1. Purpose

a. To issue the projected operational environment (POE) and the required operational

capabilities (ROC) for the elements of the Navy Expeditionary Intelligence Command

(NAVEXINTCOM) forces.

b. This instruction has been revised to update NAVEXINTCOM required readiness levels

across all mission areas. This instruction provides descriptions of NAVEXINTCOM forces,

mission requirements, capabilities, and the mission environments described in references (a) and

(b).

c. This instruction is a complete revision and should be reviewed in its entirety.

2. Cancellation. OPNAVINST 3501.382.

3. Background. NAVEXINTCOM was established in order to build and manage an

expeditionary intelligence force capable of conducting intelligence operations in support of Navy

and joint forces worldwide. NAVEXINTCOM provides a multi-intelligence, surveillance, and

reconnaissance (ISR) capability that collects, analyzes, and disseminates human intelligence

(HUMINT) through military source operations, sensitive site exploitation and tactical electronic

warfare (EW), via technical means, in support of maritime domain awareness, indications and

warnings (I&W), force protection (FP), and intelligence preparation of the operational

environment in the maritime and expeditionary environments. NAVEXINTCOM complements

and expands current Navy and Department of Defense (DoD) intelligence capabilities.

4. Scope and Applicability. This instruction provides resource agencies information describing

NAVEXINTCOM mission requirements, capabilities, and the types and locations of operational

employment. Together, the ROC and POE establishes tasking which produces a measurable

workload to compute personnel requirements for activity manpower documents.

5. Discussion. Enclosures (1) through (3), prepared per reference (c), provide details of the

mission areas and operational capabilities. This instruction provides resource sponsors with the

information to ensure proper resourcing of the force.

6. Action. Fleet commanders should periodically review enclosures (1) through (3) and

recommend changes to the Office of the Chief of Naval Operations (OPNAV) (Attention: Navy

Expeditionary Combat Branch (N957)) when mission or capabilities of NAVEXINTCOM forces

are altered. Change recommendations should include comments on the expected fleet manpower

document impact.

7. Records Management

a. Records created as a result of this instruction, regardless of format or media, must be

maintained and dispositioned for the standard subject identification codes 1000 through 13000

series per the records disposition schedules located on the Department of the Navy/Assistant for

Administration (DON/AA), Directives and Records Management Division (DRMD) portal page

at https://portal.secnav.navy.mil/orgs/DUSNM/DONAA/DRM/Records-and-Information-

Management/Approved%20Record%20Schedules/Forms/AllItems.aspx.

b. For questions concerning the management of records related to this instruction or the

records disposition schedules, please contact the local records manager or the DON/AA DRMD

8. Review and Effective Date. Per OPNAVINST 5215.17A, Director, Expeditionary Warfare

Division (OPNAV N95) will review this instruction annually on the anniversary of its issuance

date to ensure applicability, currency, and consistency with Federal, DoD, SECNAV, and Navy

policy and statutory authority using OPNAV 5215/40 Review of Instruction. This instruction

will be in effect for 5 years, unless revised or cancelled in the interim, and will be reissued by the

5-year anniversary date if it is still required, unless it meets one of the exceptions in

OPERATIONAL MISSION AREAS FOR NAVY EXPEDITIONARY INTELLIGENCE

COMMAND (NAVEXINTCOM) FORCES

1. NAVEXINTCOM provides an ISR capability through centralized planning, coordination,

and integration of expeditionary intelligence capabilities to assess, plan, and execute intelligence

operations in the expeditionary and maritime domain. NAVEXINTCOM is responsible for

administrative support, movement planning, organizational oversight and training, and DoD

intelligence capability certification for all assigned intelligence exploitation teams (IET).

NAVEXINTCOM serves as an advocate for intelligence manning, training, and equipment

requirements for the force.

2. Primary (P) missions are those missions that a unit is to perform during wartime. Secondary

(S) missions are those missions that a unit could be expected to perform, but are not essential to

carrying out its war-time role.

3. NAVEXINTCOM staff is responsible for training and certifying each team ready for

deployment. The headquarters staff has oversight of operations, intelligence, administration,

legal, logistical support, and maintenance of NAVEXINTCOM forces. Normally, the

NAVEXINTCOM staff will not deploy, but assist in coordinating logistics and support, and

exercise administrative control of the deployed forces. When deployed, an IET supports and

reports to the operational commander.

4. NAVEXINTCOM is located at Naval Air Station Oceana, Dam Neck Annex, Virginia

Beach, VA.

5. Two Navy Reserve commands are subordinated under NAVEXINTCOM: Navy Reserve

0106 (Virginia Beach, VA) and Navy Reserve 0222 (Ft. Lewis, WA). These unit commanders

are charged with maintaining the capability to conduct continental United States-based strategic

debriefing; scripting and executing fleet response training plan exercise and assessment events;

and augmenting active duty IETs as both the units are unable to deploy as IET units of action.

6. Readiness Conditions. ROCs are reported under readiness conditions having major

significance in determining the unit’s total manpower requirements.

a. Readiness State I: Full Contingency Readiness

(1) Significant strategic and tactical indications of imminent hostilities. While in

readiness state I, the staff will be capable of meeting the following criteria: able to perform and

direct all offensive and defensive functions of one major command configuration (i.e.,

commander, joint task force, or commander, Navy expeditionary force) with limited capability to

support secondary functions’ responsibilities simultaneously. This state supports war and

operation plans executed at defense readiness condition (DEFCON) I and II, and major civil

assistance operations. All watch stations and vital positions will be manned to sustain operations

in the designated command configuration indefinitely once implementation is complete.

Attainment of this state includes providing plan-specified augmentation assets to various remote

command centers, posts, and units. The staff and supporting commands will take all measures

necessary to ensure all primary and battle-redundant systems are maintained in a maximum state

of readiness.

(2) All personnel assets detailed in national, theater, and unit mobilization plans must be

staffed by permanent personnel, marked reserves and augmentees.

b. Readiness State III: Current Operations

(1) Conducting current operations without mobilized augmentation assets. Watch

stations and vital positions sufficient to sustain theater and local operations at the DEFCON IV

or III or minor civil assistance operations are manned and ready. The staff is able to initialize

major war or operation plans in advance of augmentation support. This readiness state is the

sum total of those watch stations and vital positions required to support routine operation in

DEFCON IV (geopolitical instability exists in the area of responsibility which requires constant

vigilance and monitoring for rapidly escalating, emergent developments) and the additional

watch stations and vital positions required to immediately surge to a level to support DEFCON

III (tensions exist which may have serious and adverse effects, and the possibility of force

involvement exists).

(2) All personnel assets to support this readiness state must be permanent staff assets.

The staff and supporting command will provide routine organizational level maintenance.

7. Capabilities Levels. ROC symbols are used to specify the desired level of achievement of

readiness or other work for or during a particular readiness condition. Readiness normally

applies to watches and evolutions, while other work refers to non-watch activity such as

performing maintenance.

a. “F” = “Full.” The capability is to be fully achieved. For operational functions (watches),

this means that installed equipment or systems will be fully manned to design capability. For

support functions, sufficient manning is provided to ensure effective accomplishment of all

included tasks. The achievement is to be sustained for the duration of the condition unless

modified by an “A” or “E.”

b. “L” = “Limited.” The capability is to be only partially realized (Note: “P” for “Partial”

is no longer a symbol). Even though only limited capability is realized, it is to be sustained for

the duration of the condition unless modified by an “A” or “E.” Every “L” must be supported by

a limiting statement specifying the limitation.

c. "A" = "Augmentation." The capability is to be either fully or partially achieved for a

limited time during the condition. The capability is achieved by using off-watch or off-duty

personnel to achieve the required degree of capability. This symbol is always associated with an

"F" or "L" and establishes a requirement for personnel to be trained, available, and on call to

augment existing watch stations as required.

d. "E" = "Special Team." The capability is to be either fully or partially achieved for a

limited time during the condition. The capability is achieved by using off-watch special teams or

details. This symbol is always associated with an "F" or "L" and denotes a capability that does

not require continuous watch manning. Teams and details as set may either supplement or

replace all or part of the existing watch organization.

8. Unit’s Company and External Personnel Resources. Normally, using an "A" or an "E”

requires no embellishing statement as their meanings are predefined. However, for units that

routinely embark external resources, the meaning may not be clear as to whether unit's personnel

or an external resource should provide the augmentation. This ROC and POE instruction shows:

a. if the resource is unit’s company, no elaboration or statement is provided;

b. if the resource is external for "F," a note is added to the ROC stating the resource; and

c. if the resource is external for "L," the resource is added to the capability limiting

statement.

PROJECTED OPERATIONAL ENVIRONMENT (POE) FOR NAVY EXPEDITIONARY

INTELLIGENCE COMMAND (NAVEXINTCOM) FORCES

1. IETs are active-duty, globally deployable, units of action, task organized to conduct maritime

domain awareness, I&W, FP, sensitive site exploitation, and intelligence preparation of the

operational environment in direct support of Navy component and joint forces. IET capabilities

are core Navy, directly supporting the maritime strategy, and are key components of achieving

decision superiority. IETs provide a flexible multi-ISR capability across the maritime

environment that is unique in the regular forces, and bridges the seam between sea and land

while supporting all warfare campaign phases (zero to five). IETs must be capable of

performing all offensive and defensive functions simultaneously while deployed.

2. IETs are composed of an officer in charge (OIC), HUMINT collectors, tactical EW

technicians, and intelligence analysts. IETs coordinate closely with the NAVEXINTCOM

leadership to refine manning, training, and equipment requirements, and assist the

NAVEXINTCOM staff in establishing required policy and tactics, techniques, and procedures

based on operational requirements.

3. The most demanding operational conditions for the IET occur as team members deploy

throughout a theater of operation during major combat operations. While the OIC and analysts

are located at operational and tactical command and control locations and key information nodes,

IET HUMINT collectors and tactical EW technicians are precisely positioned in both the

maritime and expeditionary environments to actively collect in response to the supported

commander’s intelligence requirements. IET’s operational concept acts as a flexible and

adaptable network that provides the commander with a high fidelity short and long-term

collection capability.

4. While deployed, IET collectors and technicians forward stage and operate from military and

civilian platforms and facilities, to include, but not limited to, aircraft carriers, surface ships,

forward operating bases, hotels, etc. Missions are conducted across the full spectrum of

operations and routinely place team members in close proximity to person(s) of interest.

Accordingly, IET members are required to complete maritime and expeditionary mobility

training. IETs provide fleet maritime interception operations (MIO) boarding teams with

requisite expertise to recognize and exploit intelligence opportunities. Team members are

certified to conduct compliant and non-compliant visit, board, search, and seizure (VBSS)

missions. During VBSS missions designated as opposed, IET members will embark during the

second wave to conduct intelligence collection and exploitation activities.

5. IETs collect, analyze, and disseminate HUMINT through military source operations, and

signals intelligence (SIGINT) via technical means, in the maritime and expeditionary

environments. Specific collection and exploitation skills include counterintelligence (CI), civil

maritime expertise, theater familiarity, interviews, debriefing, elicitation, tactical questioning,

interrogation, monitoring techniques, tactical EW, and targeting. IET operations include, but are

not limited to, biometrics, sensitive site exploitation, tagging, tactical communications,

communication profiling, network mapping and survey, and computer network operations.

Specific subject matter experts may augment the team to meet specialized collection

requirements when directed by higher authority.

6. In theater IET, activity is routinely exercised under the operational authorities of the assigned

Navy component command. Consistent with Under Secretary of Defense for Intelligence and

SECNAV HUMINT guidance, IETs will report to, and integrate with, the appropriate defense

HUMINT executor upon arrival in an assigned theater. At the direction of the defense HUMINT

executor, IET members disperse to critical areas, acting as a collection network, in support of

assigned operational or unit commander requirements.

7. The OIC and select personnel assigned to IETs will be DoD certified in, and credentialed for,

interrogation, CI, and military source operations. They will be culturally astute and serve as a

primary means for interaction with local populations in support of the commander’s

requirements. IETs do not have an organic language capability. Hence, linguists or interpreters

from other Navy units, services, or civilian agencies may be required to augment an IET.

8. ROC symbols are used to specify the desired level of achievement of readiness or other work

for or during a particular readiness condition. Readiness normally applies to operations and

evolutions, while other work refers to non-watch activity such as performing maintenance or

training.
