Baudecroux says that his interest in becoming involved in the U.K. market has not been diminished by the station's failed bid to win the London licence last January. Jive opens new German officeby Christian Lorenz

COLOGNE - Jive/Zomba Recordsopened a second German office inCologne on April 1.

The move follows Jive's split withformer distribution partner BMG Ari-ola in October 1996, when it switchedto Rough Trade. Rough Trade Ger-many, which became an affiliate ofJive/Zomba with the acquisition of itsU.K. parent company Pinnacle lastyear, will continue to be the base forJive/Zomba's German operations.

"The Rough Trade Germany teamdoes a tremendous job," saysJive/Zomba Europe general managerA&R Martin Dodd. "But we felt we

wanted to add a very aggressive sin-gles promotion side to it."

Jive/Zomba's Cologne office will ini-tially handle radio and TV promotion aswell as marketing, in co-operation withRough Trade. The Cologne office is head-ed by Konrad von Lohneysen, who previ-ously held the position of managingdirector at dance label Logic Records andat Eye Of The Storm, the productioncompany of successful dance songwritersand producers Anzilotti and Miinzing.Lohneysen reports to Rough Trade MDKurt Thielen, who in turn reports direct-ly to Jive/Zomba's European headquar-ters in the Netherlands.

The label, which has topped thealbum charts in 14 European coun-

tries with the BackstreetBoys' self -titled debut,plans to step up its localA&R activities over thenext few months. "We willgradually develop ourEuropean offices into A&Rcentres," Dodd explains.

"In the case of Ger-many," he continues, "thiswill mean that both RoughTrade and Jive/ZombaCologne can sign anddevelop artists independently." Jive istesting the waters with local signingAustrian dance act Punk Anderson,named after a character in eightiesU.S. soap, Dallas. The act's first single,

BELGIUMIFPI reports growth in unit salesDuring a press conference on March 28,IFPI Belgium director Marcel Hey -mans revealed that the industryimproved unit sales last year but suf-fered a drop in revenues. Compared to1995, IFPI members improved unit

sales by 5.4 percent to a total of 26.5million CDs, singles and music cas-settes in 1996. Over the same period,the total value of shipments fell by 1.4percent to Bfr 6.5 billion ($188 million).

GERMANYNew satellite dance station readyGermany's youngest nationwide radiostation is scheduled to go on air onApril 30. Cologne -based Evosonic willinitially broadcast via satellite Astra1A. The station plans to go on cableduring the course of the year. Evoson-ic starts with a 24 hour service featur-ing 90 percent music. The format isset to span the current spectrum ofdance music from drum 'n' bass, tech -no and dub to house.

HOLLANDVeronica DJ joins TV stationFormer Hitradio Veronica DJ GijsStaverman is leaving the cable radiostation to join music TV channel TheMusic Factory (TMF) as a presenter.The move was announced only daysafter the Dutch parliament decided topostpone the FM frequency action andindirectly relegated Veronica to cableslots until at least 1999. Staverman willtake up his new job "within a fewweeks," according to a TMF statement.At the same time, TMF presenter Erikde Zwart is suspending his TV career tofocus on his day job as managing direc-tor of TMF's sister radio station, CHRformatted Radio 538.

IFPI looks to tacklenew piracy threat

HONG KONG/LONDON - The interna-tional record industry will begin totackle a new and potentially hugepiracy threat when its leaders meetlater this month.

Top of the agenda at the bi-annualboard meeting of the InternationalFederation of the Phonographic Indus-try (IFPI) in Rome April 14-16 will be,according to its director general NicGarnett, the excessive growth of newCD plants. The prob-lem has become mani-fest in Southeast Asiawhere the IFPI says ithas identified "a sub-stantial increase" inpirate plants.

Garnett comments,"When you look at thegrowth in CD -manu-facturing capacity, yousee a disturbing gapemerging betweentotal manufacturingcapacity and the legitimatedemand in any given area, evenallowing for a certain margin causedby seasonal fluctuations."

IFPI Southeast Asia regional direc-tor J.C. Giouw states, "We have dis-covered that there is a substantialincrease in pirate CD plants in Asia."He attributes this to China strength-ening border controls against thesmuggling of equipment into the coun-try, therby obliging pirates to look forlines of lesser resistance.

One result is that Hong Kong hasbecome an increasingly attractiveplace to set up production. "In HongKong, we have seen an increase fromsix to eleven CD plants in just a mat-ter of a few months." Garnett adds, "Itis well established in our experiencethat over -capacity in CD productionprovides scope for that excess capacityto be misused. Such over -supply in the

market is always a cause for concern."While Giouw says that IFPI has no

evidence of the plants making piratedaudio product, he shares Garnett'sview that the proliferation of CDplants in such a small territory is wor-rying in itself.

"It's a big increase for the numberof plants required here; these plantswill probably claim that are there isan outburst of VCD demand, whetherthis is true or not, the capacity here isnow huge."

Lachie Rutherford,president of EMI Asia,says that the productioncapacity of Hong Kong isnow, "equivalent to that ofthe U.K., in a city with apopulation of six million."

The problem is beingseen not just in Hong Kongbut also in nearby, Por-tugese administered,Macau. "We now believe

i' there are six CD plants inMacau," says Giouw. "We

noticed the first one in earlyDecember last year; we also

noticed five plants being set up thismonth. In Malaysia there is also a bigincrease in the number of plants."

The recent explosion of CD produc-tion capacity in South East Asia sets anew tenor for IFPI's crusade againstmusic piracy. "There's little point inpursuing retailers across the worldwhen you can be much more effectivefor much less cost by targeting manu-factures," argues Garnett.

V2 looking for Victory on two frontsU.K. singles -only label ready; domestic talent a Swedish priorityby Christian Lorenz

LONDON - Victory V, the singles labelof V2 U.K, will launch at the begin-ning of May with releases by U.K.rock four piece Velveteen and Swedishalternative pop act Eggstone.

The second wave of releases, sched-uled for this summer, includes titles bypsychedelic rockers Kennedy in July,the Happy Mondays -influenced Lounge(August) and the new ambassadors ofelectro-funk, Al -People, in September.

All Victory V releases are initiallyavailable on vinyl only; 7 -inch withpicture sleeves for rock oriented actsand 12 -inch for dance projects. Eachrelease is limited to an edition of1,000 copies. "If the feedback from themarketplace suggests we could sellmore of a certain title, we will consid-er re -issuing it as a CD single," saysV2 A&R man Nick Siddall.

The label serves as a testing

ground for new talent, according toSiddall. He explains that, "There aretoo many interesting projects for us atV2 to handle at the moment. Insteadof turning them away empty-handed,Victory V gives us the opportunity tooffer one-off single deals to acts wefeel we should watch for a while toassess their full potential, withoutbinding the artists or the label to anylong-term commitments."

Through the vinyl format, thelabel, "Targets the tastemakers in themarket," according to Siddall. "Thevinyl single is still one of the besttools to create a buzz among the trendretailers, the media and the diehardmusic fans."

Once the buzz is loud enough,artists are likely to be asked to joinVictory V's mother label, V2. Howev-er, all Victory -signed acts are free toshop around for an outside contract,as long as Victory has the first option.

STOCKHOLM - At the beginning ofthe year, Swedish music businessmagazine Topp 40 conducted itsannual poll of the most importantand interesting people and compa-nies in the business.

V2 and the company's managingdirector Helen McLaughlin camesixth. That was before the companyactually had a telephone line, letalone released any product.

MD McLaughlin, 26 years old andwith experience from working forSony Music in Sweden and the U.K,says the poll result came as somethingof a shock, but was also exciting.

Expectations in Sweden are run-ning high, particularly as V2 hasmanaged to assemble a team includ-ing a number of well -respectednames like head of A&R Patrik Sven-telius, who is credited with discover-

ing top names such as Nordman,Atomic Swing and Sophie Zelmanifor Sony Music Sweden.

V2 plans to develop a strongdomestic roster in Sweden. First outis an act called Black Moses,described by McLaughlin as, "Realhip -hop." A rock signing will followsoon, according to V2 management.

Although Swedish music saleshave made a small recovery fromtheir 25 percent fall in 1996, gloomstill pervades the industry.McLaughlin is nevertheless confidentthat V2 can carve out a nichefor itself.

Whether the success of commer-cial radio in Sweden helps to whetthe appetite of the country's con-sumers for new releases is, however,debatable, according to McLaughlin.She is, "Concerned about the radiosituation. There are too many [chartoriented] hit format stations."

King of Castle flies backwith help from BMG

LONDON - Castle Communicationsfounder Terry Shand is returning to themusic industry with a new, BMG-backed company, Eagle Rock Entertain-ment, writes Jeff Clark -Meads.

Shand left Castle at the end of lastyear over reported disagreements withAl Teller, head of the Alliance Entertain-ment group which bought Castle in1994. Before the purchase, Castle was astrongly independent -minded company,with a 14 -year history.

An Eagle Rock statement says thatthe new company will sign artists fornew, full -priced recordings, that therewill be "an aggressive catalogue acquisi-tion and exploitation strategy with plansfor mid -price and budget lines," and that,"Eagle will also create and produce tele-vision and video programmes of majormusic events for worldwide distribution."

BMG Entertainment U.K and Ire-land has taken a "significant minoritystake in the venture" with Shand andhis fellow directors holding the remain-

ing equity. Those directors include hisformer Castle colleague Geoff Kempin,though Shand's long-standing associ-ates Jon Beecher and Dougie Dudgeon,who also departed Castle last year, arenot involved, Shand says. The latterpair are currently launching their ownlabel, Snapper.

BMG will distribute Eagle Rock prod-uct in the U.K while Shand says he is nowputting together a network of indepen-dents to work through in the rest of theworld. U.S. product will go through "a jointventure we're about to put into place."

Eagle Rock has set up a continentalEuropean office in Hamburg and, Shandsays, will take premises in New York tocoordinate American activities.

The liaison with BMG means thatEagle Rock's first source for cataloguematerial for compilation albums will bethe major's archives. Further, saysShand, Eagle Rock is planning "seven toten" new signings this year, followed by"ten to twelve" next year.

LONDON - Love This Records, a labelwhich has spawned hit singles on bothsides of the Atlantic, has suspendedtrading because its offices and studiohave been-literally-undermined.

Subsidence caused by tunneling toaccommodate London Underground'sextended Jubilee Line means the stu-dio is inoperable, says founder MikeStock, and that means he cannot makerecords. "I haven't been able to produceanything since November," he claims.

Love This staff were told onMarch 27 that the label was beingwound down, but Stock says that isa temporary measure until alterna-tive premises can be found.

Stock, part of theStock/Aitken/Waterman song -writ-ing and production trio which domi-nated late '80s pop in the U.K. with astring of hits from such acts as KylieMinogue and Jason Donovan, says hehas begun action against LondonUnderground, alongside beginning asearch for new accommodation. Headds, "Staff have been laid off inpreparation for the restructuring."

The most notable success for LoveThis in the U.K market came withNicki French's remake of Bonnie Tyler's1983 hit, Total Eclipse Of The Heart.Released on the Love This imprint BagsOf Fun and produced in part by Stockand Matt Aitken, it initially peaked out-side the top 50 late in 1994, but hit thetop five during a three-month chart runearly the following year.

Subsequent singles for Bags OfFun and Love This by the vocalist,from Carlisle in the north-east ofEngland, failed to repeat the achieve-ment. Eclipse was licensed to CritiqueRecords in the U.S., where it hit No.2

on Billboard'sHot 100.

Moretent singles suc-cess came withthree top 30entries in 1996 by AC -oriented singerJohn Alford, chief among them a dou-ble -sided top 10 hit with remakes ofBlue Moon and Only You.

Also members of the Love This ros-ter were two -girl, two -boy pop actDeuce, who came to the label afterthree top 15 U.K. hit singles on Lon-don in 1995, but managed only oneminor top 30 showing on Love This inJune 1996 with No Surrender.

Q: How many stations doesrepresent today?A: Through the national industry bod-ies from the main European countries,we represent some 4,500 commercialradio stations across Europe, with thenotable exception of the Scandinaviancountries, where commercial radio isstill in its infancy. Two new countrieshave recently joined us-Greece, 18months ago, and the Netherlands sixmonth ago.

Q: What are today's priorities forthe association?A: The hottest issue is undoubtedlythe question of the different rightsbroadcasters have to pay. If we arenot vigilant enough, they will reach alevel which will imperil the economi-

cal viability of radio stations in somecountries. We have to find the rightbalance. We are also lobbying for theremoval of all boundaries in Europe.Last but not least, the digital broad-casting issue is crucial to us.

Q: What have you achieved so far?A: From a practical point of view, wenow have a three -strong permanentoffice in Brussels, headed by our gen-eral secretary Sergio Natucci. Thisstructure allows us, logistically, toengage in efficient action. In terms ofissues, we have been very active mak-ing our voice heard in the discussionon different European directives suchas copyright, advertising limitations,concentration and pluralism.

AER was part of the WIPO hear-

ings which led to the copyright agree-ment at the end of 1996. We are alsoactive in the on -going issue of therelationship between the commercialand public broadcasting sectors,where we have scored some success-notably in the case of the recent Flem-ish legislation. In Greece, our involve-ment resulted in the vote for a lawwhich obliges the government to allo-cate 10 percent of all its communica-tions budgets for campaigns of gener-al interest to radio.

Q: One of your main concernsover the past few years has beenthe question of broadcasting quo-tas. What is the situation now?A: We are still against all national quo-tas. We believe quotas in fact actagainst the building of Europe. Thetruth is, the French situation hasinspired similar quota regulations inIreland; other countries-such as Italyor Spain-have also talked about it. Wewere close to the introduction of quotasin Portugal about a year ago and weacted in order to limit the damage. Afterwe called upon the European Commis-sion, it asked the French and the Irishgovernment to provide explanations forthe quota regulations. On three occa-sions, the Commission has already con-sidered the explanations presented byFrance are insufficient. As for Ireland,the Commission has simply issued awarning to the government. We willcontinue to pursue the quota issue.

Our goal is to get the Commission todefinitely ban all national broadcastingquotas, even if that means havingEuropean quotas instead.

Q: What are the main challengesfaced today by the Europeanradio industry?A: What is vital for us is to buildEuropean radio groups which canhave a world-wide scope. The Euro-pean directive "concentration and plu-ralism," currently being discussedwith the Commission, must pave theway for strong and powerful Euro-pean industry groups, while respect-ing pluralism.

That's why it is crucial to blowaway all the boundaries that are cur-rently hindering the development ofsuch groups. If nothing happens,Europe will lose ground, to the benefitof U.S. groups.

One must not forget that communi-cation is a sector which will createwealth and employment in the nextcentury. It is an issue of major impor-tance as much from an economicalstandpoint as for its social aspects.

Our second main challenge is, ofcourse, how to enter the digital broad-casting era. We have set up a workinggroup within the AER which dealswith Digital Audio Broadcasting(DAB) and AER is also part of theexecutive committee of World DAB.

But, there is still a lot of technicaland economical uncertainty about dig-ital radio. That said, if it is obviousthat terrestrial radio stations will con-tinue to play an irreplaceable role inthe future, thematic and specially tar-geted digital stations, which are pop-ping up throughout the world, willplay an increasingly important role intomorrow's radio industry.Interviewed by Rem' Bouton

Flying inks new EMIdistribution dealby Mark Dezzani

MILAN - One of Italy's largest inde-pendent labels and distributors,Naples -based Flying Records hassigned a new distribution deal withEMI Italy.

The pact is latest in a string ofdeals between the country's indie andmajor labels. Flying Records MDFlavio Rossi says the new involvesdistribution of their crossover artists,whilst specialist dance and alterna-tive rock and rap acts will still be dis-

tributed through Flying Records ownspecialist network.

"The deal represents the recognitionof the maturity and evolution of ourlocal repertoire," claims Rossi. Heexplains, "Before we dealt exclusivelywith alternative acts, but now that sev-eral of our artists are moving into themainstream, a major label such as

EMI has the critical mass to better dis-tribute and develop the careers ofcrossover artists selling albums abovethe 10,000 copy threshold."

Rossi adds that Flying Records willcontinue to distribute 12 -inch vinyl sin-gles and CD albums for their own spe-cialist dance, rock and rap acts, and forother local and international indepen-dent labels. The first Flying Recordsacts to be distributed by EMI Music

Austrian public CHR station 63 has entered the compilation business-with instant results. Only three weeks after the first ever 03 Greatest HitsCD hit the racks of Austria's retailers, the album went gold, with 25,000units sold. The 19 -track compilation was produced through a joint ventureby EMI Austria, PolyGram and Warner Music Austria. The album targetsbuyers over 25 with a mixture of adult -oriented Top 40 hits. Awards attract record number of entriesby Mike McGeever

LONDON - A record number of entriesfrom U.K. broadcasters have been sub-mitted for this year's Sony RadioAwards, which will be held in Londonneat month.

The awards are recognised as themost coveted radio honours in theU.K More than 1,000 programmesand station projects are being consid-ered by the 100 -strong judging panel.Entries are submitted by commercialand BBC broadcasters.

The categoriesnow, "Reflect the range and diversityof both commercial and public sectorbroadcasting," according to Whitney.They range from best breakfast show

(music and speech -based) and stationof the year (local, regional and nation-al) through to awards for sports, come-dy and news broadcasting and serviceto the community.

Finalists in the 34 categories willbe revealed on April 9 during a recep-tion at London's Landmark Hotel. TheSony judges are selected from a crosssection of the public, private broad-casters, journalists and industry rep-resentatives. The actual 1997 SonyRadio Awards ceremony will be heldat the Grosvenor House Hotel in Lon-don on May 12.

Thirteen bid for Solent licenceLONDON - A wide variety of formatshave been proposed to the U.K RadioAuthority for the regional commerciallicence to serve the Solent area ofsouth England, writes Mike McGeever.

A total of thirteen applicationswere lodged with the regulator by thedeadline, which fell on March 25. Theeight -year licence on offer is for a FMservice to cover most parts of southHampshire, east Dorset and the Isle ofWight, and the south-west corner ofWest Sussex. The service will have apotential audience of about 1.35 mil-lion adults aged 15 -plus.

The following is the full list ofapplicants, including establishedplayers and newcomers to the indus-try, and their proposed formats: Crest105 (Corporate Radio Ltd.), AC/easy-listening; Heritage 105 (Heritage

MusikwocheDieter Gorny, managing director of Ger-man music TV channel Viva doesn'tpussyfoot around in an interview withGerman trade weekly Musikwoche."Everything that MTV will do this yearis nothing but a blow in the face of thepan-European idea, and a deliberateimitation of Viva," says Gorny. To illus-trate his point that Viva's approach tothe German market has paid off overthe past few years, Gorny reveals somedetails of the station's financial perfor-mance to Musikwoche. "Since Viva'slaunch in 1993, we have reduced ourlosses like a clockwork," claims Gorny."In 1994, we booked a loss of DM 17 mil-lion, in 1995 DM 5 million and in 1996DM 2 million. Both marketsare tipped as "the most mature inCentral and Eastern Europe." In 1996sales of pre-recorded music grew 21percent (in local currency) in theCzech Republic to $86 million. Thedownside of this growth in the marketwas the decline of local repertoire'sshare from 60 percent in 1993 to lessthan 50 percent in 1996. PolitikenDanish daily newspaper Politikenrecords an increasing tendency amongthe country's labels to market MORacts which are long past their prime inmost other territories. In a special fea-ture on the booming trade in yester-day's heroes, Politiken picks out JohnDenver's The Rocky Mountain Collec-tion (BMG Denmark) as a recentexample. According to the story, BMGAriola marketing manager HenrikHansen found it strange that JohnDenver was all but forgotton in theU.S. and was without a contract. Heconvinced the head of the companythat a "best of Denver" compilation

had potential in Denmark, where thelarge population of 22-50 year olds waslargely ignored as a target market forpop music, in Hansen's view. Up tonow, sales of 106,000 units wouldseem to have proved him right. Othercompanies have launched similar pro-jects with artists such as GheorgheZamfir, Roger Whittaker, BonnieTyler, Neil Diamond and Nana Mousk-ouri. On April28, MCA Records will put out what isdescribed as Hendrix's "unfinished fifthalbum," titled First Rays Of The NewRising Sun, based on raw materialtaken from 60 hours of tapes. pair of Spanish "flamencoblues" albums are compet-ing for attention in Spain,even though the artists con-cerned are kindred spirits.

While Raimundo Amador's En LaEsquina De Las Vegas (MCA) depicts agypsy flamenco musician's progressinto the once -alien world of blues, Var-gas Blues Band's Gipsy Boogie on DroEast West moves in the opposite direc-tion, as Javier Vargas attempt to instilthe passion of flamenco into blues gui-tar. Amador plays flamenco guitar onVargas's record, and says that Vargaswould have played on his had he beenin the country when it was recorded.

The first single from Amador'salbum, Hoy No Estoy Pa Nadie,became the most played song onSpain's second most popular musicnetwork, the all -Spanish Cadena Dial,in the week March 8-14. "Raimundo isone of the most popular figures on theSpanish music scene," says IsabelMartinez de Velasco, internationalexploitation manager at MCA, "andwe're sure this will be reflected insales. His first album with us sold50,000 units, and we expect to beatthat easily."

Amador was a pioneer of first fla-menco rock then flamenco blues in thelate 1970s with his brother Rafael inPata Negra. What they did at the timewas considered almost sacriligeous bythe gypsy flamenco community, butthat was before "new flamenco" and itsvaried fusions introduced young gyp-sies to electric music.

Vargas lived in Memphis and LosAngeles for three years in the 1970sand played with bands such asCanned Heat, developing his interestin blues guitar as well as the work of

his idol, Jimi Hendrix.Both Spaniards have giants of Amer-

ican music to thank for their interna-tional profile. BB King played onAmador's debut album under his ownname, 1995's Gerundina; the blues leg-end tours Spain this June with Amador,and plans to include the gypsy on analbum to be released next year featur-

Vargas's firstalbum, All AroundBlues, was record-ed in 1991, andeight more havefollowed. Hisbreakthroughcame when CarlosSantana recorded

his song Blues Latino from the 1994album of the same name on the SantanaBrothers set.

When Gipsy Boogie was beingrecorded in 315 Beale Studio, Mem-phis, Little Richard telephoned Vargasand, during their conversation, askedVargas to write him a song. Accordingto Dro East West, Quentin Tarantino's

Other contributors, to theVargas album include LarryGraham (ex -Sly and the FamilyStone), Chester Thompson(Genesis, Weather Report),Cuban singer David Montes,blues singers Larry McCray andLonnie Brooks and Little JimmyKing (nephew of blues greatAlbert King). Amador guests onOn The Corner Of Las Vegas, areference to an insalubrious cor-ner in a poor Seville neighbor-hood where he lived until quiterecently. Another guest on thissong is flamenco -pop star RosarioFlores.

"I'll be flamenco all my life,"says Amador, "but blues meanseverything to me too. Youwouldn't believe the reaction 20years ago when I started listening

to Hendrix and BB King-I wasalmost banished by the gypsy commu-nity I grew up with."

The charismatic Amador has playedon 58 albums since 1975, although onlytwo are under his name, and his nextalbum assignments are with KikoVeneno, Bj6rk and BB King.

Vargas, meanwhile, says: "My ulti-mate direction is towards Hendrix, butfor some time I wanted to incorporatethe passion of flamenco into my feelingfor blues. It's an explosive mixture,and rhythmically wide open. I've evengot Cuban rhythms on the album, andnever get tired of looking for interest-ing musical blends. My father is fromthe southern Andalucian port ofCadiz, one of the cradles of flamenco,so I've kind of got gypsy roots."

"It's a feelgood record, which will godown well in places where people areenjoying themselves," says RCA's inter-national marketing manager JulianWright, explaining why they've decidedto get a head -start with this release in

Europe and promoteit to clubs as well asradio. "If it gets away Ithink it could be huge,you just have to lookat the success of InnerCircle and ChakaDemus & Pliers."

The single is thedebut release on theLondon -based Deliri-ous label, set up lastyear by formerCooltempo executiveKen Grunbaum withproducer Danny Dand licensed to RCARecords. "Our music isgenerally of black ori-gin," says Grunbaum,"from dance to R&B,hip -hop, house, rapand reggae. The mainthrust is to make our own records,sign acts and develop artists but there

creative label, I hope."Singer Stephens, who already has a

European pop hit under his belt as thevocalist on Soul II Soul's '92 hit Joy,and dee-jay Degree are big news athome in Jamaica, so their joint projectis something of a coup for Delirious.

Says Grunbaum, "We're startingthe project in Europe because we'vehad really enthusiastic reactions fromthe European company. Reggae, if itworks, is an international music. Itcan sell everywhere, but records inthis genre often take quite a while tobreak. We're seeing the single as anearly summer release in the U.K., butwe'd certainly like to create a buzz andget things going first in Europe andhopefully bounce it back into Britain."

A NICE WARM SUMMER HIT?The hunt for the this year's summer hit is most definitely on. One contender is NiceWarm by M -System from Rome -based Extreme, a sub -label of Energy Records. school keyboard sounds,creating moody instru-mental pieces that owe asmuch to the mid '80s as to 1997. MIXMASTER IN THE ETHERUnderground dance may not get much access to mainstream radio, but it's not alldoom and gloom for DJs on the air. John Acquaviva puts out an increasingly pop-ular syndicated monthly show from his studio in Ontario, and Mixmaster Mor-ris-one of the U.K's best known deckmeisters-has been haunting the airwavesfor some years now.

Morris, who records for Ninja Tune, is a frequent guest/remixer on London'sKISS 100 FM. He says: "Coldcut host a show on Saturday night and me and anoth-er Ninja do mixes for that." The show, called Solid Steel, goes out between 1-3 a.m.on Sunday morning, and is now the longest running show on KISS. It is also theirmost syndicated programme, with Paris' Radio Nova and KISS FM in Berlin (notaffiliated to the London KISS) airing the show once per month, while X -FM in Lis-bon takes Solid Steel every week.

London's GLR has also been giving more space to underground sounds, hiringRoss Allen (ex -Dorado) and Charlie Gillett who both have weekly shows featuringphuture phunk, house, jungle and trip -hop.

Morris has done shows for U.S. college stations like KUCI in Irvine and RadioFree Berkeley as well as the legendary Radio 100 in Amsterdam. Under the aliasIrresistible Force, he is busy recording a new album for Ninja Tune and will beappearing across Europe this summer with various Ninja artists as part of the"Stealth" package tour, which has sprung from the London club night at RonnieScott's. The club has had to move into Europe, partly because, say its organisers,it became too popular in London.

Says the Mixmaster: "When NME voted it 'best club' it got ridiculous, so wedecided to take the concept abroad. As it stands the plan is to do a three monthresidency in Milan, followed by Tokyo and New York. Then there'll be an all -newclub in London this autumn!"

Losing the battle but winning the war is the themethat dominates this week's Eurochart Hot 100 Singles.

None of the current top three songs find themselvesat number 1 in any of the 16 national singles chartstracked by Music & Media (see Top National Sellers,page 15). Yet the broad pan-European appeal of NoDoubt (Trauma/Interscope), R. Kelly (Jive) and Sash!(Byte Blue) earn them enough chart points to keep allthe national chart -toppers at bay.

The former's Don't Speak, in its eighth consecutiveweek atop the Eurochart, holds at number 2 in threecountries and is still a top 10hit in nine others. Kelly con-tinues to prove he can fly upthe Hot 100 Singles, consoli-dating last week's ten -placeclimb to number 6 with afour -notch advance to 2 thisweek, but his Space Jam hit IBelieve I Can Fly remains along way behind the un-bro-ken wings of his fellow Amer-icans, No Doubt. Encore UneFois is the highest rankedEurope -originated single onemore time, but slips from 2 to3 on the Eurochart.

This triumvirate of hitsbenefits from a current lackof consensus at the top of Europe's individual singlescharts, a situation which sees no less than 14 singlesachieve a national number 1 position this week. OnlyTic Tac Toe's Warum? (RCA) is on top in more thanone country, and that has the GSA region sewn up-it's the best-seller in Germany, Switzerland and Aus-tria, fuelling a four -place climb to number 7 on the

Eurochart, but has yet to chart in any other territory.There's greater agreement on the European Top

100 Albums list, where U2's Pop (Island) logs its fourthstraight week at the summit, fuelled by its number 1placings in three nations and its top 10 status in everyother European country. Close behind are the ubiqui-tous Spice Girls, whose are also charting everywhereand have a top 10 album in all but four markets. Spice(Virgin) rebounds to number 2 on the European sur-vey, and reaches a new peak of number 3 in the U.S.A.

Had the Eurochart existed in 1980, one of itslongest running chart -toppers of that year would sure-ly have been Ottawan's party anthem D.I.S.C.O. That

song is the highest new entryon this week's Hot 100 Sin-gles at number 40, courtesy ofa rap adaptation by N -Trance(All Around The World), thegroup who made Bee Geescovers fashionable with theirStayin' Alive revamp. If otheracts follow suit this time, aboy band version of Hands Up(Give Me Your Heart) may notbe far away.

Two other remakes makestrong debuts this week-Brian Kennedy bows at 48with Put The Message In TheBox (RCA), originally record-ed by World Party in 1990,

and Madonna arrives at 61 with Another Suitcase InAnother Hall (Warner Brothers), exactly 20 yearsafter Barbara Dickson's original success with theEvita song. In addition, JT Playaz' newcomer at 64,Just Playin' (Pukka), samples the Chic -createdrhythm track of Sister Sledge's disco classic He's TheGreatest Dancer.

Philips Music Group will eventuallycomprise four labels-Philips Classics,Point Music, Gimell and ImaginaryRoad-which will, "Increasingly devel-op their own distinct creative focuswhile feeding into a more centralisedand creative marketing and interna-tional distribution system," accordingto a PolyGram statement.

Both Mitchell andPilavachi will reportto London -basedRoberts. The wholeidea behind thechanges, saysRoberts, is to, "Devel-op the brands," createa more efficient A&Rand marketing envi-ronment and build, "Aflexible and diverse

repertoire mix."Commenting on the decision to cen-

tralise all of PolyGram's jazz activitiesthrough one single umbrella, Robertssays it is, "A consolidation of theresources allocated to the artists inorder to build a sophisticated interna-tional structure."

Roberts says the creation of thisstructure is meant to further expandVerve's, position "as the world-wideleader both artistically and commercial-ly," in the jazz market.

In Europe, PolyGram France devel-oped its own jazz repertoire, under theaegis of Jean -Philippe Allard. "There isno change to that," says Roberts. "Francewill continue to develop local acts inaddition to international acts based inFrance such as Dee Dee Bridgewater orJohn McLaughlin."

Roberts believes that developing localartists allows the company to "build thelocal business of jazz." He adds, "Thestructure we set up will help identifylocal artists that can become global andbreak them on a local and global basis.The new structure creates the properenvironment to do that."

For Roberts, there is no doubt thatjazz is not only about catalogue sales butalso developing new artists, and findingways to reach the public-albeit not nec-essarily through traditional ways.

"Jazz as an influence is creeping intoso much music," he says. "You can tracethe influence of jazz in ambient music orin more urban genres. The influence ofjazz in pop music is extremely preva-lent." Roberts singles out London -basedradio station Jazz FM as an importantvehicle in bringing jazz music to a wideraudience. "This station has been verysuccessful in London, turning a new pub-lic on to jazz," he suggests.

"Artists such as Courtney Pine orJoshua Redman are reaching a new pub-lic," adds Roberts. "The good news is thatwe can now use pop media to developthose acts. It's a question of diversity andcreativity in marketing."

Charity benefits from Capital Radio Awardsby Mike McGeever

LONDON - The needy children of Lon-don were the real winners when the95.8 Capital FM Awards on March 26kicked off a weekend of fundraising forits Help A London Child charity.

The event, broadcast live by the sta-tion, was held at London's Royal Lan-caster Hotel. The awards lunch and theensuing weekend of on -air donations(phoned -in to Capital FM and its Capi-tal Gold AM sister) raised more than £1million ($1.6 million), the largest -everamount in the charity's 17 -year history.

A large chunk of the total came

when Capital FM listeners pledged£35,000 to hear the first airplay of thetrack Waltz Away Dreaming, recordedby George Michael and Toby Burke.Michael donated three times theamount donated by listeners request-ing the track. Burke is the first artistsigned to Michael's new label Aegean.According to Michael, the track will bereleased on that label, but furtherdetails were not available at time ofgoing to press.

The awards event was attended byexecutives from record companies,artists, major sports figures, and theadvertising industry.

The winners, voted for by CapitalFM listeners and readers of London'sEvening Standard newspaper, were:best album, George Michael-Older/Virgin; male vocalist, GeorgeMichael; male group, Oasis; femalegroup, Spice Girls; international act,Bryan Adams; best single, Jamiroquai-Virtual Insanity/Sony S2; femalevocalist, Sharleen Spiteri of Texas; bestnewcomer, Kula Shaker; best dancesong, Robert Miles-One & One/DBX,best concert, Oasis at Knebworth; spe-cial Help A London Child award, SpiceGirls; outstanding contribution tomusic, Wet Wet Wet.

Alain Weill, the stations in Swedenand Germany will still lose money in1997 but are likely to break even in1998 and become profitable in 1999.

"The group consolidated its inter-national positions in 1996," saysBaudecroux. "The contribution of ourEuropean subsidiaries to our consoli-dated turnover grew by 32 percentduring the 1995/96 fiscal year."

Baudecroux has confirmed hisintention of bidding for a frequency inAustria when a tender takes place, inthe wake of new communications law(see Music & Media, issue 14).

The group will also try to consoli-date business in its home market,France, where recent growth in audi-ence pushed CHR network NRJ to thesecond position, behind full -service sta-tion RTL. NRJ vice-president MaxGuazzini says he expects this position

to be strengthened with "excellent rat-ings" for the January -March period andhas targeted a 12 percent audiencemarket share by the end of 1997, upfrom a current 10.8 percent.

According to Weill, who is in chargeof NRJ sales house NRJ Regies, adver-tising revenues were up 19.3 percentin 1995/96 over the previous year.Weill considers there is room forgrowth in radio advertising expendi-tures in France, as radio only attracts7 percent of the total ad investments.

Weill says that he plans to, "Go tothe United States and try to convincecompanies like Coca-Cola or Procter& Gamble to reallocate part of theiradvertising expenditures in Europeonto the radio sector."

Overall, for the 1996/97 fiscal year,the group's revenues jumped 20 percent to FFr 854 million ($158.1 mil-lion), with profits of FFr 93 million($17.2 million).

CMA appointsU.K. directorLONDON - The Nashville -based Coun-try Music Association (CMA) hasacknowledged the growing marketpotential for country music in the U.K.and Ireland with the creation of adirector post for the two territories.

The move comes four years afterCMA decided to abolish a pan-Euro-pean director post and to install a net-work of representatives for the keyEuropean territories.

Some six months after formerU.K./Ireland representative Tony Rounceleft the CMA's London office, the organi-zation has appointed former Columbiamarketing director David Bower asU.K/Ireland director, effective immedi-ately. Bower, who has been involved inthe music industry for more than 15years, reports directly to CMA seniordirector international and businessdevelopment Jeff Green in Nashville.

CMA executive director Ed Bensoncomments in a statement, "We havewatched country music grow signifi-cantly [...], especially in the U.K. andIreland. To increase momentum, itwas imperative that CMA recruit a top[record company] executive who canfocus on opportunities in these keymarkets. David's appointment testifiesour commitment to the U.K. and Ire-land [...] at the highest level."

CMA has also announced the pro-motion of London -based Europeanoperations co-ordinator Bobbi Boyce toEuropean operations manager, report-ing to Green.

One of the first priorities on Boyce'sagenda is to intensify CMA's marketdevelopment efforts in Germany, Austriaand Switzerland. Green comments, "Weplan to make announcements regardingnew CMA representation for G/S/A soon,as these countries also are priorities inCMA's strategic global mandate."

Epic's publicity stunt to promote the airplaydebut of Michael Jackson's new single, Blood OnThe Dancefloor, in Germany led public CHR sta-tion Bayerischer Rundfunk (BR) to call the bur-glars into the studio. Epic sent out the Jackson CDin a locked safe, and in a document leaked to OTR,threatened stations with a penalty of DM 50,000($30,000) if they should crack the safe and playthe track before 7am on April 2, when the labelwould deliver the code to access the safe.Unfortunately, it seems that the stations whoreceived the document would have had to sign itand return it to Epic to make the agreement legal-ly binding. BR didn't and called for a welding crewinstead. The result was that BR played the trackat 6:45 am on April 2 while other stations appar-ently had to wait as long as 9:40 am-ie, long afterprime time, before they got the key code.

Former Edel Scandinavia (Denmark) GMDavid Rowley has inked a 50/50 joint venturedeal with Danish indie Scandinavian Records.The new company, called Pacific West, operatesfrom Scandinavian Records' offices inCopenhagen. Rowley, who left Edel at the end oflast year, plans to focus on Scandinavian -based,album -oriented acts but will also work on specialsingle projects and license material from abroad.Acts currently signed to Pacific West include clubact Cellblock X and Swedish soul singer SophiaRosen...And staying with the Swedish soul scene,the Stockholm office of Jive/Zomba just signedits first local act, a singer named Jessica. OTRunderstands that Jessica is already being likenedto Toni Braxton by a certain European A&Rman, who gave us the Backstreet Boys.

Expect French AC network Radio Nostalgieto announce the launch of a music TV channel,called Nostalgie-La Tele within the next fewdays. La Tele is based on the concept of thestation's format with a dominance of golden oldiesand French language music. Sources tell OTRthat the channel is set to be part of two differentsatellite -delivered packages, CanalSatellite andABSat. The announcement comes a couple ofmonth after CHR network Fun Radio launchedits own TV channel.

OTR hears that PopKomm has declared theexhibition grounds at Germany's largest musictrade fair off-limits for artist showcases. To fightover -high noise levels, the organisation hasdecided to set up a separate stage for liveperformances, well away from the hustle andbustle of the fair but close to the entrance area.

In the U.K., BBC Radio 1 suffered a loss of500,000 listeners in February,according to leaked RAJARmonthly figures. The exodusof listeners-some, itappears, have gone to BBCRadio 2 FM-is beingblamed on the sudden exit ofbreakfast show presenterChris Evans in January.However, broadcasters tendto take a guarded approachto the monthly figures,because the sampling issmaller than those takenduring quarterly surveys.

Who owns the rights to the NRJ brand?Normally, one would think the company whichbears the name. But it ain't necessarily so... As thesmart businessman he is, NRJ founder Jean -PaulBaudecroux has retained the right to the brandand is licensing the rights to use the name NRJto... NRJ. The licensing contract has just beenrenewed between NRJ and Baudecroux for thenext ten years. OTR understands that Baudecroux,president of NRJ, will sign for a check worth FF8.6 million ($1.5 million) for the year 1997 to...Baudecroux, owner of the NRJ brand.
