ABSTRAK
Kecelakaan merupakan kejadian yang tidak diinginkan dan bisa terjadi kapan saja yang dapat membawa dampak kerusakan bahkan korban jiwa. Namun risiko dan dampak kecelakaan dapat diminimalisir dengan tindakan-tindakan preventif. Berdasarkan data kecelakaan KNKT, telah terjadi kecelakan 6 kapal kontainer sepanjang tahun 2007 dan 2008. Penelitian pada KM. Sinar Bintan milik pemerintah Singapura dengan radius pelayaran Surabaya-Singapura yaitu 752 mil dan memiliki kapasitas 241 TEU’s serta memiliki karakteristik yang berbeda dengan kapal lain yaitu ruang akomodasi berada didepan kapal sedangkan kamar mesin berada di buritan kapal. sehingga penelitian ini bertujuan untuk menegatahui desain akses optimum dan sistem evakuasi sehingga seluruh ABK dapat meninggalkan kapal dengan cepat dan aman saat kondisi darurat tidak dapat ditanggulangi lagi. Penelitian desain akses optimum dan sistem evakuasi ini menghitung waktu penyelamatan diri dari masing-masing rute, yaitu rute dalam dek dengan rute luar dek. Dengan menggunakan IMO Interim Guidelines. Kemudian disimulasikan sehingga mengetahui perbandingan antara perhitungan menggunakan IMO Interim Guidelines dengan software arena 5.0. Dari hasil penelitian didapatkan bahwa rute evakuasi optimum dan perbandingan antara hasil perhitungan IMO Interim Guidelines lebih besar dari pada perhitungan menggunakan software arena 5.0. Yaitu untuk hasil waktu evakuasi menggunakan perhitungan IMO Interim Guidelines dengan rute dalam pada siang hari adalah 37.10 menit, Sedangkan rute luar pada malam hari adalah 42.40 menit. Untuk hasil waktu evakuasi pada kamar mesin 43.8 menit. Sedangkan untuk hasil waktu evakuasi menggunakan simulasi software Arena 5.0 dengan rute dalam pada siang hari adalah 36.60 menit, Sedangkan rute luar pada malam hari adalah 41.76 menit. Sehingga solusi agar akses evakuasi lebih optimum maka sebaiknya ditambahkan rakit penolong pada buritan kapal agar risiko penyelamatan diri lebih minimal.

ABSTRACT
An accident is unwanted event and can be happened any time that make destroyed impact or victim event cause. But the risk and the accident impact can be minimized by prevention action. Based on accident data of KNKT, there were 6 containers ship’s accidents already in 2007 until 2008. Research on KM. Sinar Bintan is Singaporean govermet ship with sea going distance Surabaya-Singapore has 752 miles and has 241 TEU’s capacity and has and the different characteristic with other ship. The accommodation deck is at fore ship part and engine room is on after ship. This research is intended to know is the optimum acces and escape route design when emergency condition on KM. Sinar Bintan uncontrolled. Research of this optimum acces and escape route system design calculated the evacuation time escape route on each station to musterstation. The research of thisoptimum access route systemcalculated the evacuation time of escape route in the deck and outside deck by using IMO interim guidelines then the result is simulated in order to find the comparison of IMO interm guidelines with Arena 5.0 software.
From the research’s result, it canbe found that the optimum of evacuation route and the comparison of the evacuation time calculation IMO interim Guidelines is longer than calculation evacuation time with arena 5.0. there are for result evacuation time using IMO interim Guidelines calculation inside deck route on the day is 37,10 minute, For outside deck route on night by is 42,40 minute. And for evacuation time on engine room is 43,80 minute.The results with using Arena 5.0 simulations are inside deck route on the day is 36,60 minute. For outside deck route on night is 41,76 minute . To makes succesfull in escape route solution, so better if put on liferaft at after ship part therefore escape route risk can be minimized. BAB I PENDAHULUAN
1.1 Latar Belakang
Kecelakaan dapat terjadi pada kapal-kapal baik dalam pelayaran
berlabuh atau sedang melakukan kegiatan bongkar muat di pelabuhan meskipun
sudah dilakukan usaha untuk menghindarinya. Manajemen harus memperhatikan
ketentuan yang diatur dalam Health and Safety Work Act, 1974 untuk
melindungi pelaut, pelayar dan mencegah risiko-risiko dalam melakukan suatu
aktifitas diatas kapal terutama yang menyangkut keselamatan kerja, baik dalam
keadaan normal maupun darurat.
Kondisi darurat adalah kondisi dimana kebutuhan-kebutuhan pelayaran
untuk beroperasi normal dan kondisi sebagaimana lazimnya tidak bekerja
dengan baik dan akibat kegagalan pasokan dari sumber listrik utama. Dan yang
dimaksud dengan operasi normal dan kondisi sebagaimana lazimnya adalah
suatu kondisi dimana kapal secara menyeluruh, permesinan, layanan, usaha dan
bantuan propulsi mampu mengendalikan berlayar dengan aman. Aman atas
kebocoran, kebakaran, komunikasi internal dan eksternal dan tanda-tanda, jalan
penyelamatan dan winch sekoci telah sesuai dengan rancangan berada dalam
kondisi memuaskan. Secara keseluruhan bekerja dengan baik dan berfungsi
normal. (SOLAS, 2004 chapter II).
Berdasarkan data yang diperoleh dari Komite Nasional Kecelakaan
Transportasi (KNKT), sedikitnya ada 6 kecelakaan kapal container sepanjang
tahun 2007 dan 2008 dengan sebab yang bervariatif.
Pada KM. Sinar Bintan yang berjenis kapal container dengan panjang
kapal 86 meter memiliki keunikan desain. Yaitu ruang akomodasi terletak pada
bagian depn kapal dan kamaar mesin pada bagin belakang. Sedangkan kegiatan
di kamar mesin harus selalu terdapat awak kapal sedangkan sekoci hanya
terletak pada ruang akomodasi. Sehingga perlu dilakukan desain akses optimum

dan sistem evakuasi saat kondisi darurat pada kapal tersebut. Optimum yang
dimaksud disini adalah anak buah kapal (ABK) semaksimal mungkin dapat
memanfaatkan waktu yang terbatas dengan jarak terjauh antara lokasi pekerjaan
ke muster station. Sehingga peluang risiko hambatan saat proses pelarian diri
dalam keadaan darurat dapat diminimalisir.
1.2 Rumusan Masalah
Agar proses penelitian dapat berjalan dengan lancar, maka perlu
diketahui masalah-masalah yang timbul saat proses pengerjaan penilitian,
“Ide dasar ari simulasi adalah dengan membangun alat peraga sebagai percobaan
yang hampir menyerupai (simulator) dari sistem dalam mempelajari respon tiap-
tiap variable dalam waktu yang lebih cepat dan dengan biaya yang lebih murah”.
Peranan simulasi adalah membantu merespon adanya perubahan yang
terjadi dalam suatu sistim akibat pengaruh internal maupun eksternal. Tujuan
penggunaan simulasi adalah (Law, 1991) :
a. Memahami perilaku sistem.
b. Membuat teori-teori atau hipotesis dari sistem yang diamati.
c. Menggunakan teori-teori atau hipotesa tersebut untuk memperkirakan perilaku
sistem yang akan datang yaitu hasil atau efek yang dihasilkan apabila terjadi
perubahan-perubahan dalam sistem atau dalam teknik operasi sistem.

2.7.1 Simulasi dengan menggunakan software arena 5.0
Salah satu program yang cukup familiar untuk digunakan sebagai
pendukung simulasi adalah arena. Software arena merupakan suatu proses
merancang suatu model sistem nyata di lapangan dengan tujuan memahami
perilaku sistem dan mengevaluasinya untuk meningkatkan perfomansi suatu
sistem. Software ini dilengkapi dengan input analyser yang berguna untuk
mengetahui distribusi dari se kelompok data. Hasil dari aplikasi ini dapat
langsung digunakan dalam software.
a. Basic process arena
Merupakan modul-modul dasar yang digunakan untuk simulasi.
Template dari basic process ini dari beberpa modul, yaitu:
1. Create
Modul ini digunakan untuk mengenerate kedtangan entity
kedalam simulasi.

2. Dispose
Modul ini digunakan untuk mengeluarkan entity dari sistem.

Record entity statistik: digunakan ubtuk mencatat output standart

3. Process
Modul ini digunakan untuk memproses entity dalam simulasi.

Allocation: jenis aktivitas yawajtu transfer ng terjadi pada modul ini,
terdiri dari beberapa jenis antara lain:
Value added : pada prose yang dilakukan terjadi penambahan nilai
dari material input menjadi output.
Non value added : tidak terjadi proses penambahan nilai dari
material input menjadi output (misalkan kegiatan inspeksi)
Transfer : waktu transfer dari satu tempat ke tempat lain.
Wait : waktu tunggu sebelum entity melakukan aktivitas berikutnya.
Other
4. Decide
Modul ini digunakan untuk menetukan keputusan dalam proses,
didalamnya termasuk beberapa pilihan untuk membuat keputusan
berdasarkan 1 atau beberapa pilihan.

Type : mengidentifikasikan apakah keputusan berdasarkan pada
kondisi dan dapat dispesifikan menjadi beberapa jenis, yaitu:
2-way : digunakan jika hanya untuk 1 kondisi benar atau salah.
2-way by chance : mendefinisikan satu atau lebih presentase.
2-way by condition : mendefinisikan satu atau lebih kondisi.
N-way : digunakan untuk berapapun jumlah kondisi.
5. Batch
Modul ini digunakan untuk menggabungkan beberapa
entity/assembly.

6. Separate
Modul ini digunakan untuk men-disassembly hasil dari modul batch,
atau juga bisa diasumsikan sebagai aliran entity yang terpisah. Misal
pada sistem rumah sakit pasien membawa resep dokter, maka aliran
antara entity pasien dengan resep akan berbeda pada titik-titik
tertentu.

7. Assign
Modul ini digunakan untuk memasukkan nilai baru pada variable,
entity atribute, entity type atau variable lain pada sistem.

Moodul ini digunakan untuk memunculkan data statistic pada model
simulasi, type data statistik yang dapat dimunculkan seperti waktu
antar kedatangan.

9. Hold
Modul ini digunakan untuk menahan entity hingga saat yang
ditentukan. Misal pada saat penumpang kapal menunggu alarm
berbunyi. Untuk menahan penumpang hingga alarm berbunyi
menggunakan modul hold.

b. Modul pergerakan secara umum
Modul ini berfungsi dalam hal-hal yang berkaitan dengan stasiun kerja
dimana entity akan diproses. Dibagi beberapa jenis, yaitu :
1. Enter
Adalah modul yang menggambarkan bahwa entity telah selesai
berada dalam sistem dan baru masuk kedalam akhir sistem. Enter
bukan berarti baru masuk kedalam sistem dan kemudian
mengawalinya dari awal, tetapi diartikan sebagai sesuatu yang
termasuk kedalam akhir sistem. Biasanya dalam menggunakan
modul enter didahului oleh station, leave baru enter.

2. Leave
Adalah arah dimana entity meninggalkan proses transfer dari entity.
Dalam modul ini dijelaskan bahwa leave ini adalah suatu tempat
pusat entity yang mana entity akan bergerak menuju dan
meninggalkannya.

3. Station
Modul ini menggaambarkan tempat dari seluruh aktivitas baik
proses maupun pergerakan entity dalam sistem.

4. Route
Modul ini digunakan untuk menentukan arah pergerakan dari entity
dalam station tanpa menggunakan alat bantu seperti forklift,
conveyor dan sebagainya.

Modul ini digunakan untuk memilih alternative station.

2.7.2 Tampilan program arena
Setelah klik icon pada program panel, maka akan terlihat windows
sambutan tiap mengawali pekerjaan dengan program arena 5.0. pada

BAB III METODE PENELITIAN
3.1 Menentukan Topik/ Tema Penelitian
Dalam melakukan penelitian atau dalam hal ini disebut tugas akhir, maka
pada tahap awal yang harus dilakukan adalah penentuan judul. Hal ini
dimasukkan dalam metode penelitian proposal agar dapat mengetahui komponen-
komponen apa saja yang termasuk dalam penelitian. Sehingga dalam proses
pengerjaan tugas akhir nantinya dapat mengetahui gambaran secara umum dan
langkah-langkah apa yang harus diambil dalam pengerjaan tugas akhir.
3.2 Menentukan Objek Kapal
Setelah menentukan judul sebagai topik yang akan diangkat, langkah
selanjutnya adalah mencari objek kapal untuk melakukan penelitian. Dalam tugas
akhir ini kapal yang akan dijadikan objek penelitian adalah KM. Sinar Bintan
yang berjenis kapal container.
3.3 Pengumpulan Data
Pengumpulan data yang dimaksud disini adalah pengumpulan tentang dimensi
kapal, jumlah ABK, radius pelayaran serta waktu satandar yang dibutuhkan tiap 1
langkah (feet/sec) sebagai acuan dasar menghitung salah satu output dari tugas
akhir ini yaitu menghitung waktu yang dibutuhkan ABK untuk mencapai muster
station.
3.4 Pengumpulan Literatur
Dari gambaran umum yang didapat saat penentuan judul tugas akhir, maka
dapat ditentukan point-point apa saja yang akan dibahas lebih lanjut. Tentu saja
pembahasan tersebut tidak lepas dari literatur-literatur yang berhubungan dengan
pembahasan. Sehingga dalam pemahaman bahasan akan lebih ilmiah dan
mendasar.

3.5 Menentukan Musterstation
Berdasarkan literatur yang didapat, maka dapat menentukan muster
station yang sesuai dengan syarat-syarat yang telah ditentukan.
3.6 Membuat Lay out Rute Evakuasi
Setelah diperoleh muster station, langkah selanjutnya adalah membuat
layout rute evakuasi menuju muster station.
3.7 Menghitung Waktu yang Dibutuhkan ABK ditiap Dek untuk Menuju
Musterstation
Perhitungan waktu ini digunakan untuk mengetahui berapa lama waktu
yang dibutuhkan untuk mencapai musterstaion. Jika sudah memperoleh hasil,
langkah selanjutnya adalah membandingkan dengan standar waktu yang
diperkenankan oleh SOLAS untuk mencapai muster station. Jika memenuhi
maka ke langkah selanjutnya. Jika tidak memenuhi maka kembali ke
perancangan layout rute evakuasi.
3.8 Membuat Prosedur Tiap Jenis Keadaan Darurat
Prosedur dibuat berdasarkan tiap jenis keadaan darurat dengan batasan
masalah yang telah ditentukan sebelumnya.

BAB IV
ANALISA DAN PENGOLAHAN DATA
4.1 Data Kapal
KM. Sinar Bintan adalah kapal container dengan kapasitas 241 Teu’s, 16
awak kapal dan rute pelayaran ke seluruh Indonesia. Adapun dimensi utama kapal
adalah panjang 86 m, lebar 20 m, tinggi dek 5.7 m dan tinggi sarat kapal 4 m.
Ruang akomodasi kapal terletak pada bagian depan dan kamar mesin terletak di
bagian buritan kapal.
4.2 Deskripsi Sistem
Adalah salah satu tahapan yang dilakukan untuk analisa penyelamatan diri.
Deskripsi sistem ini dilakukan dengan beberapa langkah. Yaitu:
1. Mengidentifikasi muster station.
muster station adalah tempat berkumpulnya para awak kapal saat kondisi
darurat . Adapun syarat-syarat pada muster station sebagai berikut:
a. Di tempat terbuka (geladak cuaca).
b. Dekat dengan embarkation station.
c. Mudah diakses.
d. Luasnya cukup untuk seluruh ABK berkmpul.
Sehingga pada KM. Sinar Bintan untuk muster station ditentukan di poop
deck. Yaitu di sisi starboard maupun di sisi portside dekat dengan
embarkation deck dengan rincian luas masing-masing sebagai berikut:
Muster Station I : 1.9 m x 1.24 m = 2.34 m2
Muster Station II : 1.9 m x 1.24 m = 2.34 m2
. Untuk lebih jelasnya, letak muster station akan ditampilkan pada layout rute
penyelamatan diri.
2. Mengidentifikasi embarkation station
embarkation station adalah tempat pemberangkatan untuk meninggalkan
kapal saat kondisi darurat setelah semua berkumpul di muster station dan

telah ada koordinasi. Jika semua perlengkapan ABK yang diperlukan telah
siap, maka lifeboat siap di launching untuk meninggalkan kapal.
3. Mengidentifikasi escape route
Escape route telah ditentukan dengan memilih jarak terdekat dari masing-
station ke muster station terdekat.
4. Mengidentifikasi life saving appliance
Sesuai dengan ketentuan SOLAS, tiap kapal harus mempunyai life saving
appliance sesuai dengan kebutuhan dan jumlah yang telah ditetapkan. Untuk
perawatannya harus selalu diperhatikan. Yang berdasarkan SOLAS dengan
cara inspeksi secara visual dan kelayakan tiap kapal akan melakukan
perjalanan, tiap minggu juga tiap dilakukan abandon ship and fire drill. yang
dilakukan tiap bulan. Dan setiap 12 bulan harus diganti. Namun jika masih
bagus dan bias dipakai, maka maksimal tiap 17 bulan harus diganti. Tetapi
sebaiknya sebelum 12 bulan life saving appliance diganti lebih baik.
4.3 Asumsi
Berdasarkan IMO Interim Guidelines, terdapat 9 asumsi pokok yang
dilakukan agar dalam pemahaman studi kasus lebih jelas dan meminimalisir
kerancuan. Dan berikut adalah beberapa asumsi yang telah ditentukan.
1. Penyelamatan diri dimulai pada saat yang sama oleh semua ABK. yaitu saat
alarm dibunyikan, terjadi Awarness..
2. Semua penyelamatan diri ABK melewati rute penyelamatan diri utama.
3. Kecepatan jalan diambil berdasarkan perhitungan densitas.
4. Semua ABK telah mengikuti BST (Basic Safety Training) dan dalam
kondisi sehat.
5. Counterflow dihitung dari factor Counterflow
6. Jumlah ABK adalah 100%. Yaitu 16 orang.
7. Ketersediaan rancangan pelarian diri telah diperhatikan.
8. Semua ABK dapat bergerak tanpa ada halangan.
9. Efek dari pergerakan kapal, kemampuan melihat saat ada asap dan lain-lain
telah dihitung dalam safety factor.

4.4 Sijil Darurat
Dibuat untuk menentukan job description masing-masing ABK agar terjadi
koordinasi yang baik saat kodisi darurat terjadi. Berikut adalah sijil darurat
berdasarkan buku diklat Basic Safety Training oleh Pertamina yang telah
disesuaikan dengan jumlah ABK.

4.5 Skenario Kerja
Skenario yang dimaksud adalah asumsi aktivitas kerja saat terjadi kondisi
darurat yang harus meninggalkan kapal. Sedangkan aktivitas kerja dalam skenario
dibagi menjadi 2. Yaitu kondisi siang dan kondisi malam. Berdasarkan IMO
Interim Guidelines, yang membedakan kondisi malam dan kondisi siang adalah
pada awarness. Jika kondisi malam, maka awarness adalah 10 menit. Sedangkan
untuk siang hari, awareness adalah 5 menit. Berikut adalah skenario aktivitas
kerja saat terjadi keadaan darurat. Dengan asumsi ABK berada pada tempat kerja
masing-masing untuk yang bekerja dan berada pada kamar masing-masing untuk
yang beristirahat.

Adalah perhitungan jumlah keseluruhan dari awareness (A), travel time (T)
serta embarkation and launching time (E+L). Dimana berdasarkan SOLAS
reg.III/21, untuk E+L adalah tidak lebih dari 5 menit. Dan dalam perhitungan
yang dilakukan adalah perhitungan T telah memasukkan safety factor
didalamnya. Asumsi kebakaran berada pada bagian kapal yang rawan timbul api
yaitu kamar mesin.
4.8.1 Waktu penyelamatan diri dengan skenario kerja siang hari

Pada Main Deck terdapat 2 ABK dengan luas koridor escape route
10.9 m2. Maka didapatkan densitasnya:
Dkoridor = 2/10.9 m2

= 10-3 p/m2.

INTERIM GUIDELINES FOR A SIMPLIFIED EVACUATION ANALYSIS ON RO-RO PASSENGER SHIPS
1 The Maritime Safety Committee, at its seventy-first session (19 to 28 May 1999), noted that underSOLAS regulation II-2/28-1.3, ro-ro passenger ships constructed on or after 1 July 1999 are required toundergo an evacuation analysis at an early stage of design.
2 The Committee, noting that computerized simulation systems are still under development, decidedthat a simplified interim evacuation analysis method was needed and approved the Interim Guidelines fora simplified evacuation analysis on ro-ro passenger ships, as set out in the annex.
3 Member Governments are invited to bring the annexed Interim Guidelines to the attention of thoseconcerned and use the provisions contained therein, as appropriate, in conjunction with the relevantrequirements of SOLAS regulation II-2/28-1.3.
4 Member Governments are invited to:
.1 collect and submit to the Sub-Committee on Fire Protection for further consideration anyinformation and data resulting from research and development activities, full-scale testsand findings on human behaviour which may be relevant for the necessary future upgradingof the present interim guidelines; and
.2 submit to the Sub-Committee on Fire Protection information on experience gained in theimplementation of the Interim Guidelines, as well as in trial applications of the InterimGuidelines to high-speed passenger craft.

INTERIM GUIDELINES FOR A SIMPLIFIED EVACUATION ANALYSIS OF RO-ROPASSENGER SHIPS
1 GENERAL
1.1 In addition to the relevant requirements applicable, ro-ro passenger ships’ escape routes arerequired to be evaluated by an evacuation analysis early in the design process, underSOLAS regulation II-2/28-1.3.
1.2 The purpose of the guidelines is to provide information indications on how to execute a simplifiedevacuation analysis and use its results to:
.1 identify and eliminate, as far as practicable, congestion which may develop during anabandonment, due to normal movement of passengers and crew along escape routes,taking into account the possibility that crew may need to move along these routes in adirection opposite the movement of passengers; and
.2 demonstrate that escape arrangements are sufficiently flexible to provide for the possibilitythat certain escape routes, assembly stations, embarkation stations or life-saving appliancesand arrangements may be unavailable as a result of a casualty.
2 DEFINITIONS
2.1 Passenger load is the maximum number of passengers on board.
2.2 Crush conditions is the maximum allowable density in escape routes or spaces, fixed at 3.5pers./m².
2.3 Awareness time (A) is the time it takes for passengers to process and react to the situation. Thistime begins upon initial notification (e.g. alarm) of an emergency and ends when the passenger hasaccepted the situation and begins to move towards an assembly station.
2.4 Travel time (T) is defined as the time it takes for all persons on board to move from where they areupon notification to the assembly stations and then on to the embarkation stations.
2.5 Embarkation time (E) and launching time (L) is the sum of which defines the time required toprovide for abandonment by the total number of persons on board.
3 METHOD OF EVACUATION
The steps in the evacuation analysis are:
3.1 Description of the system
.1 Identification of assembly stations.
.2 Identification of embarkation stations.
.3 Identification of escape routes.
.4 Identification of life-saving appliances.

3.2 Assumptions
This method of estimating evacuation time is basic in nature and, therefore, common evacuation analysisassumptions should be made as follows:
.1 all passengers and crew will begin evacuation at the same time, and will not hinder eachother;
.2 passengers and crew will evacuate via the primary escape route;
.3 walking speed depends on the density of persons and the type of escape facility, assumingthat the flow is only in the direction of the escape route, and that there is no overtaking;
.4 no passengers or crew have disabilities or medical conditions that will severely hampertheir ability to keep up with the flow;
.5 counterflow is accounted for by a counterflow factor;
.6 passenger load is assumed to be 100% (full load);
.7 full availability of escape arrangements is considered;
.8 people can move unhindered; and
.9 effects of the ship’s motions, passengers’ age and disability, restricted visibility due tosmoke, etc., are accounted for in a safety factor.
3.3 Scenarios to be considered
3.3.1 As a minimum, two scenarios should be considered for the analysis, namely night time (Case 1)and day time (Case 2), as per resolution A.757(18).
3.3.2 The initial distribution of persons on board for these two scenarios should be based uponparagraph 3.2 (Cases 1 and 2) of resolution A.757(18).
3.3.3 Additional relevant scenarios can be considered, as appropriate.
3.4 Calculation of the evacuation time
The following components should be considered:
.1 The Awareness time (A) should be assumed to be 10 min in night scenarios and 5 min indaylight scenarios.
.2 The method to calculate the Travel time (T) is given in the appendix.
.3 Embarkation time (E) and launching time (L).

3.5 Performance standard
The following performance standards, as illustrated in figure 3.5, should be complied with:
Calculated evacuation time: A + T + b (E + L) < 60' (1) E+ L < 30' (2)
Performance standard (1) is derived from resolution 4 of the 1995 SOLAS Conference.Performance standard (2) complies with SOLAS regulation III/21.1.4.

3.6 Calculation of E + L
.1 E + L should be calculated based on:
.1.1 the results of full scale trials on similar ships and evacuation systems; or
.1.2 data provided by the manufacturers, however, in this case, the method ofcalculation should be documented including the value of particular safety factorused.
.2 In case neither of the two methods can be used, E + L is assumed to be 30 min.

3.7 Identification of congestions
3.7.1 The presence of congestion should be verified on the basis of the following criteria:
.1 crush conditions; and
.2 significant queues (accumulation of more than 1.5 persons per second between ingress andexit from a point).
3.7.2 Details on identification of congestion are provided in the appendix to these guidelines.
3.8 Flexibility of arrangements
3.8.1 The unavailability of a single embarkation station or any life-saving appliances and arrangementsshould be fully compensated by the capacity of the other embarkation stations or life-saving appliances andarrangements on the same embarkation deck.
3.8.2 Unavailability of corridors, stairways, doors, etc., is accounted for in the safety factor.
4 CORRECTIVE ACTIONS
If the total evacuation time calculated as described in paragraph 3.5 is in excess of 60 min, correctiveactions should be considered at the design stage by suitably modifying one or more components in theevacuation system (e.g., escape routes, life-saving appliances, etc.) In this case, the evacuation time shouldbe recalculated.
5 DOCUMENTATION
The documentation of the analysis should report the following items:
.1 the basic assumptions for the analysis;
.2 a schematization of the layout of the zones subjected to the analysis;
.3 the initial distribution and density of persons immediately before the evacuation at least intwo cases (daytime and night-time);
.4 the parameters of the initial movement of the persons;
.5 the method for the analysis, if different from these interim guidelines;
.6 the overall time; and
.7 the congestion points and the significant queues.

METHOD TO CALCULATE THE TRAVEL TIME (T)
1 PARAMETERS TO BE CONSIDERED
1.1 Effective width (W )e
In order to accommodate lateral body sway and assure balance, persons moving through the escape routesmaintain a clearance from walls and/or other fixed items (e.g. handrails, fixed seats, etc.). The effectivewidth of any portion of an escape route is the clear width of that portion reduced by the sum of theclearances. Recommended values for clearances are given table 1.1.

The speed (m/s) of persons along the escape route depends on the density of persons and on the type ofescape facility. Values for speed of persons are given in table 1.5.

2 PROCEDURE FOR CALCULATING THE TRAVEL TIME IN IDEAL CONDITIONS
2.1 Symbols
To illustrate the procedure, the following notation is used:
t = travel time(s) from the uppermost (or lowermost) deck to the closest embarkation station.stair
t = travel time(s) to move from the farthest point of the escape route of a deck to the stairway.deck
2.2 Quantification of flow time
The basic steps of the calculation are the following:
.1 Schematization of the escape routes as a hydraulic network, where the pipes are thecorridors and stairways, the valves are the doors and restrictions in general, and the tanksare the public spaces.
.2 Calculation of the density D in the main escape routes of each deck. In the case of cabinrows facing a corridor, it is assumed that the people in the cabins simultaneously move intothe corridor; the corridor density is therefore the number of cabin occupants per corridorunit area calculated considering the effective width (see paragraph 1.3). For large publicspaces, it is assumed that all persons simultaneously begin evacuation and use the exit doorsat their maximum specific flow; the number of evacuees using each door can be assumedproportional to the door effective width. Other assumptions can be made on the basis oflayout considerations. In any case, the check of non occurrence of crush condition shouldbe made, by verifying that D < 3.5 p/m .2

.5 Once a transition point is reached, formula (1.8) is used to obtain the outlet calculatedflow(s) F . In cases where two or more routes leave the transition point, it is assumed thatc
the flow F of each route is proportional to its effective width.c
In regard to the inlet flows, two possibilities exist:
- the value of specific flow F does not exceed the value defined as “optimum” ins
table 1.5, and the value of the speed (S) is then taken by interpolation fromtable 1.5; and
- the value of specific flow F exceeds the value defined as “optimum” in table 1.5;s
in this case, a queue will form at the transition point, and the outlet flow should beassumed equal to the “crush” value defined in table 1.5, and the outlet speed (S) ofpersons is taken as the ‘optimum’ one in table 1.5. This is due to the fact that, oncepast a congestion point, the density of persons decreases and the speed increases.The queue at the transition point is characterized by a growing rate equal to thedifference between the inlet outlet values of the calculated flows F .c
.6 The above procedure is repeated for each deck, resulting in a set of initial values ofcalculated flow F and speed S, each entering the assigned escape stairway.c
.7 Using formula (1.8) and considering the landing of each stairway as a transition pointhaving inlet flows coming from stairs and deck, the flow F resulting from the passage fromc
landing to stairway is calculated. The procedure will be the same as described in .5 above.
.8 The calculation of .7 should be repeated for each stairway flight until the embarkationstations are reached.
.9 Estimation, from N (number of persons entering a flight or corridor) and from the relevantF , of the flow time t of each stairway and corridor. The flow time t of each escape routec F F
is the longest among those corresponding to each portion of the escape route.
.10 Assessment of the travel time t from the farthest point of each escape route to thedeck
stairway, is defined as the ratio of length/speed. For the various portions of the escaperoute, the travel times should be summed up if the portions are used in series, otherwise thelargest among them should be adopted. This calculation should be performed for eachdeck; as the people are assumed to move in parallel on each deck to the assigned stairway,the dominant value t should be taken as the largest among them.deck
.11 Estimation of the travel time along each stairway, t , from the uppermost (or lowermost,stair
depending on whether the route is ascending or descending) deck to the assembly station,is defined as the ratio of stairway length/speed.

.14 The procedure should be repeated for both the daytime and night-time case, unless thedisposition of people is such that either case is obviously overlapping (this is usually truefor the night-time case, but it should be verified). A different value of t will result for eachI
main escape route leading to the assigned assembly station.
.15 The potential congestion points stemming from the analysis should be highlighted.
.16 Once the calculation is performed for all the escape routes, the highest t should be selectedI
for calculating the travel time T using formula (1.10).
