Regional Environmental Coordination / Sustaining Readiness in Partnership with States Department of Defense Mission The mission of the Department of Defense (DoD) is to provide the military forces needed to deter war and protect the security of our country. Sustainability and the DoD Mission DoD facilities on land, on the water, and in the air protect our nation. Regional Environmental Coordination (REC) works cooperatively with state agencies and governments on environmental efforts to ensure continued use of necessary land, sea, and airspace—protecting the military’s ability to maintain operations into the future and prepare U.S. service men and women to defend our country. DoD and State Partnerships Through the REC program, DoD and military service representatives partner with state agencies and governments to strengthen environmental restoration and protection efforts and to promote long-term sustainability of the military mission. Program efforts include educating state agencies and officials about the military’s operational and environmental needs, priorities, and concerns; communicating coordinated DoD positions on issues affecting military sustainment; and engaging in state legislative and rulemaking initiatives. 1 Naval Support Activity MechanicsburgNSA Mechanicsburg consists of three installations located in Pennsylvania; NSA Mechanicsburg, NSA Philadelphia, and Philadelphia Navy Yard. NSA Mechanicsburg’s mission is to provide facilities and functions to tenants with operations including research and development, foundry services, storage for inactive ships, data center services, logistics for ships, submarines, and aviation and administrative space for over 12,000 personnel at 75 tenant commands.

2 DLA Distribution SusquehannaAs the nation’s combat logistics support agency, the Defense Logistics Agency provides the Army, Marine Corps, Navy, Air Force, Coast Guard, other federal agencies, and partner nations with the full spectrum of logistics, acquisition, and technical services. DLA Distribution Susquehanna serves as the eastern strategic distribution platform for the Department of Defense and primary distribution point for all branches of the U.S. Armed Services, Foreign Military Services, and other Federal agencies in the eastern U.S., and serves as their Consolidation & Containerization Point for transiting supplies to Central & South America, Europe, North Africa, and Southwest Asia.

3 Tobyhanna Army Depot Tobyhanna Army Depot is DoD’s largest, full-service electronics maintenance facility. Located on nearly 1,300 acres, it provides logistical support for the sustainment, design, manufacture, repair, and overhaul of hundreds of electronic systems. The installation is recognized as the DoD leader in automated test equipment, systems integration, and downsizing of electronic systems, and is the largest employer in the Pocono Northeast region of Pennsylvania.

4 Pittsburgh Air Reserve StationPittsburgh Air Reserve Station—home to the 911th Airlift Wing—organizes, recruits, and trains Air Force Reserve personnel to provide airlift of airborne forces, their equipment and supplies, and delivery of these forces and materials by airdrop, landing, or cargo extraction systems. The unit also provides intratheater aeromedical evacuation.

5 Fort Indiantown GapEstablished in 1931, Fort Indiantown Gap serves as headquarters for the Pennsylvania National Guard. “The Gap” is one of the busiest National Guard training sites in the country, training more than 100,000 troops from all branches of our military each year as they prepare for a variety of operating environments. The installation is also used in training support for law enforcement professionals and other government agencies at the federal, state, and local levels. Fort Indiantown Gap is the second largest employer in Lebanon County.

6 Pennsylvania Air National Guard BaseThe Pennsylvania Air National Guard Base executes specialized and contingency operations using advanced aircraft, highly trained operators, tactics, and air refueling techniques to infiltrate and exfiltrate, resupply, and perform information operations for Special Operations Forces. The base provides combat support with joint terminal attack controllers; expeditionary civil engineering, combat communications, and engineering support; air operations; weather support; and serves as a premier band to all combatant commanders.

7 Letterkenny Army DepotLetterkenny Army Depot serves as the nation’s Center of Industrial and Technical Excellence for Air Defense and Tactical Missile Systems. Covering more than 17,500 acres, the depot specializes in maintenance, modification, storage, and demilitarization operations on tactical missiles and ammunition. Letterkenny’s unique tactical missile maintenance capabilities include the repair of a variety of DoD missile systems, including the MIM-104 Patriot missile and its ground support and radar equipment.

National Guard and Reserve ComponentsThe Guard and Reserve organize, train, and equip citizen soldiers and airmen for rapid mobilization in the state, nation, and around the world. While all Reserve components have a federal mission to augment active duty forces in times of crises, the Guard has the unique mission of serving the Governor during state emergencies. Guard and Reserve units are stationed throughout the commonwealth. Pennsylvania has the third largest Army National Guard of all the states and the fourth largest Air National Guard, both headquartered at Fort Indiantown Gap. The Army National Guard maintains 124 armories across 87 communities and includes the 28th Infantry Division, 2nd Brigade, 55th Infantry Brigade, 56th Stryker Brigade, and a Combat Aviation Brigade. The Pennsylvania Air National Guard was one of the 29 original Observation Squadrons of the U.S. National Guard formed before World War II and today includes the 111th Fighter Wing, 171st Air Refueling Wing, and 193rd Special Operations Wing.

Chesapeake Bay ProgramAs a landowner and member of the Bay community, DoD is committed to restoring and protecting the Chesapeake Bay and its watershed and has established a joint DoD Chesapeake Bay Program.

The mission of the program is to incorporate restoration, pollution prevention, and stewardship initiatives for the Chesapeake Bay into DoD’s mission of providing the military forces needed to deter war and protect the security of our country. The program facilitates partnerships to strengthen Bay restoration and protection efforts and engage all levels of DoD military, civilians, and their families to become environmental stewards of the watershed.
