In non-planning areas Village Development Plans are ap- proved by the Council and the Land Board. Development Plans are blocks of different land uses which are further sub divided by the Physical planers into Detailed Layout Plans in accordance with urban development standards and Ngwato land Board Policy. Where there are no Develop- ment Plans consultation with the village leadership on vil- lage growth is a necessity. Below is Dibokwe Layout Plan. The department of Land Use Planning provides secretarial services to DLUPU, carries out settlement appraisals and eviction of squatters, feasibilitiy studies for sitting agricul- tural uses, assessment of new applications for agricultural uses and acquisition of land for governments departments LAND USE PLANNING, SURVEYING, MAPPING AND TITLE REGISTRATION LAND USE PLANNING Initially chief s were responsible for administration of Tribal Land. They practiced some form of Land Use Planning in that they zoned land for residential, ar- able and grazing. Formalized land use planning started with the introduction of TGLP which re- sulted in the National Land Use Map and subse- quently District Integrated Land Use Plans Like the CDLUP above. Tribal Land Act provides the frame- work for planning which empowers the Land Board to formulate its policy and gazette land use zones after consultation with the council. Planning in com- munal areas is guided by Land Use and Management Policies like TGLP, NPAD, Tourism Policy, CBNRM, National Conservation Strategy, etc. In settlements Town & Country Planning Act con- trols land use planning. The act gives the minister powers to declare Planning Areas. There are three Planning Areas in the Central District namely Palapye, Mahalapye and Serowe. In planning areas all the subdivisions, extensions or consolidation of plots are approved by the Planning Board through the District Council. All the land is allocated after proper planning and surveying. Subsequently plan- ning permission is sought through the District Coun- cil before any structure can be built. LAND SURVEYING & MAPPING The department exist to provide the Land Board with advice in all maters relating to cadastral and topographic surveys, Land information Systems. Initially the Director of Surveys and Map- ping provided this service until 1991 when the government decentralized surveys services to the Land Boards. To date Ngwato Land Board has decentralized land surveying & map- ping services to five (4) Subordinate Land Boards namely; Ma- halapye, Palapye, Tonota, and Tutume and is in the process of establishing two new surveying stations in Letlhakane and Bobonong. Cadastral Plans (General Plans) -Boundaries for Legal pur- poses (title registration, taxation, LIS, cadastre) Topographic Maps (Base maps) - contains natural, man made features and contours to reflect terrain.
