong serbisyo, lalo pang aarangkada ang ating pambansang kapulisan. Puspusan namang kikilos ang gobyerno upang suklian ang inyong makabuluhang paglilingkod—kayo na handang masugatan sa bakbakan at sumuong sa anumang peligro, mailigtas lamang ang kapwa Pilipino. Patunayan nating laging nasa panig ng katwiran ang ating kapulisan; patuloy nating tutukan ang kapakanan ng ating mga tunay na Hepe—ang sambayanan. Sabay-sabay nating asintahin at tunguhin ang katuparan ng ating kolektibong adhika para sa minamahal nating bansa. ‗Yong Transformational Plan, may budget ho tayong hinanda ng nine bilyon pesos para dito, at nang naaprubahan ho natin ‗yan—magaling po ang teamwork ni Secretary Roxas at Director General Purisima—nang natapos po si Secretary Roxas, tumungo naman sa akin si Director General Purisima at sinabi, ―Sir, hindi pa kasama ang mga helicopter na kailangan namin.‖ Sabi ko, ―Okay kayo. Hindi n‘yo mininsanan, hinati n‘yo nang naaprubahan ‗yong isa. Malamang maaprubahan na rin ‗yong pangalawa.‖ Sana naman hindi sumunod si Deputy-Director General Ager Ontog. Baka may nakalimutan ‗yong dalawa, may pangatlo na namang hihiritin. Magkukulong na ako sa kuwarto ko. [Laughter] Anyway, ulitin ko po: Alam n‘yo noong mas bata ako, naalala ko po isang konsepto. Sa isang district dito sa NCR may tinatawag na rights. Sabi ko, ―Anong rights?‖ ‗Pag may nagretirong kapulisan, dahil kulang nga iyong kagamitan, ay binibili doon sa nagreretiro ‗yung karapatan para sa kanya ilisan o ilipat ‗yong baril doon sa walang baril. Sabi ko, ―Yong pulis tila nagkaroon tayo ng iskandalo noong araw na pagpapasok sa serbisyo ay katakot-takot raw na uutangin ng maraming babayaran para makapasok.‖ Unang tatlong taon raw ay nagbabayad ng utang. Nang nakapasok, pababayaran mo pa sa equipment na dapat ay ipinagkaloob sa kanya. At pagkatapos n‘on, ay marami pang ibang mga maling gawain na tila masasabi natin, ―‗Yong tagapangalaga ng ating siguridad ay wala nang napala kundi maapi.‖ Tapos na po ang panahon ng pang-aapi sa ating kapulisan. Magpakatotoo po tayo sa ating mga boss. At ako na ho ang bahalang maniguradong talaga namang damang-dama n‘yo ang pag-aaruga at pagmamahal ng nagpapasalamat na sambayanan. Magandang araw po. Limampung taon na ang nakakalipas mula nang rumesponde ang Hukbong Himpapawid ng Pilipinas sa dalawa sa pinakatanyag nilang misyon. Una ay ang Congo Mission noong Pebrero 1963, kung saan tinulungan ng Philippine Air Force Contingent o PAFCON ang United Nations para pigilan ang paglubha ng kaguluhan sa Congo. Ito ang kauna-unahang hukbong panghimpapawid na ipinadala ng Pilipinas sa ibang bansa. Marso naman ng 1963 nang pumutok ang Bulkang Gunung Agung sa Bali, Indonesia. Sakay ang ating Air Force Paramedics, gayundin ang medical team ng DOH, lumipad ang pitong C-47 ng ating Hukbong Himpapawid upang magdala ng mga gamot at magbigay-lunas sa ating karatig-bansa. Mahigit labindalawang libo animnaraan (12,600) na konsultasyon, paggagamot, at operasyon, bukod pa sa labing apat na libo limampu‘t lima (14,055) na imunisasyon para sa smallpox at cholera ang matagumpay na naisagawa dahil sa Bali Mission. Makalipas man ang limampung taon, sumasalamin pa rin ang Congo at Bali Missions sa mga batayang prinsipyong nagbibigay-direksyon sa Hukbong Himpapawid ng Pilipinas hanggang sa ngayon: Ang walang pag-aatubiling pagresponde upang ipagtanggol ang karapatan at kalayaan ng sinumang nangangailangan; ang kahandaang mag-alay ng oras at kakayahan upang bigyang-kalinga ang mga napapatumba ng sakuna, sakit o kahirapan. Habang nagbabalik-tanaw tayo sa mayamang kasaysayan ng Philippine Air Force, may isang bagay na kapansin-pansin: kung noong 1963, may kakayahan tayong tumulong at magpadala ng mga squadron sa ibang bansa, bakit nitong mga nakalipas na dekada, tila nabalian ng pakpak ang ating Hukbong Himpapawid, at umaasa na lamang tayo sa mga luma at kakarag-karag na eroplano't gamit? Sa loob lamang ng tatlong taon, pinatunayan natin na ang Philippine Air Force ay muling bumabagwis tungo sa makabagong lakas, at matatag na bukas. Nagpapasalamat tayo sa dedikasyon at inisyatiba ni Defense Secretary Voltaire Gazmin upang itaas ang kakayahan at ang kalidad ng kagamitan ng ating buong kasundaluhan, gayundin sa mahusay at tapat na pamumuno ni Lieutenant General Lauro Catalino Dela Cruz sa inyong hukbo. Kitang-kita naman sa inyong aktibong pagtatanod kung paano ninyo pinagsisilbihan ang mga Pilipino. Noong nakaraang taon, umabot sa mahigit dalawampu‘t walong libo at tatlondaang (28,300) sorties, lampas isang libo at limandaang (1,500) ground operations, at halos apat na libo at pitong daang (4,700) civil military operations ang inyong mga naisagawa. Bukod sa pakikibalikat ninyo sa prosesong pangkapayapaan sa Mindanao, kahanga-hanga rin ang bilis ng inyong pagtugon at pagtulong kapag may banta ng bagyo o anumang sakuna. Nakakatuwa ring makita na hindi kayo nadidiskaril sa adhika nating gawing permanente ang tapat at mabuting pamamahala. Dahil sa maayos at masinop na pangangasiwa ng inyong pondo, ayon sa DBM, pumapalo sa 99.6 percent ang financial obligation efficiency ng Air Force. Bilib din po tayo sa 410th Maintenance Wing, na sa kauna-unahang pagkakataon ay matagumpay na kinumpuni at pinagana ang isang C-130 transport aircraft. Congratulations! Congratulations! po sa ISO Certification na iginawad sa inyo dahil dito. Mulat po tayo sa mga kasalukuyang limitasyon ng ating sandatahan, kaya naman nagpapasalamat tayo sa inisyatiba ng Air Force na kumpunihin upang muling mapakinabangan ang ilang eroplano't sasakyan, gaya ng labimpitong M-35 trucks, isang N-22 Nomad transport aircraft, isang UH-1H Utility Helicopter, isang LC-210 aircraft at isang MG-520 attack helicopter. Syempre, hindi maaring habambuhay na umasa na lamang tayo sa maya't mayang rehabilitasyon at pagkukumpuni ng kagamitan. Sa tuwing lumilipad ang Air Force, nakataya sa kalidad ng ating mga eroplano, hindi lamang ang tagumpay ng kanilang misyon, kundi ang mismong buhay ng ating mga sundalo. Kamakailan lang, bumagsak ang OV-10 630 Bronco lulan ang dalawa sa ating mga kawal. Kasalukuyan pa rin pong nagaganap ang search and retrieval operations, at makakaasa po ang pamilya ng mga piloto sa karampatang tulong at suporta ng inyo pong gobyerno. Ang ganitong mga pangyayari nga mismo ang iniiwasan natin simula't sapul pa, kaya naman, nakatutok tayo sa modernisasyon ng ating pambansang tanggulan. Mantakin po ninyo: sa unang labingsiyam na buwan ng ating termino, halos pantayan ng mahigit dalawampu‘t walong bilyong pisong inilaan natin para sa AFP Modernization Program, ang tatlumpu‘t tatlong bilyong pisong pondo ng programa sa nakalipas na tatlong administrasyon. At dahil sa pagsasabatas ng New AFP Modernization Act, pitumpu‘t limang bilyong pisong pondo ang mailalaan natin sa Tanggulang Pambansa sa susunod na limang taon. Asahan po ninyo bago tayo bumaba sa pwesto, tumatanod na sa ating himpapawid ang mga makabago't modernong kagamitan gaya ng lead-in fighters, long-range patrol aircraft, close air support aircraft, light-lift fixed-wing aircraft, medium-lift aircraft, attack helicopters, combat utility helicopters, air defense radars, at flight simulators. Nananalig ako: sa pagsasanib ng mga pagkilos ng pamahalaan upang gawing mas moderno ang inyong mga pangangailangan, at ang panibagong dangal at kumpiyansa ng taumbayan sa ating kasundaluhan, talagang magiging abot-langit ang serbisyong hatid ng Hukbong Himpapawid ng Pilipinas. Wala pong duda: unti-unti na tayong pumapasok sa panibagong yugto sa kasaysayan ng Philippine Air Force. Ang dating pambabalewala sa inyong kapakanan, pinapalitan natin ngayon ng pagtugon sa inyong pangangailangan—mula man sa mga modernong eroplano, hanggang sa mga benepisyo't maayos na pabahay. Ngayong pinapalakas natin ang kakayahan ng ating Hukbong Himpapawid, walang ibang inaasahan ang taumbayan kundi ang buong katapatan ninyong gampanan ang inyong tungkulin.
Sa susunod na lumipad kayo, tanawin ninyo ang libu-libong islang bumubuo sa ating bansa. Isipin ninyo kung ilang Pilipino ang nakatingala, pinagmamasdan ang pagbagwis ninyo sa langit, at buong-pagmamalaki nilang nasasambit na "Salamat at nariyan ang Philippine Air Force. Walang maaaring sumindak o manggipit sa akin. Ligtas ako." Sa lahat ng bumubuo ng Philippine Air Force, huwag na huwag nating bibiguin ang ating mga Boss. The Office of the Ombudsman scored victory over a criminal case against Spouses Teotimo and Vivian Sacluti,
both from the Bureau of Customs (BOC), for failing to declare their business interest and financial connection with
Bodgie Motor and Iron Works in their joint Statements of Assets and Liabilities and Net Worth (SALN) for six years
from 2000 to 2005.
In a 16-page Decision, Judge Glenda R. Mendoza-Ramos of the Metropolitan Trial Court, Branch 30, Manila
imposed on spouses Sacluti the penalty of fine of P5,000.00 for each of the six counts of violation of Section 8 of
Republic Act No. 6713 otherwise known as the Code of Conduct and Ethical Standards for Public Officials and
Employees.
The Decision stated that ―it is not uncommon that mistakes or omissions may be committed as most in the public
service are not properly adept in accomplishing it [SALN]. Be that as it may, a public official or employee must
comply with what the SALN requires to be disclosed and absent any clear showing of mere oversight,
inadvertence or the like will not exempt anyone from liability under the law.‖

The Civil Service Commission (CSC) has affirmed the dismissal of a Bureau of Immigration (BI) lawyer who was
arrested for allegedly extorting P100,000.00 from an Indian national.
Based on the CSC ruling, BI Commissioner Ricardo A. David, Jr. implemented his May 25, 2012 decision
dismissing from the service Ramoncito Tolentino, Attorney III, and finding him guilty of grave misconduct and
conduct prejudicial to the best interest of the service.
David also forfeited Tolentino‘s retirement benefits, banned him from reemployment in the government, aside from
canceling his civil service eligibility.
The dismissal order was later affirmed by Justice Secretary Leila M. de Lima on June 27 last year.
In its March 14, 2013 decision, the CSC affirmed the decision of both David and De Lima as the commission
dismissed an appeal filed by Tolentino.
―By extorting money in exchange for a favorable result, appellant has transgressed the rule of law and has
demonstrated corruption.‖ the CSC stated in a nine-page decision, adding that the lawyer tainted the BI‘s integrity
and his reputation as a public servant.
Records showed Tolentino was arrested in his office on October 27, 2011 in an entrapment operation by National
Bureau of Investigation (NBI) agents.
He was arrested upon complaint of Prem Dass, an Indian national, from whom the lawyer allegedly demanded P
200,000.00 in return for favorable decision on his pending petition to cancel his visa.
Dass then went to the NBI and Tolentino was arrested later in the day after the Indian alleged gave him P
100,000.00, including four P 1,000.00 bills as marked money.
After the incident, David formed a three-man investigating panel that filed administrative charges against Tolentino
and, after holding several hearings on the case, recommended his ouster from the service.

The Professional Regulation Commission (PRC) announces that 1,385 out of 2,349 passed the Pharmacist
Licensure Examination given by the Board of Pharmacy in the cities of Manila, Baguio, Cebu and Davao last June
2013.
The members of the Board of Pharmacy who gave the licensure examination are Ms. Marilyn M. Young-Tiu,
Chairman; Ms. Mildred B. Oliveros and Mr. Anthony Aldrin C. Santiago, Members.
The results were released in four (4) working days after the last day of examination.
Registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will be on July
