II. PURPOSE:

To provide guidelines, procedures and standards in the conduct of PostQualification Evaluation and AcceptanceTests for Anti-RiotTruncheon.

III. ORGANIZATION:

Post Qualification of documents submitted by the Winning Bidder will beconducted by members of the BAC TWG-A. BAC TWG-A is composed ofrepresentatives from the Directorate for Research and Development (ORO),Directorate for Logistics (DL), Directorate for Comptrollership (DC), LogisticsSupport Service (LSS), and Legal Service (LS). Said TWG will be headed byChief, Clothing and Criminalistic Equipment Division (C, CCED).

The Test and Evaluation of Anti-Riot Truncheon for both PostQualification and Acceptance will be conducted by a Technical Team headed byC:\Documents and Settings\J&M\My Documents\JANElTE\POLlCY GUlDELlNF.S\MEMORANDUM re Anti Riot Truncheon Policy Guidelines.doc

the Chief, Clothing and Criminalistic Equipment Division, Directorate for Researchand Development or a representative designated by the Director, DRD. Thewitnesses will come from other Directorates, the end user, NAPOLCOM(optional) and other selected units of the PNPas provided for in the existingrules and regulations governing the conduct of T & E for PNP equipment.Supplier's representatives shall witness all test procedures and parameters andare authorized to operate the subject item.

IV. GUIDELINES:

A. The Bids and Awards Committee (BAC) and PNP AcceptanceCommittee shall cause the conduct of Post Qua and Acceptance of theitem respectively as required in every procurement activity;

B. The winning bidder will submit to the Directorate for Research andDevelopment one (1) unit Anti-Riot Helmet for Post Qualification Testand Evaluation regardlessof the quantity to be procured;

C. Late submission of sample will not be accepted after the deadlineprescribed by BAC.Replacementof sample will not be allowed;

D. The DRD shall receive and issue receipt for the sarnple/s fromproponents (for post qualification)/LSS warehouse (for acceptance)and shall deposit same to the supply custodian of the concernedsection;

E. BAC TWG-A will conduct a post qualification of the submitteddocuments. A memorandum informing of the result will be forwardedto BACafterwards;

F. If the finding is meritorious, the BAC will issue a memorandumdirecting the DRD to proceed with the post qualification test andevaluation of the submitted item in para B;

G. No Manufacturer's Trademark shall mean non-acceptance of thesamplejs;

H. The DRD Technical Team shall brief and furnish all the proponentscopies of the policy guidelines and parameters to be used in the test;

1. A video coverage/pictorial on the conduct of test shall be taken;

J. All testing fees, needed equipment and other incidental expenses foruse in the Test and Evaluation shall be borne by the requestingproponents;

K. The proponents shall execute a waiver that the DRD Technical Teamshall not be held liable for whatsoever damagejs incurred by anybodyto the sample being used during the conduct of Test and Evaluation;

L. The DRD Technical Team shall conduct visual inspection on the samplesubmitted to determine conformity with the specification prior tofunctional testing. If upon visual examination and evaluation, the

submitted itern/s is/are found non-conforming with the standardspecifications, no further testing shall be conducted;

M. A report that contains the findings, conclusion and recommendationswhether the sample is conforming or non-conforming based onNAPOLCOM-ApprovedStandard Specifications and the approved testand evaluation procedures used will be submitted to BAC (post-qualification) or PNP Acceptance Committee (inspection/acceptance)for information;

N. Sample/s will be forwarded to any Certified Testing Institution thru aletter request for test and evaluation. Said testing shall be witnessedby at least two (2) ORO Technical Personnel and the concernedproponent;

O. No partial Test and Evaluation Report shall be issued by ORO;

P. The sequence of the Test Parameters may not be conducted one afterthe other (chronologically or step by step). Any problem arising from aparticular Test Parameter shall be immediately brought to the attentionof the Chief, OROTechnical Team or the Team Leader. Failure on thepart of any affected proponents to file or register complaints duringthe conduct of Test based on a particular test parameter shall bedeemed agreement to the overall conduct of the test;

Q. The Test and Evaluation may be postponed and re-scheduled by theOROTechnical Team in the absence of the Proponent or its authorizedrepresentative for meritorious reason. A written request forrescheduling duly approved by The Director for Research andDevelopment (TORO)will determine its resumption;

R. Sample/prototype used in the testing will not be a part of the deliveryto the PNP;

S. The OROmay conduct Test and Evaluation of the item which will betermed as Product Evaluation even in the absence of anyprocurement program and directive from the PNP BAC. The productevaluation result shall only be used as reference for anyrecommendationwhich OROmay deem appropriate;

T. Sarnple/s submitted for product evaluation and post qualification willbe retained for a period of one (1) year; and

U. Unclaimed itemjs after three (3) months from the end of the retainingperiod shall be forfeited.

• ParasB, C, E, F and R are applicable during Post Qualification only.

VI. ACCEPTANCETEST AND EVALUATION:

A. Comparative Test Analysis:

1. Random sampling will be done where the delivered items are stored.The sample size for AcceptanceTest from the delivered items will be basedusing the Military Standard 105-E tabulated below.

2. The items must pass the Visual/Dimensional Evaluationbefore proceeding to Functional/Destructive Testing.

3. Failure of the representative samples to pass the ComparativeAnalysiswill mean outright rejection of the whole delivery.

4. The results of the above-cited test criteria will be based on the6.5% major and 25% minor of the Acceptance Quality Level (AQL) of MilStd 105-E tabulated below.

5. Test for the material composition of the vest and plate must beconducted abroad preferably neighboring Asian countries

Procedure: Pick samples based on the numbers tabulated above atrandom from the boxes of the delivered ANTI -RIOT TRUNCHEON.

B. Destructive Test and Evaluation:

VII. RESCISSION:

All other Test Procedures, Guidelines or SOPscontrary to or inconsistentwith the provisions of this Memorandum are hereby rescinded, modified oramended accordingly.

VIII. EFFECTIVITY:

These guidelines in conducting Eligibility and Acceptance Tests for ANTI-RIOT TRUNCHEON shall take effect upon approval.
