This directory has been prepared in order to provide familieswith basic information about licensed early childhood programs.The descriptions provided should help parents narrow down theirchoice of a centre with respect to location, suitable hours, agegroup served, etc.
Parents, however, are urged not to make a choice based solelyon the information contained in this directory. It is extremelyimportant to visit each potential centre in order to get a sense of thecentre’s atmosphere, meet the staff, see how they interact with thechildren, etc.
An Early Learning and Child Care Checklist is available forparents. This checklist provides parents with some questions to askwhen selecting a program for their child. Types of Centres
Type I Centres
Early Childhood Centre: “ ... a facility whose primary objectiveis to provide an early childhood development programemphasizing age-appropriate activities.”
Early childhood centres include:• full or half-day programs for mixed age groups• 3 hour program for 5 year olds• half-day program for 3 to 4 year olds
Type II Centres
Day Care Home: “ ... a facility in a private residence whoseprimary objective .... is to provide relatively informal careemphasizing family-oriented activities for children.”
School Age Child Care Centre: “ ... a facility that operatesoutside of school hours and .... provides a relatively unstructuredprogram emphasizing supervision and recreation for school-agechildren.”

Early Childhood Program Policies
Information regarding specific policies of licensed early childhoodprograms have not been included in this directory. Parents areurged to discuss these matters with each centre being given theirconsideration.
In general, policies at child care centres tend to be fairly consistent.A parent could typically find the following:
• payment is required for all statutory holidays
• payment is required for storm days
• payment is required for sick days; centres will usually negotiatean alternate arrangement in cases of extended sick leave
• most centres allow a fixed number of vacation days (paymentnot required) per child per year; advance notice is usuallyrequired
• two weeks’ notice is required if a child is to withdraw from thecentre; if notice is not given, payment of two weeks’ tuition isrequired
• full day rates (day care) range from about $110 to $150 perweek for 2 to 6 year olds; $120 to $200 per week for childrenyounger than 2 years
• kindergarten fees are covered by Department of Education(see page viii).

Child Care Subsidy Program
The Child Care Subsidy Program is administered by theDepartment of Social Services and Seniors in order to help parentswith the cost of licensed child care. Full or partial subsidy isavailable.
Subsidies are used to pay tuition costs for early childhoodprograms licensed by the Child Care Facilities Board. Thisincludes early childhood centres, family day-care homes, andbefore-and after-school programs.
Any Island family needing a licensed program may apply. Reasonsfor placement include:• Parents working or in training programs• Special needs of the child• Children at risk• Emergency medical needs of parents
The amount of subsidy, however, depends on the net monthlyfamily income, and is determined by a Sliding Scale Income Testbased on family size.
If your child is already enrolled and attending a licensed earlychildhood program, you may still be eligible for subsidy.Application does not have to be made before a child enrolls at acentre.
Application for subsidy may be made at your nearest Departmentof Social Services and Seniors office. Verification of income isrequired.

Kindergarten Program
Community Based, Publicly Funded KindergartenThe Provincial Government under the leadership of the Departmentof Education is responsible for core funding, curriculum and policydevelopment of the provincial kindergarten program. A coreprogram has been defined as 3 hours a day (2.5 hours ofinstructional time), 5 days a week or equivalent for their year priorto school entry.
Kindergarten is an optional program for Island families.
When is a child eligible for kindergarten?A child must be 5 by October 31 to enter kindergarten. st
