A 32-year-old man and a stolen Volkswagen Polo was recovered last week thanks to the swift response by Eersterust police.

Spokesperson Sergeant Sam Shibambo said Sergeant Mapule Mahlangu and Con-stable Steve Mnyakeng were on a patrol on Thursday when they received informa-tion over the police radio about an orange Volkswagen Polo that had been stolen in Garsfontein.

“The offi cers spot-ted the vehicle driving towards Mamelodi at high speed,” said Shibambo.

He said the offi cers gave pursuit.“The unknown number of occupants then

abandoned the vehicle, got into a blue Audi A4 that was parked nearby and drove away.”

Shibambo said a police investigation was underway. On Friday a 32-year-old man was arrested for reckless and negligent driving

and possession of an unlicensed fi rearm.According to Shibambo, the man was ar-

rested at approximately 20:00.“It is alleged that the suspect collided

with a motorbike in Floksie Avenue and after the accident, sped away from the scene with-out assisting the injured biker,” Shibam bo said. According to Shibambo, residents who

witnessed the accident phoned the police with a description of the vehicle and the direction it drove.

“The police followed up on the information and spotted the vehicle in Elim Avenue driving with a fl at tyre,” Shiba-

mbo said.“The driver was pulled off the road and

ordered out of his vehicle. Upon getting out from his vehicle, the police offi cers noticed he was intoxicated.”

A search of his car yielded a fi rearm. “The driver failed to give a satisfactory

explanation or to produce the licence for the fi rearm. He was then arrested.”

Law NGO gives legal aid to poor Thato Mahlangu

A Pretoria central non-governmental law organisation has been taking on battles for the poor for two years and is not slow-ing down.

ProBono.Org situated at Kutlwanong Democracy Centre building on Visagie Street provides free legal representation, legal advice and education to the poor.

The centre was established 10 years ago by lawyers in Johannesburg and the Pretoria branch, two years ago.

Manager Neo Chokoe said ProBono.Org had assisted a number of people win cases they otherwise couldn’t have alone.

“Some couldn’t even afford legal rep-resentation or advice,” said Chokoe.

“Our existence is a response to the lack of access to justice for people who are unable to pay for their own private legal representation.”

Chokoe said ProBono.Org had taken up cases referred to it by NGOs and other community-based organisations.

“We function as a general legal clear-ing house. We get people to meet with our lawyers and help them with free legal advice,” she explained.

The centre also offered law students mentorship and training, and graduates training on child representation, refugee law, drafting of lease agreements, wills and other legal issues.

tertiary education really is a university of life as much as it is a place of learning.

“Residence programmes that focus on this help students make a seamless transition to the many new experi-ences they are faced with,” says McMurray.

“Choosing to stay in a formally structured, pur-pose-built student accommodation facility is about much more than ensuring you have a roof over your head, regular meals and convenient access to campus.”

McMurray says student accommodation should offer a lifestyle with the opportunity for self-discovery, learning and a balance between studies and an active student life.

In preparation for the 2017 academic year, Respublica offers a few handy tips to assist students with settling into their new lives:

- First and fore-most, students must remember they are there to pass their studies – and this should always be their main priority.

“During their fi rst year, students will learn how to balance their study-ing with everything that university and residence life offers,” says Ed-wards.

- Students should be enthusiastic about, and participate in, events. “It is an easy way to make friends and create memories that will last well into their adulthood.”

- Students can use the stairs for exercise – especially if they do not have time to hit the

gym. “A healthy body equals a healthy mind and it is the perfect way to beat the dreaded fi rst year,” says Edwards.

“Many student accommodation options offer on-site gyms so there is no excuse for not keeping fi t and healthy.”

- Students should put their names on their clothes when using the communal laundry.

- Students should set a budget each week for food, social activities and transport as this will help keep track of spending.

- Use a lanyard or large key ring for room keys so they are not easily lost.

- Learn to cook at least three decent easy meals before you leave home.

- Students should study in the library or study centre if they are easily distracted.

“Student accommodation should include a variety of spaces, amenities and activities that will provide students with a well-round-ed university experience,” says McMurray.

“Provision should also be made for public spaces so students can study on their own, in small groups, or in larger collaborative gatherings.”

Die familie van die vermiste Madelein Mur-ray soek steeds antwoorde.

“Ek het in die dorp gestap en iemand gesien wat soos my dogter lyk. Ek het dade-lik gekyk of dit sy is, maar toe ek aan haar skouer vat en sy omdraai, was dit ’n vreem-de vrou,” sê Murray se ma, Francis Venter.

Drie-en-’n-half maande later is Murray steeds soek. Madelein en haar seun Hanco (21) het op 10 November oor die laagwa-terbrug oor die Apiesrivier gery toe hul voertuig met ’n kitsvloed meegesleur is.

Hanco is lewend gekry en soekspanne het die wrak van die motor in die rivier gevind.

Madelein het voor haar verdwyning in Capital Park in die Moot gewoon.

“Ek kry nie antwoorde nie. Ek soek net gemoedsrus,” het Venter Vrydag aan Rekord vertel. South African Search and Rescue het ook al intussen ’n vermiste persoon plakkaat vir Madelein uitgereik.

Venter het gesê Madelein en haar seun het haar die vorige aand na vriende geneem.

“My vriende het gesê hulle sou my huis toe neem en Madelein het weer gery. Hulle het huis toe gegaan, daarom verstaan ek nie hoekom hulle weer daardie tyd van die oggend op die pad was nie.”

Nooddienste was omstreeks 04:00 daardie Vrydagoggend na die brug ontbied.

The police in the Tshwane central cluster will be able to keep in peak condition in the gym for the fi ght against criminals.

The gym, recently opened at the Pre-toria Moot police station, is part of the SAPS’s Back to Basics approach to policing.

This approach includes the im-plementation of the physical fi tness maintenance policy at all police stations and units within the police, said clus-ter commander Major-General Yvonne Botsheleng.

The gym is open to offi cers in Pretoria Moot, Sunnyside, Villieria, Brooklyn, Garsfontein, Lyttelton and Silverton.

Police spokesperson Captain Anton Breedt said the objectives of the physical fi tness programme were to:

- Improve alertness, attentiveness, readiness and capabilities to perform

police duties.- Enhance residents’ confi dence in the

police- Encourage offi cers to lead a healthy

lifestyle, which will reduce heart diseases, high blood pressure and stress-related illnesses.

“Botsheleng led by example and took part in the fi rst aerobic session in early February,” said Breedt.

“Aerobic classes started out with 40 offi cers taking part and are growing each week.” He said yoga classes had been added. “A gym for offi cers is a dream come true but there is still much to be done.” Breedt said the gym was in need of rubber mats.

“The walls still need to be painted and more gym equipment is needed.”

Police get new gymnasium

Water restrictions in Pretoria and other Gauteng municipalities are set to be lifted soon.

This is being made possible by the recent heavy rains that saw the Vaal dam reaching full capacity this week.

Minister of Water and Sanitation, Nomvula Mokonyane made this clear on Sunday.

She was speaking as she opened two sluice gates at the dam in Deneys ville on Sunday.

She called on municipalities in Gaut-eng to put steps in motion without delay to lift water restrictions.

“I must thank the people of Gauteng for their efforts in helping us save water by adhering to the restrictions and for using water wisely and responsibly in the last three to four months,” Mokonyane said.

The minister expressed optimism that the country could recover from the recent droughts within the next few years.

“The country’s drought outlook is looking up, we can see that most dams and systems are showing signs of recov-ery at different levels,” says Mokonyane.

Torrential rains have saturated most provinces of the country in the past two weeks.

A major exception was the Western Cape where crucial dams were on the brink of running dry.

Parts of the Northern Cape and Eastern Cape were also still battling.

Mokonyane said that most dams and systems were showing recovery at differ-ent levels.

A total of 57 dams in die country were more than 100 percent full. Overall, the department monitored 211 dams.

While the drought outcome was look-ing good, 13 dams were still below 10 percent full with 33 between 10 and 40 percent.

Offi cials said on Monday the lifting of water restrictions would become a reality once their scrapping was offi cially gazet-ted.

Residents were still urged to make it second nature to use water sparingly.

Department of water spokesperson Sputnik Ratau said: “People should still be wary when using water in Pretoria as the Vaal Dam is still in its recovery stages.”

His message was especially of perti-nent for the Tshwane metro.

Some suburbs in the metro had not been adhering to calls of water preserva-tion lately.

Areas that still exceeded the 15-percent reductions target set by Rand Water a few months ago included Mooikloof, Hather-ley, Kosmosdal and Lotus Gardens.

Also on the list were Mabopane, Soshan guve, Kruisfontein, Ga-Ranku-wa, Saulsville (Atteridgeville LL) and Laudium.

Ethical issues discussed Kayla van Petegem

The ethical diffi culties of op-erating in a world of cultural diversity was the focus of a recent workshop in the Moot.

It was presented by the Stabilis rehabilitation centre.

The centre seeks to treat drug addicts by enabling them to get new joy out of life.

The workshop kicked off at 8:30 and fi nished at 11:00 at the centre in Môregloed.

At the centre of discus-sions, were the most impor-tant ethical considerations which confront health care professionals practising in a multicultural context.

Also on the agenda was the question of how health professionals could apply the prime global ethics principles when interacting with pa-tients, clients and colleagues in a multicultural context.

Earlier this month, the cen-tre hosted a workshop about drug use among children.

At the workshop, the empowerment of leaders in schools (primary and second-ary schools) was discussed and how to deal with learners who may be involved in abus-ing drugs.

During the informative session one of the speakers, Dr Michiel van der Merwe, said that teenagers were more likely to become addicted to

drugs.“According to StatsSA,

crimes that are drug related crimes are among the high-est,” he said.

He added that Cannabis users’ IQ can drop a total of eight, which can result in permanent damage.

Another interesting fact shared was that Tik was fi rst manufactured in Japan and that children with fetal alcohol syndrome were most common in De Aar in the Northern Cape.

“Drugs work in a way that repeated drug abuse can reset the brain’s pleasure meter that without drugs a person can actually feel sad,” Van der Merwe said.

Van der Merwe empha-sised that when it comes to searching learners at schools, the correct procedure has to be followed.

“Learners are not allowed to be tested randomly,” he said.

Stabilis (staanvas) is a registered treatment centre for the treatment of substance dependents and their appro-priate systems, with its aim to restore joy of living by the development of alternative lifestyles without addictive substances.

“By the grace of God, we have experienced more than 50 years of rehabilitation.”

“The new student/constables are put to good use in the Villieria pre-cinct by Captain Tommy Mozes, who further trains them to become proud and dedicated police of-fi cials,” Brits said.

According to Brits, Mozes also encouraged the new recruits to play a serious role in keeping the community safe.

“Ensuring personal safety as well as the safety of your belong-ings needs to be a daily routine,” Brits said.

In the hype of the new recruits, the Villieria police released safety tips to help residents protect their possessions:

- Make sure all your doors are locked when you leave your house.

- Make sure the gate closes behind you.

- Make sure there is no suspi-cious person in the surrounding area, if there is, contact the nearest police station.

- A full description of the person or people will assist the police on the look-out.

- Keep your handbag close against you.

- Carry your wallet where it is not visible - not in your back pocket.

- Do not put your handbag on the counter and walk or turn away.

- Do not leave handbags or other possessions in a supermarket trolley.

- Stay away from deserted or dark areas.

- As far as possible, leave valu-

able possessions at home.- If you are attacked or robbed,

do not offer resistance or look at the person - your life is worth more than money.

- Do not walk or wait for a lift on the highway.

- Physically check that your ve-hicle is locked before you leave it.

- Make sure you leave your valuables in the boot.

- Do not leave fi rearms in the vehicle - it is against the law.

- Do not drive around with your handbag or electronic devices on the passenger seat.

- Drive with doors locked, and if possible, closed windows.

- Make sure all valuables are out of sight.

“It is very important that the public work hand in hand with the police to prevent crime,” Brits said.

There’s a shortfall of over R30 billion in the national kitty and Finance Minister Pravin Gordhan is looking to affl uent taxpayers to close the gap.

That is the essence of Budget 2017 for the man (and woman) in the street.

Pretoria-based economist Dawie Roodt believes a hike in VAT would have been the better way to raise the required revenue, but was a political nettle that Gordhan could not grasp because that tax would hit the poor.

Roodt and colum nist Max du Preez provided an interesting double act when they presented a budget roadshow at the Brooklyn theatre last week.

It was hosted by the Effi cient Group, where Roodt is chief economist.

In terms of Budget 2017, all those earning over R1.5 million will have to pay personal income tax at a 45 percent marginal rate from now on – four percent higher than in the past.

Around 100 000 of these top earners already contribute 25 percent to the coun-try’s personal tax revenue.

These are the geese that lay the golden eggs, and it was risky to alienate them as they could decamp to other countries, said Roodt. South Africans now pay the fourth highest taxes in the world, behind Japan, Austria and France. When it comes to VAT, we pay the 15th highest rate in the world.

The increase of 30c/litre to the general fuel levy and 9c/litre to the road acci-dent fund levy were to be expected, said Roodt.

In effect, motorists will be paying 39 cents more for a litre of petrol.

Roodt set out his stall from the outset with the title, “Pravin’s dangerous voca-tion and a budget under siege”.

Erich Posthumus het dit sy doel gemaak het om boelies en slagoffers te help.

Posthumus, sy vrou Lizette en hul kinders, Zoey (9) en Bernard (13) het die program saam met evangelis Lukas Korff begin.

Sedert die begin van die jaar het hulle agt laerskole in Pretoria besoek om berading oor afknouery te doen.

Posthumus verduidelik dat hulle poog om boelies sowel as slagoffers te help.

“Die slagoffer stuur seine uit wat hom die prooi maak vir iemand wat geneig is tot geweld,” sê Posthumus.

“Die boelie het dikwels verwer-ping in sy hart. Dit is nodig dat hy die een vergewe wat dit veroor-saak het.”

Posthumus praat met hartstog oor die onderwerp, vasbeslote om die vraagstuk aan te pak.

“Die slagoffer moet in sy gedagtes vir homself sê dat hy die boelie sal oorwin.”

Hy verduidelik dat hulle met die skoolbe-soeke in beide boelie en slagoffer se gevalle die drie ‘V’s’ leer.

“Die slagoffer moet versterk, verstaan en verbeter en ook leer om nie meer negatiewe seine uit te stuur na die boelie.”

As dit kom by die boelie, moet die hele groep hom verklik, hy moet verras word.

Dit beteken dat sy boelie-patroon ver-breek moet word en hy moet dan sy boelie-maniere verloor.

As hy agterkom dat sy teiken nie meer ’n willose slagopffer is nie, raak dit vir hom vervelig om op daardie kind te pik.

“Dit is dan op hierdie punt in die besoek dat ons dans omdat die boelie ‘verslaan’ is.”

Korff sê hy het die Posthumus-gesin aan die einde van 2016 ontmoet.

“Een mens kan ’n 1 000 verslaan, maar twee kan 10 000 verslaan.”

Posthumus sê is daar is verskillende boe-lies wat deesdae uitgeken kan word.

“Self-boelie is iets wat nie gereeld han-teer word nie.”

Dit is waar mens jouself sleg sê en nega-tief oor jouself praat.

Korff sê nog ’n verskynsel is meisies wat afgunstig is teenoor mekaar.

Kuber-boelies is ook ’n probleem. Daar word dikwels op sosiale media sleg

gepraat word van ander en ook op videos en foto’s wat vinnig tussen kinders gestuur kan

word. “Woord-moord is waar kwet-

sende woorde mense afbreek.” Korff gebruik graag die beeld

van ’n papier wat opgefrommel word om slegte woorde oor jouself weg te gooi.

Hy vat dan ’n nuwe papier en vou ’n papiervliegtuig.

“God se woorde bou jou weer op tot iets mooi.”

By ’n onlangse skoolbesoek het Korff ’n R50-noot in die vliegtuigie versteek.

“Ek het die vliegtuigie gegooi totdat hy mooi in ’n seuntjie se hande geland het,” vertel Korff.

“’Oom, hoe het oom geweet?’ het die seuntjie gevra.”

Die seuntjie het Korff vertel dat hy nie kan wag om huis toe te gaan nie om vir sy ma te sê dat hulle daardie aand kan eet.

Korff en Posthumus glo ouers moet meer tyd saam met hul kinders deurbring.

“Die kind moet weet: ‘What my father knows about me, is better then what a stran-ger thinks of me’, sê Posthumus.

“Jy moet jou kinders was in die waarheid. As jou kind vertel dat iemand iets lelik gesê het, moet jy jou kind weer was en mooi

dinge oor jou kind uitspreek.” Die groep sal in die tweede kwartaal weer

tien skole in die omgewing besoek. Die hoof van Laerskool Eduplex, Jannie

de Goede, sê sy skool doen alles moontlk om ’n einde aan afknouery te bring.

“Gelukkig steek boelies nie baie sy kop by ons uit nie.”

De Goede sê ’n instelling soos ’n laer-skool moet die korrekte prosedure volg wan-neer ’n boelie gekonfrontreer word.

“Ons stel die ouers van die boelie in ken-nis om hom te kom haal,” sê De Goede.

“Ons fokus ook altyd op die positiewe. Ons skoolreëls verwys altyd ons leerders na

Villieria, sê ouers se eerste reaksie wanneer hul kind kla dat hy geboelie word, is dikwels om te vra of die kind die waarheid vertel.

“Boelies wat nie die reaksie van die slagoffer kan hanteer wanneer dié terugbak-lei nie, kla dan dikwels dat hy die een is wat geboelie word.”

Nog ’n vorm van boelie is wanneer die afknouer ’n medeleerder agter sy hand uitlag wanneer dié, byvoorbeeld, voor die klas moet optree.

In so ’n geval sal die onderwyser die afknouer uit die klas jaag,” sê Haasbroek.

The failure by the SA Social Security Agency (Sassa) to distribute social grants in April will impact on all sectors of the economy, the Pretoria Care for the Aged has said.

The organisation added that the most affected would be the sick, children and the elderly.

Sassa is the custodian of the social grant funds but uses a third party, cur-rently Cash Paymaster Services (CPS), to distribute the money to benefi ciaries.

Two weeks ago, it announced it would fi le papers with the Constitutional Court for its invalid contract with CPS to be extended for a year.

The contract, entered into in 2012, was declared invalid by the court two years ago. The court also ordered that Sassa reissue the tender to fi nd a distributor of the funds.

Pretoria Care for the Aged spokesper-son, Frances Boshoff said because Sassa had failed to reissue the tender or ask the court to condone the invalid contract

timeously, its residents, who were depend-ent on the social grant would go hungry.

“[Already] the number of destitute and hungry people has increased immensely over the past couple of months, many charities, including Pretoria Care for the Aged, cannot supply enough food and basic necessities,” she said.

“The need for shelter and care in Pre-toria is massive and the continuous cuts to the NGO sector budgets make it diffi cult to care for those in need and to continue making a sustainable difference in the lives of the elderly and their communities.

“Adequate and nutritious food, health, social care and a secure physical environ-ment are critical to protect older and other vulnerable people from abuse, rain, cold and starvation.

“Sometimes what should be a time to enjoy the last leg of their lives becomes a daily fi ght for survival for the elderly. Of-ten they see suicide as the only solution.”

The Pretoria Care for the Aged feeds, clothes and looks after the critical medi-cal, mental and spiritual needs of approxi-mately 1 750 people monthly.

for Joseph – it took him out of slavery and out of the prison to the palace.

It gave him favour with a heathen king and because of that favour God could use him instrumentally in saving his nation from starvation.

God’s favour will do for you what it did for queen Esther when a wicked, selfi sh man by the name of Haman wanted to kill her and all the Jews that remained in Babylon.

Yet, instead of them being killed, Haman was hanged on his own gallows. Faith will do for you what it did for David as a young shepherd boy.

He killed a giant called Goliath and saved himself and his nation from slavery.

I believe God the Father is positioning His church for favour so that He can release the fullness of His glory.

When you and I want the will of God the Father and when we desire and pray for His Kingdom to be established in our lives and in our country, we can expect His favour in our families, in our fi nances, in our busi-nesses and in our workplaces.

In the time of God’s favour your greatest challenge will not be your failures of the past, but your successes of the future.

God’s favour is not just a payback amount of money from the receiver of revenue.

I was so happy when the Democratic Al-liance took over the administration of our metro last year.

I saw this as the end of years of service neglect by the previous African National Congress regime.

But some disillusion is starting to dawn on me.

Ek wil graag hierdie stukkie met julle deel:

Ek het by ’n tutorsentrum gewerk en die hoof het duidelik gemeld dat die kinders geen dissipline het nie.

Binne die eerste week het ’n dogter in graad 4 my toegesnou as ’n “bitch” en ’n seun het die opmerking gemaak dat ek attitude het.

Ek kon hulle glad nie dissiplineer aangesien die ouers my beskuldig het dat ek die kinders rondruk en op hulle skree.

In die 23 jaar wat ek skoolgee, is dit die eerste keer dat ouers my so valslik beskuldig en die hoof, wat veronderstel is om te weet dat dissipline sekuriteit gee, die ouers se kant kies.

Die ouers het my gedreig met al-lerhande maniere om my te verneder, te viktimiseer en selfs aantygings om my lewe in gevaar te stel.

Die leerlinge het nie boeke gehad om uit te werk nie en die hoof het gesê: “Sit

sommer punte by dat hulle net kan slaag.” Die graad 4-leerlinge kan nie eers tel

van een tot 10 nie en het verlede jaar ’n vol jaar se onderriggeld betaal om in te kleur en die tyd af te wag vir graad 4 want die vrou wat by hulle toesig gehou het, was ’n ongekwalifi seerde ouer.

Maniere, dissipline en respek is ver-onderstel om tuis aangeleer te word en onderrig is die onderwyser se taak.

Die kind kan nie respek hê as die ouer nie respek voortleef nie.

By die tutorsentrum word leerlinge toe-gelaat om in pouses te rook en ’n leerling het sy arm gebreek as gevolg van rommel wat op die speelterrein rondlê en wat by die hoof aangemeld is, en geen aandag aan gegee is nie.

Onderwysers wat vroeër jare as ’n edel beroep beskou is word vandag gedreig en beledig as ’n “bitch”.

Wat gaan van ons toekomstige genera-sie word?

Christian school celebrates years of graceCharis Christian school celebrated its 20th birthday on 7 February.

Charis means grace and it was just grace that made the school what it is today.

Charis was founded in 1997, and had 26 learners.

Today it thrives, with learners from grade RR to grade 9.

The school follows the Biblical-based ACE programme.

Learners progress at their own pace.

Classes are small and students enjoy one-on-one attention from supervisors.

Although the school has only about around 200 learners, children still have fun and participate in various activities.

The learners enjoyed themselves during the birthday activities – a picnic at Zambi-Bush, funny dressing, serious moments for-giving others and blessing the less fortunate, and an exciting quiz on the teachers, the his-tory of the school, and general knowledge.

Moot beauty ready for Miss SAKayla van Petegem

A Moot beauty is putting her best foot forward to win the Miss South Africa 2017 pageant.

Nicole Van Niekerk (26) lives in Môre-gloed in Pretoria and is a business owner and an events planner. In her spare time, she is a part-time model and an au-pair.

The top 12 Miss South Africa fi nalists vying for the 2017 title have been an-nounced recently.

Van Niekerk is among three other fi nal-ists who are from Pretoria.

She has competed in pageants such as, the Miss Jacaranda show, the Miss North-ern Gauteng pageant and the Miss Rivonia pageant in 2013.

“I have always watched Miss South Africa on the television with my mother and sister and dreamed about being on that stage with the glamorous gowns,” said Van Niekerk.

“But as I grew older, I realised that being Miss South Africa is more than the glamo-rous dresses, it is about being a role model, being able to help others and inspiring young girls and women.”

Van Niekerk said she was passionate about helping others realise their potential and giving them hope for the future.

She said she would use Miss SA as a platform to raise awareness about bullying, because she felt it was an issue that was often overlooked.

Van Niekerk believed a Miss SA contes-tant should be humble, kind and caring.

“She must also be resilient, driven and ambitious. Miss SA is someone everybody can relate to,” she said. A previous Miss SA, Claudia Henkel, was an inspiration.

“I remember reading about Claudia Henkel at an event. There was this little girl scared to get off the jungle gym and Claudia climbed up to help her,” said Van Niekerk.

“Henkel was dressed in white but did not care that she got dirty.

That just showed me how humble and caring she is, she did not worry about the media only about that girl and her safety.”

Rolene Strauss was also a woman who inspired Van Niekerk.

“Even after winning the Miss World crown she stayed true to herself and kept her feet on the ground,” she said.

Van Niekerk said she liked spending time with her family in her spare time.

She also recently started to learn ballet. “I recently found a ballet school that of-

fered ballet classes for adults, and since I always wanted to do ballet I knew that I had to try. Needless to say, I love it!

“Not only do I get exercise, but I enjoy learning some-thing new every week. I also love playing with my Labrador, Kaylee.”

Van Niekerk’s message to young girls and women in South Africa is: “You have to be your best self to live your best life.

“I want to inspire girls to be the truest version of themselves and to love who they are.”

The new Miss South Africa 2017 will be crowned at Sun City on 26 March and simulcast live on Mzansi Magic (Channel 161) and M-Net (Channel 101).

Solidariteit Helpende Hand se Gauteng-Noord streek het LED-liggies vir hierdie doel geskenk. Die liggies is uitgedeel aan leerders in Elandspoort Hoërskool en ook by Filedelfi a Ark informele nedersetting.

“Vir die meeste leerders is dit so een-voudig soos om ’n skakelaar te druk om die

lig saans aan te skakel wanneer huiswerk of skooltake of voorbereiding vir die eksamen gedoen moet word,” sê woordvoerder Mar-lien van der Westhuizen.

“’n Paar jaar gelede toe beurtkrag in-gestel is, was daar egter ’n groot frustrasie onder leerders wanneer huiswerk by kerslig gedoen moes word.”

veilig gedoen kan word.”Die eerste 100 liggies is deur ’n wel-

bekende eiendomsgroep in Centurion aan behoeftige leerders geskenk.

“Met die publiek se inkoop in die projek is ons seker dat die tekort aan lig nie die leerders se skoolprestasies negatief sal beïnvloed nie,” sê Kriel.

Finance Minister Pravin Gordhan was brave to focus this year’s Budget on economic growth instead of playing it safe.

This is the view of Berry Everitt, CEO of the Chas Everitt international property group.

“He has clearly taken the view that the only way for the country to move forward is to spend on the right things – that is doing what it takes to boost consumer confi dence, attract investment, facilitate enterprise and foster job creation,” says Everitt.

“And we are delighted because these factors are also the keys to a healthy and growing real estate market.”

There is still going to be a massive rev-enue shortfall of more than R30 billion this year and taxpayers are still going to have to cover it.

“There is obviously great relief among consumers that there was no VAT increase in the budget, but the more affl uent will not be so pleased with today’s news,” says Everitt.

Anyone earning more than R1,5 million a year will now have to pay tax at a 45 per-cent marginal rate, while those with equity portfolios will now be paying a 20 percent dividend tax.

These new measures alone are expected to raise more than R11 billion of the revenue shortfall.

In addition, the minister announced only limited relief for ‘fi scal drag’, which means that most employees who get an increase this year will automatically pay more tax because they will be in a higher tax bracket.

On top of that, everyone is going to be affected by the increases of 30c/litre in the general fuel levy and 9c/litre in the road ac-cident fund levy.

But the news is not all bad, says Everitt. “Specifi cally from the real estate point of

view, we are very pleased at the decision to raise the transfer duty threshold from R750- 000 to R900 000.

“We estimate that this will reduce the transaction costs for buyers at this level by about R15 000 to R20 000, and that it will prove especially encouraging to fi rst-time buyers as it reduces the cash amount they need to save to enter the market by around R15 000 to R20 000.”

There will also be a benefi t for repeat buyers who have equity that they can use to cover deposit and transaction costs, because they will probably now need to borrow less and be able to pay off their home loans faster.

tax for now, which might have proved a deterrent to the buy-to-let investors we see coming back into the market now as the growth in the number of households ac-celerates and the demand for rental homes continue to rise.”

Each month homeowners receive a bill for the rates and taxes applicable to their property.

What are these municipal rates used for and how is the amount worked out?

Regional director and CEO of RE/MAX of Southern Africa, Adrian Gos-lett, describes them as fi nancial liabili-ties for owners of immovable property.

The monthly payment is for basic services provided by the local municipal-ity.

Some of these services include maintenance of roads, street lighting, storm drainage, side-walks, schools, fi re fi ghting and so on.

Utilities such as water and electricity do not fall under property rates and are charged separately.

The revenue received from property rates is used to fund services that will better the lives of those living in that particular community.

“Since the introduction of the Munici-pal Property Rates Act on 1 July 2008, local municipalities are obliged to value and rate immovable properties within their area of jurisdiction,” says Goslett.

“The objectives of the Act are to ensure that the local municipality has enough revenue to provide the public with the basic requirements to run the area.”

Property rates provide the municipal-ity will a reasonably reliable income.

Property value effects rates It could be used to improve the local

community and ensure its maintenance in the long term. All property owners, regardless if they own a freehold property or sectional title unit, must pay rates.

The property rates are based on the market value of the property as deter-mined by a town-appointed property valuer. Before the introduction of the Act,

different methods were used to cal-culate rates in the different regions, with some areas not being charged at all.

The Act brought about uniformity in how the rates were worked out by town councils. “Leg-islation required

municipalities to appoint an evaluator and compile a valuation roll with the services of professional property valuers,” says Goslett.“

Data was collected around the country to determine property values.

In a near repeat of last year it was again Dane Bird-Smith (Australia) and South Africa’s Lebogang Shange from Tuks HPC who took the top honours at the Oceania Race 20km Race Walk champi-onship in Adelaide this weekend.

The bronze medallist at last year’s Olympic Games in Rio, Bird-Smith, won in a time of 1:19:37 with Shange second in 1:21:00 and Quentin Rew (New Zea-land) third in 1:21:12.

Another local athlete, Wayne Snyman from Tuks HPC, fi nished sixth in a time of 1:21:26.

Shange had mixed feelings after the weekend’s race. In light of the fact that he had been diagnosed with an iron de-fi ciency while he was at a training camp he considered his second place fi nish as “not too bad”.

He was told by the Australian medi-cal team who treated him not to get his hopes up for a good result.

The HPC-athlete said it was a matter of pride that led to him pushing himself deep into the red.Once I realised I was actually feeling quite good I started to up my pace, which led to me catching and passing the early race leaders,” he said after the race.

His disappointment sprouts from the fact that according to the offi cial qualifi cation standards set by the IAAF he would have qualifi ed for the world championships in London but according to qualifi cation standards set by Athletics South Africa he could not.

The South African qualifi cation stand-ard is 1:20:30 while the IAAF’s standard is 1:24:00.

Promising future for Bestmed Tuks road race Pretoria needs a sports event that gets people talking and exercising and the Bestmed Tuks road race event might just be it.

Tshwane mayor Solly Msimanga, an ath-lete and the guest of honour at the event, was really impressed with the way the Bestmed Tuks event was organised on Saturday.

Approximately 9 000 athletes competed in the 21km, 10km and 5km races.

The mayor referred to the fact that Johannesburg had the 94.7 cycle race and the 702 Walk the Talk in which more than 60 000 people participate annually.

He said he would love for Pretoria to host at least one such an event, especially since it was South Africa’s capital city.

Another reason why the mayor wanted the city’s people to get active was because he believed a healthy body led to a healthy mind and active people would be less in-clined to use drugs.

He said he was really worried about the

current “bluetooth (nyaope) epidemic”.“I want sport participation to be seen by

the youth, actually everybody, as the healthy alternative to a lifestyle of self-destruction,” said Msimanga.

“The Bestmed Tuks event is perfect to bring such a message across. We will have to see how the city council can get involved.”

Msimanga took part in the 5km run on Saturday.

University of Pretoria rector Cheryl de la Rey shared the mayor’s sentiments as far as a healthy body and mind was concerned.

In fact, she felt so serious about it that she put up a R20 000 lucky-draw prize for any student who fi nished a race on Saturday.

De la Rey also competed in the 10km race.

It was Courtney Jordaan, a fi nal year B Ed student, who fi nished the 10km race in a time of 55 minutes and whose name got drawn as winner of the R20 000.

Olympic silver medallist Lawrence Brit-tain from TuksRowing joined a small elite group of rowers last week when he won the Silver Sculls as well as the Grand Challenge (senior coxless fours) at the Buffalo Regatta which took place in East London.

A victory at the Buffalo Regatta is something every rower serious about the sport wants to tick off his or her bucket list.

This is because it is the oldest regatta in South Africa.

The fi rst regatta took place in 1879. Rowers consider it to be the ‘Holy Grail’ of South African rowing.

The unpredictable conditions on race day make it a unique challenge every time.

It could be rough at times because there is a current and also a bit of a tide in the river. Sometimes there are waves which

can make the water very choppy. Usually it is windy but rowers never

know from which direction the wind will be blowing next.

John Smith, a former Olympic gold medallist, who also achieved the unique double at the Buffalo Regatta, compared it to playing basketball and immediately afterwards netball.

“Even though the two sports are simi-lar, there are some signifi cant differences. In the sculls you use two oars and in the fours only one,” said Smith.

Brittain had good reason to describe his Buffalo feats as a fantastic experience.

He was certainly not only referring to the fact that he won.

What made his unique feat special is that he and his three brothers, Matt, James and Charles, got to compete together in the fours at the Buffalo for the fi rst time.

Thando Roto showed this weekend he had what it takes to become a member of South Africa’s elite sub ten second sprint club.

The man from TuksAthletics won the 100m in a time of 9.98 seconds at a league meeting at the University of Johannesburg.

Roto has become the fi fth South Af-rican sprinter to dip under 10 seconds.

The others are Akani Simbine (9.89 seconds), Henricho Bruintjies (9.97 seconds), Wayde van Niekerk (9.98 seconds) and Simon Magakwe (9.98 seconds).

Unfortunately for Roto, the wind from behind was far too strong for his time to be offi cially recognised.

The wind speed was recorded at +2.9m/s. Saturday was not the fi rst time Roto got “robbed” from a good time by the wind.

Last year in Salamanca, Spain, he won the 100m in a time of 10.15 seconds, which should have qualifi ed him for the

Rio Olympic Games was it not for the fact that the wind from behind was measured at +2.6m/s.

Offi cially, his best time is still 10.27 sec-onds. Roto was not too worried his fi rst sub ten effort was not recognised.

“It was still amazing to fi nish a race and see that I have managed to dip under 10 seconds. I now know that on any good day I will be able to do so again,” he said.

Hennie Kriel, who coaches Roto, predicted earlier in the week that Roto was ready to run a sub ten second race. However, he did not expect it to happen on Saturday as Roto had a slight niggle.

Sprinting is really Roto’s passion. Often in his free time he goes to Kriel’s

house to study video clips of sprinting greats in action.

“I like to watch what the former sprint-ers did and then compare it to what we are doing now.”

Lesers van Rekord ken teen hierdie tyd reeds die 72-jarige Sol Jacobs van Montana as ’n man wat vir geen uitdaging skrik as hy eers sy stapskoene aan het nie.

Dié superfi kse atleet het onlangs weer deelgeneem aan ’n internasionale 10-dag wedloop, wat by die Modderfon-tein Sportsentrum naby Kempton Park aangebied is.

Volgens die formaat van die wedloop vind dit plaas op ’n sirkelroete van 1km wat op ’n grasbaan uitgemeet word.

Atlete moet dan so veel as moontlik rondtes om die baan hardloop of stap oor ’n tydperk van tien dae.

Elke atleet se rusperiode, asook sy slaap- en eetpatroon is sy eie perogatief.

Jacobs het 508 rondtes voltooi en daar-

mee dus 508 km oor dié 10 dae afgelê. Dit beteken dat hy ongeveer die af-

stand tussen Pretoria en Kimberley in dié 10 dae kafgedraf het.

Hy het al die stappers in die wedloop geklop om uiteindelik die stap-afdeling te wen, ten spyte daarvan dat die meeste ander atlete jonger as hy was.

Die hardloop-afdeling is gewen deur Kobi Oren van Israel, wat 1 123km oor die 10 dae afgelê het.

Jacobs is bekend as ’n baie deeglike atleet wat besonder goed voorberei vir hierdie soort uitmergelende wedlope. Hy handhaaf ’n goeie balans tussen padwerk, gimnasium oefeninge en algemene strek-oefeninge om sy soepelheid te behou.

Hy sê sy deelname aan ’n verskeiden-heid van wedlope deur die jare het hom geleer hoe om sy liggaam te bestuur.

A Pretoria youngster won the boys’ singles title at this year’s fi rst international junior tennis event in South Africa.

Christiaan Worst was a fi rst-time winner on the junior circuit.

The event was re-cently hosted by North West University at the Riaan Venter Tennis Academy in Potchefstroom.

Two u.18 Grade 5 tournaments for boys and girls, called the NWU PUKKE ITF 1 and NWU PUKKE ITF 2 was played at the Potchefstroom campus.

There were 12 countries represented in the two events which included boys and girls’ singles and doubles.

Worst (16) from Afrikaanse Hoër Seunskool in Pretoria beat 10th seed Richardt Bierman also of South Africa in the fi nal.

After winning the opening set 6-0 in a speedy 35 minutes and leading 1-0 in the second set, the 12th seed lost concentration allowing Bierman back into the match.

“Since a younger age I have had this problem where I get into the zone and on top of my opponent and then drop my level of concentration,” he said afterwards.

“It’s a problem I am working on but actually on court I felt rather fl at, but I kept calm and believed I had the game and game plan to win.

“I am really happy and completely satis-fi ed having won my fi rst international title,” said Worst.

Bierman broke serve in the third game of the second set and held to lead 3-1.

The set went with serve until the eighth game when Worst broke back to level the score 4-4.

The set continued on serve until the tiebreaker.

tail end of the breaker, Worst managed to hold on and win the breaker, set, match and title. Danie Visser, former world number one doubles player,

uncle and coach of Worst, said he was frus-trated that Christiaan lost concentration in the second set.

“Christiaan has put a lot of work into his game this year and has realised that to con-tend at the top he has to put in the effort.”

’n Totaal van 30 nuwe rekords is Vrydag by die Pretoria A-bond-interhoëratletiekbyeen-koms op die Pilditch-baan opgestel.

Menlopark was met 2 373 punte die alge-hele wenner en hulle het 233 punte voor hul naaste teenstander, Prestige College (2 140) van Hammanskraal geëindig.

Hoërskool Waterkloof (2 069 punte) het derde geëindig, gevolg deur Hoërskool Zwartkop (2 020 punte), Hoërskool Garsfon-tein (1 972 punte), Hoërskool Montana (1 864 punte) en Hoërskool Oos-Moot (1 764 punte).

Afrikaanse Hoër Meisieskool (1 294 punte) het die beste meisiespan by die byeekoms gehad, terwyl Afrikaanse Hoër

Seunskool (1 345 punte) se seunspan hul afdeling gewen het.

Die hele byeenkoms is in swaar bewolkte weer afgehandel, maar die reën het wegge-bly.

Die bewolkte weer het die atlete gepas, en die bloedige Februariemaand hitte en sonskyn gedemp.

Hierdie koeler weer het ook bygedra tot puik prestasies van die atlete.

Sommige van Suid-Afrika se heel beste junior atlete was in aksie by die byeenkoms, wat met enkele uitsonderings saamgestel is uit Pretoria se beste makroskole.

Die standaard van die atletiek word onderstreep deur die feit dat 30 nuwe re-kords by die byeenkoms opgestel is.

Vier hiervan het rekords verbeter wat 15

jaar (sedert 2002) gestaan het.Altesaam 65 atlete kon daarin slaag om

prestasies te behaal wat meer as 1 000 punte op die bekende Absa-tabel werd was.

Die topprestasie van die byeenkoms in hierdie verband het behoort aan Ntando Mahlangu van Affi es.

Hy het die 800m vir seuns o.15 in 1,56.1 minute gewen het om daarmee 1 200 Absa-punte te verdien.

Dié gewilde lemnaeler was ook verlede jaar een van Suid-Afrika se sterre by die Paralimpiese Spele in Rio.

Die gehalte van die atletiek is verder onderstreep deur die hoeveelheid items waar drie of meer atlete die magiese 1 000 Absa-punte kon bereik of oortref.

Die beste item van die dag in dié verband

was die 110m hekkies vir seuns o.16.Nie minder as vyf atlete kon tye van

minder as 14,4 sekondes vir meer as 1 000-Absa punte aanteken.

Daar was ook twee items (seuns o.14 dis-kus en 800m vir seuns o.17) waar vier atlete telkens meer as 1 000 Absa-punte verdien het.

In die 800m vir seuns o.14, die 800m vir seuns o.15 en die verspring vir seuns o.14 het drie atlete telkens meer as 1 000 Absa-punte verdien.

Die byeenkoms is deur Hoërskool Mon-tana aangebied en gesien in die lig van die logistiek wat hanteer moes word met sulke groot deelnemende skole, het dié skool uit die noorde van die stad hom in elke opsig skitterend van sy taak gekwyt.

Hoërskool Centurion is volgende jaar terug in Pretoria se A-Bond ná ’n afwesigheid van twee jaar.

Sy atlete het met die louere by Don-derdag se B-Bond-byeenkoms op ’n nat baan in die Pilditch-stadioni weggestap.

Centurion (2 461 punte) het hul bure van Hoërskool Eldoraigne (2 384 punte), wat in die tweede plek geëindig het, met 77 punte geklop.

Nog ’n skool uit Centurion, Midstream College (2 280), was derde.

Hy is gevolg deur Hoërskool Over-kruin (2 062), Hoërskool Pretoria-Noord (2 037), Hoërskool Akasia (2 016), Sutherland High School (1 977) en Won-derboom (1 641).

Agt van Pretoria se groot skole het sake Donderdag op ’n nat baan van die Pilditch- stadion in die weste van die stad in die B-Bond se interhoër-atletiekbyeen-koms uitgespook.

Op die baan is daar ten spyte van gure weer atletiek van ’n hoë standaard opge-lewer, terwyl die atlete se skoolmaats hulle reg deur die dag aangemoedig het met ’n uitbundige gees op die paviljoen.

hierdie liga deelneem is besonder interessant omdat dit basies as die noorde teen die suide van die stad beskou kan word.

Vier van die skole wat deelgeneem het, Midstream College, Hoërskool Centurion, Hoërskool Eldoraigne en Sutherland High School is almal uit die suide (Centurion-omgewing) van Pretoria.

Die ander vier skole sou die noorde van die stad kon verteenwoordig. Hoërskool Akasia, Hoërskool Pretoria-Noord en Hoërskool Overkruin is almal noord van die Magaliesberg geleë met Hoërskool Won-derboom teen die hang van dié berg op die grens tussen die noorde en die Moot.

Hoewel die byeenkoms in swaar bewolkte weer begin het en daar later wel sagte reën uitgesak het, was die baan veilig en die atletiek kon voortgaan.

Rondom middagete het die reën swaarder begin uitsak, maar die program het steeds voortgegaan.

Die organiseerders het wel probeer om tyd te wen ten opsigte van die baanitems in geval die reën te swaar word om voort te gaan. Hulle het ook goed daarin geslaag en die aksie was in een stadium sowat 45 minute voor die aangewese tyd.

Gelukkig was al die hekkie-items afge-handel toe die baan nog redelik droog was en net 100m naellope, 400m items en afl osse moes in swaarder reën op die baan plaasvind.
