Definition of HEURISTIC : involving or serving as an aid to learning, discovery, or problem-solving by experimental and especially trial-and-error methods <heuristic techniques> <a heuristic assumption>; also : of or relating to exploratory problem-solving techniques that utilize self educating techniques (as the evaluation of feedback) to improve performance
The Phoenix Checklist is list of questions developed by the CIA to encourage agents to consider a problem from different angles by using a series of questions. Process: 1. Determine the problem you want to resolve. 2. Write the problem down. 3. Use the questions to resolve the problem.
