Aim and Objectives of the SeminarThe main aim of the seminar is to analyse legal, constitutional andpolicy perspectives relating to tribes for the purpose of securingsocial, economic and political justice to tribes and provide sugges-tions to the formulation of liberal and more inclusive policies fortheir development.Specifically the objectives of the seminar are as follows:1. To study different laws relating to SC & ST in India2. To examine the implementation of the various laws relating tothe SC & ST.3. To analyse the policies of the Union and State Governments relating to upliftment of SC & ST.4. To evaluate various welfare programmes and schemes which areimplemented for the upliftment of SC & ST.5. To review the different perspectives about the indigenouspeople in India.

This list is only illustrative in nature. The participants maychoose to present their papers on any of the topics re-lated to the main theme.

Submission Guidelines for presenters

We invite original, research papers and articles on the abovementioned themes for the national seminar.

While sending contributions the following guidelines must bestrictly followed.

The selection of papers for presentation will be based on theirrelevance, clarity and originality; the extent to which theyadvance knowledge, understanding and application of theirdomain; and their likely contribution towards inspiring furtherdevelopment and research.The cover page of the article shall contain: (i) Title of the article (in bold) (ii) Name(s) of authors(iii) Professional affiliation (iv) Address of correspondence and Email.

The second page should contain(i) Title of the article (Time New Romans 16, in bold) (ii) an abstract of the paper in about 300 words (Times Roman12 Point type, single spacing, in italics) (iii) keywords should be provided which encapsulate theprincipal topics of the paper (3-5 key words alphabetically).The abstract and research paper should be submitted to:[email protected]

Registration Fees for the seminar includes: Conference kit,Tea/Snacks, Lunch and a copy of abstracts. Registration feedoes not include accommodation and TA/DA or any othertravelling expenses. However, outstation candidates will beassisted with accommodation (twin-sharing) on paymentbasis. Participants have to register for the conferenceindividually and only registered participants will receive thecertificates and conference material.

GUIDELINES FOR ABSTRACT SUBMISSION: -An Abstract of the research paper, not exceeding 300 words,accompanied with a Covering letter containing: Title of thePaper, Full Name of the Author/authors, Complete Addresswith Contact Number and E-mail Address must be submittedas attachment via email to [email protected] (in lowercase)

The last date for submission of abstract is May 5, 2016.

- Notification of the accepted abstracts will be done on/before May 10, 2016. Selected abstracts of the papers will be published in the Bookof Abstracts. - The text of the abstract must be in – MS WORD FORMAT WITHTIMES NEW ROMAN, FONT OF SIZE 12 & WITH 1.5 LINESPACING.- Abstract must be accompanied with key words. - For Citation, MLA is to be followed.FINAL PAPER SUBMISSION: Following selection of theabstract, a final paper must be sent on or before of May 152016 and must be presented in person in the seminar. According to one of the leading newspapers of India it isestimated that Scheduled Castes and Scheduled Tribesconstitute 25% of the total population of India. Most of these

classes remain at the lowest stratum of the society, due to variousfactors like low level of literacy, education, health, primitiveoccupations and extreme levels of poverty, lack of control overresources and political participations. Since the education level islow among them, they cannot fight a legal battle to claim theirrights. As a result, they are falling into the trap of unlawful outfits.

India is a country with highly rigid caste-based hierarchalstructure with ascending orders of privileges descending order ofdisabilities, which has been in tradition for the last 3000 years. Thereis an overwhelming majority in the Country which is still backward-socially economically, educationally and politically. In the Indianscenario when we peep into the past of the role and status of theScheduled Castes and Scheduled Tribes, no major changes so far canbe discernible. Although a lot of development programmes andpolicies have been formulated for the overall upliftment of theseweaker sections of the society, no major breakthroughs have beenachieved so far.

After independence, t he Constitution of India piloted by Dr.Babasaheb Ambedkar prescribed certain protection and safeguardsfor the SCs and STs with the objective of promoting their educational,economic and political interests. The elite class among the ScheduledCaste and Scheduled Tribes is taking benefits of all the governmentalschemes running for their communities’ upliftment but on the otherside of the coin, there is a large majority of Scheduled Caste andScheduled Tribes who are still living a wretched life.

Globalization has helped the economy to revitalize itself but didlittle good to the Sc&STs in terms of enabling them to participate inthe economy. They have been hardly getting an opportunity tocontribute to the sectors that have expanded phenomenally due toeconomic reforms owing to their low skills, lack of adequate trainingand lack of confidence accumulated over centuries due to geographicand social exclusion. The establishment of power plants, constructionof mega irrigation projects, acquisition of lands –all ostensibly in thename of boosting the economy- have adversely impacted theirownership of their resource base. The six decades of developmentled to a progressive erosion of their traditional rights over their landresources including the forests. This can aptly be measured in termsof the lacunae in the laws, lacuna in the policy making and faultyimplementation. It is the high time for the people from the variousfraternities become aware about the issues related to the Indiantribal population. They should own up the responsibility of socialengineers and carve a niche for them, so that their issues can beresolved and more organized steps can be taken for their socialjustice. IMS Law College, Noida,takes this opportunity and proposesto organize a National Seminar on: “Development of SC &STs inGlobalised World: Legal Issues and Challenges” 21 May of 2016. Theseminar would give space for the academicians, researchers, judges,Advocates, think tanks, social activists and NGO’s to engage, shareand interact on various issues relating to Scheduled Castes andScheduled Tribes in India.
