LUCENA CITY, Quezon, July 2 (PIA) --The Quezon Provincial Disaster Risk Reduction Management Council

(PDRRMC) urged the 39 municipal mayors in the province to adopt and implement Resolution No. 2012-01, a

‘resolution adopting the programs, projects and activities of PDRRMC for 2013’ in order to assure disaster

preparedness in their towns.

Dr. Henry Buzar, PDRRM officer, said the utilization of local DRRM fund (LDRRMF) not less than five percent of

the estimated revenue from the regular sources shall be set aside to support disaster preparedness activities.

The LGUs, according to Buzar, can use the calamity fund in conducting trainings, purchase of life-saving rescue

equipment, supplies and medicines, payment of premiums on calamity insurance and construction of

evacuation centers.

Buzar also said the local DRRMC shall monitor and evaluate the use and disbursement of the LDRRMF based on

the local DRRM plan as incorporated in the local development plan and annual work and financial plan. (PIA-

SAN JUAN, BATANGAS, Hulyo 2 (PIA) -- Pagtatanim ng organikong gulay ang itinampok sa pagsasanay na

magkatuwang na isinagawa ng mga Kagawaran ng Pagsasaka (DA) at Repormang Agraryo (DAR) sa mga kasapi ng

Sapaglaya Multi-purpose Cooperative sa Sitio Hulo Uno, Barangay Laiya Aplaya sa bayang ito.

Layunin ng naturang pagsasanay na mapaunlad ang kabuhayan ng mga magsasaka sa pamamagitan ng kanilang

kakayanang linangin ang kanilang lupa at paunlarin ang sektor ng agrikultura upang labanan ang nararanasang

global warming sa kasalukuyan.

Ang mga agrarian reform benificiaries (ARBs) ay inorganisa ng DAR upang dumalo sa pagsasanay at magkaroon ng

dagdag kaalaman sa organikong pagtatanim habang ang DA naman ang nagkaloob ng mga pananim na buto,

kagamitan sa paghahalaman at organikong pataba.

Sinabi ni municipal agrarian reform officer (MARO) Mila Evangelista, na mapalad ang mga ARBs sapagkat nabigyan

sila ng ganitong uri ng pagsasanay bukod pa sa nalalapit na pagkakaloob sa kanila ng titulo ng mga lupa.

Ayon naman kay municipal agriculturist Fe Acompanado, ang isinasagawang pagsasanay ay bahagi ng AgriPinoy na

siyang pangunahing programa ng Pangulong Benigno Aquino III hinggil sa agrikultura at pagsusulong sa organic

farming.

“Sa Laiya Aplaya, nililimitahan na ang mga piggery dahil malapit sa dagat at may baybayin pinoprotektahan kayat

tamang tama ang programang ito na makakatulong ng malaki sa mga magsasakang mapanatili ang kinikita sa

lupang kanilang sinasaka” sabi ni Acompanado.

Ilan sa mga paksang tinalakay sa pagsasanay ang AgriPinoy framework, global warming, Philippine Organic Act,

vermicomposting, organic vegetable production, nature farming at nagsagawa din ng hands-on sa pagtatanim at

LOBO, BATANGAS, Hulyo 2 (PIA) -- Magkakasabay na binuksan sa publiko ang post harvest facalities na

nagkakahalaga ng P1.5M at ang konkretong siyam na kilometrong Jaybanga, Nagtotoc at Nagtalontong farm-

to-market road (FMR) na nagkakahalaga naman ng P50.7 milyong piso kamakailan.

Sinabi ni dating Lobo Mayor Eferen Diona na bagamat 95 porsyento pa lamang ang natatapos sa kalsadang ito

ay nagagamit na at ang natitirang 5 porsyento ay ang susunod na administrasyon na ang mamamahala.

Aniya, binibigyan rin ng pagpapahalaga ang mga taong nakatulong ng malaki sa proyekto lalong-lalo na ang

Agrarian Reform Infrastructure Support Project O ARISP III sa ilalim ng Japan Bank for International

Cooperation (JBIC) na siyang nagpondo sa proyektong ito, ang Department of Public Works and Highway na

katuwang nila upang magawa ito, at sa mamamayan ng limang barangay na pangunahing makikinabang sa

proyektong ito.

Sinabi naman ni 2nd District Cong. Raneo Abu na hindi masama ang mangarap at nangako ito na magbibigay

ng suporta at tulong sa naturang barangay upang mas lalo pang mapaunlad ang pamumuhay ng mga tao dito.

Sa kanyang bahagi, pinasalamatan naman ni DAR-ARISP Coordinator Cristy Dagdag ang mga mamamayan ng

Lobo sa ibayong suporta para sa proyekto. Aniya, naging maayos at mahusay ang pakikipagtulungan sa kanila

ng lahat ng mga mamamayan dito kung kaya't naisakatuparan ang proyektong ito.

Samantala nagbilin naman si provincial agrarian reform officer (PARO) II Felixberto Kagahastian na pag-ingatan

ang bagong gawang kalsada dahil ito ang mag-aahon sa mga tao sa karukhaan.

“Marami sa ating bansa ang nangangarap ng ganitong kalsada at halos P51 milyon ang halaga subalit naging

mapalad ang taga Jaybanga, Apar, San Nicolas, Nagtalongtong at Nagtoctoc para pagdalhan ng proyekto ng

LUNGSOD NG BATANGAS, Hulyo 2 (PIA) -- Mas lalong bibigyang pansin ng pamahalaang panlalawigan ang mga programang nakapaloob sa HEARTS na kinabibilangan ng health (kalusugan), education (edukasyon), agriculture (agrikultura), agriculture, roads/infrastructure (mga kalsada/imprastraktura), tourism at security (seguridad) sa taong ito. Sa panayam kay Governor Vilma Santos Recto, sinabi nito na ipagpapatuloy niya ang pagpapatupad ng mga programang magiging kapaki-pakinabang sa mga Batangueno upang mabigyan ng maayos at masaganang pamumuhay ang mga ito. Aniya, sa nakaraang taon ay tinutukan nila ang pagsasaayos ng mga district hospitals, pagpapagawa ng mga gusaling pampaaralan, day care centers, health centers at maging ang mga kalsada sa buong lalawigan. Nasa 98 porsyento na ng mga kalsada sa buong probinsya ang sementado na at ang dalawang porsiyento nito ay kinakailangan ng mga pagsasaayos. Isa sa nakikita nilang solusyon dito ay ang pagpasok sa public-private partnership upang magkaroon ng kaagapay sa pagpopondo at maisakatuparan ang mithiing kaunahang probinsya na nakapagsaayos ng mga provincial roads. Sinabi din ni Recto na pauunlarin pang lalo at bibigyang pansin ang sektor ng agrikultura sa lalawigan kung saan binabalak na gawing moderno ang mga kagamitan para sa irigasyon at post harvest facilities. May 60 porsyento ng lupain sa lalawigan ang agrikultural. Isusulong din ang pagpapalakas ng turismo lalo na at maayos na ang mga kalsada. Binabalak din ang pagkakaroon ng mga tourism policemen na syang magbibigay kaalaman sa mga turista kung saan ang magagandang lugar pasyalan sa probinsya. Binabalak din ang pakikipag-ugnayan sa mga resort owners upang magkaroon ang mga ito ng resort packages na siyang lalong magpapalakas sa mga natatanging baybay dagat sa lalawigan tulad ng Nasugbu, Mabini, San Juan, Calatagan at Lian. Ayon pa sa gobernador, isa sa kanilang tinitignan ay ang pagkakaroon ng mga maayos na hotels na maaaring pagdausan ng mga conventions at maaaring magbigay ng karagdagang kita at buwis sa lalawigan. Muli ding binigyang-diin ni Recto ang kanyang paninindigan ukol sa pangangalaga sa kapaligirang at likas na yaman ng lalawigan. Bukod pa rito, nagpasalamat din ang punonglalawigan sa pagsuporta ng Sangguniang Panlalawigan upang makapagpasa ng maayos ng mga ordinansa na pakikinabangan ng mga Batangueno tulad ng environment code. Aquino III has declared July 15, which falls on a Monday as a special (non-working) day in the municipality of Mauban in the province of Quezon in celebration of its "Araw ng Mauban." The Chief Executive issued the declaration through Proclamation No. 611 signed by Executive Secretary Paquito N. Ochoa Jr. on June 26, to give the people of Mauban the full opportunity to celebrate and participate in the occasion with appropriate ceremonies. Founded in 1583, Mauban is a first class municipality in the province of Quezon. Mauban celebrates "Araw ng Mauban" on July 15 of every year, coinciding with the feast day of the municipality's patron, St. Bonaventure. PND (js)

President Aquino cites the Philippine National Police for achievements in peace and order despite equipment shortage

President Benigno S. Aquino III cited the Philippine National Police for its achievements in upholding the law and maintaining peace and order all over the country despite being burdened with its perennial problem of equipment shortages. The President said that despite the lack of handguns, policecars and personnel, the PNP was able to bring down crime from 319,441 in 2010 to 217,812 in 2012; carnapping incidents down 40 percent; and kidnap for ransom down 73 percent for the same period. ―Positibong datos din ang resulta ng maigting ninyong pagsagupa sa Private Armed Groups. Aquino orders DILG and PNP to promote two police personnel for bravery

President Benigno S. Aquino III directed the Department of Interior and Local Government and the Philippine National Police to work towards promoting two police personnel for bravery. The President issued his directions in his speech after leading the distribution of brand new 9mm Glock 17 pistols at the PNP multi-purpose hall in Camp Crame, Quezon City on Tuesday. The President said that Police Officer 2 (PO2) Edlyn Arbo, the brave lady cop from the Eastern Police District who prevented a holdup from happening in a jeepney she was riding to work in Manila last April 4; and PO2 Felipe Moncatar of the Bacolod City Police Regional Office, whose exploits of bringing to justice big time criminals and syndicates, deserve to be meritoriously promoted for their selfless acts. ―Patunay nga po rito si PO2 Edlyn Arbo; na walang pag-aatubiling hinarap at tinugis ang isang holdaper sa nasakyang dyip. Hindi niya inalintana ang kawalan ng baril, at natamong sugat sa engkuwentro. Tapang, pananagutan, at kasanayan bilang pulis ang tanging sandata niya para panagutin ang holdaper. President Benigno Aquino III on Tuesday revealed plans to appoint former Iloilo Representative Janet Garin as undersecretary of the Department of Health (DOH). ―She will bring a lot of political savvy to DOH, [and] will enhance cooperation between DOH and especially the local government units, as well as the national offices,‖ President Aquino said in a media interview at Camp Crame where he led the turnover of brand new pistols to some Philippine National Police officers. The President cited Garin‘s ―extensive‖ experience and knowledge as a medical professional and lawmaker making

President Aquino will not reappoint Administrator Nangel of National Irrigation Administration

President Benigno S. Aquino III said on Tuesday that he has no intentions of reappointing National Irrigation Administration Administrator Antonio Nangel to another term at the agency, saying he remained dismayed at the administrator‘s performance at the irrigation agency.

In a press briefing after leading the ceremonial distribution of 22,603 brand new Glock17 9mm pistols at Camp Crame, Quezon City, the President said he had instructed the Office of the Executive Secretary, the Department of Budget and Management and other concerned agencies to review the operations at NIA and come up with suggestions on how to improve their service.

―Nag-atas na ako, umpisa kay Executive Secretary, kasama na rin ang DBM and other agencies of government to look into this at kung maayos natin ang irrigation natin, significant ang dagdag sa agricultural output natin,‖ the President said.

―Sa laki-laki ng pondo na ibinibigay natin sa ahensiyang iyan, dapat naman may kalingang nadarama ang mga magsasaka. Masakit kung mapapatunayan na iyong kalinga pala ay naging kalokohan lang, at hindi natin matatanggap na mangyari iyon,‖ he added.

He said his decision not to reappoint Nangel was obvious after he expressed his dismay over the NIA‘s performance during its 50th Anniversary last month.

President Benigno S. Aquino III led the distribution of 22,603 brand new Glock 17 9mm pistols to pre-selected personnel of the Philippine National Police in ceremonies held at the PNP headquarters in Camp Crame, Quezon City on Tuesday.

The new pistols form part of the 60,000 firearms bought by the PNP with an allocation of P1.2-billion from the PNP Modernization program.

President Aquino receives Argentine, British Ambassadors in Malacanang

President Benigno S. Aquino III received Tuesday Argentine Ambassador Joaquin Daniel Otero in a farewell call at Malacanang‘s Music Room.

The President conferred upon Otero the Order of Sikatuna with the rank of Datu for his contributions in Philippine-Argentina relations in the areas of culture, arts, sports and trade.

At the same time, British Ambassador Stephen Lillie paid a farewell call on the President, was also conferred with the Order of Sikatuna with the rank of Datu.

The Order of Sikatuna is a national order of diplomatic merit of the Republic of the Philippines conferred upon individuals who have rendered exceptional and meritorious services to the Philippines.

It is being given to diplomats, officials and nationals of foreign states who have rendered conspicuous services in developing and strengthening relations between their country and the Philippines.

The order is also being conferred upon the personnel of the Department of Foreign Affairs both in the home office and in the foreign service. The Order of Sikatuna may be awarded by the secretary of Foreign Affairs in the name and by authority of the President.

The rank of Datu or Grand Cross has two distinctions: Gold (Katangiang Ginto) and Silver (Katangiang Pilak).

The Grand Cross may be conferred upon a crown prince, Vice President, Senate President, Speaker of the House, Chief Justice or the equivalent, foreign minister or other official of cabinet rank, Ambassador, Undersecretary, Assistant Secretary, or other person of a rank similar or equivalent to the foregoing. Gender Equality Committee partners with the Quezon City Government in their gender dimension in media and tourism forum hosted by the Quezon City Gender and Development Resource and Coordinating Office

The Gender Equality Committee, headed by the Presidential Communications Operations Office, was invited by the Quezon City Government to participate in their forum on gender-fair media, tourism and education last 1 July 2013, at the Quezon City Hall. The event started at 9:00 in the morning at the Bulwagan Hall, Main Bldg. of the Quezon City Hall with Honorable Mayor Herbert Bautista welcoming the guests from media, both from private and public sectors, government agencies and education sector. Director Jose Carreon of the Film Academy of the Philippines, Optical Media Board Chairperson Ronnie Ricketts and PCOO Assistant Secretary for Internal Management Cathryne Jonne T. Licudine and Assistant Secretary for Legislative Affairs Jess Anthony Q. Yu were among the officials who were present in the event. One the highlights of the event was the ceremonial turn-over by PCOO representatives of the Gender Equality Guidelines, a three-part document, prepared by the Gender Equality Committee pursuant to Republic Act No. 9710 otherwise known as the Magna Carta of Women, to Mayor Bautista for dissemination to all concerned agencies in Quezon City. An open forum was also conducted aimed to provide an avenue for the participants, who were mostly from the education sector to have a dialogue with the guest speakers to determine, and be enlightened, on how to address gender equality issues. ‖Kasado na rin ang pagbili natin ng 13,000 yunit ng M-4 rifle para sa hanay natin sa field patrol. Tuluy-tuloy naman

ang ating programang pabahay para maibsan ang pasanin ninyo at ng inyong pamilya. Nakapagpatayo na tayo ng

21,800 tahanan sa unang yugto ng programa para sa ating mga sundalo at pulis. Mahigit na 15,000 bahay na rin ang

natapos natin sa Phase 2 na ating paaabutin sa 31,200. Kasama na ring maninirahan sa itatayong pamayanan ang

mga kawani ng BFP, BuCor at BJMP sa buong bansa,‖ dugtong ng Pangulo.

―Kumpiyansa po tayong sa paglilinis at pag-aangat ng antas ng inyong serbisyo, lalo pang aarangkada ang ating

pambansang kapulisan. Puspusan namang kikilos ang gobyerno upang suklian ang inyong makabuluhang

paglilingkod—kayo na handang masugatan sa bakbakan at sumuong sa ano mang panganib mailigtas lamang ang

kapuwa Pilipino. Patunayan nating laging nasa panig ng katuwiran ang ating kapulisan. Patuloy nating tutukan ang

kapakanan ng ating mga tunay na Hepe—ang sambayanan. Sabay-sabay nating asintahin at tunguhin ang

Promosyon ng 2 pulis dahil sa katapangan, iniutos ng Pangulong Aquino sa DILG at PNP

Inatasan ng Pangulong Benigno S. Aquino III ang Kagawaran ng Interyor at Lokal na Pamahalaan at ang

Pambansang Pulisya na itaas ng ranggo ang dalawang pulis dahil sa kagitingan ng mga ito sa pagtupad sa

tungkulin.

Ang utos ay ginawa ng Pangulo pagkatapos ng talumpati niya makaraang mamahagi ng bagong 9mm Glock 17

pistola sa PNP multi-purpose hall sa Kampo Crame, Lungsod ng Quezon Martes.

Sinabi ng Pangulo na si Police Officer 2 (PO2) Edlyn Arbao, ang matapang na babaing pulis buhat sa Eastern Police

District na bumigo sa panghoholdap sa loob ng isang jeepney kung saan siya nakasakay papasok sa Maynila noong

Abril 4; at si PO2 Felipe Moncatar ng Bacolod City Police Regional Office, na ang pagsisikap na ginawa upang

maiharap sa hukuman ang mga kilabot na kriminal at sindikato, ay karapat-dapat lamang sa promosyon.

―Patunay nga po rito si PO@ Edlyn Arbao na walang atubiling hinarap at tinugis ang isang holdaper sa sinasakyan

niyang dyip. Hindi niya inalintana ang kawalan ng baril at natamong sugat sa engkuwentro. Tapang, pananagutan at

kasanayn bilang pulis ang tanging sandata niya para dakpin ang holdaper. Kita naman po ninyo ang kababaihan,‖

wika pa ng Pangulo.

―Ilang beses na ring nakatanggap ng papuri si PO2 Felipe Moncatar mula sa iba-ibang istasyon at organisasyon dahil

Direktor Heneral Alan Purisima ng PNP na kasama niya sa seremonya kung bakit tila hindi niya nabanggit sa file

nina Arbo at Moncatar na ang dalawa ay nataas ng ranggo dahil sa pambihirang kagitingan at katapangang

ipinamalas.

―Mar at Alan, parang hindi ko napansin doon sa report ng ating dalawang nabanggit na sila ay na-promote. Ang mga

ganyang gandang gilas, palagay ko naman ay talagang iyan ang kahulugan ng tinatawag na meritorious promotion

Hindi na itatalaga ng Pangulong Benigno S. Aquino III ang Tagapamahalang Antonio Nangel ng Pambansang

Pangasiwaan ng Patubig (NIA) sa nasabing ahensiya o sa iba pang ahensiya ng pamahalaan sapagka‘t hindi siya

nasiyahan sa pagtupad nito ng tungkulin sa tanggapan ng patubig.

Sa pulong-balitaan matapos ang ceremonial distribution ng 22,603 bagong Glock17 9mm pistol sa Kampo Crame,

Lungsod ng Quezon Martes, sinabi ng Pangulo na inatasan niya ang Tanggapan ng Kalihim Tagapagpaganap, ang

Tinanggap ng Pangulong Aquno sa Malacanang ang mga Embahador ng Arhentina at Bretanya

Tinanggap ng Pangulong Benigno S. Aquino III ang paalis nang si Embahador Joaquin Daniel Otero ng Arhentina sa

Music Room ng Malacanang.

Ginawaran ng Pangulo si Otero ng Order of Sikatuna na may ranggong Datu bilang pagkilala sa kanyang naiambag

tungo sa higit na magandang pagsasamahan ng Pilipinas at Arhentina sa larangan ng kalinangan, sining, palakasan

at kalakalan.

Nagpaalam din sa Pangulo ang paalis nang Embahador Stephen Lillie ng Bretanya na ginawaran din ng Order of

Magandang umaga po. Maupo ho tayong lahat. Secretary Mar Roxas; Police Director General Alan Purisima; command staff; recipients of the Glock 17 pistols; officials and staff of the DILG PNP and NAPOLCOM; fellow workers in government; honored guests; mga minamahal ko pong kababayan: Talagang maganda po ang umagang ‗to. Patung-patong na problema ang ating dinatnan nang magsimula tayong manungkulan. At isa nga po sa bumulaga sa ating mabigat na suliranin ang hinaharap ng pambansang kapulisan. Halos 50 porsyento ng ating mga pulis ang walang baril sa serbisyo. Ibig sabihin: ang kalahati ng inyong hanay, umaasa lamang yata sa anting-anting, o nananalanging huwag tablan ng bala sa oras ng engkuwentro, o madaan sa pakiusap ang pusakal na kriminal. Sa matagal na panahon, para bang sinasabi nating, ―Tungkulin n‘yo ang mabilis na pagsugpo sa krimen at banta sa seguridad, pero kapag kapakanan n‘yo na ang nakataya, magtiis kayo‘t ‗wag nang umasa.‖ Kaya talaga naman pong isang makabuluhang araw ito para sa ating pambansang seguridad. Sinimulan na po natin ang distribusyon ng mga bagong unit ng 9mm na Glock 17 pistols; at hindi rin magtatagal, maipagkakaloob na rin ang kabuuang 74,879 na baril sa ating kapulisan. Sa ganitong positibong pag-usad ng programa, nalalapit na tayo sa katuparan ng layunin nating 1:1 police-to-pistol ratio. Kung mayroon pong isang tao na tiyak matutuwa sa katuparan ng adhikaing ito para sa kapulisan, ito po ay ang dating Kalihim ng DILG na si Jesse Robredo. Malinaw sa kaniyang matagal nang pinapasan ng mga pulis ang kalbaryo sa kakulangan ng armas, kaya pinangunahan niya ang paghahanap ng akmang solusyon. Hindi man natin siya kasama ngayong umaga, siguradong ipinagmamalaki niya ang tagumpay nating ito. Nagpapasalamat din tayo siyempre, kina Kalihim Mar Roxas, at Director General Alan Purisima, sa paninigurong hindi mababalewala ang pangangailangan ng ating mga alagad ng batas. Ang inaprubahan nga po nating budget para sa pagbili ng mga baril na ito—1.198 billion pesos. Dahil sa maayos at tapat na bidding, nakatipid ang PNP ng mahigit 200 milyong piso. Nandiyan po ang kuwenta sa aking pong bandang kanan. Nakabili pa tayo ng dagdag na halos 15,000 piraso ng armas. Ang maganda po: dahil sa de-kalidad at iisang klase ng baril na ating ipagkakaloob, mas makakatipid tayo sa pagbili ng mga piyesa, pati na rin sa pagsasanay ng ating mga pulis sa paggamit nito. Katumbas ang pagpapaunlad natin sa inyong kapasidad, ang pag-aangat natin sa kalidad ng inyong serbisyo sa sambayanan. Isipin n‘yo, wala man bibit na baril o kakulangan man sa armas, nagagawa pa rin ninyong magpakitang gilas. Paano pa kaya kung mayroon nang sapat at modernong kagamitan ang inyong hanay? Patunay nga po rito si PO2 Edlyn Arbo; na walang pag-aatubiling hinarap at tinugis ang isang holdaper sa nasakyang dyip. Hindi niya inalintana ang kawalan ng baril, at natamong sugat sa engkuwentro. Tapang, pananagutan, at kasanayan bilang pulis ang tanging sandata niya para panagutin ang holdaper. Kita naman po n‘yo ang kababaihan. [Laughter] Sa katunayan, mula 319,441 na crime volume noong 2010, naipababa ninyo ang bilang na ito sa 217,812 noong 2012. Idagdag pa rito ang halos 40 porsyentong pagbaba sa bilang ng carnapping, at 73 porsyentong pagbaba

naman sa kaso ng kidnapping-for-ransom sa parehong panahon. Positibong datos din ang resulta ng maigting ninyong pagsagupa sa Private Armed Groups. Animnapu‘t tatlong porsyentong kabawasan sa bilang ng grupong ito ang naitala natin mula eleksyon 2010 hanggang nitong nakaraang halalan. Sa matagumpay namang operasyon ng OPLAN Katok, umabot na sa halos 465,000 unrenewed firearms licenses ang natukoy ninyo; mahigit 96,000 lisensya ng baril ang ni-renew, at mahigit 6,000 baril ang kinumpiska. Sa lahat ng tagumpay ng ating kapulisan—sa pagtataguyod man ng kaayusan o sa pagsugpo ng krimen, hanggang sa pagsagip ng mga kababayan nating sinalanta ng kalamidad—nagpapasalamat tayo sa dedikasyon at propesyunalismo ng mga alagad ng batas. Kaya naman pursigido ang pamahalaan na paunlarin at patatagin ang pambansang kapulisan. Kaakibat ng distribusyon ng mga bagong baril, isinusulong na rin natin ang PNP Operational Transformation Plan para sa 2013 hanggang 2016. Bahagi nito ang pagdaragdag ng 15,000 non-uniformed personnel kada taon upang pumalit sa mga pulis sa mga gawaing administratibo. Sa pamamagitan nito, sa halip na maghapong nakaposte sa mga presinto‘t opisina ang ating mga pulis, magsisilbi silang karagdagang puwersa sa pagbabantay sa mga komunidad. Sa mga reporma at tagumpay na ito, inaasahan kong patuloy na pangungunahan ng ating mga alagad ng batas ang pagsupil sa krimen at transaksyunalismo. Wala nang puwang sa ating kapulisan ang mga nagsisiga-sigaan sa lansangan o padrino pa ng masasamang elemento. Patuloy nating ibabantayog ang dangal at integridad ng inyong hanay; at sa mga hindi pa rin tumitino, sisiguruhin kong preso, na ating pong pinalalawak, ang susunod ninyong destino. Kompiyansa po tayong sa paglilinis at pag-aangat ng antas ng inyong serbisyo, lalo pang aarangkada ang ating pambansang kapulisan. Puspusan namang kikilos ang gobyerno upang suklian ang inyong makabuluhang paglilingkod—kayo na handang masugatan sa bakbakan at sumuong sa anumang peligro, mailigtas lamang ang kapwa Pilipino. Patunayan nating laging nasa panig ng katwiran ang ating kapulisan; patuloy nating tutukan ang kapakanan ng ating mga tunay na Hepe—ang sambayanan. Sabay-sabay nating asintahin at tunguhin ang katuparan ng ating kolektibong adhika para sa minamahal nating bansa. ‗Yong Transformational Plan, may budget ho tayong hinanda ng nine bilyon pesos para dito, at nang naaprubahan ho natin ‗yan—magaling po ang teamwork ni Secretary Roxas at Director General Purisima—nang natapos po si Secretary Roxas, tumungo naman sa akin si Director General Purisima at sinabi, ―Sir, hindi pa kasama ang mga helicopter na kailangan namin.‖ Sabi ko, ―Okay kayo. Hindi n‘yo mininsanan, hinati n‘yo nang naaprubahan ‗yong isa. Malamang maaprubahan na rin ‗yong pangalawa.‖ Sana naman hindi sumunod si Deputy-Director General Ager Ontog. Baka may nakalimutan ‗yong dalawa, may pangatlo na namang hihiritin. Magkukulong na ako sa kuwarto ko. [Laughter] Anyway, ulitin ko po: Alam n‘yo noong mas bata ako, naalala ko po isang konsepto. Sa isang district dito sa NCR may tinatawag na rights. Sabi ko, ―Anong rights?‖ ‗Pag may nagretirong kapulisan, dahil kulang nga iyong kagamitan, ay binibili doon sa nagreretiro ‗yung karapatan para sa kanya ilisan o ilipat ‗yong baril doon sa walang baril. Sakay ang ating Air Force Paramedics, gayundin ang medical team ng DOH, lumipad ang pitong C-47 ng ating Hukbong Himpapawid upang magdala ng mga gamot at magbigay-lunas sa ating karatig-bansa. Mahigit labindalawang libo animnaraan (12,600) na konsultasyon, paggagamot, at operasyon, bukod pa sa labing apat na libo limampu‘t lima (14,055) na imunisasyon para sa smallpox at cholera ang matagumpay na naisagawa dahil sa Bali Mission. Nagpapasalamat tayo sa dedikasyon at inisyatiba ni Defense Secretary Voltaire Gazmin upang itaas ang kakayahan at ang kalidad ng kagamitan ng ating buong kasundaluhan, gayundin sa mahusay at tapat na pamumuno ni Lieutenant General Lauro Catalino Dela Cruz sa inyong hukbo. Kitang-kita naman sa inyong aktibong pagtatanod kung paano ninyo pinagsisilbihan ang mga Pilipino. Noong nakaraang taon, umabot sa mahigit dalawampu‘t walong libo at tatlondaang (28,300) sorties, lampas isang libo at limandaang (1,500) ground operations, at halos apat na libo at pitong daang (4,700) civil military operations ang inyong mga naisagawa. Nakakatuwa ring makita na hindi kayo nadidiskaril sa adhika nating gawing permanente ang tapat at mabuting pamamahala. Dahil sa maayos at masinop na pangangasiwa ng inyong pondo, ayon sa DBM, pumapalo sa 99.6 percent ang financial obligation efficiency ng Air Force. Bilib din po tayo sa 410th Maintenance Wing, na sa kauna-unahang pagkakataon ay matagumpay na kinumpuni at pinagana ang isang C-130 transport aircraft. Congratulations! Congratulations! po sa ISO Certification na iginawad sa inyo dahil dito. Mulat po tayo sa mga kasalukuyang limitasyon ng ating sandatahan, kaya naman nagpapasalamat tayo sa inisyatiba ng Air Force na kumpunihin upang muling mapakinabangan ang ilang eroplano't sasakyan, gaya ng labimpitong M-35 trucks, isang N-22 Nomad transport aircraft, isang UH-1H Utility Helicopter, isang LC-210 aircraft at isang MG-520 attack helicopter. Syempre, hindi maaring habambuhay na umasa na lamang tayo sa maya't mayang rehabilitasyon at pagkukumpuni ng kagamitan. Sa tuwing lumilipad ang Air Force, nakataya sa kalidad ng ating mga eroplano, hindi lamang ang tagumpay ng kanilang misyon, kundi ang mismong buhay ng ating mga sundalo. Kamakailan lang, bumagsak ang OV-10 630 Bronco lulan ang dalawa sa ating mga kawal. Kasalukuyan pa rin pong nagaganap ang search and retrieval operations, at makakaasa po ang pamilya ng mga piloto sa karampatang tulong at suporta ng inyo pong gobyerno. Ang ganitong mga pangyayari nga mismo ang iniiwasan natin simula't sapul pa, kaya naman, nakatutok tayo sa modernisasyon ng ating pambansang tanggulan. Mantakin po ninyo: sa unang labingsiyam na buwan ng ating termino, halos pantayan ng mahigit dalawampu‘t walong bilyong pisong inilaan natin para sa AFP Modernization Program, ang tatlumpu‘t tatlong bilyong pisong pondo ng programa sa nakalipas na tatlong administrasyon. At dahil sa pagsasabatas ng New AFP Modernization Act, pitumpu‘t limang bilyong pisong pondo ang mailalaan natin sa Tanggulang Pambansa sa susunod na limang taon. Customs employee convicted for SALN violation

The Office of the Ombudsman scored victory over a criminal case against Spouses Teotimo and Vivian Sacluti,

both from the Bureau of Customs (BOC), for failing to declare their business interest and financial connection with

Bodgie Motor and Iron Works in their joint Statements of Assets and Liabilities and Net Worth (SALN) for six years

from 2000 to 2005.

In a 16-page Decision, Judge Glenda R. Mendoza-Ramos of the Metropolitan Trial Court, Branch 30, Manila

imposed on spouses Sacluti the penalty of fine of P5,000.00 for each of the six counts of violation of Section 8 of

Republic Act No. 6713 otherwise known as the Code of Conduct and Ethical Standards for Public Officials and

Employees.

The Decision stated that ―it is not uncommon that mistakes or omissions may be committed as most in the public

service are not properly adept in accomplishing it [SALN]. Be that as it may, a public official or employee must

comply with what the SALN requires to be disclosed and absent any clear showing of mere oversight,

inadvertence or the like will not exempt anyone from liability under the law.‖

Judge Mendoza-Ramos also added that ―a public official or employee being a public servant has the duty and

obligation to disclose all his wealth as well as liabilities whenever called to public service. Such requirement is a

compliment to the constitutional mandate that public service is a public trust and public officials must live a simple

life.‖

Both accused were acquitted, however, from the separate charges of perjury.

The case stemmed from a complaint received by the Department of Finance (DOF) through their hotline accusing

spouses Sacluti of engaging in corrupt practices.

118 human traffickers convicted — IACAT

A total of 118 persons were already convicted out of 1,519 human trafficking cases filed as of June 2013.

This was disclosed by Inter-agency Council Against Trafficking (IACAT) Secretariat Atty. Neil Simon Silva during a

forum with the theme: ―Stop Trafficking Now: Iligtas Ating Kababayan, Human-Trafficking ay Labanan,‖ organized

by the Department of Social Welfare and Development (DSWD).

―It is still few, but the wheels of justice are grinding,‖ the DSWD, co-chair of IACAT, said.

Silva also revealed that most of those convicted were handed down the maximum penalty of life imprisonment and

fines ranging from P1 million to as high as P8 Million. Most of those in the list of convicted human traffickers were

involved in sex and cyber-sex trade preying on the underprivileged either by force, fraud or through a promise of

big money.

―This should serve as a stern warning to those who are involved in human trafficking.‖ Silva added.

Also during the forum, DSWD, presented its major intervention for victims of human trafficking and their families.

Dubbed Recovery and Reintegration Program for Trafficked Persons (RRPTP), it provides victims with adequate

recovery and reintegration services, psycho-social counseling, temporary shelter and other support services.

From January to March 2013, a total of 651 victims of trafficking were served. Of this number, 560 were referred

to residential care facilities for temporary shelter assistance in the DSWD managed centers Haven for

Women/Girls and Marillac Hills and in facilities managed by local government units. The remaining 91 cases were

reintegrated into their respective families and communities.

The DSWD also said that it intensified its information campaign against trafficking through the ―Iligtas Mo Ako‖

cinema plug. The plug features two modes of trafficking, namely: sexual and labor trafficking. It aims to visually

present to the moviegoers the terrible and traumatic effects of human trafficking. The cinema plug, which will run

for six months, also strongly appeals to the audience to help stop human trafficking by reporting cases that they

know of to the hotline numbers (02) 9319141 or the IACAT Action Line 1343.

In 2012, Republic Act 10364 or the Expanded Anti-trafficking in Persons Act was enacted for a stronger anti-

human trafficking measure, amending Republic Act 9208 or the ―Anti-Human Trafficking in Persons Act.‖

Immigration consulting firm padlocked

The Philippine Overseas Employment Administration last week closed down an immigration consultancy firm

which was found recruiting Filipino workers for overseas employment.

Administrator Hans Leo J. Cacdac ordered the closure of Sheen-Carm Visa Assistance and Consultancy Services

located at No. 23 Villa Soledad Subdivision, Barangay 10, Lipa City after verification of its illegal recruitment

activities by operatives of the POEA Anti-illegal Recruitment Branch.

In a mission report, the POEA operatives said that Sheen-Carm was actively recruiting cleaners and waiters for

Dubai and caregivers for Israel in its office.

Posing as applicants, the operatives asked for available jobs and were interviewed by ―Lourdes ‗Odet‘ R. Castro‖

and ―Eddie Reccio‖.

Castro and Reccio urged them to apply as caregivers for Israel because the ―salary is much higher‖ at US$1,000 a

month but they have to pay Php300,000 for processing fee. The offered jobs in Dubai pay a monthly salary of only

Php14,000 with an equivalent amount as placement fee.

Lourdes ‗Odet‘ R. Castro, the POEA officers later found out, is the proprietor of Sheen-Carm and at the same time

vice-president of a POEA-licensed recruitment agency based in Manila.

Under Republic Act No. 8042 as amended by Republic Act No. 10022, offering overseas employment without the

necessary license or authority from the POEA constitutes illegal recruitment. In POEA Memorandum Circular No.

10, Series of 2003, immigration consultants are required to obtain a license from the POEA before they may

engage in recruitment and placement activities, regardless of the visa under which deployment shall be made

eventually.

The officers and employees of Sheen-Charm face illegal recruitment charges and their names would be included

in the POEA List of Persons with Derogatory Record.

legalization or correction of stay of illegal migrant workers in Saudi Arabia, which includes Filipino workers.

―On behalf of our OFWs in Saudi Arabia, I thank the King and his government for the extension of the deadline

which will provide a reprieve on the part of the workers and the Philippine Overseas Labor Office for the

processing of the voluminous worker documents.

―I have instructed our labor attaches in Saudi Arabia, namely Labor Attaches Alejandro Padaen and Adam Musa

to continuously assist our workers, in close cooperation with the Philippine Embassy in Riyadh and the Philippine

Consulate General in Jeddah, in getting their employment documents that will lead to the legalization of their stay

DOE, PHILGBC champions green buildings

(Taguig City) In light of advancing the cause of energy efficiency and conservation in buildings and infrastructures

around the country, the Department of Energy (DOE), together with the Philippine Green Building Council

(PHILGBC), conducted the Building Green 2013 Conference and Awarding Ceremony.

Officials and representatives from different government agencies, architects and engineers, academe, and

building practitioners attended the event held from June 25-26 at the New World Hotel, Makati City.

The highlight of the two events is the launch of the latest version of the Building for Ecologically Responsive

Design Excellence (BERDE) Green Building Rating System (GBRS).

BERDE GBRS is used to measure, verify, and monitor the environmental performance of buildings that exceeds

existing mandatory regulations and standards. It is consensus-driven, and achieved through a multi-stakeholder

consultation and collaboration process.

Various case studies coming from the commercial, residential, and public sectors were presented throughout the

conference on pilot projects, strategies and standards, and other private and public initiatives undertaken to

facilitate the upgrade of different structures to comply with the BERDE GBRS Version 1.1.0.

During the Awarding Ceremony, twelve BERDE building projects that are registered under the Philippine Energy

Efficiency Project-Efficient Building Initiative (PEEP-EBI) were recognized, along with 31 government buildings for

efficient lighting certification.

In the efficient lighting certification under PEEP-EBI, the recognized government buildings has the potential

energy savings of 1,347 megawatt - hour, which is equivalent to monetary savings of PhP7.3 million annually. The

goal of the PEEP is to reduce electricity consumption by 243 megawatts, which is equivalent to the emission

avoidance of 172,000 tons of carbon dioxide and monetary savings of PhP3.2 billion annually.

Aside from lighting, BERDE considers energy efficiency in all aspects, including air, water, and waste in buildings

to create a healthy environment for users and improve the quality of life.

The PEEP-EBI is a project of the DOE that aims to show the societal benefits of implementing a series of energy

efficiency projects in different sectors. It was put in place to accelerate the implementation of a green building

rating system by streamlining existing green building initiatives in the property sector. For this subcomponent, the

DOE recognizes the BERDE-GBRS developed by the PHILGBC as the National Voluntary Green Building Rating

System.

The government hopes to follow through on the certification of other buildings and set an example to other sectors

when it comes to energy efficiency and greenhouse gas emission reduction in buildings.

Though this event marks the end of the PEEP-EBI, the DOE, in partnership with PHILGBC and other professional

organizations, will continue to stress energy efficiency and green policies, programs, and practices in the different

sectors and in the country at large.

Innovation is key to industry clustering in PHL

The Department of Trade and Industry (DTI) and the Japan International Cooperation Agency (JICA) push for

innovation through new forms of industrial governance in promoting the country‘s cluster-based industrial

development strategy.

―The way forward is that cluster-based strategies are formulated and implemented at local and regional level

through partnerships with the government, industries and institutions of innovation and learning system,‖ DTI

Undersecretary Merly M. Cruz said during the conference dubbed as ―Investing in Priority Industry Clusters for

SMEs: A Conference‖ in Davao City. This conference was attended by 1,100 participants from government

agencies and units, small and medium enterprises (SMEs), potential investors and business partners, and other

development partners.

―The support policies and joint programs focus on improving innovation and learning system,‖ Cruz added.

Cruz said this effort will promote external linkages between clusters global partners; develop technical and

managerial skills; enhance technological and innovation capabilities and efforts; support entrepreneurship, SMEs

and networking; and improve connectivity such as road and telecommunication infrastructure and other logistics

support.

―The goal of the industry cluster approach in Japan, namely, promotion of innovation, may be useful and

applicable for the Philippines also, although the target of innovativeness could be different according to the level of

industry and technology,‖ JICA Industry Cluster Expert Tetsuo Inooka said.

Inooka is also the team leader of the National Industry Cluster Capacity Enhancement Project (NICCEP). The

NICCEP is a three-year project funded by JICA in cooperation with the DTI to facilitate increase in the contribution

of the selected priority industry clusters to the national economy particularly in terms of creation of jobs,

development and strengthening of SMEs, increase in value-adding, improvement in the business environ, impact

on inclusive growth and poverty reduction.

―At the same time, we can learn the issues and challenges of the Japanese model with regards to the success

factors of cluster approach,‖ Inooka said.

He added there is a need to mobilize the resources available for the cluster, which include human, natural,

―The objective of the NICCEP is to enhance the capacity of selected industry clusters throughout the country to

plan, implement, facilitate service delivery and evaluate projects, and improve industry competitiveness,‖ Cruz

said.

She also said that the project aims to replicate Davao Industry Cluster Capacity Enhancement Project (DICCEP)

experience on industry clustering approach nationwide.

―Within three years, the expected outputs from the project include practical and sustainable operational workflows

for promoting and mainstreaming the industry cluster approach should be designed and practised; pilot models of

industry cluster approach are established within Luzon and Visayas; and models of upgraded industry clusters

that are established in Davao to provide lessons and best practices for other regions,‖ Cruz said.

Cruz also presented the NICCEP‘s implementation structure, which is supervised at the national level by the

National Project Management Office (NPMO) housed in the DTI, and coordinated by five Satellite Project

Management Offices (SPMOs) in North Luzon, South Luzon, Visayas, Davao Region and other regions in

Mindanao.

―This program structure is guided by a policy structure supporting the project in the hands of the Joint

Coordinating Committee (JCC),‖ Cruz said.

The JCC is composed of the JICA, NPMO, SPMOs, Philippine Exporters Confederation, Inc. (PHILEXPORT), the

academe particularly the University of the Philippines - Institute for Small-Scale Industries (UP-ISSI), and National

Government Agencies (NGAs) such as the Department of Agriculture (DA), Department of Health (DOH),

Department of Science and Technology (DOST), Department of Interior and Local Government (DILG),

Department of Environment and Natural Resources (DENR), and Department of Tourism (DOT).

―It is clear that much has already been done to develop the industry clusters and much still remains to be

accomplished. The DTI with partners like JICA and the cooperating agencies and organization will continue to

explore industry cluster development as a potent tool in bringing in inclusive growth,‖ Cruz said.

―With your participation, our local industry clusters will be incorporated in value chains that make up the global

industries. This is definitely a worthwhile end,‖ Cruz added.

Cruz also noted industry clusters are groups of competing, collaborating and interdependent businesses within a

value chain. Industry clusters are a geographic concentration of interconnected businesses, suppliers, and

associated institutions creating direct and indirect synergies among them, while value chains are value-creating

flow of a good from raw material, production, commercialization, and ultimately delivery to end-users or

consumers.

GPH, CFPD build new peace milestones with ex-rebels’ army integration, firearms disposition

Gamu, Isabela – Honoring the commitments they forged two years ago, the government and the Cordillera Forum

on Peace and Development (CFPD), formerly known as Cordillera People‘s Liberation Army (CPLA), have created

new peace milestones with the integration into the army of former CPLA members and their next of kin as well as

the turnover of their firearms to the government.

―We take this commitment very seriously. We see the event today as government demonstrating its fidelity to the

promises it has made under the Closure Agreement and its capacity to honor lives and futures lost in past

struggles,‖ said Undersecretary Maria Cleofe Gettie Sandoval of the Office of the Presidential Adviser on the

Peace Process.

The ceremonial opening of the CFPD candidate soldiers‘ army training was complemented with the symbolic

disposition of firearms turned in by the former combatants on Wednesday at the 5th Infantry Division (ID)

Grandstand in Camp Melchor Dela Cruz. Joining Sandoval were CFPD Chair Arsenio Humiding, Philippine Army

(PA) Chief Lieutenant General Noel Coballes, and 5th ID Commander Major Gen. Joel Ibanez.

―We hope it will spur increased confidence among all stakeholders in government‘s serious intent and capacity not

only in concluding peace agreements but, as important, in fully implementing whatever it signs,‖ Sandoval added.

The Undersecretary explained that the integration of former CPLA members and their next of kin into the army

forms part of the livelihood component of the Memorandum of Agreement (MOA) signed between the government

Humiding described these milestones as the fruits of their commitment to the government.

―It is a commitment we pledged to the government in the agreement,‖ he said. ―Nakikita ng CPLA, lalong lalo na

ng kolektibong liderato ng high command ng CPLA, na kapag napausad natin itong programa, yung mga susunod

na di pa natin naipatupad ay maipapatupad na natin (The CPLA, especially the collective leadership of its high

command, sees that if we can move this program forward, those that have not yet been implemented will already

be implemented).‖

A total of 168 candidate soldiers were accepted as trainees. They are set to begin their orientation and

internalization process in the Division Training School.

Jordan Iwangga, one of the candidates, said it has always been his dream to become a soldier. ―Gusto kong

makatulong para sa kapayapaan ng bansa natin (I want to help promote peace in our country),‖ he stated.

The 25-year-old son of former CPLA rebels from Kalinga related how hard it was to grow up with both of his

parents rarely at home. ―One year old pa lang po ako nang nag-CPLA ang mga magulang ko. Mahirap na

palaging wala ang mga magulang. Andun yung parang napapabayaan na kayo (I was only one year old when my

parents joined the CPLA. It is difficult when parents are always gone. There were those times of feeling

neglected).‖

With the signing of the MOA in 2011, however, Iwangga felt proud as he considered this historic breakthrough a

result of his parents' and other CPLA rebels‘ struggles to achieve the peace and development that Cordillerans

have been aspiring for. ―Noong nagkapirmahan na ng MOA, nag-desisyon na ako na sumali sa integration

program (When the MOA was signed, I decided to join the integration program),‖ he said.

PA Chief Lt. Gen. Coballes congratulated in his speech the new candidate soldiers. ―Today marks the next

chapter of your lives as you begin your training as army soldiers and become an instrument to win peace for

yourselves, for your families, for the Filipino people, and for our great nation.‖

Coballes said that their entrance into the service goes beyond than just having a job and getting paid. ―It is a

commitment for your honorable service to the Filipino nation. Ito ay hindi lamang tingnan bilang isang trabaho na

magbibigay sa atin ng sweldo (Don't look at it as just a job that will provide a salary).‖

The 168 trainees are composed of 147 males and 21 females. Thirty-three are college degree holders, including a

registered nurse.

Saudi King orders extension of correction period for undocumented foreigners until November 03, 2013

02 July 2013 – Philippine Ambassador to Saudi Arabia Ezzedin Tago informed the Department of Foreign Affairs

today that King Abdullah bin Abdul Aziz, Custodian of the Two Holy Mosques, has ordered an extension of the

correction grace period until the end of the current Islamic year or on November 03, 2013.

The Philippine Government expressed its deep appreciation to the Custodian of the Two Holy Mosques,

especially on behalf of the Filipino community and workers in Saudi Arabia for extending the grace period for the

correction of the status of undocumented workers. This humanitarian gesture has brought relief to our overseas

Filipino workers (OFWs) who would like to go home or legalize their stay in the Kingdom.

All undocumented Filipinos are advised to take advantage of this extension and immediately proceed to

concerned Saudi government agencies or seek the assistance of our Embassy and Consulate in Saudi Arabia for

their repatriation or the regularization of their status.

The DFA also calls on our kababayans to cooperate with the Embassy and Consulate in order to make the

repatriation and regularization procedures more efficient.

The Saudi Press Agency announced at 8:45 a.m. today the following statement issued by the Ministry of Interior:

―With reference to the royal order allowing for workers who violated the labor and iqama laws a period of three

months starting from 25/5/1434H to correct their status, and based on the recommendations of ministries (Foreign

Affairs, Labor, and Interior) regarding full cooperation and quick response of citizens and residents, and in view of

02 July 2013 – Foreign Affairs Secretary Albert F. del Rosario called on Monday for an expanded ASEAN-United

States (U.S.) cooperation on maritime security, emphasizing that maritime security is gaining greater importance

in the dialogue partnership.

Addressing the ASEAN-U.S. Post Ministerial Conference in Bandar Seri Begawan, Brunei Darussalam, Secretary

del Rosario said that in the meantime that a regional Code of Conduct is yet to be negotiated and concluded, the

full and effective implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC) in its

entirety is imperative to prevent disputes from escalating into conflict.

―Fortunately, we have an appropriate mechanism for dialogue and interaction on this matter, the Expanded

ASEAN Maritime Forum (EAMF), which was inaugurated in Manila in October 2012,‖ Secretary del Rosario said.

The Foreign Affairs Secretary told the meeting that the Expanded ASEAN Seafarers‘ Training (EAST), a program

unveiled at the EAMF to strengthen the capacity of seafarers against piracy, will be launched in Manila this year.

―The first EAST workshop will gather stakeholders of the seafarer sector of ASEAN and discuss issues and

concerns affecting seafarers caught in piracy attack. It would further support the implementation of the

International Maritime Organziation (IMO) Standards of Training, Certification, and Watch-keeping for Seafarers

(STCW) Convention and its Manila Amendments. This program will contribute to the enhancement of maritime

security in the region, as well as, in the broader East Asian region,‖ Secretary del Rosario emphasized.

The Maritime Industry Authority (MARINA) of the Philippines will be the focal point in the implementation of EAST.

While commending the Philippine National Police for setting the ―Daang Matuwid‖ standard of transparency and

accountability in government procurement best practices, President Benigno S Aquino III today personally led the

distribution of new handguns recently acquired by the PNP.

In symbolic ceremonies in Camp Crame, President Aquino, assisted by DILG Sec Mar Roxas and PNP Chief,

"CODE-P" Director General Alan L Purisima handed over the Glock 17 Generation 4 safe-action 9mm pistols to

PNP personnel who were pre-selected by the Directorate for Logistics (DL)to receive the new service firearms.

The PNP has finalized a distribution list for the initial delivery of 22,603 Glock 17 pistols that arrived in February

and May. The Glock safe-action pistol is currently in service in almost 60 percent of national police forces and law

enforcement agencies in Europe, America and Asia.

The Glock 17 Gen 4 successfully passed the series of functional and operational tests conducted by the PNP

including the 20,000 rounds endurance firing test. On instructions of the Chief PNP, the DL has prioritized

issuance of the new handguns to PNP Units stationed in major tourist destinations and urban centers, including

the 254 graduates of PNPA Class 2013.

Only personnel who have passed training on firearms proficiency and firearms maintenance are eligible for

issuance of the Glock 17. The Chief PNP said the latest addition of 59,904 handguns to the PNP's current

inventory will ensure an unprecedented 100% fill-up in the requirement for sidearms to fully equip the 148,000-

strong national police force.

At present, the PNP only has an assortment of 73,797 short firearms in service, mostly acquired from previous

procurements over the years. According to Purisima, the PNP was able to save P200-million from this recent

purchase of 59,904 handguns worth P998-million, from out of a P1.2-billion outlay from the Office of the President.

The Directorate for Logistics is eyeing to utilize the P200-million savings for an additional order of some 12,000

more handguns. Purisima said there will be ample supply of handguns in the inventory to equip all 148,000

members of the PNP with enough surplus to equip recruits who will join the force in thhe coming years.(PNP-PIO)

Mobile App to monitor forest activities launched

The Department of Environment and Natural Resources (DENR) has teamed up with telecommunications giant

Smart Communications Inc. and two other private sector partners to develop a pilot monitoring system designed to

curb illegal forest activities and prevent future disasters similar to Typhoon Ondoy in 2009.

A memorandum of agreement was signed on Monday among the DENR, Smart, the Philippine Disaster Recovery

Foundation (PDRF) led by businessman Manny Pangilinan, and system developer Wide-Out Workforces Inc. to

formally launch a mobile application to monitor the activities within the Upper Marikina River Basin Protected

Landscape (UMRBPL) for the next six months.

DENR Secretary Ramon J. P. Paje said the mobile app called ―SnapPlot‖ will allow users to harness the latest

mobile technologies and ―share‖ what goes on within the UMRBPL, the pilot site for the project.

The SnapPlot system, developed by Wide-Out, allows its users to take a picture, geo-tag its location, and upload

the photo to the SnapPlot website where the data is automatically plotted on a map. This will be used as a tool for

monitoring, law enforcement and database building.

―SnapPlot will allow users to share valuable information that can help the DENR to enforce forestry laws more

effectively within the watershed, as well as take the necessary actions that can help everyone living in and around

the area in times of calamities or disaster,‖ said Paje.

Under the agreement, the PDRF will use SnapPlot for its reforestation activities within the UMRBPL, and provide

logistical support to the project. The DENR will use the same system for its monitoring and enforcement activities.

Smart will provide mobile phones, refurbished and preloaded with the SnapPlot system, to DENR staff and PDRF

partners. Wide-Out, for its part, will allow free use of the system, host the SnapPlot website, and provide the

necessary technical support.

The project was conceptualized to be initially implemented in the UMRBPL for reforestation activities that could

help prevent a repeat of the massive flooding caused by tropical storm Ondoy which hit Metro Manila and nearby

provinces in September 2009. Since then, the PDRF has undertaken reforestation of a portion of the watershed as

its participation in the government‘s National Greening Program (NGP).

Paje said that the DENR and PDRF hope to gain enough data from the project‘s field personnel implementing the

project within six months. ―By then, we may also have an idea on how to be more responsive to the needs of the

NGP within the UMRBPL, enough to be able to replicate this project in other watersheds within the country,‖ he

said.

17 illegal recruitment victims held at NAIA

Immigration officers at the Ninoy Aquino International Airport (NAIA) are keeping a tight watch on Filipinos bound

for Dubai and Maldives following reports that said places are being used by unscrupulous recruiters as transit

points for illegally deploying overseas Filipino workers (OFWs) to Lebanon and Jordan.

Bureau of Immigration (BI) Commissioner Ricardo A. David, Jr. said the agency has stumbled upon a new

scheme by corrupt recruiters who provide their victims with valid employment papers for Dubai and Maldives

although Jordan or Lebanon are their final destinations.

David ordered the bureau‘s airport operations division to carefully screen OFWs to ensure that they were really

hired to work in the emirates and not destined for other countries.

The scheme was reportedly uncovered last week when NAIA immigration authorities intercepted some 17 OFWs

bound for Dubai but who admitted they were actually hired to work in Jordan and Lebanon.

Atty. Ma. Antonette B. Mangrobang, BI spokesperson, said 11 of the passengrs admitted that Lebanon is their final destination while the six others said they were going to Jordan. They were intercepted on June 11 and June 12 as they attempted to leave in several batches aboard separate flights for either Dubai or Maldives. Mangrobang said. ―All of them said they have no employment contracts in Jordan and Lebanon but were only promised wages ranging from 300 to 1,500 US dollars a month,‖ she added. Their case is now being investigated by the Inter-Agency Committee Against Trafficking (IACAT). Last year, the government had partially lifted its ban on the deployment of overseas Filipino workers (OFWs) to Lebanon by allowing only the departure of workers who are returning to the same employers. The ban on deploying OFWs to Jordan was also lifted in 2012, a few years after hiring of Filipina maids was suspended due to alleged labor abuse committed against them.

CSC affirms dismissal of BI lawyer

The Civil Service Commission (CSC) has affirmed the dismissal of a Bureau of Immigration (BI) lawyer who was

arrested for allegedly extorting P100,000.00 from an Indian national.

Based on the CSC ruling, BI Commissioner Ricardo A. David, Jr. implemented his May 25, 2012 decision

dismissing from the service Ramoncito Tolentino, Attorney III, and finding him guilty of grave misconduct and

conduct prejudicial to the best interest of the service.

David also forfeited Tolentino‘s retirement benefits, banned him from reemployment in the government, aside from

canceling his civil service eligibility.

The dismissal order was later affirmed by Justice Secretary Leila M. de Lima on June 27 last year.

In its March 14, 2013 decision, the CSC affirmed the decision of both David and De Lima as the commission

dismissed an appeal filed by Tolentino.

―By extorting money in exchange for a favorable result, appellant has transgressed the rule of law and has

demonstrated corruption.‖ the CSC stated in a nine-page decision, adding that the lawyer tainted the BI‘s integrity

and his reputation as a public servant.

Records showed Tolentino was arrested in his office on October 27, 2011 in an entrapment operation by National

Bureau of Investigation (NBI) agents.

He was arrested upon complaint of Prem Dass, an Indian national, from whom the lawyer allegedly demanded P

200,000.00 in return for favorable decision on his pending petition to cancel his visa.

Dass then went to the NBI and Tolentino was arrested later in the day after the Indian alleged gave him P

100,000.00, including four P 1,000.00 bills as marked money.

After the incident, David formed a three-man investigating panel that filed administrative charges against Tolentino

and, after holding several hearings on the case, recommended his ouster from the service.

The Professional Regulation Commission (PRC) announces that 1,385 out of 2,349 passed the Pharmacist

Licensure Examination given by the Board of Pharmacy in the cities of Manila, Baguio, Cebu and Davao last June

2013.

The members of the Board of Pharmacy who gave the licensure examination are Ms. Marilyn M. Young-Tiu,

The results were released in four (4) working days after the last day of examination.

PDIC to pay depositors of the closed Cooperative Rural Bank of Bulacan starting July 9

The Philippine Deposit Insurance Corporation (PDIC) will start servicing the deposit insurance claims of depositors

of the closed Cooperative Rural Bank of Bulacan (CRBB) on July 9, 2013.

Servicing of claims will be conducted at the bank‘s Head Office and 17 Branches during the respective payout

period of each CRBB banking unit. Depositors must file their deposit insurance claims at the branch where they

maintained their deposit accounts. The following is the schedule of payout: Head Office (July 9 to 23); Paombong,

Sta. Rosa and Urdaneta Branches (July 9 to 10); San Jose del Monte and Bocaue Branches (July 9 to 12);

Makati, Malolos, Malolos – Cabana, Pulilan and Meycauayan Branches (July 9 to 15); and Angat, Balagtas,

Baliuag, Bulacan, Cainta, San Miguel and Sta. Maria Branches (July 9 to 17).

Depositors whose accounts have balances of more than P15,000 and those who have outstanding obligations

with the CRBB regardless of type of account and account balance are required to file their deposit insurance

claims. The announcement on the claims settlement operations of CRBB is also posted at the bank‘s premises

and on the PDIC website, www.pdic.gov.ph.

On June 14, 2013, PDIC started dispatching total payments amounting to P14.5 million in the form of postal

money orders (PMOs), through the Philippine Postal Corporation, to depositors who are not required to file deposit

insurance claims. These are depositors who have account balances of P15,000 and below, who have no

outstanding obligations with the CRBB, and who have complete and updated addresses in the bank‘s records or

have updated their addresses using the PDIC Mailing Address Update Form.

When filing deposit insurance claims, depositors are advised to personally present their duly accomplished Claim

Form, original evidence of deposit, and two (2) original valid photo-bearing IDs with signature of the depositor.

Depositors may also file their claims through mail and enclose the same set of document requirements.

Depositors who are below 18 years old should submit either a photocopy of their Birth Certificate issued by the

National Statistics Office (NSO) or a duly certified copy issued by the Local Civil Registrar as an additional

requirement. Claimants who are not the signatories in the bank records are required to submit an original copy of

a notarized Special Power of Attorney of the depositor or parent of a minor depositor.

The procedures and requirements for the filing of deposit insurance claims are posted in the PDIC website,

www.pdic.gov.ph. The Claim Form and pro forma Special Power of Attorney may also be downloaded from the

PDIC website.

Depositors of all branches except Head Office who were not able to file their deposit insurance during the payout

period, may file their claims at the CRBB – Makati Branch located along Sen. Gil Puyat Avenue (Buendia),

Barangay Palanan, Makati City from July 23 to August 6, 2013. Depositors whose accounts are maintained with

the Head Office and were unable to file their claims during the payout period may file their claims at CRBB –

Makati Branch from July 30 to August 6, 2013.

After August 6, 2013, all depositors may submit their claims either through mail to PDIC or personally at the PDIC

Office, 4th Floor, SSS Bldg., 6782 Ayala Avenue corner V.A. Rufino Street, Makati City.

In accordance with the provisions of the PDIC Charter, the last day for filing deposit insurance claims in the closed

Cooperative Rural Bank of Bulacan is on May 25, 2015. After this date, PDIC as Deposit Insurer, shall no longer

accept any deposit insurance claim.

The PDIC said that all valid claims will be paid. For deposits to be considered valid, it must be recorded in the

bank‘s records and must have evidence of inflow of funds, based on the results of PDIC examination. PDIC, as

Receiver, has the authority to adjust the insurance rate on the unpaid interest offered by a bank if this is deemed

unreasonable.
