Draft Functional Requirement Specification for Wiper motor
assembly applicable for Diesel-Electric locomotives
1. Introduction:
A wipermotor assembly is a device used to remove rain and debris
from a windscreen or windshield and window screen of locomotive.
The device consists of i. Motor assembly suitable for mounting on
door glass and main glass inside the driving cab
with wiper arm along with blade. ii. The Control Valve/ Switch.
iii. Wiper assembly consisting of wiper arm and blade.
2. Requirements:

iv. Drive shaft mechanism shall be strong enough to withstand
instantaneous/ continuous load of arm & blade.
v. Joint of arm with blade and shaft shall be strong enough for
better durability. vi. Rubber components shall be made of
Chloroprene blended natural rubber for better
reliability. vii. Wiper Blade shall be suitable for curved and
flat windscreens and Wiper Arm (Main
Arm & Support or Auxiliary Arm) shall be of pantograph type.
viii. Driving arrangement of spindle should be strong enough to
withstand instantaneous/
continuous load. Wiper blade shall be with mechanism to provide
force on its length. Mechanism shall provide at least 4 point
support for blade.
ix. Stopper shall be provided on both side of rack and pinion
arrangement. x. The mounting arrangement shall be as per DLW part
number mentioned above. xi. The parking system shall be available
in the wiper motor and wiper control valve
assembly. xii. The supporting arm shall be adjustable type.
xiii. Wiper control valve shall be suitable for mounting on the
drivers desk. xiv. Assembly shall meet Anti-Glare Specular Gloss
Rating 40 units max measured by 200
method of ASTM D-523. xv. Assembly shall meet salt spray
resistance of 336 hours per ASTM B-117. xvi. Force exerted by the
end of the arm at the center of the blade shall be at least
28g/25mm of the blade length.

2. Requirements:

3. Installation and Acceptance test: The supplier shall supply
the layout drawings for the
hornsindicatingtheoveralldimensions,themountingdimensionsandalsothepneumaticconnectiondetailsandgetthemapprovedfrompurchaserbeforesupplyofhorns.WTCforthecompletequantityshallbesubmittedby
the supplierbefore installationof the threebell hornon
locomotive.Before supplyofcompletequantity fitmentof twosamples
shallbe jointlycheckedbyuserRailways,RDSOand
firmsrepresentative.Afterclearanceof these two supplies restof
thequantity shallbesupplied.From
thetotalorderedquantity,Railwayshallsendtwosamplesforfrequencytest,costofthatshallbebornbythesupplier.

FunctionalRequirementSpecification(FRS)for5ringversionpistonandpistonringsfortheEMD710G3Bclassoflocomotiveengines:
1. Background:
IndianRailwaysplan todevelop5ringversionpistonandpiston rings
forEMD locomotives, toreduce lube oil consumption (LOC) and piston
ringwear. The existing EMD locomotive powerpack has 6ring groove
piston configuration inwhich top 4 rings are compression (
3chromeplatedand1ferrox filled) ringswhilebottom2areoil scraper
rings.The cylinder liner is laserhardened.A judicious combinationof
lesser numberofpiston rings canbe expected to reduce LOC
andpistonringwear.Itisthereforeproposedtoswitchoverto5ringconfigurationonIRsEMDtypelocomotiveengines.

MustMeetRequirements:The5ringpistonandpistonringsuppliermustmeetthefollowingrequirements:
Piston ring dimensions viz axial height, radial width etc and
mechanical properties like
tangentialloadetcshallbeasperEMDdrawings.NochangeintheexistingdesignofPowerAssemblyexceptthoseinpistonandpistonringsas
arenecessitatedduetoreductioninnumberofringsshallbeacceptable.
Theservicingintervalof5ringversionpistonandlifeofpistonringsshallnotbelessthan6
years. Thecompressionratioshallbe16:1.
Thelubetofuelratio(LFR)with5ringversionpistonandpistonringshallnotbehigherthan
0.5%.
BSFCshallnotbemorethan153.27gm/bhphrat8thnotch(4000HP/904rpm).
Peakfiringpressuresshallbelimitedto101.12barat8thnotch(4000HP/904rpm).
Existingcarrierpistonpin,cylinderheadandlaserhardenedcylinderlinershallbeused.
Proveoutandvalidation:Oneenginesetof5ringversionpistonsandpistonrings(iefor16
PowerAssemblies)shallbesubjectedtoperformancetestonRDSOsenginetestbed.Twopowerassembliesshallbedismantledaftertestingforcheckingabnormality,ifany,inpowerassemblies.
Subsequent tosuccessfulperformance testonRDSOsengine
testbedandnoabnormalitybeingobservedduringdismantling,the5ringversionpistonsandpistonringswillbefittedon
5 locomotive engineswhose performance shall bemonitored in the
field before anydecisionistakenfortheiradoptioninlargenumbers.
Fieldtrialsshallbecarriedoutonfivelocomotivesequippedwith5ringversionpistonsandpistonringpacksofthesupplierforaperiodof24months.
Attheendof24monthperiod,thepowerassembliesoftheselocomotivesshallbetakenoutandtheirconditionwillbechecked.
Compatibilityofsupplies:Theoffered5ringversionpistonsandpistonringsshallbeabletoworkwiththeexistingdieselfueloil,lubricants,andairintakesystem.
Regular supply: The prospective supplier shall submit an
undertaking to ensure regularsupply of 5ring version piston and
piston ring pack, preferably in sets, as spares and
forfitmentonthelocomotivesofIR.
Identificationandtraceability:Theoffered5ringversionpistonsandpistonringsshallhaveproperidentificationandtraceabilitytofacilitatefailureinvestigationandcompilationoflifecycledata.

Research&Development (R&D): The proposed 5ring version
of pistons and piston
ringsofferedbythesuppliershouldbebasedonappropriateR&D.Thesuppliershallexplainthemechanismof
theproposed5ringversionofpistonsandpistonringswhichwould lead
toachieving the performance parameters. The R&D involved shall
be carried out by
anorganizationofreputehavingadequateexperienceinthefield.

Theboltmanufacturedasperabovedetailsshallbeproventoberesistantto
loosening,shearing,
breakageetcduetovibrationandshock.
Theboltshallhavesuitablecoatingtowithstandthecorrosiveenvironmentwhichcorrespondsto
thefuelsystemoflocomotiveengine.
Atleast10locosets(ie10x32nos)ofboltshallbesubjectedtothefieldtrialsfor24months.
Thesuppliershallsubmitundertaking
inrespectofensuringregularsupplyofboltsover IRagainst
purchaseorders. Thebolts shallhavemarkings for identification in
respectofmake,dateofmanufacturingetc for
facilitatingfailureinvestigationandcompilationoflifecycledata.3.

FunctionalRequirementSpecification(FRS)forwaterlessenginecoolant.BriefTechnicalRequirements:Background:Thefunctionofenginecoolantistoprovideefficientheattransferfromtheengineandatthesametimepreventcorrosionandsealingofthemetalliccomponentsofthecoolingsystem.Heat
isgeneratedduringcombustionofthecompressedgaseousmixtureofairandfuel
inthe internalcombustion engine chamber. About 25 30% heat produced
is absorbed by the componentssurrounding the combustion chamber
like piston, cylinder liner, cylinder head etc. Unless the
heatgeneratedistakenawayfromtheseenginepartsanddispersedelsewhere,theenginecomponentsarelikelytofailunderthermalstresses.AlthoughNaturalwatercanmeetthebasicrequirementofcoolingofanengine,itsuseisnotpreferredbecauseitcontainsmanydissolvedsolidsandcorrosiveelements.Someofthedissolvedsolidsmayformscalesontheheatexchangersurfaceandreducetheheattransfercoefficient.Thesemayalsoacceleratecorrosion.Somemineralsgetcollected
in the formof sludgeatanelevated temperature.This
sludgemaygetdepositedinthelowpressurezonesandchokethepassageofcirculation.Theinsulationcausedbythescaledepositsresultsinunequalexpansionandlocalizedstress,whichmayeventuallyrupturetheengine
block, cylinder block, cylinder heads etc. To eliminate corrosion,
galvanic cell corrosion
andcavitationerosionetc.,distilledordemineralizedwateralongwithcoolingwatercorrosion
inhibitor isusedonlocomotivesDiesel Locomotives of IndianRailways
are having pressurized coolingwater system to ensure
propercoolingof theenginecomponents.Corrosion
inhibitorswhichareablendofchemicalcompoundsarealsoaddedtothecoolingwatersoastoprotectthepassagesintheenginecomponentsfromcorrosion,galvaniccellcorrosionandcavitationerosion.Waterlessenginecoolantsontheotherhandcontainnowaterandhaveahighboilingpoint(above1500C)whichismuchhigherthanthetemperatureatwhichenginesoperate.Waterlessenginecoolantsareexpectedtoimproveperformancecapabilities,reducemaintenancecostsandboostfueleconomy.Requirements:Indian
Railways are looking forward to develop water less engine coolants
for use on their
diesellocomotives.Theessentialrequirementsofsuchcoolantsshallbeasfollows:
Productshalladequatelytransferheatenergy.
Productshallnotdamagerubbercomponentsandotherenginecomponents.
Productshallbecompatiblewiththeexistingenginecoolants.
Productshallprovidepermanentcoolingprotection(notopupforentirelifetimeofengine)
Theproductshallreducefuelconsumption,carbonemissions,hazardouswaste.
Productshallhavealmostnoelectricalconductivity,corrosionandshallbenontoxic.
Nomodificationsinthecoolingsystemcomponentsshallberequired.
Theenginecoolantshallnotconstituteofamine,silicates,borates,phosphates,chromatesorany
other chemical consideredhazardous
toenvironmentandhuman/animalhealthas identifiedby

CPCB(Centralpollutioncontrolboard)guidelinesorvariousstatepollutioncontrolboardguidelines.Thecoolantconcentrateshouldconformtoenvironmentalsafetyconcerns.
Itshouldbenontoxic,environmentfriendlyandbeeasilybiodegradable.
Itshallleavetelltalemarksofleakageonmetallicsurfaces.
ProductshouldbecostcompetitivewiththeexistingcoolantapprovedforIRlocomotives.
Enginecoolantshouldhavebeeninusesuccessfullyonlargesizeddieselengines(above1500GHP).
Suppliershallprovidetechnicaldetailsandspecificationoftheproduct.
Therequiredquantityofcoolantsamplefor
labtest,fieldtrialsalongwithmetalcouponsshallbe
suppliedbythesupplierfreeofcosttotheplaceoftests/fieldtrials.
Labevaluation shallbedoneatRDSOs laband independent lab (NABL)asper
theconcentration
recommendedbythevendor.
Onsuccessfulcompletionoflabtests,theofferedproductwillbegivenaWorthyoffullscaletrial
(WOFST)statusandFieldtrialswillbecarriedoutonnotlessthanfivelocomotivesforaperiodof24months.
Onsuccessfulcompletionofabovefieldtrial,IndianRailwayswillpurchasetherequiredquantityofthecorrosion
inhibitorandsubject ittoextendedapplicationtrialon largenumberof
locomotives.Thenatureofmonitoringofthetrialmaynotbeasextensiveasthefieldtrialbuttheeffectonthelocomotivecomponentswillbemonitoredatamacro
levelforaperiodofat leastoneyear.Afterthe completion, the shedwill
submit completedetailson the consumptionpatternof
theenginecoolant,topup,experienceintermsofuserexposureeffectonskin,leakageidentification,umberofleakages,observationofrubbercomponentsandfailures,ifany.
Onsuccessfulcompletionoffieldtrialandsatisfactoryperformanceofwiderapplicationtrial,theproductwillbeapproved.
The supplier shall submit undertaking in respect of ensuring
regular supply of product over IRagainstPO.
ResearchandDevelopment (R&D)TheR&D involved shallbe
carriedoutbyanorganisationofreputehavingadequateexperienceinthefield.

FOG VISION SYSTEM

Brief Description This document contains the functional
requirement specification (FRS) for development of Fog Vision
System, which is expected to be work as a driving aid for
locomotive pilots in conditions of poor visibility especially dense
fog.The FRS requires use of multiple cameraimaging for enhancing
the visible light images to present a hybrid video of the situation
in the direction of travel. The equipment should be suitable for
use on locomotives of Indian Railways

FOREWORD This document is a functional requirement specification
of a locomotive driving aid which is expected to provide improved
visibility images (video) to the locomotive pilot. The FRS are
initial documents indicating the broad and functional requirements
of the equipment that is required. The specifications given in this
document are generic and are expected to change based on the
development of the project.

0 Introduction This specification covers basic technical
requirements of the Fog Vision System (FVS) for application on
Diesel Electric locomotives and any other self propelled vehicle
treated as train. These technical requirements cover basic features
of equipment. It is the responsibility of the manufacturer/supplier
to develop circuit/detail design to meet the requirements of this
specification.
1 Objectives and Scope of the specification This document lists
the functional requirements of fog vision system for use on diesel
electric locomotives of Indian Railways. This document has been
prepared with an aim of defining the requirements for development
of system which shall be capable of assisting the locomotive pilot
by enhancing visibility under dense fog for operating the trains
and locomotives. This document is a starting point for further
development of equipment specification, inspection and test
schedules required for deployment of equipment on Indian
Railways.
2 Terminology / Abbreviations SWIR: Short-wave infrared ( = 1.0
to 3 m) MWIR: Mid-wave infrared ( = 3 to 5 m) LWIR: Long-wave
infrared ( = 8 to 12, or 7 to 14 m) RADAR Imaging: Technology that
attempts to form a picture of the object by mapping the
electromagnetic scattering coefficient onto a two-dimensional
plane. HMI: Human Machine Interface
3 Brief description of the system/equipment/components The final
equipment is expected to contain the following major sub components
equipment. The list is indicative and the respondents shall provide
further details as per their own design.
Infrared Camera Visible Light Camera Radar Imager Control Desk:
Preferably software controlled through a suitable HMI using context
sensitive keys. Processing unit Interface to display data on
existing DIALS display of locomotive. Required cables and
interfacing equipment Hardware for mounting and cabling
4 General requirements The equipment is expected to meet the
following general requirements:
Shall be able to aid the driver under conditions of poor
visibility especially fog. FVS shall be universally suitable for
all types of sections of Indian Railways like single line,
double line, twin single line, multiple lines etc. Equipment
shall be suitable for mounting and operating on diesel electric
locomotive of Indian
Railways. Will have suitable interface to connect to existing
electronic equipment on the locomotive. Will be powered from the
locomotive power supply and power requirements shall not be
excessive.

5 Functional requirements The equipment shall address the
following functional requirements.
The equipment shall provide a driving aid to the locomotive
pilot. Under conditions of poor visibility, especially dense fog,
the equipment shall enhance range of visibility of upto 1 km or
better and display the same in the form of a real-time video on a
display screen located ergonomically near the operators seat. The
enhanced video shall be provided for use as a driving aid for the
locomotive pilot for driving under poor visibility conditions.
It should preferably use a hybrid image processing algorithm
which shall use multiple image stream sources i.e. like cameras
sensitive to SWIR, MWIR, LWIR and RADAR imaging and enhance visible
image suitably. This hybrid image so developed shall be provided as
a realtime (Firms are free to suggest different solutions which
meet the required end result).
The enhanced image should be displayed on a display mounted on
the locomotive control desk. It is suggested that the existing
control desk display system should be suitably interfaced for
displaying the enhanced image.
The system shall be capable of showing the enhanced image in
real-time and without perceptible latency at locomotive road speed
of upto 120kmph.
The system control should be implemented by a HMI which uses a
multi-mode display and context sensitive keys (like a mobile
phone). It should be possible to integrate the control desk to the
locomotive control display system at later stage.
6 Technical requirements The proposed system shall meet the
following technical requirements:
The system shall be suitable for working of the locomotive
supply which is supplied at nominal voltage of 72 VDC. Care should
be taken to accommodate the voltage variation permitted by the IEC
standard.
The system shall be required to be developed for providing the
driving aid display on AAR-590 compatible display systems for
locomotives. This shall be taken up at a later stage after the
initial proof of concept.
7 Safety requirements The equipment shall meet all statutory and
regulatory criteria required for safety of users.
8 Environmental/Climatic requirements The equipment shall
conform to environmental conditions detailed in the AAR-S-5702. In
addition, all requirements as mandated in the respective
specifications of the LCC and the pneumatic systems shall also be
applicable to the DPCS components interfacing with these locomotive
systems.
8.1 Minimum temperatures The minimum temperatures listed in the
AAR standard S-5702 is -400C. Such temperatures are not encountered
on the Indian Railway system. Hence the lower temperatures listed
in the standard shall be interpreted as -200C in lieu of -400C as
stipulated in the standard.
8.2 Reference environmental conditions The following is the
normal operating environment under which this equipment is required
to operate. This data is provided for guidance only. Atmospheric
temperature
Maximum temperature of metallic surface under the sun: 75C.
Minimum temperature: -10C (Also snow fall in certain areas during
winter season.)
Reference site conditions
Ambient temperature: 50C Humidity: 95-100% Altitude: 1776 m
above mean sea level
Humidity 100% saturation during rainy season Rainfall Very heavy

Atmospheric conditions
Extremely dusty and desert terrain in certain areas. The dust
content in air may reach a high value of 1.6 mg / m. In many iron
ore and coal mine areas, the dust concentration is very high
affecting the filter & air ventilation system.
Coastal area Humid & salt laden atmosphere with maximum pH
value of 8.5, sulphate of 7 mg per litre, maximum concentration of
chlorine 6 mg per litres and maximum conductivity of 130 micro
siemens/cm
Wind speed High wind speed in certain areas, with wind pressure

9 Documents required from supplier The respondent should provide
the following technical documents as part of their proposal.
In case of already developed systems, the equipment manufacturer
must provide to RDSO, the complete details of algorithms, design
and drawings required for the purpose of evaluation of the design
and its functionality. All documents shall be supplied in both hard
and soft (PDF) copies.
In case of new or developing design, the process of design of
the system clearly indicating the different stages, milestones and
project duration.
Performance specification of the equipment.
10 Tests for Verification & Validation The following tests
shall be conducted for testing the equipment for compliance and
suitability to requirements.
Visual check.
Verification of test certificates and reports submitted. Proof
of concept demonstration of the equipment under controlled
conditions. Verification of compatibility for fitment on
locomotive. Fitment and trials on locomotive Extended field trials
for performance evaluation. Performance shall be closely monitored
and
evaluated by RDSO for: o Reliability under actual operating
conditions o Advantages for locomotive operation and maintenance o
Maintainability of the system
Notwithstanding anything that may be specified in this
specification, the final responsibility for the suitability of the
design shall lie with the respondents and shall carry out all
modifications for satisfactory functioning during the period of
field trials. Any safety related modifications issued by IR are to
be carried out by the respondent.
11 IPR disclaimer The respondents must also provide the
following undertakings in signed copies.
11.1 Undertaking by equipment manufacturer All respondents shall
provide a signed copy of the undertaking on INFRINGEMENT OF PATENT
RIGHTS. The undertaking shall be as under
Indian Railways shall not be responsible for infringement of
patent rights arising due to similarity in design, manufacturing
process, use of similar components in the design & development
of this item and any other factor not mentioned herein which may
cause such a dispute. The entire responsibility to settle any such
disputes/matters lies with the manufacturer/ supplier.

Details / design/documents given by them are not infringing any
IPR and they are responsible in absolute and full measure instead
of railways for any such violations. Data, specifications and other
IP as generated out of interaction with railways shall not be
unilaterally used without the consent of RDSO and right of Railways
/ RDSO on such IP is acceptable to them.
11.2 Declaration of confidentiality of submitted documents by
manufacturers While submitting a new proposal/design, manufacturer
must classify their documents confidentiality declaration, such
