The scope of the project includes increasing security for the archives from fire and inadequate environmental controls. A sprinkler system and fire suppression system appropriate for archival storage will be installed. The HVAC system will be replaced, and the archival stacks will be separated from the main library rooms in a secure wing with fire rated walls and access points. Operational efficiencies and public accessibility to the elevator will be improved. Architectural features will undergo a historic renovation and the structural roof framing will be reinforced. All of the items to be addressed will protect the published and unpublished materials relating to history, literature and culture of South Carolina which value is irreplaceable. The Library is available to the entire student body, faculty, and history researchers. The number of annual users is expected to be in the tens of thousands. The project was included on the 2017 CPIP as priority 3 of 9 for 2018. The source of funds for this project is a combination of State Appropriated funds through the Capital Reserve fund, which $5m was appropriated for this specific purpose in the 2015-16 budget, and $5m in private donations. The University received an anonymous donation in January 2017, which is being used in part for the renovation and the funds remaining will be used to create and upfit an exhibition space.     DESCRIPTION: The University of South Carolina requests to proceed the construction phase to renovate the entire 22,843 SQ footprint of the Library, constructed in 1840. The scope of the project includes increasing security for the archives from fire and inadequate environmental controls. A sprinkler system and fire suppression system appropriate for archival storage will be installed. The HVAC system will be replaced, and the archival stacks will be separated from the main library rooms in a secure wing with fire rated walls and access points. Operational efficiencies and public accessibility to the elevator will be improved. Architectural features will undergo a historic renovation and the structural roof framing will be reinforced.   • E&G MAINTENANCE NEEDS:

    The current building score for South Caroliniana Library based on the 2017 Building Condition Survey is a 35. Future maintenance of the renovated space will be funded from the Education and General Maintenance Reserve, which is replenished annually to address planned capital renewal projects. Maintenance of this facility is covered by the annual $80 per full-time student fee.

    ADDITIONAL ANNUAL OPERATING COSTS/SAVINGS:

    This project is not expected to impact the operating budget.
