No internationally approved carbon market forestry methodology developed for India

Hence no existing methodology considers the specific nature of drivers and agents of forest change of Indian forests

Neither do the existing methodologies attend to India specific management needs or India specific data and parameters

India specific methodology will aid in the development of REDD projects in line with Draft National REDD+ Strategy and Policy

Methodology Applicability• Criteria set out in the methodology which must be met by the project developer (PD)• Serve to identify the scope of the methodology

Project Boundary• Spatial boundaries, Temporal boundaries, Carbon pools and GHG emission sources

Baseline• Baseline scenario (ex-ante) expected to occur in the absence of the project activity and GHG

emission in the baseline

Additionality• Increase in GHG removals by sinks within the project boundary that would have occurred in the

absence of the project scenario

Quantification• Estimation of sequestration as well as emissions due to the project activity in PA and LA in a

given baseline crediting period which includes Baseline emission, Project Emission and Leakage

Monitoring• Process of monitoring of parameters related to emission in PA and LA

Uncertainty • Uncertainty relevant to forest inventory taken to calculate the project emission and sequestration

Methodology Applicability Conditions

The methodology is globally applicable under the following conditions:

� The project activities include AUDD or a combination of AUDD and ARR.

� The project area must meet the definition of forest land for at least 10

years prior to start date of any REDD activities.

� The project area must not be a forest land for at least 10 years prior to

the start date of any ARR activities and does not convert native

ecosystems.

� Biofuel crop production is allowed in ARR activities.

Non Applicability Conditions

The methodology is not applicable under the following conditions:

× The project activities include APDD.

× The project area is wetlands or peat lands.

× The project activities only include ARR.

× The project activities include ACoGS.

× ARR activities displace more than 50 percent of agricultural lands from the area..

Reference Region (RR) Vs Project Area (PA)Factors Points of comparison

Area • RR shall not be less than that of the PA. • RR need not share boundary with the PA.• Both RR and PA need not be contiguous, and can be formed of distinct

parcels.• REDD components and ARR components of the project must be distinctly

mapped

Forest types and landscape factors

• The forests within the RR shall be similar to the forests within the PA. • Landscape factors like elevation, slope, climatic conditions must be

considered similar in proportion.

Land tenure and management practices

• Land tenure system and management practices prevalent in the RR must be demonstrated to be similar to that in the PA

• RR and PA may not be subject to two completely different land tenure and management practices

Policies and regulations

• Policies and regulations having an impact on land-use change patterns within the RR and the PA must be of the same type, or have an equivalent effect, taking into account the current level of enforcement.

Drivers • The types of prevalent drivers shall be the same. • RR shall not have any driver which is not present at the PA.
