Dear Students,

I feel honoured and privileged to welcome you to

this esteemed institution, Dev Samaj College for

Women, in this new session 2019-20. With renewed

zeal and excitement, I look forward to working

together with our students, staff and parents to

make this college a site of holistic growth for its

pupils and impart quality education to them

through a myriad curricular and co-curricular

programmes. The college has always endeavored

to better its record and improve itself on all

grounds, year after year.

We, at Dev Samaj, work hard to enable our students

to balance their curriculum and extra-curricular

activities. While we have highly sophisticated

infrastructure for our students including airy

classrooms with smart facilities, state-of-the-art

computer labs, and labs for practical subjects, we

also provide amenities for multifaceted growth of

our s tudents inc lud ing wel l -mainta ined

playgrounds, a well-equipped gym, a student

centre and a food court. The college has developed

new classrooms, library and administrative office

which will enhance facilities for all the students in

the new session. The college caters to the lodging 

need of its diverse influx of students by providing 

one of the best hostels in the city located inside the

college campus. The hostel provides a safe and

peaceful environment and homely food to the

students. Various clubs and societies functioning

in the campus will  help students to grow into confi-

dent, strong and empowered young women, not

just externally but from within.

THE INSTITUTIONThe History of this college can be traced

back to 1901 when Bhagwan Dev Atma,

the Most Worshipful Founder of Dev

Samaj established Dev Samaj Girls High

School, Ferozepur City. Those were the

times when education for girls was very

much despised. This premier and popular

institution served as an incentive for the

establishment of many other reputed

educational institutions in Northern India.

These institutions are known for their

excellent academic achievements, clean

administration and high moral atmo-

sphere.

At Chandigarh, a beginning was made by

establishing Dev Samaj Girls High School

and Dev Samaj Junior Model School in

1957. On the pressing demand of the

public, the Dev Samaj Managing Council

decided to widen the scope of its services

by starting a Degree College and a College

of Education in Chandigarh.

Consequently, Dev Samaj College for

Women, Chandigarh was started on 24th

July 1981. During the short period of its

existence, this college has carved a

distinctive place for itself in Chandigarh

and is among the top colleges affiliated to

Panjab University.

VISION : It was the great Vision of the Most illustrious Founder of Dev

Samaj.

• That equal opportunities for education, work and service for Indian

women should be provided.

• That this institution distinguishes itself in the cause of female

education especially when education of women was not much in

favour.

• To be an inspiration to his devoted disciples to set up women

institutions.

MISSION :

• Dev Samaj aims at social, moral and spiritual upliftment of

humanity.

• Special attention is therefore paid in its institutions to inculcate

among students altruistic feelings, namely reverence, gratitude,

spirit of sympathy, charity, sense of duty, sense of discipline etc.

celebrated in the college to appreciate valued contribution of

The college has Fully Computerised Library with valuable and rich

collection of books, journals and periodicals in various subjects. CDs

and DVDs in ICT and other subjects of interest are also available. The

Library has a special reference section to meet the requirement of

the students and teachers for academic and research work.

Library Rules :

1. Every Student is issued a bar coded

library cum Identity Card, bearing her

photo, name, roll no, class and

signatures which she has to carry

with her for getting the books issued.

2. The Library remains open during the

college hours (9.00 a.m. to 4.00 pm.)

3. It is compulsory for every student to

get the identity card issued from the

library on the given dates, else fine

will be charged.

4. In case of any violation of library

rules, 'No dues' for the final exams

will not be issued.

5. The Students are advised to keep

their personal belongings (books/

bags) at the property counter near

the door of the library.

6. Mobile phones should be switched

off to maintain the decorum of the

library.`

An additional seat for the single girl child in a given course, provided she is otherwise eligible from all angles. This benefit could also be extended to one of the girls of a couple having two girls only.

ADMISSION PROCEDURE1. For centralized Admission courses the applicant has to log

on online portal-dhe.chd.gov.in to fill the form. The merit list and counselling schedule will be displayed on the Online Portal after Scrutinizing the forms. For other courses the applicant has to apply on the prescribed form provided in the prospectus, available in the office on payment of Rs. 650/-

2. The following documents must be attached with the admission form :

Attested copies of

i) The University/Board Certificate or Provisional certificate of the examination passed by the candidate.

ii) Certificate for verification of Date of Birth. (Matriculation Certificate)

iii) Character Certificate from the head of the institution last attended.

iv) In the case of students belonging to Backward and Scheduled Castes and tribes, a certificate issued by the competent authority.

v) Aadhar Card.

3. The candidate must present herself for interview at the time of admission along with the original certificates.

5. A student whose result is declared late by the Board/University can seek admission without late fee within fifteen working days from the date of declaration of the result.

6. Lectures shall be counted from the date of commencement of the academic session/courses irrespective of the date of admission.

7. The college will not be responsible if the University does not approve the admission of a candidate because of some wrong or incomplete statement or concealment of some necessary facts.

8. All admission made to the college are provisional and subject to the approval of the Panjab University, Chandigarh and according to the eligibility criteria laid down by it.

9. Reservation of seats for all permissible categories are according to the policy of Chandigarh Administration.

Eligibility for Admission to B.A.-1st Semester

A person who has passed one of the following examination with

English as one of the subjects shall be eligible to join the First

year class of B.A. General degree course in the college affiliated

to this University.

i) The +2 examination under 10+2+3 system of education of

a recognized University/ Board/ Council.

ii) Any other examination recognized by the University as

equivalent to the above criterion.

A Candidate who has been placed under compartment in the +2

examination conducted by a Board/Body / Council / University in

India shall be eligible to seek admission to the First Year of B.A.

Course, subject to following conditions.

i) Should have been placed in compartment in one subject

only;

ii) Should have obtained at least 20% marks in the subject

in which she had been placed in compartment; and

iii) Should have obtained the requisite percentage of marks

in the aggregate of the examination as laid down in the

relevant regulations.

(20% marks implies Theory and Practical taken together.)

Provided that :

I) A candidate joining the B.A. First Year class should have

obtained at least 33% marks in the aggregate of all the subjects

(including the marks obtained by her in the subject of

compartment, Theory & Practical taken together) taken up by her

at the +2 examination.

ii) The students who have compartment in +2 class with less than

20% marks be also allowed to be admitted provided they have

obtained 20% or above marks in the supplementary examination

upto the last date for admission, subject to availability of seats i.e.

the Candidates securing less than 20% marks in the subject of

compartment of the +2 examination held in March, 2019 is

eligible to join the 1st Year of the degree course during the

session 2019-20 if she passes the examination or obtains 20% and

above marks in the Supplementary Examination held in August

(Biannual) 2019 on or before the last date given in the admission

schedule approved by the Panjab University.

Eligibility for Admission to B.A.II and B.A.III will be as

per P.U. norms.

2. Environment and Road Safety Education and Violence against women and children is a compulsory qual i fy ing paper which the candidates of all streams are required to pass in the First Year (Second Semester). If the student fails to qualify the paper during the 2nd semester, she will be allowed to appear/qualify the same in the 4th or 6th semester.

3. Punjabi/History and Culture of Punjab (PBC/HCP)

The following students can opt for History and Culture of Punjab.

I) Those who are not domicile of Punjab and have not studied Punjabi language upto class 10th

ii) Students originally from Punjab, but not domicile of the state and who have not studied Punjabi Language upto class 10th.

iii) Wards of Defence personnel,Central Government employees and children of employees who are transferable on All India basis.

iv) Foreign Students.

Add-on Courses is a unique scheme of the UGC to add on skills and increase employability and

entrepreneurship for students pursuing conventional courses.

The Certificate/Diploma/ Advance Diploma course is open for regular student of the college at any level.

NCC... of conquests and of concentrationThe NCC unit of the college consists of 94 cadets. A student who takes up NCC can dream of a promising career in the

armed forces. The cadets are groomed for regular commission in the army as well as in the paramilitary forces.

RULES

NCC is of two years duration and the cadets have to attend only one camp for a B certificate and two

camps for C certificate.

NCC cadets must attend the parade regularly.

INCENTIVES

1. The college awards concession to the best NCC

volunteer.

2. Preference is given to NCC cadets in

recruitment of State Police Force, Army, Navy

and Airforce.

3. Adventure opportunities for cadets through

The college has two units of NSS consisting of 200

volunteers. The students of all classes are eligible

DONOR SCHOLARSHIPS

SCHOLARSHIPS The College liberally gives scholarships and fee concessions to the needy and meritorious students from

Students Aid Fund, Scholarship Account and Sports Development Fund.

The Chandigarh Administration under its various schemes grants scholarships to scheduled caste, other

backward caste and minority community students. On Need and Merit basis, scholarships are awarded by

Mrs. Vimal Bhargava Charitable Trust and staff members.

HOW TO APPLY?

1. The application for fee concession should be

submitted on a prescribed form available with

Scholarship Incharge at the time of admission and

must be attached to the admission form. No such

application shall be entertained later on.

2. The applicants for fee concession shall be

interviewed alongwith their parents by the

Principal on the notified dates.

3. Studen t s be long ing to the Schedu led

tribes/Castes, other Backward Classes, Minorities

and Financially Disadvantaged can collect

application forms of Government of India/Sate

Government Scholarship from the Scholarship

Incharge and submit them duly completed within

one week from the date of admission.

4. Fee concession, stipends and scholarships of all

the categories are liable to be withdrawn if a

student deteriorates in studies/remains irregular

in attendance, or is found guilty of misbehaviour.

5. Tuition fee concession will be granted to brilliant

students, and those belonging to economically

weaker section.Students intending to seek the

concession are required to enclose all the required

documents along with the admission form so that

the cases can be decided right at the time of

admission. They are required to submit an

affidavit along with the admission form and if any

document is found to be false or any information

found to be concealed, their admission will be

cancelled.

6. On shifting from one course to another, a student if

granted tuition fee concession on the basis

mentioned above in the former course will not be

entitled to claim the said concession in the latter

course as a matter of right i.e. in the latter course it

would depend upon the availability of the

concession.

Incentives

25 most needy and meritorious students will be

offered concessional education throughout the year

as per the discretion of the Principal.

A special prize of Rs. 500/- is awarded to the best

N.C.C. Cadet, by the college.

A special prize of Rs. 300/- is awarded to the best

N.S.S. volunteer, by the college.

The volunteers get additional 3% marks in seeking

admission to PGDCA course.

Youth leadership Award of Rs.1000/- for rendering

distinguished social and national service.

A maximum of 20 lectures will be given to students

who participate in extra-curricular activities/sports at

State/Panjab University level.

50% fee-concession will be offered to the

handicapped students in all streams.

Accidental coverage - All the students of the college

have been covered under the accidental insurance

scheme to the tune of 1,00,000/-.

EXAMINATION

• Mid Semester Test will be conducted in September

and March.

Qualifying Marks

25% in aggregate in Mid Semester Tests.

1. Any student held guilty of using unfair means shall be

heavily fined or in case of gross misconduct may even

be expelled from the college.

2. Permission to be absent from the examination shall

not be granted except in very emergent and genuine

cases like self-illness etc. which may be supported by

a documentary evidence and submitted within three

days of the examination.

3. Absence from an examination for whatever reason

means nil result. Absence from an examination will

entail a fine of Rs. 25/- per paper.

INTERNAL ASSESSMENT

Theory Papers : 10% in all subjects based on Mid Semester

Test.

Practical Examination : As per Panjab University norms.

Important

Absence/failure in House Examination or Mid

Semester Test may disqualify a student from

appearing as a regular college student in the

University Examination.

Students who miss the examinat ion whi le

representing college in sports or cultural events are

allowed to appear in the special test. The participating

students must send an application duly signed by the

Lecturer Incharge to the Controller of Examinations.

No special test will be held to clear the eligibility

condition.

UNIVERSITY EXAMINATION RULES

The semester examination will be conducted by the

Panjab University in December (1st, 3rd and 5th Semester)

and May (2nd, 4th and 6th Semester).

A student will be eligible to appear in this examination as a

regular student of this college only if she has:

i) Remained on the rolls of the college for the academic

year preceding the examination.

ii) Attended not less than 75 percent of the total number

of lectures delivered in all the subjects offered.

iii) Obtained at least 25 percent marks in the aggregate

of all the subjects in Mid Semester Test.

iv) In case of BBA and BCA the condition is at least 40% in

the aggregate.

Students with practical subjects/BBA can not appear

privately. Such students who do not qualify Mid

Semester Test would be detained for the year.

LEAVE RULES

For leave from the college, the following rules should be

strictly followed by the students.

i) Leave up to two days is granted by the subject

teachers and for more than that by the senior tutor on

the recommendation of the subject teachers.

ii) Application for leave must be signed by the

father/guardian of the student. In case of illness, the

application should be accompanied by a medical

certificate. No medical leave will be sanctioned after a

week.

iii) Students absent from college without permission will

be fined Rs.5/- per period and Rs. 5/- for the whole

day.

iv) Leave application does not imply granting of lectures

for the number of days the student is on leave.

v) I f a student remains absent without leave

continuously for fifteen days her name will be struck

off from the college rolls.

vi) The maximum leave allowed to a student during an

academic year will be 15 days only. Extra leave shall be

automatically cancelled and considered as absence.

LEAVE RULES FOR SPORTS STUDENTS

1. Any member of the sports wing found absent

continuously for one week without prior permission

of the Principal would not only lose the seat in the

wing but it would also entail the cancellation of their

admission.

2. Free hostel facility will be withdrawn from sports

students who do not attend the classes after the

tournament is over.

3. The players participating in the university

tournaments are required to attend minimum 50%

lectures in each subject during their stay in the

college.

4. A failed student is not eligible for sports facility during

the next academic session.

All undergraduate and postgraduate Classes will have Semester System

DISCIPLINE RULES

Each student will adhere to the following rules of

discipline:

1. Ragging is strictly prohibited, punishable by law.

2. Students shall wear pure white uniform on all

Mondays. In winters black cardigan is to be worn with

white uniform. Failure to do so will result in a fine of

Rs. 5/-.

3. Every student should bring her Identity-cum-Library

Card to the college daily.

4. Attendance of every student at all college functions is

compulsory. Absence from these may cause her to

pay a fine upto Rs. 50.

5. Any serious violation of the above mentioned

discipline rules can lead to punishment such as heavy

fine, withdrawal of concessions/ stipends or even

expulsion from the college in the extreme cases.

6. Wearing of HELMETS is compulsory for students

coming on two-wheelers.

7. MOBILE PHONES ARE NOT TO BE USED INSIDE

THE CLASSROOMS.

8. Consumption of non-veg food or any kind of

intoxicant is strictly prohibited in the college campus.

9. The students coming to the college on a four wheeler

with a driver will not be allowed to park their vehicles

in the college premises.

MIGRATION RULES

Migration certificate from all recognized boards must be

submitted in the college office within 15 days from the

date of admission. Migration of students from a college

affiliated to any one of the statutory Universities (Indian)

to a college affiliated to Panjab University, Chandigarh, is

allowed on the following conditions:

1. Certificate of the lower examination passed .

2. Lecture statement from the college she migrates from

in the middle of the session.

3. Migration of a student from a professional college to

an Arts or Science College and vice-versa is not

permissible.

4. A migration fee and an eligibility fee shall be charged

from every student coming from another university.

5. Migration will not be permitted if the combination of

the subjects offered by the students does not tally

with the combination of the subjects allowed in this

college.

6. When the migration of a student has been allowed,

she must join the new college within 15 days,

otherwise her migration shall be considered as

cancelled.

7. Local Migration of a student shall be allowed only for

valid reasons.

Compartment/Reappear cases of other Universities

A student of any other university who is placed in

compartment/reappear in 1st year/2nd year of

BA/B.Com/BBA/B.Sc.course is not allowed to join the

2nd/3rd year course of this University.

RULES FOR WITHDRAWAL

A student who wishes to leave the college must apply in

writing to the principal and the application must be

countersigned by her father or guardian. No student will

be permitted to leave the college until she has cleared all

her college dues.

Elections will be held according to the guidelines

of Panjab University, Chandigarh.

Some council members will be nominated on the basis

of good conduct, academic performance and

participation in co-curricular activities/ sports.

A student standing for any post of the Students' Council

must fulfill the following conditions:

1. The student should possess leadership qualities

and should be a good orator.

2. She should be obedient, well behaved and

disciplined.

3. The student should have scored at least 50% marks

in the Semester Examination in the previous year.

4. The student should have fulfilled all the

conditions (Academic/Attendance laid down by the

University)

5. The students should not have ever been involved in

any act of misconduct, misbehaviour or fight etc.

6. Any student involved in any kind of anti

institutional activities will be debarred from

contesting the elections.

7. It will be obligatory for all the council members to

participate actively in conducting/ organising all

the college functions.

8. The council members will be awarded certificates

only if their involvement in various college activities

has been found to be satisfactory.

Career Guidance and Counselling Cell

Aims at providing students with information and guidance regarding various career options. It ensures that our students are placed in the right careers.

Grievance and Redressal Cell

Helps in direct communication of the students with the authorities. The students can give their suggestions in writing and put them in the suggestion box. The box is opened periodically.

Womens' Cell

Plays a proactive role to sensitize young minds towards gender issues by involving them in various activities.

Samvedna - Counselling helpline

It deals with the personal and emotional issues related to students.

Rotaract Club

Provides an opportunity to students to enhance the knowledge and skills that will assist them in personal development and to promote better relations between all people through a framework of friendship and service.

Dear Club

Encourages the habit of reading among the students. It organises a number of library related activities during the academic session and the most voracious reader is given a prize at the annual prize distribution function.

Red Ribbon Club

Promotes AIDS awareness and aims at taking AIDS prevention message to the society.

Kalakriti - Fine Art Club

Various workshops and exhibition of paintings, art and craft are conducted by the Fine Arts Dept. of the college.

Literary Society

Literary competitions such as poetry and essay writing are organised to sharpen the writing and communication skill of the students.

Music Club

Our music club 'Moorchhana' organises different musical competitions and concerts, besides interactions with prominent artists and musicians.

Green Planet

'Green planet' the environment club of our college organises various talks and programmes to inculcate Ethics of Environment and Role of students for the conservation of the environment.

Anti Ragging Cell

Ragging is strictly banned in the college. In order to prevent ragging in campus, an anti-ragging committee has been formed which takes action against those found guilty of ragging.

Epsilon Club (Physics and Maths)

The Objective of the Club is to provide avenues for the students to explore disciplines of Mathematics and Science beyond the classrooms by participating in extra curricular activities.

Design Aura - Fashion Designing Club

The Club's goal is to develop in the students a keen sense of understanding of the fashion trends which are crucial for success as a designer.

D-Masters Club

To be a leader in any field, academic or otherwise, one needs to communicate effectively. Mastering the art of eloquent communication involves mastering of all the arts. Those trained to communicate well possess sharper memories, better writing skills and more areas of expertise. Activities such as these assure that students learn to express clearly with confidence which is crucial to be an eloquent speaker.

Economics Society

The society creates common platform for the students as will as teachers to discuss various economic issues and their impact in present scenario.

Management Club

Where students are given practical exposure to the corporate world and are encouraged to participate in various activities and to keep them abreast of the dynamic, ever changing business environment.

Health Care Unit

For ease of any kind of medical aid, a health care unit by the name of 'Swasthya' has been created for the students.

The club gives a complete view of the world of psychology to the students focusing on the practical application of various theories and ideas in psychology.

Alumni Association - Virasat

Alumni Association 'Virasat' has been formed under the patronage of the Principal. Elections for the office bearers are held annually. Former students of the college are invited to become the members of this association for which they may contact the college office from 9.30 am to 2.00 pm on any working day.

Electoral Literary Club

The Club promotes electoral literary among the students through engaging them in activities in an apolitical, neutral and non-partisam manner.
