Public Hearing Consultation:
As per the Environmental Impact Assessment (EIA) Notification
dated
14th September 2006 read with amendments, the proposed thermal
power plant
project falls under ‘Category A’ with project or activity type
number ‘1(d)’, which
requires prior EIA for Environmental Clearance (EC) from the
Ministry of
Environment, Forest and Climate Change (MoEF&CC), Govt. of
India.
M/s. UPCL has obtained the Terms of Reference (ToR) from
MoEF&CC
for EIA of proposed 2x800 MW units. Hence, UPCL approached
CSIR-NEERI,
Nagpur to conduct EIA study for the purpose.
The present EIA report addresses the environmental impacts of
the
proposed power plant and suggests mitigation measures,
environmental
management plan along with environmental monitoring program. The
EIA report
is prepared based on the ToR issued by MoEF&CC, vide letter
no. J-
13012/12/2015-IA (T), dated 13, August 2015. After the
preparation of Draft EIA
in accordance of ToR letter the Public Hearing for this project
of “1600 MW
(2×800 MW) Coal Based Thermal Power Plant based on Ultra-Super
Critical
Technology” in notified industrial area at villages Yelluru and
Santhuru, Taluka
Udupi, Dist. Udupi in Karnataka State has been conducted on
10th
November,2016 at the Project Site at village Yelluru.

1. Plant area is located in Ecological sensitive zone as the
area is covered by Western Ghats at one side and Arabian Sea from
other side.
2. There was an agreement signed during the period of Mr.
Yadiyurappa was chief minister, regarding the compensation of seven
crore for the affected Fisherman, but only now the company had
released that 3.0 crore and another 4.0 crore has to be released
yet.

3.5.4 of this EIA report, proposed project is 30 km away from the
Ecological Sensitive Zone proposed under Western Ghats draft
notification-2015.

award/ compensation, if any. Till date the entire amount of award
has already been paid.
3. As per the company’s act 2013, an amount of 2% of average
profit during 3years is to be spent on CSR after 2014 onwards. UPCL
has always spent much more than the statutory requirements. For the
proposed expansion UPCL is committing the CSR fund even during the
project stage. The CSR budget committed is Rs. 35.0 crores as
capital during project stage and Rs.8.0 crores as a recurring
expenditure in operational phase irrespective of the profit. The
budget for the CSR is decided on the basis of need assessment study
and companies commitment towards sustainable development goals.

the money under CSR activities and donated 25 crores to the
different Grama Panchayaths for the development work.
4. Due to laying of pipeline for the discharge of hot water
there is a contamination at the discharge point and the fish
community also get affected by the discharge, there was a time when
whole Yermal village get affected by the sea erosion because of the
break water constructed by the company and that time because of his
effort, company has removed the break water wall and now there is
no erosion after removal of wall.
5. There are complaints regarding the adverse effect on
agriculture and health of the people and animal of that area and
asked the company representative to address them properly and asked
to fulfill the assurance given in this regard by the company which
is not implemented yet.

8. M.G. Nagendra Kurakalu Grama Panchayth Udupi

1. Environmental Impact Assessment for the proposed project,
NEERI has analyzed air, water, Noise, Soil samples from the
surrounding villages. The AAQ concentrations of various air quality
parameters at all locations were found to be below the stipulated
National Ambient Air Quality Standards-2009 (NAAQS-2009) and also
it infers that the air quality levels in the study area were of
fairly good quality.
On the basis of physico-chemical characteristics all the ground
water samples conformed to the drinking water quality standards
(IS-10500:2012) for most of the parameters.
Soil characteristics in the study area were analyzed by
collecting 12 soils samples within 10 km surrounding area. It has
been observed that the particulate size distribution in terms of
percentage of sand, silt and clay showed dominance of sandy loam
and loamy sand nature of soil. The bulk density was observed to be
varying from 1.0-1.5 g/cm3 which is considered to be moderate to
high. The porosity and water holding capacity of soils were in the
range of 42-64% and 29-64% respectively. The pH of soil was
observed in the range of 4.4-7.1 indicating strongly acidic to
alkaline nature of soil. Exchangeable sodium percentage ranged from
4.8-25.6% indicating that the soils are non-sodic to very strongly
sodic in nature.

2. The project proponent had proposed to acquire 702 acre land
for the expansion project and in their proposal they said that in
total acquired land area 93 percent land is agricultural land.

as the project claims there is no change in environmental aspects
in the industrial area and also said that the same NEERI had given
the report against kojentrix, even after installation of FGD also
this project is not viable to this area as the area is covered by
western ghats and wind speed is very low and land is very porous to
water and water table is also high hence the project is not viable
for this area.

state where this project may taken but asked the necessity to

sub-committee for verifying the findings of the said report. The
MoEF sub committee had submitted their reports vide letter no:
EP/12.1/83/Kar/1289 dated: 08 June 2012 concluded the company has
complying with the conditions of Environmental Clearance.
2. Expansion of the main plant is proposed partly within the
existing plant land and partly in the additional contiguous land.
Additional land proposed for expansion falls in survey numbers
already notified in Industrial Area in 1995 and 1998 in village
Yellure and Santhru under KIAD Act 1966 by the State Government of
Karnataka.
3. NEERI has carried out EIA study by scientifically collecting
baseline data of environment and predicted the impacts using Models
accepted by MoEFCC. NEERI has also recommended the mitigating
measures in the environment management plan. The NEERI report has
concluded that the proposed power plant may have certain level of
marginal impacts on the local environment. However, with the
implementation of the proposed pollution control and environment
management measures, even the insignificant impacts anticipated due
to construction and operation of the proposed power plant will be
mitigated. Further, development of this project will have certain
beneficial impact/effects in terms of bridging the electrical power
demand and supply gap. This will also provide employment
opportunities during construction as well as operational phase of
the project. Thus, in view of considerable

reached ambient levels around the discharge location and there will
not be any changes in the water quality in the coastal environment
or in the vicinity of the outfall due to these levels of
temperature and salinity.

and asked whether how much coal burnt for the plant, fly ash
generation in a day, how much fly ash and bottom ash will generate,
how much it will enter into the environment and what are the
effect. He said that these area will face same consequence as it
was in the endosulphon case with in 5 or 6 years. The mercury
content present in the fly ash will contaminate the soil, water
which in turn enter into our body through cattle and their milk and
lead to cancer.

NEERI has analyzed air, water, Noise, Soil samples from the
surrounding villages. The AAQ concentrations of various air quality
parameters at all locations were found to be below the stipulated
National Ambient Air Quality Standards-2009 (NAAQS-2009) and also
it infers that the air quality levels in the study area were of
fairly good quality. On the basis of physico-chemical
characteristics all the ground water samples conformed to the
drinking water quality standards (IS-10500:2012) for most of the
parameters. Soil characteristics in the study area were analyzed by
collecting 12 soils samples within 10 km surrounding area. It has
been observed that the particulate size distribution in terms of
percentage of sand, silt and clay showed dominance of sandy loam
and loamy sand nature of soil. The bulk density was observed to be
varying from 1.0-1.5 g/cm3 which is considered to be moderate to
high. The porosity and water holding capacity of soils were in the
range of 42-64% and 29-64% respectively. The pH of soil was
observed in the range of 4.4-7.1 indicating strongly acidic to
alkaline nature of soil. Exchangeable sodium percentage ranged from
4.8-25.6% indicating that the soils are non-sodic to very strongly
sodic in nature.
