INTRODUCTIONPotton Ltd proposes to provide 9 fully serviced plots for purchasers to self-build individually designed homes using Potton Ltd build systems.

Governed by the outline designs and vision of the Design Guide the houses can be tailored to meet individual budgets, design requirements and specification. The process offers a choice of build systems and build routes and provides an opportunity to increase equity, lowering risk whilst enabling the purchaser to build their style of home, tailored to their needs and not those of a conventional developer.

Having satisfied the requirements of the Authority’s Register as part of the Self Build and Custom Housebuilding Act, Plot Purchasers will be able to customise and construct their own Potton home.

Potton offer a full Design and Planning service to plot purchasers to enable the creation of a dwelling design based on their specific requirements, taking into account the Design guide as referred to within the Outline Planning Approval and any relevant Condition contained within the Approval.

Potton are part of the Kingspan Group plc and specialise in the design and construction of timber framed homes for the custom build and self- build markets, for people who want to have a say in the design of their home. The company was founded in 1964 and became part of the Kingspan Group in 2006. To date, Potton have built some 6,000 homes and have a database of over 50,000 people who have registered an interest in building a Potton home.

Potton will assist in the design and planning of your home and will supply the KTS insulated timber frame system, together with doors and windows, and more if required.

SELF-BUILD AND CUSTOM

HOUSEBUILDING ACT 2015

As of April 1st 2016, each relevant authority must keep a public register of individuals and associations who are seeking to acquire serviced plots of land in order to build houses to occupy as homes.

Each authority must have regard to each register when carrying out their functions relating to:

THE SITEThe site is a total of 2.74 acres, outlined in red. The adjacent property, also belongs to the applicant. There is a proposed commercial access road through the site to provide access to the adjacent business, which will divide the site in two. This will provide an alternative route for commercial vehicles, which will significantly reduce the impact on the village.

The planned land to the north-west of this proposed road is intended to be developed with provisions for 9 custom build plots, led by Lyndon Brett Partnership, supported by Potton.

The site is set in the Somerset village of Merriot, benefitting from the beautiful heritage and naturally diverse landscape of countryside living. The community is supported by amenities such as Tithe Barn community hall, The Swan Inn, petrol station and bowls club, amongst others. The site is well connected by road links (A356 and A303) to larger towns of Crewkerne and Yeovil, where rail links are with GWR and South Western Railway.

THE PROCESSPotton will deliver 9 serviced plots for purchase by Custom Builders. All infrastructure works including roads and sewers will be installed for each individual purchaser to complete and connect to, all in accordance with the Planning Consent.

FULLY SERVICED PLOTSEach plot will have connections provided for electric, water and BT at a convenient point set at the back edge of the footpath adjacent to the drive indicated on the Design Guide Layout. Easy connection into the sustainable drainage system will be available within each plot.

Each plot will be prepared to a formation level 300mm below the finished ground floor level directed by the Design Guide to the footprint indicated on each Concept and extended by up to 2m subject to plot boundary.

Boundaries to plots will be defined by the following:-• External boundaries by retained hedges or trees• Boundaries adjacent to roads by finished edging.• Divisional boundaries between plots by close boarded fencing and landscaping.

PLOT PURCHASER Having satisfied the requirements of the Authority’s Self-Build and Custom-build Register, Plot Purchasers will construct a personalised Potton home.

Potton offer a full Design and Planning service to plot purchasers to deliver architectural design, individual planning permission, building regulation submission, energy efficiency calculations and structural engineering services.

BUILD SYSTEMPurchasers may choose from a choice of systems offering alternative windows, doors and stairs as well as thermal performance and options to add further products.

ROUTES TO BUILDPurchasers may choose to manage the build themselves or take advantage of the extensive support services and partner network available from Potton, to utilize a Project Management Partner or Turnkey Build Partner.

THE DESIGN GUIDEThe Purchaser can therefore create a dwelling design based on their specific requirements, but taking into account the Design Guide as referred to within the Outline Planning Approval and any relevant Condition contained within the Approval.

The Design Guide describes a set of overall guidelines for the scheme and in particular sets expectations for the building form and external material specifications. This will include an indication of the maximum developable area and the build height restriction for each plot.

The Guide enables us to work with our customers and develop architectural designs for them safe in the knowledge that they will secure Detailed Planning Permission when submitted and give confidence to those granting Approval that expectations will be realised.

Potton will make a reserved matters application on behalf of each Purchaser to discharge each individual design, using a Plot Passport similar to theexamples on pages 18-19.

Rules of your build

Your home must be built within the 'build zone' and must not exceed the max. permissible Gross Internal Area (GIA) stated above for construction above ground. The footprint of your home does not need to fill the entire 'build zone' & can be positioned anywhere within it. This plot is for one detached unit with a max. of 5 bedrooms. The merging & subdivision of this plot is not permitted. Contract. Unit Completion must take place within 24 months of the Completion of Sales Your home must be no more than 8m as the maximum building height. This equates to 2 storeys. The maximum building height means the height of your home when measured from the approved ground level of the plot immediately adjacent to your home, to the top of the highest part of the roof excluding any external chimneys, flues, soil or vent pipes or other structures for renewable energy

generation.

2 car parking spaces (vehicle bays) must be provided on the plot and be a minimum of 2.5m x 5.5m in size. The position of parking bays is to your discretion. However, the position of vehicular access is fixed and must be located as shown on the Plot Plan overleaf. The minimum internal dimensions for a single car garage is 3.0m x 6.0m. Terraces, balconies and raised platforms above ground level are not permitted where they would extend beyond any wall forming a side elevation or any wall forming a rear elevation of your home. Front boundaries to be maximum 1.1m high. Front boundary means any boundary which is or would be forward of the principal elevation of your home. Side/rear boundaries to be maximum 1.8m high. The use of close-board/lap timber fencing along any public facing boundary is not permitted. All public

facing boundaries to be a native hedge mix consisting of equal amounts of Common Dogwood, Common Hazel, Guelder Rose, Field Maple & Wild Privet; or a single species hedge of Hornbeam; or a mortared natural limestone wall; or a timber post & rail or post & mesh fence (this can also be used as a secure boundary within a hedgerow boundary). Where hedgerows are installed, these are to be laid as double staggered rows & are to be cut approximately 150mm after 3-4 years of unrestricted growth. LANDSCAPE IMPACTRefer to LBP Landscape Appraisal January 2019

In January 2019, a Landscape Appraisal was produced by LBP, to analyse the existing conditions of the site and its context within the greater area, together with any effects that result from development of the site. The Appraisal was guided by both National and Local Policy require-ments.

In summary, the scale and pattern of the proposed dwell-ings have been guided with respect to the existing houses in the Tail Mill area. Front garden areas are provided to the front of dwellings and their associated garages in order to control and reduce the impact of car parking on the rural setting.

The site boundaries are proposed as hedgerows of Eng-lish origin species, appropriate to the outward-facing rural boundaries. The planted boundaries will help to reinforce and improve the landscape character of the areas, which has previously suffered from the removal of agricultural hedgerows.

The visual impact assessment has determined that the visual impact is restricted to the immediate area around the site, and is not discernible from longer and middle distance views. The site is screened by existing vegetation and is seen as in keeping with the context of other local buildings.

In conclusion, development of the site would not be harmful to the setting and significance of the heritage assets, but will enhance it. Particularly due to the prox-imity to the dominant industrial building, which will be screened by the proposed housing development and as-sociated landscaping. The overall setting of Tail Mills is en-hanced through the positive highway improvements and proposed built environment.

A view from the A358 main trunk road, looking towards the proposed site. The tail mill buildings towards the rear of the photograph visually join into the former mill workers’ cottages (Nos. 1-5 Tail Mill Lane). To the North of the mill workers’ cottages is the new build Potton House, completed in 2018. Further mill buildings extending to Nos. 8-14 Tail Mill Lane are largely obscured by tree planting. The rear elevations of Nos. 1-5 Tail Mill Lane face this viewpoint. The cottages located within in the locality are generally two storeys high and are lower in profile than the historic mill buildings. The view of the development would be mainly obscured from this viewpoint by the proposed tree and hedgerow planting to the Southwest of the proposed road. The village of Merriott is visible beyond the site and Tail Mill in the background.

This photograph demonstrates the view further along the public footpath, as shown in the previous photographic viewpoint (No. 6). The green-painted building is more prominent in this view and in contract to the Tail Mill buildings and cottages to the left of the view. The proposed development will enhance this view by screening the modern industrial building with more appropriate architecture and sensitive planting of natural species hedgerows and trees. A small orchard has been planted in the foreground, which will provide some intervening screening in the Summer months, once this is fully established.

In October 2018 a Historic/Heritage Asset Statementand Supplementary Planning Statement was completed to assess the impact of a potential development. It was concluded that development of the site would create a positive outlook by creating a new frontage to Tail Mill, masking the current industrial unit that is not aesthetically in keeping with the heritage of the area.

The images shown on this page describe the context of Tail Mill.

The proposed materials have been chosen to ensure that the development responds sensitively to its local context, with the principle materials commonly found in the sur-rounding environment. Hamstone is used predominatelywith a complimentary mortar colour to blend rather thancontrast with the stone. Pitched roofs will be finished in slate or clay tiles to provide continuity throughout the de-velopment and relate to the surrounding area.

The following pages describe the concept ‘ideas’ that demonstrate the proposed scale and features that will be included within the design guide, accompanied by the material palette.

The indicative street scenes on the next page show what the development could look like. With a particular focus on providing elevational treatment the the properties that back on to Tail Mill, in-keeping with the proposed ma-terial palette and elevational features
