11.0 MEDICAL AND ACCIDENT REPORTING

11.1 MEDICAL FACILITIES AND REQUIREMENTS

As specified by Cal-OSHA, "Each employer shall ensure the

availability of a suitable number of appropriately trained

persons to render first aid." During hazardous waste work, the SSO will be trained to render basis first aid. For non-

hazardous waste work, the Site Manager of the subcontractors

will provide qualified personnel.

Every injury will be reported and entered in the SSO1s

log.

In the event of fire explosion, injury, or other

accident, contact the appropriate site emergency response

group. Site emergency telephone numbers listed below are for

emergency services.

11.2.1 WORKERS COMPENSATION CLAIMS

1 3 . 1 DUST CONTINGENCY MEASURES

Two Response Levels have been developed a s contingency

measures t o be used dur ing work ope ra t ions w i t h i n contaminated

a r e a s . The l e v e l s a r e intended t o provide a c l e a r course of

a c t i o n t o p r o t e c t workers and t h e surrounding community if

a i r b o r n e l e v e l s of lead-contaminated dus t begin t o migrate

of f s i t e .

1 3 . 2 DUST CONTROL MEASURES

E f f o r t s w i l l be made t o minimize t h e emission of dus t

dur ing o n s i t e a c t i v i t y . A water t ruck o r e q u i v a l e n t w i l l b e

o n s i t e cont inuously t o water t h e excavat ion a r e a s and t r ans -

p o r t a t i o n rou tes . p o t e n t i a l l y dusty work a r e a s w i l l be

watered before work begins each morning, a t any t i m e v i s i b l e

d u s t is n o t i c e d , and a t t h e end of t h e work day.

1 3 . 3 DUST MONITORING

b e u t i l i z e d t o monitoring upwind and downwind d u s t l e v e l s .

The placement of t h e s e inst ruments w i l l change d a i l y depending

on wind cond i t ions and process ope ra t ions . I n gene ra l two

ins t ruments w i l l be loca ted downwind and one upwind of t h e

excava t ion / t r anspor t a r e a . I n a d d i t i o n t o t h e a i r sampling

ins t ruments , d u s t samples w i l l a l s o be c o i l e c t e d upwind and

downwind of ope ra t ions so t h a t a i rbo rne l ead l e v e l s can be

determined by l abora to ry ana lys i s .

13.4 DUST RESPONSE LEVELS/ACTIONS

Response Level I requlres the use of dust controi meas-

ures and monitoring. Response Levels I1 will requlre the use

of respiratory protection and may require stoppage of work and

will require initiation of actions by the Site Manager (based

on recommendations by the SSO) that will mitigate conditions

and/or implement notification procedures. Each of the

Response Levels and associated actions are described in the

following sections.

13.5 RESPONSE LEVEL I

If visible dust is observed in the excavation or trans-

port area, the field actions that will be performed as

Response Level I include the following:

o workers within the zone will wear the appropriate

respiratory protection.

o The SSO will continue monitoring the immediate area

(spoil pile, worker breathing zone, etc.).

o The downwind edge of the exclusion zone will be moni-

tored to investigate the possibility of airborne con-

taminants leaving the site.

o If contaminants are migrating or contamination levels

are rising, emissions will be suppressed by spraying

the pile/excavation with water.

o Actions taken will be recorded.

Suppressive actions will continue, as necessary.

13.6 RESPONSE LEVEL I1

Response Level I1 is implemented if visible dust is

observed at the property line downwind of the operation.

Response Level I1 requires that the SSO contact the Project

Manager. The field actions to be taken are as as follows:

o Suspend all work in the immediate area.

o Take actions to suppress emissions with appropriate

protective equipment.

o Continue monitoring within and at the downwind bound-

ary of the contaminated construction zone.

o Resume work only when clearance has been obtained

from the SSO.

o Initiate the notification process.

ALUMINUM O X I D E

Aluminum oxides a r e used a s ab ras ives and r e f r a c t o r i e s i n

many d i f f e r e n t i n d u s t r i a l ope ra t ions . I t is n o t flammable o r

exp los ive except a s a f i n e l y d iv ided d u s t .

Reports of lung d i s e a s e fo l lowing occupat iona l exposures

t o d u s t s of aluminum and i t s compounds a r e n o t c l e a r a s t o t h e

k inds of exposures which cause lung damage. However, t o x i c

e f f e c t s a r e most l i k e l y due t o i n h a l a t i o n of f i n e l y divided aluminum and its compounds. The process t o be used a t t h e

Delco Remy . s i t e w i l l no t r e l e a s e aluminum oxide a s a fume o r

powder: t h e l e v e l of t o x i c i t y should b e n e g l i g i b l e . Aluminum

oxide is regula ted by OSHA a s a nuisance d u s t w i th a PEL of 15

g a s t r o e n t e r i t i s . Chronic lead poisoning is manifested b ' ~ I
