1. It gives us immense pleasure to bring out another edition of the e-news
letter for the benefit of naval veterans, veer naris and their dependents.
2. The 9th AGM/ GCM of Veteran Sailors' Forum has been scheduled on 15
Oct 17 at Goa. We seek active participation of veterans in large numbers. The 9th
GBM of Delhi Charter of VSF followed by lunch has been scheduled on 26 Nov 17
at Delhi.
3. The Memorandum of Association of VSF and Navy Foundation has been
approved by the Registrar of Society, New Delhi after inclusion of amendments.
Competent authority has approved funding of membership fee for VSF and NF
from INBA for all personnel retiring from 01 Oct 17 onwards. The membership
continues to remain voluntary but money would be paid from INBA for
membership fees. Procedure for membership for retirees prior to 01 Oct 17 will
remain as hitherto.
4. The new website of INPA is expected to be operational in Oct 17. The
website is designed to encourage direct interaction between job seekers and
prospective employers. It also has various informative articles and videos to
assist veterans to prepare for their second career. All existing INPA members
will be required to update their profile in the new website.
5. A conference between Navy and CPPCs was held on 05 Jul 17 at NAVPEN,
Mumbai. Many issues related to pay and pension were taken up during the
conference. The minutes of the conference have been reproduced for
information. GOI has recently issued orders for implementation of pay/ pension/
gratuity/ CEA etc for retired personnel. These have also been highlighted for
information to all.
6. We sincerely hope that the information brought in through this
e-newsletter helps the veterans to remain updated with the developments and
well connected with the Navy.

1. The Naval Regimental System (NRS) has been functional since Dec 2010 to
provide support to spouse/ NoK/ dependents after the demise of naval personnel
irrespective of the time of the incident i.e. whether it occurred whilst in harness or after
retirement. NRS has now emerged as a platform where issues pertaining to
widows/NOK are being dealt with in a speedy manner. A Command Regimental
System Officer (CRSO) has been appointed at each Command Headquarters. To
cover the areas that are not in immediate vicinity of Command Headquarters,
additional officers have been appointed as CRSOs. Details of CRSOs as per the

2. Grant of Educational Concession to the Children of Armed Forces
Officers/ PBOR Ranks Missing / Disabled/Killed in Action. GOI has amended grant
of educational concession to the children of Armed Forces Officers/ PBOR ranks
declared missing / disabled/killed in action as follows:-
(Authority: MoD ID No 6(1)/2009/Edu Concession/D(Res-II) dated 13 Sep 17)
(a) Tuition Fee. Full reimbursement of tuition fee (capitation fee and caution
money not included) levied by the educational institution concerned (including
charge levied for school bus maintained by the school or actual fares paid for
railway pass for students or bus fare certified by the Head of Institutes).

(b) Hostel Charges. Full reimbursement of hostel charge for those studying
in boarding school and colleges.
(c) Cost of Books/Stationery. Rs. 2000/- (Rupees two thousands only) per
annum per student or the amount claimed by the student, whichever is less.
(d) Cost of Uniform Where this is Compulsory. Rs. 2000/- (Rupees two
thousands only) or the amount claimed by the student, whichever is less.
(e) Clothing. Rs. 700/- (Rupees seven hundred only) per annum per
student or the amount claimed by the student, whichever is less.
3. The education concessions referred to above will be admissible only for
undertaking studies in Govt/ Govt aided schools/educational institutes, Military /Sainik
Schools and other schools or colleges recognised by the Central or State Govt
including the autonomous organisations financed entirely by the Central/State Govt.
4. The above educational concessions will be available for school going children
from 2 classes prior to 1st class up to and inclusive of the First Degree Course. Re-
imbursement of Educational Concession shall have no nexus with the performance of
the child in his/her class. In other words, even if a child fails in a particulars class, the
re-imbursement of CEA shall not be stopped.
5. The combined amount of Tuition Fees and Hostel charges shall not exceed Rs
10,000/- pm. The concession shall go up by 25 percent each time DA rises by 50
percent. These orders shall be effective from 01 Jul 2017.

6. Memorandum of Association. The revised MoA of Navy Foundation was
approved during last AGM held at Mumbai. The same has been ratified by the
Registrar of Society, New Delhi.
7. Navy Day Activities. The Annual Veteran Officers’ Reunion Lunch has been
planned in Feb 2018. Navy Foundation annual magazine ’Quarterdeck’ will also be
released during this event. Date for Veterans Reunion Lunch would be promulgated
closer to the event.

8. Meetings. The AGM of VSF is scheduled at Goa on 15 Oct 17. Agenda Points/
issues which need attention of the AGM/ GBM have been received and are being
collated.
9. The dates of Annual General Body Meetings of various Charters for the year
2017-18 are as follows:-

10. Memorandum of Association. During the last AGM of the VSF, amendments
to the rules of the Memorandum of Association were approved. The same have been
ratified by the Registrar of Society, New Delhi. Amended copy of the MoA has been
uploaded on the DESA website for information to all.
11. Policy on Membership – Navy Foundation and Veteran Sailors’ Forum. A
vast range of issues are projected by veterans for necessary resolution through liaison
with concerned agencies like MoD, Service HQs, NAVPEN etc. Navy Foundation and
Veteran Sailors’ Forum serve as channels to project these issues to DESA and
disseminate feedback/ important information to the veterans in lieu, on a regular basis.
These organisations, therefore, serve as vital links between the retired fraternity and
the Navy.
12. Presently, membership to these organisations is on voluntary basis and one
time membership fee is levied from the ESMs. While it is advisable for veterans to
obtain membership of Navy Foundation/ Veteran Sailors’ Forum on a voluntary basis, it
has been observed that very few retiring naval personnel opt for it, thereby remaining
isolated from the Service and losing out on an effective channel of communication.
Therefore, this issue was reviewed and the following has been decided:-
(a) The membership fee of all naval personnel retiring wef 01 Oct 17 who opt
for membership to NF/ VSF would be funded through INBA.
(b) All naval personnel who retired prior to 01 Oct 17 would however, have to
pay the membership fee directly to the Charter they join.

13. NF/VSF Membership forms will be provided along with other retiring forms by
NAVPEN to retiring sailors and by DOP to the retiring officers. Retiring personnel would
have to fill up the application form and indicate the preference for Charter.

14. The hostel for widows being constructed at Delhi is likely to be ready by Dec 17.
Those who need to use the facility may contact CRSO (North) or INS India for further
details.

15. Job Fair for Ex-Servicemen. Directorate General Resettlement (DGR)
conducts four Job Fairs for retired / retiring personnel every year under the aegis of the
three Services. Two of these Job Fairs are conducted by Army, and one each by Navy
and Air Force. A number of Corporate Houses/ Industries/ PSUs are expected to
participate in job fairs. This would be a huge opportunity for ESMs to identify suitable
jobs as per their experience and aspirations. The next Job Fair by Navy is scheduled to
be held on 20 Feb 18 at Kochi.
16. New INPA Website. INPA is developing a new website that would be
operational by Oct 17. The website is being designed to encourage direct interaction
between job seekers and prospective employers. It also has various informative
articles and videos to help veterans prepare for their second career. All existing INPA
members will have to update their profile in the new website.
17. Revision of Trade Equivalence. The Directory of Equation of Service Trade
with Civil Trade was last published by the Directorate General Resettlement (DGR) in
Sep 2012. This publication has been revised by a Tri-Services Committee after the
National Classification of Occupation (NCO) Code was revised by the Ministry of
Labour and Employment in 2015. The revised Directory of Trade Equivalence is under
vetting by Ministry of Labour and Employment. Thereafter it would be promulgated in
both print and digital media. The following documents are required for registration at
INPA:-
(a) Copy of PPO. Personnel in last year of service may provide a copy of
Release Letter and NOC.
(b) Demand Draft payable at par for registration amount.
(c) Undertaking signed by individual.

19. In accordance with the MoU concluded between MoD and Ministry of Skill
Development and Entrepreneurship (MSDE) on 13 Jul 15 the Navy has been tasked to
skill certify retiring naval sailors.
20. As the certification involves recognition of skills learnt in the Navy and not
teaching of new skills, naval professional training schools and establishments carried
out a mapping between the course curriculums of various courses run in the schools
with the job profiles in the civil industry. A careful study of the mapping was carried out

22. Modification of Procedure for Procurement of Drugs and Consumables for
ECHS. Following has been laid down with regard to procurement of drugs and
consumables for ECHS:-
(a) In all stations with ECHS Polyclinics, local medical stores/ chemists will
be empanelled for supply of not available , emergent , life saving and essential
drugs on as required basis.
(b) The empanelment of local medical stores/ chemists will be done by a
Board of Officers constituted by the Station Commander which will comprise:-
(i) Chairman-SO/ ECHS/ Col rank officer detailed by Station Commander
(ii) Members-Lt COL (Non-Medical) detailed by Station Commander Jt Dir
Hospital Services of Regional Centre concerned/ Medical
Officer detailed by Station Commander

(c) The monetary ceiling for expenditure is enhanced as follows:-

23. Grant of Fixed Medical Allowance. GOI/ MoD vide letter No 1(10)/2009-D(
Pen/ Policy) dated 29 Aug 17 have revised certain criteria of FMA effective 01 Jul 17.
The relevant extract of the letter is as follows:-
(a) FMA has been enhanced from Rs. 500/- to Rs. 1000/- per month. All
other conditions as laid down in Government of India letter No. 1(1)/98-

D(Pens/Sers) dated 15 Jun 1998 will continue to apply.
(b) ESM who retired on or after 01 Apr 2003 have to become member of
ECHS compulsorily and are not eligible to draw Fixed Medical Allowance. These
orders are applicable only in such cases, where the date of retirement is prior to
1.4.2003 and who had opted not to avail medical facilities at OPD of Armed
Forces Hospitals/MI rooms and are not members of ECHS.
24. Treatment at Non-Empanelled Hospital in Emergency. Specialized treatment
for serious cases is provided at military and empanelled private hospitals. Rate for
treatment at private empanelled hospital are as per ECHS rate. In case of emergency,
the patients are advised to report to the nearest military medical facility/ empanelled
hospital. In case these are not accessible, then members are permitted to avail
treatment at non-empanelled hospital on payment. Their medical treatment bills are
reimbursed at approved CGHS rates. The condition of emergency is as under:-
(a) Acute Cardiac condition/ syndromes.
(b) Vascular catastrophe.
(c) Cerebro-vascular accident.
(d) Acute respiratory emergency.
(e) Life threatening emergency.
(f) Acute endocrine emergency.
(g) Acute renal failure.

26. Income from all Sources Criteria for Dependents. Consequent to the
implementation of recommendations of the 7th Pay Commission and revision of income
criteria for dependency of “family” in the CGHS vide the Ministry of Health and Family
Welfare/Gol letter, the income criteria for dependency of family in ECHS also stands
revised to “Rs 9000/- plus amount of Dearness Relief on the basic pension of Rs
9000/- as on the date of consideration”. The amount of Dearness Relief is indicated in
the income limit stands for the amount of Dearness Relief drawn by a pensioner/ family
pensioner on the date of consideration and not the amount of Dearness Relief due on
the date of consideration. The orders are to be implemented with immediate effect. All
other terms and conditions of eligibility will remain unchanged. The point may be noted
by the eligible ESMs while submitting affidavit for membership.

27. Employment Opportunity for Defence Personnel for Appointment As
Service Provider for Company Owned Company Operated Retail Outlets.
Employment opportunity is offered by Ministry of P&NG for ESM Officers and JCOs
wherein Company Owned Company Operated (COCO) retail outlets of the Oil
Marketing Companies like IOCL, HPCL, BPCL and MRPL are offered to Defence
candidates on a contract basis for a period of three years. Until 2016, this scheme was
open to only ESM Officers and the names were sponsored by DGR, however, with the

new guidelines issued by Oil Marketing Companies in 2017, JCOs and equivalent have
also become eligible for this scheme and their names can be sponsored by ZSB/RSB.
The eligibility criteria for the said scheme are as under.
For Officers
(a) Should be an ESM as per laid down definition.
(b) Should be below 60 years of age at the time of sponsorship and be
registered with DGR under General Employment scheme/ RSB/ZSB as per their
policy for providing employment.
(c) Minimum 10th pass (Examination conducted by a recognized Board/
School).
(d) Should not have availed any other benefit from DGR/RSB/ZSB earlier.
(e) Should be able to provide Bank Guarantee as per Oil Company
requirement at the time of selection.
For JCOs
(a) Should be below 60 years of the age at the time of sponsorship and be
registered with RSB/ZSB.
(b) Minimum 10th pass (Examination conducted by a recognized Board/
School).
(c) Should not have availed any other benefit from DGR/RSB/ZSB earlier.
(d) Should be able to provide Bank Guarantee as per Oil Company
requirement.
(e) Havildar’s (Hony Naib Subedar) & equivalent ranks will not be eligible for
the said scheme in accordance with paragraph 178(b) of Defence Service
Regulations, Vol 1.

28. Registration for DGR Sponsored Schemes by Ex-Servicemen (Officers,
JCOs and ORs) and Widows/ Dependents. Registration for Officers is mandatory
prior to them getting any assistance from DGR, whereas JCOs/ORs and Widows need
to be registered by respective RSB/ZSB. DGR was only receiving applications for

certain schemes for which seniority lists as applicable are maintained. The registration
is for various job opportunities in Govt Sect/ Corporate avenues and for DGR
sponsored schemes based on exclusive criteria of eligibility for a specific scheme,
derived as MoU between DGR, concerned Ministry and the agency offering/ executing
the scheme. Various schemes offered by DGR are as under:-
(a) For Officers.

(ii) Coal Loading and Transportation Companies.
(iii) Management of CNG Stations.
(b) For JCOs and ORs.

a scheme and does not debar an ESM from availing other schemes of
Govt through DGR.
29. This Standard Operating Procedure (SOP) lays down the guidelines for smooth
registration process for general employment opportunities and for DGR sponsored
schemes, as a ‘Single Window’ facility (Details are given in DGR letter
2104/SOP/Pol/DGR/EMP-2 Dt 24 May 17 which is available on DGR website
http://www.dgrinida.com also.
30. DGR Sponsored Resettlement Training Courses. DGR sponsored
Resettlement Training Courses for PBORs from Sep 17 to Mar 18 have been
promulgated and uploaded on DGR website www.dgrindia.com.
31. Reservation in Group B and C Posts. Consequent to the merger of Group “D”
posts with Group “C” posts and up-gradation of some Group “C” posts to Group “B”
posts as a result of the implementation of the VI th CPC by the GOI, a case has been
taken up with the Govt regarding grant of 10% reservation in Group ‘B’ posts and

increase in reservation to 20% in Group “C” posts for ESM. The case is under
consideration and decision is awaited.
32. Clarification Regarding Equivalence to Graduation Certificate Issued and
Requisite Qualification to in–Service Teacher Belonging to ESM Category.
Ministry of Human Resource Development, Dept of School Education & Literacy vide
their letter no 1-22/2012-Ee-4(P) dated 23 Aug 17 has conveyed that the matter has
been examined in the light of various provisions of the Right of Children to Free and
Compulsory Education (RTE) Act, 2009, DOPT’s notification dated 12th Feb, 1986,
NCTE notification on minimum qualifications of teachers and recommendations of
expert committee as formed by NCTE. The recommendations of the Expert Committee
of NCTE letter no. 1769/NCTE/DGR/RES-8 dated 01 Dec 2014 is reproduced as
follows:-
“ An ESM who is a Matriculate and possesses Indian Army Special Certificate of
Education or the corresponding certificate in the Navy and Air Force and has put
in not less than 15 years’ service in the Armed Forces has been issued Corporal
Certificate of Indian Air Force under Scheme – A should be treated as also
having qualified 10+2 with 50% marks. (The minimum eligibility qualification
programme through ODL conducted by any institution providing training for
untrained in-service teachers working in schools in accordance with approval of
NCTE). It will enable the untrained in-service primary teachers from ESM
category to undergo D.El.Ed. programme through ODL mode.”
33. Ministry of Human Resource Development, Dept of School Education & Literacy

34. Enhancement in the Rate of Special Pension to Blinded ESM under AO
606/75. GOI/ MoD has amended letter No. 12-SB(8)/52- 2001/958/D(Res) dated 16
Nov, 2001 and has enhanced the Special Pension to Blinded ESM from Rs. 500/- pm
to Rs. 4000/- per month with effect from Jun 2017.

35. Last Date for Prime Minister’s Scholarship Scheme. Application for PM

competent authority has directed to implement the following points while changing from
combined card to separate liquor and grocery cards:-
(a) Combined liquor cum grocery cards issued so far will remain valid till 31
Mar 18.
(b) All ESM, holding combined cards, should apply for issue of separate
grocery and liquor cards and aim to obtain the same by due date.
(c) Combined cards will not be valid w.e.f 01 Apr 18.
(d) Henceforth no combined card application will be accepted by SCPL.
(e) Separate application form should be forwarded by the ESM for issue of
grocery and liquor cards.
(f) Application forms received by SCPL for issue of combined cards will be
treated as application for liquor card. Only liquor card will be issued based on
that form. The affected ESM should apply separately for grocery card.
38. Illegal Sale of Liquor by Defence Personnel and their Dependents.
Guidelines have been issued by DDGCS vide IHQ MOD (Army)/ QMG’s
Branch/DDGCS letter No 95350/Q/DDGCS/Advisory/27/2016 dated 26 Dec 16 on
illegal sale of liquor by defence personnel and their dependents. DDGCS has brought
out that the liquor is authorized to defence personnel and their dependents for personal
use only and not for further sale to any other person. Sale of liquor by defence
personnel and their dependents is an offence under the existing laws.
39. Special Sanction to Veernaris for Purchase of Four Wheelers through CSD.
Widows of martyrs declared “Battle Casualty “who had not rendered qualifying service,
were not entitled for purchase of four wheelers through CSD. DDGCS, in consultation
with the Service Headquarters examined the matter, wherein it was recommended that
policy for grant of special sanction to Veer naris for purchase of four wheelers through
CSD be considered for implementation. A special sanction has now been accorded to
veernaris for purchase of four wheelers through CSD once in their life time.

40. Annual Contribution by the Services to Armed Forces Flag Day Fund
(AFFDF). Services contribute annually Rs. 10 Cr to AFFDF in the ratio of 85:5:10 by
Armed, Navy and Air Force. The income from the fund is used for the welfare and
rehabilitation of ESM, veernaris and their dependents. Financial assistance is provided

in the form of Penury Grant to non- pensioners, Children’s Education Grant, Daughter’s
Marriage Grant, Funeral Grant, Orphan Grant etc. The Penury Grant has been
enhanced to Rs 4000 pm from Rs 1000 pm.
41. PRDIES. NGIF insures the pensioners for an amount of Rs 5 lakh (sailors) / Rs
10 lakh (officers) by levying an appropriate one time premium. The insurance cover is
available for a term of 30 years after retirement or 75 years of age, whichever is earlier.

44. Inter-se Priority for Reservation /Preference to the Wards of Armed forces
Personnel by States/UTs for Admission to Medical/Professional/Non-
Professional Courses. In supersession of all the previous letters issued on the
subject, the competent authority has approved the following priorities for reservations
or preferences to the wards of Armed Forces personnel by States/UTs/Central /State
Universities/Autonomous Institutions for admission in medical/professional/ non-
professional courses:-

45. Equivalent of Naval Trade Certificate. Following issues wrt Trade Equivalence
are highlighted for dissemination to all concerned:-
(a) The Gol/ Ministry of Labour and Employment, promulgates National
Classification of Occupation (NCO) Code, which classify various occupations
existing in the country to suit the National Conditions.
(b) Based on the NCO Codes promulgated by Gol in 2004, Directorate
General Resettlement (DGR) promulgated a Directory of equation of Service
Trade with Civil Trade in Sep 2012, wherein, each Service equated their specific

(c) In 2015, Ministry of Labour and Employment promulgated a revised NCO
Code, which included occupations established by the National Skill
Development Corporation (NSDC).
(d) In order to align Trade Equivalence in the three Services to revised NCO
Codes, a Board of Officers comprising representatives from all three Services,
DGR and HQ IDS was constituted by MoD. The Board Proceedings have been
completed in Dec 16 and submitted to MoD and Ministry of Labour and
Employment for approval.
(e) Once approved, Naval Trade Certificates will be further revised to bring
them in line with national standards.
46. Facility for ESM to Start Their Own Small Scale Industry. Intimation has
been received from Maharashtra ESM Corporation Ltd (MESCO) which is a PSU of the
Maharashtra Govt involved in the Resettlement of the ESM. MESCO has set up an
Industrial Estate (MSIE) which is a multistoried flatted construction where ESM can
start Small Scale Industries. MSIC provides space between 500-1000sq ft on rental
basis to ESM. The industrial estate has full infrastructure in terms of power supply,
administrative support, security and modern infrastructure. At present more than 20
Units are operational. This venture is the first of its kind in the country and only ESM
who are domicile of Maharashtra are eligible of the same. The project has been aided

47. Educational and Vocational Training to Children of Soldiers: Ramakrishna
Vivekananda Mission. Ramakrishna Vivekananda Mission is offering eligible children
between age of 6 years to 14 years, both boys and girls, services in their institution
either free of cost or on some maintenance grant released by the Govt for this purpose.
At, present, they are ready to admit 25 boys and 25 girls as part of their services. For

48. Compassionate Appointment of Divorced Daughter. The Govt of India vide
MoD (Lab) letter no.19(1)/2016-D(Lab) (Pt.II) dated 06 Mar 17, in consultation with
Department of Personnel & Training, has clarified that a divorced daughter may be
considered as a dependent family member of the deceased government servant for

compassionate appointment and also for the purpose of allocation of points, subject to
the conditions mentioned below:-
(a) She was wholly dependent on the government servant at the time of
his/her death in harness or retirement on medical grounds and
(b) She must support other dependent members of the family.
49. Condonation of Deficiency in Service for Grant of 2nd Service Pension In
respect of Defence Service Corps Personnel. Representations pertaining to
condonation of deficiency in service for 2nd service pension from DSC, for those ESM
who have already been granted service pension from Indian Army and thereafter re-
employed in DSC, were examined by the Govt. It has been decided that condonation of
deficiency in qualifying service is to be accorded on merit and in deserving cases to
make individual eligible for grant at least one service pension.

50. SBI Pension Account. Many veterans hold a pension account with SBI as
normal SB a/c and not as Defence Salary Package Pension (DSP) a/c, thereby
depriving themselves of all the privileges associated with DSP a/c. The veterans can
give their consent to the Branch Manager and convert their existing SB a/c in to DSP
Pension A/c. All benefits stated in DSP a/c are available to ESM, less the following:-
(a) Personal Accident Insurance Cover.
(b) Two months’ salary overdrawl facility limited to Rs 40,000/- to silver Card.
(c) Depending on the rank they have retired they are eligible for the type of
a/c they are entitled.
51. They are also entitled to Pension Loan as under:-

54. Implementation of Government’s Decisions on the Recommendation of the
7th Pay Commission- Revision of Pension of Pre- 1.1.2016 Defence Forces
Pensioner/ Family Pensioners etc. The GOI has decided that the pension/ family
pension of all Armed Forces personnel who retired/died prior to 1.1. 2016 shall be
revised by notionally fixing their pay in the pay matrix recommended by the 7th CPC in
the level corresponding to the pay in the pay scale/ pay band and grade pay at which
they retired/ died. Detailed order is covered by GOI letter MoD Id No
17(01)/2017(02)/D( Pension)/Policy) dated 05 Sep 17.
55. Restoration of 2/3rd Portion of Commuted Pension. Ministry of Personnel,
Public Grievances and Pensions and Deptt of Pension and Pensioners Welfare vide
OM F. No 4/34/2002-P&PW(D). Vol II dated 23 Jun 17 has directed to implement the
judgement of Hon’ble Madras High Court and Hon’ble Supreme Court. The order
pertains to Civilian PSU absorbees who had taken 100% lump sum amount in lieu of
pension and whose 1/3rd pension had been restored after 15 years may be allowed
restoration of full pension after expiry of commutation period of 15 years from the date
of payment of 100% lump sum amount. It is intimated that similar orders from MoD in
respect of defence pensioners are awaited. The pension will be revised only after issue
of such orders by MoD, if otherwise applicable.
56. Recording of PPO Number in the Bank Pass Book of Defence
Pensioners/Family Pensioners. Ministry of Finance has been receiving various
applications from pensioners/family pensioners and Registered Welfare organisations
related to Pension problems like how to get duplicate PPO, commencement of family
pension for spouse or dependent children after the death of pensioner, transfer of
pension account from one bank/branch to another bank/branch. However, complaints
are not attended immediately by banks in absence of PPO numbers in pass books. To
obviate this situation, MoF vide FNO 7/124/2014-BOA dated 23 Aug 16 have issued
instructions to all CPPCs and DPDOs to instruct their bank branches dealing with
pension payments to ensure recording of PPO numbers in the pass book of Defence
pensioner/ family pensioners.

57. Issue of Duplicate PPO. PCDA (P) Allahabad vide Circular No. 137, has
already issued instruction to all pension paying offices/Treasuries/Pension Paying
Banks/DPDOs etc to furnish the under mentioned documents/ information invariably,
while requesting the Pension Sanctioning Authorities for issues of duplicate copy of
Pension Payment Order (PPO).

(b) Full details of address of Pension Disbursing Agency (PDA) viz Postal
address with full PIN code and State where PDA is situated.
(c) Full details of pensioner viz PPO no and year of issue, name of the
pensioner, nature of pensioner etc. Purpose for issue of duplicate PPO i.e for
payment purpose or otherwise.
(d) When PPO is lost before first payment, a declaration from the pensioner
that no payment has been received and a non-payment certificate from the PDA
concerned, should invariably be enclosed along with the loss certificate.
58. Exemption of Income Tax for Pensioners/Family Pensioners Who have
been Awarded Gallantry Awards. As per Chapter-III of Income Tax Act- 1961, which
provides, vide section 10(18), inserted by the Finance Act-1999 with effect from 01 Apr
2000, that income which do not from part of total income for the purpose of Income Tax
includes the following:-
(a) Pension received by an individual who has been in the service of the
Central Government or State Government and has been awarded “ Param Vir
Chakra” or “Maha Vir Chakra” or “Vir Chakra” or such other gallantry award as
the Central Government may, by notification in the Official Gazette, specify in
this behalf.
(b) Family pension received by any member of the family of an individual
referred to in sub-clause (a).

59. Payment of Pension To NRI Pensioners: Clarification Regarding
Remittance Facilities for Non-Resident Indians / Pensioners Of Indian Origin/
Foreign National. PCDA (P) Allahabad vide Circular no 187 dated 03 Feb 17, in
consultation with Central Pension Accounting office, New Delhi has intimated that
pension credited to the pensioner’s Non-Resident (Ordinary) Account may be permitted
by the bank to the pensioners outside India, in case the Non-Resident Pensioner so
desires, by debit to his NR(O) Accounts either by direct remittance or by credit to his
NR (E) Accounts.

1. Indian Navy Website (www.indiannavy.nic.in). This is the official website of
Indian Navy. It provides vision document of Indian Navy. All information of relevance to
veterans is hosted in the website under “Personnel” section of the website. It provides
links to all other naval agencies.
2. DGR Website (www.dgrindia.com). This website is maintained by the Director
General Resettlement and contains valuable information regarding resettlement
opportunity, employment assistance provided to ESM, various Forms, and News
updates from the Kendriya Sainik Board (KSB).
3. Ministry Of Defence (www.mod.nic.in). This is official website of Ministry of
Defence, which provides all MoD/GoI orders/circulars and publications which are useful
to ESM for eg ‘Sainik Samachar’.
4. Ministry of Personnel (www.persmin.nic.in). The Website of Ministry of
Personnel, Public Grievances and Pensions.
5. PCDA Allahabad (www.pcdapension.nic.in). The Website of the Principal
Controller of Defence Accounts (Pensions),Drupadi Ghat, Allahabad. E-mail id of
PDCA is also mentioned below; personnel can directly send e-mail to CDA regarding
their grievances.
6. PCDA Navy (www.pdcanavy.nic.in). This site provides information regarding
latest orders/circulars of pensioners. They can be contacted for pending claims
regarding revision of pension and TA/DA claims etc.
7. Indian Naval Placement Agency (https://indinavy.nic.in/inpa). Indian Naval
Placement Agency site provides job assistance to all ex-naval personnel including
widows. This site provides job information to all ESM including those who are not the
members of INPA.
8. Naval Children School (www.nesnavy.com). This is official site of Navy
ChildrenSchool. You can visit this site for career option, counselling, admission, etc.
9. Canteen Stores Department (www.csdindia.com). All important information
in respect to Canteen Stores Department like revised monetary limits, authority letter
regarding purchase of car by PBOR, CSD bulletin, AFD item list depot wise are
available on this site.

information about various entries in Navy, recruitment criteria, eligibility, and contact
information of DMPR for Officers and Sailors entries.

Contributory Scheme provides information about ECHS policy letter, list of polyclinics,
FAQ, guide lines for ECHS members.
12. Air Force – Navy Housing Board (www.afnhb.org). This official website
provides details of AFNHB schemes, demand survey, updated reports on housing
projects etc.
13. Pension Information (www.pensionersportal.gov.in). This site provides
important information about pensions.
14. Naval Pay Office (https://naypay.gov.in). This is Website of the Naval Pay
Office. After logging in you can communicate with Naval Pay Office and find all
forms/information related to pay, perks and other entitlements.
15. Pension Grevances (www.pensionportal.gov.in). Information related to
grievances of pensioners is hosted on this website. CPENGRAMS (Centralised
Pensionary Grievances Redressal and Monitoring System) is also hosted on this
site.
