    ISO in briefISO is the International Organization orStandardization. ISO has a membershipo 163 national standards bodies romcountries large and small, industrial-ized, developing and in transition, inall regions o the world. ISOs port o-lio o over 19 000 standards providesbusiness, government and society withpractical tools or all three dimensionso sustainable development: economic,environmental and social.

    ISO standards make a positive contribu-tion to the world we live in. They acilitatetrade, spread knowledge, disseminateinnovative advances in technology, andshare good management and con ormityassessment practices.

    ISO standards provide solutions and

    achieve bene its or almost all sec-tors o activity, including agriculture,construction, mechanical engineering,manu acturing, distribution, transport,healthcare, in ormation and communi-cation technologies, the environment,energy, sa ety and security, quality

    management, and services.

    ISO only develops standards or which there is a clear marketrequirement. The work is carried out by experts in the subjectdrawn directly rom the industrial, technical and businesssectors that have identifed the need or the standard, andwhich subsequently put the standard to use. These expertsmay be joined by others with relevant knowledge, such asrepresentatives o government agencies, testing laboratories,consumer associations and academia, and by international

    governmental and nongovernmental organizations.An ISO International Standard represents a global consensuson the state o the art in the subject o that standard.

    Foreword

    B oth developed and developing country members o ISO need to keep up tospeed with new developments in the area o international standardization. This

    is not only valid or the sta o national standards bodies, but also or theirexperts (internal and external) and stakeholders who contribute to the develop-ment o standards, or who use and implement them.

    Obviously, the 163 ISO members have di erent needs and expectations dueto various actors such as institutional and legal rameworks, the size o theorganization and its place in the national economy, the resources at disposal,buy-in rom stakeholders, level o involvement in ISO technical work, etc. Devel-oping country members, who represent three-quarters o the ISO membership,

    constitute a special group with more specifc support needs.ISO has there ore developed technical assistance and training packages tailored tothe variety o needs o its members. This catalogue describes these various packagesand to whom they are addressed (this is Revision 1.0 o the catalogue, updated inMay 2012; please note that regular updates o this catalogue will be posted as andwhen necessary on ISO Online at www.iso.org/iso/education_and_training ).

    ISO members rom developing countries beneft mostly rom technical assistanceactivities delivered by ISO in the context o the implementation o the ISO ActionPlan or developing countries 2011-2015 thanks to fnancial support providedby donors and other ISO members. In accordance with the objectives laid downin the Action Plan , awareness-raising and capacity-building as well as support toparticipate in the technical work o ISO are the most important outputs.

    On the other hand, ISO members rom both developed and developing countries,who have the resources and who participate ully in the technical work o ISO,make the most o the various training courses that are provided in order to oper-

    ate e fciently and e ectively, using the most relevant in ormation technology (IT)tools and eServices. This ensures timely release o much-needed ISO deliverables.

    The technical assistance and training provided by ISO is absolutely critical orkeeping the ISO system primed and operating to the maximum e fciency. Weowe this not only to our members, but also to the international communitywho expects us to provide quick, credible and consensus-based solutions to anincreasingly complex world.

    I take the opportunity to commend ISO members who also contribute, on a

    bilateral basis, in providing assistance and training to other ISO members overand above what ISO is doing. I would also like to put on record the invaluablefnancial support provided by donors and ISO members to help developingcountries beneft rom much-needed technical assistance.

    All activities are planned and implemented by the Developmentand Training Services unit (DEVT) at the ISO Central Secretariat(ISO/CS).

    1.1 Technical assistance

    ISO technical assistance (TA) is targeted at developing countrymembers and consists o national, regional or global activitieson topics such as Raising awareness on standards Capacity building or managing national involvement in

    1.2 Training servicesTraining services (TS) are targeted at developing as well asdeveloped country members and consist o structured train-ing activities to assist ISO member bodies to better managetheir involvement in international standardization. The trainingactivities ocus on the trans er o knowledge and refnemento skills needed to meet the requirements associated with thedevelopment, production and dissemination o InternationalStandards.     22.1 Scope and funding

    The technical assistance provided to ISO members in developingcountries under the ISO Action Plan or developing countries2011-2015 is unded by donors or ISO members, and is based on

    the ollowing key principles : it needs to be objective-oriented,demand driven, ocused on delivery and geographically balanced.Participation in TA activities is ully unded with regard to airtravel, accommodation and subsistence allowance, except orad hoc sponsorships (please see 2.6 below).

    Customized courses based on one or more o the topics men-tioned in Section 1.1 can be organized upon request rom anyISO member body or correspondent member rom developingcountries. They may be held at the premises o the member. Cus-tomized courses may also be provided to regional or sub-regionalorganizations cooperating with ISO. The duration and contento the courses can be customized according to the needs o therequestor, including omission or expansion o topics accordingto the specifc requirements o the participants.

    2.2 Participation criteria

    Participation in all TA activities is by invitation only. ISO, throughDEVT, requests ISO members (member bodies, correspondentmembers, subscriber members) in the targeted countries tonominate candidates corresponding to profles specifed on acase-by-case basis.

    2.3 Objective oriented

    The ISO Action Plan is built around a goal, purpose and six keyoutputs as ollows :

    To contribute to improving developing countries economic

    growth and access to world markets, enhancement o the liveso citizens, ostering innovation and technical progress andachieving sustainable development when considered rom eacho the economic, environmental and societal perspectives.

    Purpose

    To strengthen the national standardization in rastructure indeveloping countries in order to increase their involvement in

    the development, adoption and implementation o internationalstandards in sectors and subjects o interest to them.

    Outputs

    1.Increased participation in ISO technical work

    2. Capacity built in standardization and related matters orISO members and their stakeholders

    3. Awareness improved on the role and benefts o InternationalStandards and their use. International Standards are there oreincreasingly used

    4. ISO members in developing countries strengthened at insti-tutional level

    All technical assistance activities carried out are ocused onachieving the above objectives. Also, per ormance is measuredagainst those objectives.

    2.4 Demand driven

    The annual technical assistance plan is established in responseto needs expressed by ISO members in developing countries andin light o uture developments oreseen by ISO in areas thatare o interest to them. The main sources or expressed needsare the results o the annual technical assistance survey that

    ISO conducts covering its developing country members.

    2.5 Focus on delivery

    Through the annual technical assistance plan, ISO delivers a rangeo technical assistance projects, using delivery methods mostadapted to the needs o ISO members in developing countries.

    The main delivery methods o technical assistance are theollowing :

    Seminars : Seminars are organized to raise awareness on aparticular topic among stakeholders involved in internationalstandardization or among users o International Standards romboth the public and private sectors. Seminars can be organizedon a global, regional or national basis, over two to three daysand usually involving between 50 and 200 participants.

    Workshops : Workshops enable the gather-ing o stakehol ders and/or experts, usually

    or three to fve days, to address a particulartopic in a structured manner. The workshopincludes an interactive element that allows

    or the exchange o in ormation and expe-rience, usually through smaller break-outgroups. Workshops are organized at theglobal, regional or national level and hosta care ully defned number o participants.

    Training courses : Training courses areprovided on specifc topics which enable

    the participants to take a more active rolein international standardization. The train-ing courses can host up to 20 participantsand are organized at the global, regional ornational level.

    Conferences : Con erences are held to shareand disseminate in ormation, rather than toteach or train. Con erences can be organized

    at the global, regional or national level. They are targeted at awide audience and can attract up to 200 participants.

    Training-of-trainers (ToT) courses : Training-o -trainers coursesare organized to help national standards bodies improve theircapacity to provide e ective training to national stakeholders anddelegated organizations involved in standardization and relatedactivities. Training-o -trainers courses typically last a week andare organized at the global, regional or national level. They areo ten ollowed by a series o courses delivered by those trained.

    Fellowships : These allow or specialized training or individualsrom developing countries in well-established member bodies

    dealing with their area o expertise.

    2.6 Sponsorships to attend ISO TC, SC or WG meetings

    A. ISO full members

    ISO o ers sponsorship to ull members in developing countries.This is to encourage wider participation by developing countriesat meetings o ISO technical committees (TCs), subcommittees(SCs) and working groups (WGs).

    Following sponsorship, ull members must take steps to set upa national committee (also called national mirror committee) onthe committee subject concerned. A national committee shouldinvolve stakeholders rom, or example, industry, business,governmental and regulatory agencies, consumer organiza-tions, testing laboratories, inspection and certifcation bodiesand academia and determine national consensus positions.

    Further sponsorship is conditional on members demonstratingsuch multi-stakeholder national committees are unctioning.

    B. ISO correspondent members

    ISO also o ers sponsorship to correspondent members to attendISO TC or SC meetings as observers.

    C. ISO subscriber members

    ISO does not o er sponsorship to subscriber members.

    D. Types of sponsorships

    ISO o ers two types o sponsorship to ISO members: ad-hocand project-based. Only one sponsored person can attend ameeting at a time.

    Ad hoc sponsorship:

    ISO provides air travel only (accommodation and subsistenceallowance not covered) or members to attend a TC, SC or WGo their choice.

    Full members must hold P- or O-membership in the relevant TCor SC. To attend WG meetings, ull members must already beP-members o the parent committee.

    Full members and correspondent members may beneft rom amaximum o three sponsorships a year. Members submit appli-cations or ad hoc sponsorships at their own initiative.

    Support to ull members to attend any TC or SC meeting asO-member will be granted only once. To continue benefting

    rom urther sponsorships, the member must become a P-membero the committee.

    Correspondent members will be sponsored only once to attenda given TC or SC as observer. To beneft rom sponsorship toattend urther meetings o these TCs or SCs, a correspondentmember should upgrade membership to ull member, and TCor SC membership to P-member.

    2.7 Training materials and reference publications

    Training materials and re erence publications on standardizationand related matters are prepared or ISO members in developedand developing countries.

    2.8 Geographically balanced

    Technical assistance is organized to beneft all ISO members indeveloping countries and is distributed in an equitable man-ner, as ar as possible, among the nine ISO regions. The currentISO regions o liaison are the ollowing :1. Arab2. Caribbean and Central America3. Central Asia4. Central and Eastern Europe5. Central and Western A rica6. East and South East Asia7. Eastern and Southern A rica

    8. South America9. South Asia

    2.9 Impact assessment

    Feedback rom participants having attended each training andawareness activity is compiled through a questionnaire that eachparticipant completes on the last day o the event. Such eedbackseeks to fnd out to what extent the activity provided the tools toenable the participants to better per orm their day-to-day workand whether their expectations were met. Such in ormation isused to continually improve technical content and delivery.

    The above assessment is urther complemented by an additionalprocedure or assessing impacts which consists o circulating,six to twelve months a ter the event, one questionnaire to eachparticipant having attended a regional or global activity and aseparate questionnaire to each NSB hosting a national, regional orglobal activity. The objective is to assess whether the ISO activityhas had a multiplier e ect at the national level and whether theNSB has undertaken steps to ensure a wider dissemination oknowledge gained by the participants it designated to attend.

    3.1 Scope and fundingRegular training courses on several o the topics mentionedin 1.2 above are o ered at the ISO/CS premises in Geneva, Swit-zerland, or ISO member bodies and correspondent members

    rom developed and developing countries.

    Customized courses based on one or more o the topicsmentioned in 1.2 can be organized upon request rom any

    ISO member body or correspondent member rom developed ordeveloping countries. They may be held either at the premiseso the member or in Geneva. Customized courses may also beprovided to regional or sub-regional organizations cooperat-ing with ISO. The duration and content o the courses can becustomized according to the needs o the requestor, includingomission or expansion o topics according to the specifc require-ments o the participants.

    The eLearning course ISO expert in international standardizationmanagement is a practical distance learning course o ered tothe sta o ISO member bodies and correspondent membersin key aspects o international standardization. The course ismanaged rom ISO/CS in Geneva.

    Collective regional courses on one or more o the topics mentionedin 1.2 may be conducted specifcally or developing countries.These courses are distributed equitably, as ar as possible, amongthe nine ISO regions.

    Training activities are either sel - unded by the participatingcountries or unded by the ISO budget or through donor undsas ollows. Geneva-based courses (no ee or registration and atten-

    dance but participants have to bear their travel, accommo-dation and subsistence costs)

    Customized courses (requesting member or organizationhas to bear all costs related to participants and is charged

    or trainers costs, calculated on a cost-recovery basis) ISO elearning courses ( unded by ISO or donors)

    Collective regional courses ( unded by ISO or donors)The courses are delivered by sta rom both ISO/CS and romthe ISO members themselves. Many o the courses providedare designed and delivered by the same persons responsible oroperating related activities and services at ISO/CS.

    3.2 Participation criteria

    The details regarding participation in the Geneva-based regulartraining sessions may also be ound on ISO Online at www.iso.org/iso/training_at_iso . Please note that these courses areo ered only in English. A circular letter rom the ISO Secretary-General each year in orms all members about the courses thatare o ered and invites applications. Applicants are registered on

    a frst-come frst-served basis, while e orts are made to ensureequal opportunity among the membership. Pre-registration orthe regular sessions should come through the relevant ISO mem-ber. The pre-registration orm or the regular sessions may be

    ound at www.iso.org/iso/dates_of_training_sessions_2012 .

    Participation in customized courses is determined by the request-ing organization which issues and manages invitations andparticipation.

    Participation in the eLearning courses is by invitation only througha circular letter sent by the ISO Secretary-General. Please notethat these courses are o ered only in English.

    Participation in collective regional courses is by invitation only.ISO, through DEVT, requests ISO members (member bodies,correspondent members) in the targeted countries to nominatecandidates corresponding to profles specifed on a case-by-case

    basis.

    3.3 Objectives and target groups for TS courses

    Each course is designed or a specifc audience. Some o thecourses are aimed at providing key pro essionals with the oppor-tunity to acquire or re resh the knowledge needed to manageISO committee work. These include both experienced and newly

    appointed secretaries and Chairs o ISO committees, and workinggroup (WG) convenors, as well as committee members.

    Other courses are designed specifcally or the sta o ISO mem-bers in order to help them per orm their roles. These include

    communication and marketing personnel, sta rom departmentsor international relations, and technical directors.

    More details about each course are provided in Section 5 below.

    3.4 Impact assessment

    The same general process o impact assessment as or TA activi-ties (see 2.9 above) is undertaken or TS activities, with due

    consideration given to the act that the latter address traineeshaving specifc roles in the standardization process.

    For awareness activities, the targets are pro essionalsrom the ood sector, including ood inspection agencies,

    responsible or implementation o ood sa ety managementsystems among companies involved at all stages o the

    ood supply chain

    For ToT, the aim is to train specialists/practitioners romindustry, government and academia with prior knowledgeo ISO 22000 on the theory and hands-on practice intraining design, delivery, evaluation and related skills. Thecontent also include substantive material about ISO 22000issues (including case studies) to enable the uture trainersto provide ISO 22000 awareness programmes in their owncountries
