TREE REGULATIONS Hill Area Residential (HR-1) Zoning District
The following requirements only apply to properties that are located in the Hill Area Residential (HR-1) zoning district. To know if your property is zoned HR-1, please visit our online zoning map.
Submittal Requirements When applying for a residential building permit for a demolition, new construction or addition, the property owner or agent on behalf of the property owner must submit the following to ensure the tree preservation regulations are met. Please refer to www.sugarlandtx.gov/TheHill for additional information on the HR-1 tree regulations.
Submit a landscaping plan (or property survey) identifying the location (show as a dot) of the Protected Tree that will be preserved and identify the required protection barrier as a circle with dashed line
o The protection barrier must be a radius equal in feet to the tree caliper (8-inch caliper tree = 8-foot radius fence)
Identify how far the Protected Tree is from the closest property line in feet List the common species name of the Protected Tree (i.e. live oak, pecan, etc.) List the size in caliper-inch of the Protected Tree (instructions on how to determine caliper are noted
below) Submit photo of tree
Inspection Requirements for Tree Preservation Requirements
When applying for a demolition permit in the HR-1 zoning district, an inspection will be conducted to ensure that the Protected Tree that will be preserved is protected during the construction process. Before inspection, provide a protection barrier during construction with the following:
Fence with a radius equal in feet to the tree caliper (8-inch caliper tree = 8-foot radius fence) o Orange construction fence is sufficient o Minimum 4-feet in height o Must be in place prior to inspection
How to measure tree caliper-inch?
1. Take any form of tape measure and measure around the trunk of a tree (the tree's circumference), approximately four and a half feet above the ground. This is also known as dbh (diameter at base height).
2. Then take the measurement of the circumference of tree and divide it by 3.1415 (Pi). The resulting number will be the diameter of the tree trunk, also known as caliper inch.

Plan Review Requirements
The City of Sugar Land shall require any persons requesting a Building Permit for new construction or a remodel/addition of a structure to submit proof of compliance with the 2015 International Energy Conservation Code.
Approved Method:
RES (Residential) or COM (Commercial) check Energy Code Compliance Software
1. Provide a RES or COM check Compliance Report and a RES or COM check Inspection Checklist. (RES or COM check software is available free of charge thru the US Department
of Energy. www.energycodes.gov
2. Include with the above information three complete sets of construction drawings. (Include with the drawings)
a. A door schedule detailing the Gross Area, U-Factor and the type of each individual door located in the building envelope.
b. A window schedule detailing the Gross Area, U-Factor and the type of each individual window located in the building envelope. Note: (The area-weighted average Solar Heat Gain Coefficient (SHGC) of all glazing cannot exceed 0.4)
c. A detail identifying the R-Value of the insulation to be installed in the walls and at the ceiling located in the building envelope.
The provisions of this document are not intended to prevent an alternative method of compliance provided the Building Official finds that the proposed method is satisfactory and complies with the intent of the provisions of the 2015 International Energy Conservation Code.
