- CHALLENGES:

ü About ¼ of national budget donor-funded

ü landlocked country, high transport costs ü fragile economy, external shocks, dependence on rain-fed agriculture and lack of skills

ü By 2015, Malawi will have reached 4 of 8 MDGs targets

3. The case of Malawi - 10 EDF results q Focal sector "Agriculture" 1.  Support to the Implementation of the Agriculture Sector

Wide Approach and Green Belt Initiative (69.1 € M)

SO: increase agricultural productivity and food security of rural communities through improvement of systems and processes, strengthening of implementation capacities and delivery of inputs.

Selected Results:

- development of medium and large scale irrigation schemes targeting 1,500 ha and 18,000 smallholder farmers.

- Strengthened institutions and increased involvement of key stakeholders i.e.: PER, G8 New Alliance on Food Security, national symposium on FISP (07/2013) and the Civil Society Agriculture network national Conference (08/2013)

3. The case of Malawi - 10 EDF results q Non-focal sector "Governance" 1.  Democratic Governance Programme (32.5 M EUR)

SO: ensuring access to quality justice through a more effective and responsive Judiciary, increased restorative and victim-friendly approaches in formal and informal systems, improved democratic accountability and oversight, and to ensure that all Malawians know and understand, and are able to claim, their rights and the services.

Selected Results:

EU supports National Initiative for Civic Education which is reaching out to communities in all districts of Malawi.

q Focal sector "TVET/Secondary education" 1.  Skills and Technical Education Program (32.6 M EUR)

Overall objective: empower the vocational education and training sector and its capacity to satisfy the economy’s need for skilled professionals through expansion and improvement of equitable and gender-balanced vocational education and training.

Expected Results: i)  i) increasing access to TVET- 4 technical colleges, 10 community

colleges and 10 community skills development centres will be rehabilitated

ii) ii) improving the quality and relevance iii) iii) strengthening the governance of the sectors.

Sustainable Agriculture (250 M EUR): q à Why: backbone of economy, numerous challenges,

EU biggest grant partner (aligned to ASWAp)

q à What: enhancing food and nutrition security and resilience to the effects of climate change. Accelerate agricultural production, value addition and market integration.

Secondary education and TVET (160 M EUR): q à Why: weak performance in in terms of quality and success rates, low access, retention and completion levels, lack of relevant skills

q à What: improving equitable access, supporting the sector's quality and relevance and improving governance and management.

à à Why: crucial for an effective EU contribution to the national development agenda in all areas of intervention.

à à What: improving public service performance and strengthening public financial accountability, improving the institutional capacities of oversight institutions for a more effective system of checks and balances and creating and effective and fair legal environment.

2.  Rural Infrastructure Development Programme (42 € M)

SO: improving the livelihood of rural population through infrastructure development. It includes 2 main components: 1) small scale rural infrastructure development; and 2) capacity development for the irrigation sector.

Selected Results:

between 2012 and 2015, rehabilitation of about 500 km of rural roads and 30 bridges per year. Providing 40,000 jobs.
