Manslaughter (motor vehicle involved) DUI, DWI or other alcohol related convictions Driving while suspended or revoked Fai lureto stop and render aid in th e event of a motor vehicle crash Any felony in the commission where a motor vehicle is used Driving a commercial motor vehiclewhile disqualified HTO revocations are calculated by conviction dates. Theearliest connector conviction date an d th e latestconnector conviction date must be no more than five years apart. Th e term of HTO revocation is 5 years. Departmental Policy Habitual Traffic Offender Amnesty Period Effective October 1, 2010 House Bil l 795 establishedan amnesty period for Habitual Traffic Offenders. The amnesty period begins October 1, 2010 and ends June 30, 2011. When customer calls in requesting information about th e HTO amnesty program, review th e record an d verify that there is an HTO, with all 3 connectors being: 1) Driving While License Suspended Revoked criminal an d non-criminal DWLSR)And 2) All Offenses occurred before 7/1/2010 Once verified send th e HTO Amnesty Work Request. Advised the customer that they wi ll receive a call back once th e review is completed (whether approved or denied). The turnaround time is about 10 - 15 business days. If determined that the customer is eligible to be considered for th e amnesty program; a letter willbemailedto th e customer instructing them to go to th e clerk of th e courts. This will be notated on the record in th e correspondence section HTO Amnesty Approved. The clerk of courtdetermines IF they will grant amnesty by changing th e disposition of th e DWLSR, and therefore removing th e HTO. If determinedthatthecustomer isNOT eligible to beconsidered for Amnesty, then they will receive acall advising they ar e not eligible.
