COMM DEV FEBRUARY 2018 2017: THE YEAR OF ACCOMPLISHMENTS CITY OF HUNTINGTON BEACH DEPARTMENT OF COMMUNITY DEVELOPMENT General Plan Update In October 2017, the City Council approved a comprehensive update to the City of Huntington Beach General Plan. Last updated in 1996, the adoption of the General Plan Update was the culmination of a three-year long process that included over 30 public meetings, study sessions and hearings. The General Plan is the fundamental policy document of the City of Huntington Beach and serves as a policy guide for determining the appropriate physical development and character of Huntington Beach over an approximate 25-year planning horizon (to 2040). It provides the framework for management and utilization of the City?s physical and economic resources. The City updated its General Plan to ensure that the plan remains a useful tool, keeps pace with change, and provides workable solutions to current and future issues. The General Plan expresses the City?s goals and articulates the City?s intentions with respect to the rights and expectations of the general public, property owners, community interest groups, prospective investors, and business interests. The process to update the Huntington Beach General Plan relied on extensive public involvement with citizens serving on various committees and task forces and participating in community events, workshops, surveys, and planning activities. Featured components of the General Plan Update include: a new Community Vision statement, 10 Guiding Principles and updated goals, policies and implementation programs; streamlining and consolidation of the required General Plan elements, which include Land Use, Circulation, Environmental Resources and Conservation, Natural and Environmental Hazards, Noise and Public Services and Infrastructure; and introduction of a new Research and Technology land use designation, which was adopted to highlight and prioritize the City?s commitment to job growth and sustained economic vitality.

DEPARTMENT OF COMMUNITY DEVELOPMENT 2017 ACCOMPLISHMENTS

- Provided customer service to 22,075 public counter customers (88/day avg.)

- Answered over 105,000 telephone communications- Reviewed and approved 9,750 permits with a total construction valuation

of over $209,000,000- Performed 710 over-the-counter building plan reviews- Performed 827 extensive building plan reviews- Performed 1,665 plumbing, mechanical and electrical plan reviews- Scheduled and conducted 105 counter meetings with developers and

residents- Provided Project Coordination of 11 Large Projects- Customers scheduled 5,450 inspections via Online Inspection Requests- 3,700 public records were viewed by customers, using the department

kiosk system- Processed 740 new Certificate of Occupancies- Responded to 151 Public Records Request

- Continued inspections for several major projects including: Pacific City Apartments (Buildings 1-2), Monogram Residential Apartments, Waterfront Hilton Expansion, Springhill Suites Hotel (79,005 square feet & 126 guest rooms), Pierside Pavilion Expansion and Rainbow Disposal

- Completed inspections and final approvals on: Pacific City Apartments (Buildings 3-6, subterranean parking structure, amenities buildings, swimming pool and public park area), Pasea Hotel & Spa (195,060 SF; 250 guest rooms), Miguel?s Jr. and Sonic fast food restaurant with drive-thrus, Newman Medical Office Building, OSH Hardware, LA Fitness and 24HR Fitness Centers, and a new commercial building on Astronautics for Newlight Technologys

- Completed inspections and approvals for 7 new homes permitted in the Brightwater community

- Successfully met AB2188 plan check review & inspection deadlines for 715 residential photovoltaic solar permits

- Performed plan review for: four Parkside models of single family homes, Lebard (15 single family homes), and Oakmont Senior Assisted Living Facility

ADVANCE PLANNINGThe Advance Planning Division staff worked on numerous projects in 2017. A list of the major Advance Planning project actions is provided below:

- Processed a General Plan Amendment, Zoning Map Amendment, Zoning Text Amendment, Local Coastal Amendment, Tentative Tract Map, Conditional Use Permit, Coastal Development Permit, Development Agreement, and Mitigated Negative Declaration to amend the land use designations and establish the Windward Specific Plan for the subdivision and construction of 36 townhome units, open space, and associated improvements on 2.5 acres of an existing privately-owned 5-acre site and a 0.3-acre City-owned parcel; the project was approved by the Planning Commission and will ultimately result in the preservation of 8.7 acres of open space on the Bolsa Chica Mesa; met with Coastal Commission staff three times to discuss the proposed Local Coastal Program Amendment

- Processed a Zoning Text Amendment to amend the HBZSO to prohibit commercial/recreational sales and deliveries of non-medical marijuana and adopt regulations regarding non-medical marijuana cultivation to the Planning Commission and City Council

- Processed a Zoning Map Amendment, Zoning Text Amendment, Local Coastal Program Amendment and Negative Declaration to the City Council for changes to the Sunset Beach Specific Plan related to flood plain requirements.

- Commenced work on the Magnolia Tank Farm EIR, including issuing the Notice of Preparation and holding a 30-day public review and scoping meeting; the project includes 250 dwelling units and a 230,000 square foot lodge and will require four entitlements for consideration by the Planning Commission and City Council

- Processed a Zoning Text Amendment to establish a wireless permit approval process for small cell wireless facilit ies at the Planning Commission and City Council

CODE ENFORCEMENT

2017 ACCOMPLISHMENTS DEPARTMENT OF COMMUNITY DEVELOPMENT

In 2017, the Code Enforcement Division continued to see success in its efforts to maintain and improve the quality of life throughout the community through education, communication, and enforcement action. Over the course of the year, the Code Enforcement Division received over 7,750 complaints, generated approximately 3,600 new cases, closed 3,000 cases and conducted over 8,400 inspections, and successfully resolved almost 94% of all cases through voluntary compliance.

Ot her achievem ent s for 2017 include:

- January through November 2017 Code Enforcement has successfully closed thirteen (13) illegal Medical Marijuana Dispensaries, this includes recent citations resulting in $120,000 in punitive fines being upheld by a hearing officer

- In conjunction with Police, Fire and the City Manager?s Office, Code Enforcement conducted a presentation on Residential Drug & Alcohol/Sober Living Facilit ies to City Council

- Presentation to local realtors regarding ?Open House? signs and working with local real estate agencies to eliminate sign congestion

- Attended round-table discussions in Santa Ana related to medical marijuana dispensaries

- Attended round-table discussions in Newport Beach regarding short-term vacation rentals

- Attended ?Regulating Sober Living Homes? hosted by the City of Newport Beach.

- Coordinated efforts with the Public Nuisance Task Force to address 32 nuisance properties with the cooperation of the Police, Fire, Building, and Public Works departments, in addition to the City Attorney?s Office

- Issued over three hundred (300) notices to property owners advertising short-term vacation rentals

- CDBG 2017, successful code enforcement presentation to continue funding two full time code enforcement officers dedicated to the CDBG eligible areas

- Coordinated outreach effort with local residential activists within the Oak View community

- Code Enforcement Officers attended over 15 various CACEO and related professional development courses

- U.S. Open of Surfing 2017, code enforcement conducted 195 inspections/contacts

- Attended Trainings in the areas of Medical Marijuana Dispensaries, Short Term Vacation Rentals, and Regulating Sober Living Homes

- Continued work on the FEMA FIRM updates, including hosting a community meeting for residents of Huntington Harbour and Sunset Beach

- Commenced work on a Zoning Text Amendment to the Holly Seacliff Specific Plan to allow vehicle storage as a temporary use on the Cove property, located at the northeast corner of Gothard and Garfield, as directed by City Council

- Processed a Coastal Development Permit for ASCON to prepare the site for future cleanup - Processed an amendment to the Ellis Goldenwest Specific Plan in conjunction with the Dubar project that began as a

Code Enforcement complaint in 2006 and included five entitlement applications (ZTA 16-002, VAR 17-002, CUP 17-015, DR 09-001, GPC 17-004), a community meeting, tours of the site with Planning Commissioners, and ultimately resulted in approval by the Planning Commission on December 12th
