Foreword

On behalf of the Centre of Nurse and Midwifery Education (CNME) Mayo/Roscommon team we are

delighted to present the Diary of Learning Events (DOLE) for September 2019 to January 2020. The

CNME supports the delivery of education in counties Mayo and Roscommon and is committed to

providing educational excellence.

This DOLE has been developed in accordance with all stakeholders’ identified learning needs, resources

available to the CNME and is aligned with local, regional and national requirements. This year we are

pleased to provide a number of new programmes. In developing these we have endeavoured to reflect

the ethos of Sláintecare with a focus on community and integrated care across the lifespan. All

programmes/learning events facilitated by the CNME have received Nursing and Midwifery Board of

Ireland (NMBI) Category 1 approval and allocated Continuing Education Units (CEUs). The CNME

supports nurses and midwives in the provision of education to enable quality, safe patient/client care

delivery.

The CNME staff is very fortunate to work with so many dedicated and energetic people across the public

and voluntary sectors, all committed to the development and implementation of innovative education

programmes for nurses and midwives. We would like to take this opportunity to acknowledge and thank

members of the multidisciplinary team, locally, regionally and nationally for their commitment and on-

going support. Particular thanks to the Board of Management and to those clinical experts who support

the delivery of quality educational programmes throughout the year.

The CNME team look forward to continuing to build collaborative partnerships and new ways of working

as we progress local, regional and national education agendas for the professions of nursing and

midwifery.

ANAPHYLAXIS TRAINING FOR HEALTHCARE PROVIDERS

Aim: To provide guidance for Healthcare Providers on the recognition, treatment and

management of anaphylaxis in relation to adults, children and infants. Pre - requisites: Participants must present evidence of having completed a Basic Life

Support (BLS) Programme for health care providers within the past two years.

Learning Outcomes: The programme will provide an opportunity for participants to:

Be able to differentiate between severe allergic reaction and anaphylaxis

Be familiar with different drug doses for infant, children & adults Be proficient in preparing & drawing up the appropriate drugs

Be familiar with current RCPI National Immunisation Guidelines for the management of Anaphylaxis

Be aware of the existence of Pre- Hospital Emergency Care Council (PHECC)

guidelines for the management of Anaphylaxis Demonstrate skills in the management of Baby/Child/Adult Allergic/Anaphylactic

reactions. Target Audience: All registered nurses/midwives in clinical practice in primary care

settings/acute hospital setting who require this training.

AUDIT: A PRACTICAL APPROACH

Aim: To support and enhance awareness of best practice in the process of clinical

audit among health and social care professionals.

Learning Outcomes: The programme will provide an opportunity for participants to:

Appreciate that the audit process offers a method to assess and improve

patient/client care Reflect on the importance of regular audit within the workplace

Promote audit as a quality improvement tool in the workplace Become confident in the use of audit tools and completing audits using the life

cycle of audit

Enhance the communication of audit results to healthcare team

Target Audience: Registered Nurses/Midwives, Health and Social Care professionals, administration staff in all care settings, involved in audit

BASIC LIFE SUPPORT & CARDIAC FIRST RESPONSE(CFR) COMMUNITY

COURSE FOR HEALTHCARE PROVIDERS

Aim: To facilitate registered nurses in community settings to become competent in

Cardiopulmonary Resuscitation and AED use when attending victims of a cardiac

arrest, and to be able to assess for heart attack and stroke and treat accordingly. Learning Outcomes:

The programme will provide an opportunity for participants to: Be able to demonstrate the skills to recognise emergencies such as cardiac

arrest and how to respond to them in a safe and effective way Be able to demonstrate the skills of CPR for victims of all ages – adult, child &

infant

Be able to demonstrate how to use an automated external defibrillator (AED) Be able to demonstrate the skills required to relieve foreign-body airway

obstruction in adult/child/infant. Recognise the signs of a heart attack and give these patients aspirin Carry out a FAST assessment for a patient you suspect is having a stroke.

Target Audience: All registered nurses/midwives in clinical practice working in

primary care settings. NMBI CEUs Awarded: NMBI Category 1 Approved: 5 CEUs

NOTE: The AHA Irish Heart Foundation Basic Life Support (BLS) and Cardiac First

Response (CFR) Community Course, includes the BLS course with an additional Cardiac First Response Community module. Dual certification is valid for two years.

CHILDHOOD BEREAVEMENT AND LOSS: EMPOWERING FAMILIES AND

HEALTHCARE PROFESSIONALS

Aim: To enhance all healthcare professionals knowledge in supporting families who

are facing the future death of a child and those that have experienced the death of a baby, child or young person through any circumstances or at any age.

Learning Outcomes: The programme will provide an opportunity for participants to:

Critically evaluate the core issues and impacts surrounding the death of a baby, child or young person on the family

CHILDREN FIRST E-LEARNING MODULE - CLASSROOM BASED

Aim: The aim of the module is to help you recognise and report a concern about a

child’s welfare or protection.

Learning Outcomes: The programme will provide an opportunity for participants to:

Recognise the importance of safeguarding children

Become familiar with your role in safeguarding children from harm Recognise abuse including the different types of abuse and ways in which

concerns may come to your attention Become familiar with the process for reporting concerns about a child and

reasonable grounds for reporting concerns about a child

Become familiar with the importance of confidentiality, information sharing and record keeping

Become familiar with what happens after a report is made to Tusla The E-learning programme should, in the majority of cases, be completed online.

However, in recognition that a small number of staff have access issues to completing the programme online (e.g. computer/internet access, computer literacy or general

literacy difficulties) the HSE Children First National Office has converted the E-Learning programme so that it can be facilitated in a classroom setting

CHRONIC CARDIAC & RESPIRATORY DISEASES – CARE AND MANAGEMENT

Aim: This programme will provide an opportunity for participants to gain an understanding of the management of patients with chronic cardiac and respiratory

conditions such as heart failure, COPD, Asthma and Hypertension and the role of the nurse in caring for these patients, from symptom recognition, to treatment, to maintenance of optimum health.

Learning Outcomes: On completion of this programme participants will:

EPILEPSY AWARENESS AND THE ADMINISTRATION OF BUCCAL MIDAZOLAM

Aim: The aim of this day is create a greater understanding of epilepsy among

healthcare staff and to instruct them in the administration of buccal midalozam medication.

Learning Outcomes: This programme will provide an opportunity for participants to:

Explore what is Epilepsy, its causes and diagnosis Understand what a seizure is, types of seizures

Understand the stages and management of complex partial seizures and tonic clonic seizures

Understand treatment options, medication and lifestyle implications

Understand the importance of recording seizures and plan epilepsy care Understand what is midazolam, how it works and potential side effects

Understand indications for its use and be familiar with its’ associated protocols Understand what is convulsive and non-convulsive status Participate in practical demonstration of preparation and administration of

buccal midazolam.

The programme is divided into 2 modules (morning & evening). Participants will have a written assessment at the end of each module. On successful completion of these assessments (pass is 75%) participants will receive a Certificate of Attendance (valid

for 2 years).

FINAL JOURNEYS PROGRAMME

Aim: To enhance the quality of the communication and interactions between patients

at end of life, their families and all healthcare staff. This programme aims to develop a culture of awareness among all health care professionals in direct contact with

patients and their families at end of life regarding end of life care issues. Learning Outcomes:

The programme will provide an opportunity for participants to: Identify ways to improve end-of-life care in the clinical practice environment

Apply the principles of a hospice approach throughout work locations Enhance personal skills to provide support to families as they experience

healthcare systems

FIRST AID AT WORK (FAR) 3 DAY COURSE

Aim: The aim of this award is to equip participants with the knowledge, skills and

attitude to provide first aid for a person who becomes suddenly unwell or injured until the arrival of emergency medical services.

Learning Outcomes: The programme will provide an opportunity for participants to:

Recognise and assess the causes and effects of sudden illness or injury, such as cardiac first response, respiratory emergencies, wounds and bleeding,

altered level of consciousness, musculoskeletal injuries, burns, scalds, chemicals, poison, electrical shock

Respond in a safe, effective and appropriate manner to such emergencies

utilising the first aid response skill set Record and report actions and interventions taken whilst responding to and

managing such incidents and also during handover to emergency medical services

Retain a professional and caring attitude in your performance as a first aid responder.

Note: First Aid Response (FAR) is a new training standard developed by the Pre-Hospital Emergency Care Council of Ireland. It replaces the Occupational First Aid

course.

LEG ULCER ASSESSMENT AND MANAGEMENT IN THE COMMUNITY

Aim: To enable the practitioner to analyse their current practice and acquire the knowledge and skills to ensure they conduct effective leg ulcer management thus

improving outcomes and quality of care for their patients.

Learning Outcomes: On completion of this programme participants will:

Have a clear understanding of expanded practice within your nursing role

Have knowledge of the anatomy, physiology and pathology of the circulation in the leg and of the skin

Have enhanced knowledge of the aetiology of venous, arterial and mixed leg ulcers

intervention and non-physical methods for preventing or managing disruptive and aggressive behaviour.

Identify behaviours that could lead to a crisis

Respond to each behaviour to prevent a situation from escalating Use verbal and non-verbal techniques in order to defuse hostile behaviour and

MEDICATION MANAGEMENT IN CHILDREN AND YOUNG PEOPLE

Aim: To enhance the understanding and skills of registered nurses and midwives in the safe management of medications to children and young people.

Pre-requisite: Participants must have completed www.hseland.ie Medicines Management Programme.

Learning Outcomes:

The programme will provide an opportunity for participants to: Discuss and explore safe systems and processes in medication management in

children and young people

Understand the role of governance structures, legislation, policies, procedures and/or protocols in participant’s accountability and responsibility for medication

safety in children and young people Critically analyse one’s own practices with regard to accountability and

competency in medication management in children and young people

Identify essential information for the safe management of medications in children and young people and ones responsibility to access it

Discuss the requirements for effective documentation in all aspects of the medication cycle.

Participants will be provided with a pre-learning assessment ‘Medication safety management workbook for children and young people’ which must be completed

prior to attending. Participants will have a written assessment at the end the programme. On successful completion of the assessment participants will receive a certificate of attendance.

Aim: To support all healthcare professionals to understand the concept of frailty in

older people and how best to support the older person cope with frailty.

AWARENESS PROGRAMME

Aim: To support implementation of the Policies, Procedures, Protocols and Guidelines Framework for developing PPPGs (2016) by providing healthcare workers with an

overview of the PPPG Framework and guidance in meeting the National Clinical Effectiveness Committee (NCEC) standards for clinical practice guidance when developing PPPGs.

Learning Outcomes:

The programme will provide an opportunity for participants to: Understand the background to the development of the HSE PPPG Framework

NON-INVASIVE VENTILATION STUDY DAY

Aim: To support registered nurses to recognize the failing respiratory patient and determine the appropriateness of non-invasive ventilation (NIV) for that patient. To

develop the practical skills to set-up and operate NIV at ward based level. Learning Outcomes:

ORAL ANTICOAGULATION THERAPIES: AN UPDATE

AIM: To support nurses working in community settings to update their knowledge of

current anticoagulation therapies, to enhance their provision of care to clients prescribed oral anticoagulation.

PERIPHERAL INTRAVENOUS DRUG ADMINISTRATION

Aim: To introduce registered nurses to the best practice principles associated with the

administration of peripheral intravenous medications (IV).

Pre-requisite: Must be a minimum of three months on the live register of NMBI and in a clinical environment where intravenous medications and fluids are administered regularly. Clinical competence is mandatory - it is essential that participants identify

an assessor prior to attending this education programme

Learning Outcomes: The programme will provide an opportunity for participants to:

Be aware of the policy and scope of practice associated with peripheral IV

medications Be familiar with best practice in infection control and haemoviligance associated

with peripheral IV administration Be confident with drug calculations for IV administration of medications Be familiar with current best practice in the constitution and administration of

PROMOTION OF A HEALTHY BLADDER AND BOWEL IN THE ADULT-

PROGRAMME FOR HEALTHCARE ASSISTANTS

Aim: To provide healthcare assistants / social care workers with up to date

knowledge, skills and evidence based practices in the promotion of a healthy bladder and bowel and management of continence issues in the adult.

Urinary incontinence affects one in three women and one in nine men. Faecal incontinence prevalence varies from 2.2 per cent to 18.4 per cent of the population.

Incontinence impacts significantly on quality of life, is costly and can be found in clients in all care disciplines. All healthcare workers are required to have a good

knowledge base in relation to continence promotion in order to provide effective care and management of incontinence if required.

Learning Outcomes: The programme will provide an opportunity for participants to:

Understand the basic anatomy and physiology of the urinary system and the lower digestive system

Be familiar with local and national guidelines that promote a healthy bowel and

bladder Gain knowledge regarding bladder and bowel assessment

Aim: To enable participants to understand the requirements and expectations of the

Designated Officer and Service Manager role in line with the safeguarding Vulnerable Persons at Risk of Abuse Policy. The programme will explore the key practice considerations of effective safeguarding approaches. The primary focus of the

Aim: To improve the competencies of nursing staff that care for and manage patients

Priority for all education programmes will be given to employees of the Health Service Executive (HSE) and Voluntary Services in counties Mayo and

Roscommon.

ordinator in the CNME at least 7 days prior to the date of the learning event. Application forms dated pre January 2019 will not be accepted due to GDPR

regulations.

Nursing & Midwifery Board of Ireland (NMBI) PIN & HSE Personnel numbers are

mandatory on all application forms. Incomplete application forms will be returned to the applicant.

It is essential that you provide your mobile phone number on all application

indemnify the HSE in circumstances where it has provided education to a staff member employed in the private

sector and where there is an allegation, arising in the context of a claim in negligence for personal injuries, that

such educational advice contributed to or caused the occurrence of the personal injury.

On the advice of the State Claims Agency separate legal advice was sought by the ONMSD in relation to

limiting potential liability to the HSE. The attached disclaimer for the provision of education/training by the CNMEs

applies to nurses, midwives and other healthcare staff who are engaged in a clinical environment whether public and

/or private.

The disclaimer should form a fundamental part of the terms and conditions upon which the HSE provides the

education/training. The disclaimer has been drafted so as to make clear that the education/training programmes have

an educational purpose and are designed to supplement (and not replace) the professional responsibilities of every

nurse and midwife.

It is not required to be signed by participants; however it is necessary to ensure that it is communicated

clearly in respect of all education/training programmes. If a person disagrees with the disclaimer being a term and

condition of the education/training programme, then it should be explained to the individual that the disclaimer

is non –negotiable.

It should also be noted that the HSE does not have statutory power to charge its employees, agency nurses, practice

nurses or other individuals in respect of education/training programmes provided to those individuals. Accordingly

a risk exists that any charges applied by the HSE in this regard are beyond its powers and thus, may be liable to

be repaid. Therefore any CNME (HSE) which has imposed charges for education/training provision must now

discontinue this practice.

Attendance and/ or participation in the above programme which is provided by, or on behalf

of, Health Service Executive (the “HSE”) are subject to the following terms and conditions:

and/ or participation in this programme including but not limited to the subject matter

thereof and/ or arising out of the use of any handbooks, guidance notes, other

documentation, oral presentations/ demonstrations, web-based learning tools or any

other instruction or materials provided as part of this course (the “Materials”),

howsoever arising.

5. Any Materials provided by HSE as part of this programme are provided for

information and guidance purposes only. HSE makes no representation assurance,

warranty or guarantee of any kind whatsoever in relation to the Materials. The

provision of the Materials is without prejudice to the obligation of persons attending

and/ or participating in this programme to continually develop themselves as

professionals, where applicable.
