According to Forest Code of 06.12.2006

Ministry of Defence, Ministry of Natural Resources and Municipalities provide fire management on their forested lands
According to Federal Law of 04.05.2011 #99 fire management operations provided by the organizations that have License. One of main requirements to obtain License is presence of Trained Personal
