Design Details All options where designed using NZTA MOTSAM part 2, NCC Land development manual 2010 and Cycling Aspects of Austroads Guides 2014

1 Option 1 The existing legal road corridor has an average width of 20.1m. 3 Concept options for the route have been investigated which vary in price. Only the full road upgrade option has been priced as this is the most expensive. This option takes every road user into consideration.

On Road Options: Main Option – Parking on both sides: This option has parking on both sides and on road cycle lanes. This is achieved by widening the existing road seal width, moving the existing parking closer to the boundary and narrowing the existing footpath.

• Relocate existing parallel parking closer to boundaries • Remarked the road to fit on road cycleway in • Narrow existing footpath and install new kerb & channel • 3.5m wide road lanes, 1.8m cycle lanes & 2m wide parking bays

Alternative Option – Parking on one side: This option fits between the existing kerb & channel for most of the route. Parking is restricted to one side only (which side can vary) and new on road cycle lanes, this is achieved by removing parking on one side of the road and remarking the road layout.

Alternative Option – No parking: This option fits between the existing kerb & channel for most of the route. New on road cycle lanes and a median strip are marked along the whole route, this is achieved by removing parking on both sides of the road and remarking the road layout. A wider median can also be achieved in places where needed due to the extra shoulder width.

Off Road Options: These where looked at along the route but due to the busy road and high access way numbers, an off road option was not considered. This was due to lack of width and safety zone next to adjoining boundaries and sight visibility for motorists driving out of their access ways. To achieve an off road option, parking would need to be removed along the route to allow for a safety buffer zone, the required safety width varies and would not meet the desired distance.

Design Details

2 Option 2 Beach Road – On Road: This section fits between the existing kerb & channel. New on road cycle lanes, this is achieved by removing parking on one side of the road and remarking the road layout.

• Remove the existing parallel parking on the Left Hand Side (LHS) of the road, (Right Hand side has existing angle parking)

• Move the road markings over closer to the LHS • New LHS marked on road cycleway • 3.5m wide marked road lanes • New 1.5m wide RHS cycleway between existing dish channel and new white edge line (this

utilises the existing shoulder strip between the angled parking and the road edge) • Existing facility width is 7.2m (Page 36 Austroads Cycling Aspect guide) we are upgrading this

to the minimum of 7.4m, this does not meet table 4-13 page 46 of the NCC land development manual.

An option for widening the road to keep LHS parking was investigated but the cost outweighed the benefits.

Alternative Beach Road - Off Road: As an alternative for an on road cycleway, the existing grass verge in the Tahunanui Playing fields was considered. This would require building a new 3m wide sealed shared space.

Benefits: • Doesn’t affect the existing road layout • Suitable for all cyclist levels • Can plant around cycleway for better aesthetics

Disbenefits: • Higher cost over upgrading existing road markings

Waikare Street: This option has parking on both sides and on road cycle lanes. This is achieved by widening the existing road seal width, moving the existing parking closer to the boundary and narrowing the existing grass berm. This will reduce parking on the existing berms and provide a better route for cyclists.

• Relocate existing parallel parking closer to boundaries, better parking area for residents • Remarked the road to fit on road cycleway in • Narrow existing grass berm for new footpath and install new kerb & channel • 3.5m wide road lanes, 1.8m cycle lanes & 2m wide parking bays

Benefits: • Increased parking capacity for residents • Marked on road cycle lanes, safer space for cyclists • Tidy up area with new road layout

Muritai Street: The existing legal road corridor is 20.1m wide and the existing road is of a high standard with good size lanes, parking and cycle lanes. This section of the route does not have any major works as this

Design Details

has been done recently. It has been allowed for intersection upgrades with green paint for cyclists only which will provide a better route.

Parkers Road: The existing road is very wide with 3.5m lanes and 3m wide shoulders that are no parking areas. This section is short and requires cyclists to cross the road in 2 locations, to achieve this new cycle lanes are added to the existing wide shoulder area and 2 new crossing points for cyclist are constructed.

Benefits: • Marked on road cycle lanes, safe space for cyclists • Provides a safe place for cyclist and pedestrians to cross the busy parkers road

Disbenefits: • Large portion of heavy vehicles use this road • Muritai Intersection has a few width constraints where cyclist may need to use the existing

footpath for a small section

Pascoe Street: This option only has parking on one side of the road and uses the existing right hand side kerb & channel. Parking is restricted to the left hand side only and new on road cycle lanes are created on both sides of the road. This is achieved by removing parking on the right hand side of the road, widening the left hand side and remarking the road layout. Also due to this being a built up industrial area with lots of entrances along the route, widening up to the boundary would create blind spots for vehicles exiting the driveways which could result in higher cycle crashes.

Benefits: • Marked on road cycle lanes, safe space for cyclists • Less blind spots for all users

Disbenefits: • Large portion of heavy vehicles use this road • Loss of parking on right hand side of the road

Merton Place: The existing road is a side road with no marked on road parking. This option fits between the existing kerb & channel. New on road cycle lanes are created, this is achieved by removing parking on both sides of the road and remarking the road layout. By removing parking areas for this short stretch of route most of the businesses around here already have their own off road parking areas.

Benefits: • Marked on road cycle lanes, safe space for cyclists

Disbenefits: • Large portion of heavy vehicles use this road • Loss of parking on road

Nelson Junction (Mitre 10): The existing reserve and grassed land has plenty of open space to put a new cycleway / shared space through, a new bridge across Jenkins creek will need to be installed and approval from the land owners would need to be granted.

Benefits: • Off road route for cyclists

• Connects surrounding roads to cycleway, better for cyclists • Provides a direct route for workers from the railway reserve

Disbenefits: • Need to get land owner consent

3 Option 4 Beach Road – On Road: This option fits between the existing kerb & channel.

This section of the route does not have any major works as this has been done recently. It has been allowed for intersection upgrades with green paint for cyclists only which will provide a better route.

Beavans Way: This option of the route utilises the existing footpath connection onto Roto Street. This section can be upgraded to better accommodate cyclists by widening the existing path and painting new markings for better delineation.

Roto Street: This option uses the existing footpath and grass berm areas to create an off road cycleway. This is achieved by widening the existing footpath seal width to accommodate cyclists and pedestrians, to help slow vehicles out of access ways creative planting will be employed along the route.

• Existing road is untouched, reducing cost • Cyclist don’t have to compete with cars on the road • Safer space for all cyclist competency levels • Existing services may need to be relocated for this option to work

Parkers Road / Bolt Road Roundabout: The existing bolt road / parkers road roundabout may need to be upgraded for cyclist to use. This could involve widening the existing footpaths. This would need to be considered in more detail once the route was established and cyclist using the route had been consulted with (as cyclist from bolt road already use this roundabout), in turn this has not been priced for in this option.

Bolt Road: The existing road is of a good standard with good size lanes, parking and cycle lanes, however the existing cycle lanes are only 1.5m wide past parallel parking which may need to be upgraded to the latest standard. This would need to be considered in more detail as this is already an established route.

Bolt Road / Quarantine Road Roundabout: The existing bolt road / quarantine road roundabout is of minimal standard for cyclist. This option involves upgrading the roundabout to allow for a safer space for cyclist. This is achieved by adding a crossing point and widening the existing on road cycle lane, and will connect into the existing airport off road cycleway.

4 Option 6 Beach Road - Off Road: The existing legal road corridor has an average width of 20.1m, which this option does not use. This option utilises the existing grass verge in the Tahunanui Playing fields, this would require building a new 3m wide sealed shared space.

Benefits: • Doesn’t affect the existing road layout • Suitable for all cyclist levels • Can plant around cycleway for better aesthetics

Disbenefits: • Higher cost over upgrading existing road markings

Golf Road: This option has parking on one side only and off road cycle lanes. This is achieved by removing the existing right hand side on road parking, shifting the road to the left and creating a new 3m wide cycleway, creating new 1.5m wide footpaths and planting the existing grass berms to separate the different areas. This will provide a better route for cyclists.

• Relocate existing left hand side parallel parking closer to boundaries and creating better parking area for residents

• Remarked the road • Narrow existing grass berm for new footpath & cycleway and install new kerb & channel

Benefits: • Separated cycle lanes away from traffic • Tidy up area with new road layout and planting

Parkers Road: The existing legal road corridor is 17m wide with existing constraints up to the boundary. The existing road is narrow with no on road markings. This option fits between the existing kerb & channel, this is achieved by removing parking on both sides of the road and creating a physical concrete island to separate the cyclists from the traffic. This creates a safer zone for cyclists.

Benefits: • Separated cycle lanes away from traffic • Safer space for cyclists

Awatea Place: The existing legal road corridor is 16m wide in a quiet cul-de-sac. This option removes on road parking on both sides and creates separate on road cycle lanes. This is achieved by widening the existing road seal width, removing the existing parking and narrowing the existing berm.

Benefits: • Separated cycle lanes away from traffic • Safer space for cyclists

Golf Course: The existing golf course grassed land has plenty of open space to put a new cycleway / shared space through and approval from the land owners would need to be granted. This would create an off road course away from the busy roads.

Benefits: • Off road route for cyclists • Connects surrounding roads to cycleway, better for cyclists • Provides a direct route for workers from the whakatu drive

Disbenefits: • Need to get land owner consent

Bolt Road – Off Road: The existing road already has on road cycle lanes for confident cyclist, which this option does not use. This option utilises the existing grass verge along bolt road to create an all level cycleway, this would require building a new 3m wide sealed shared space which would tie into the existing airport cycleway.

Benefits: • Doesn’t affect the existing road layout • Off road route for cyclists suitable for all cyclist levels • Can plant around cycleway for better aesthetics • Connects surrounding roads to cycleway, better for cyclists • Provides a direct route for workers from the whakatu drive

Disbenefits: • Higher cost over upgrading existing road markings • Need to get land owner consent

5 Option 6A Parkers Road: The existing legal road corridor is 17m wide with existing constraints up to the boundary. The existing road is narrow with no on road markings. This option is achieved by removing parking on the right hand side of the road and widening the existing footpath to fit both pedestrians and cyclists in. This separates the cyclists from the traffic. This creates a safer zone for cyclists.

Benefits: • Separated cycle lanes away from traffic • Safer space for cyclists

Disbenefits: • Loss of on road parking

Otterson Street – Off Road: The existing road is narrow and cannot fit on road cycle lanes, but the existing berm is wide enough to fit a shared space in. This will be achieved by adding a new cycleway behind the existing kerb and a new footpath on the other edge closest to the boundary.

Benefits: • Doesn’t affect the existing road layout • Off road route for cyclists suitable for all cyclist levels • Can plant around cycleway for better aesthetics

Disbenefits: • More hazards for vehicle driving out of driveways

Golf Haven Way – Off Road: The existing road is narrow and privately owned and cannot fit on road cycle lanes, but the existing berm is wide enough to fit a shared space in.

Design Details

6 Option 8 – Cross Connection Rotherham Street – Off Road: The existing road is wide and unmarked, it caters for heavy vehicles around the industrial area. This option creates a new shared space for cyclist and pedestrians. This is achieved by removing parking on the right hand side and widening the existing footpath to create a 4m wide shared space.

Benefits: • Off road route for cyclists suitable for all cyclist levels

Disbenefits: • Higher cost over upgrading existing road markings • Large portion of heavy vehicles use this road

Whiting Construction Yard: This option requires going through an existing construction yard which would require land purchase. This would require building a new 3m wide sealed shared space and installing new fences to create a safe through route for cyclist and pedestrians.

Benefits: • Suitable for all cyclist levels • Can plant around cycleway for better aesthetics

Disbenefits: • Land purchase required

Vivian Place: The existing road is wide and unmarked, it caters for heavy vehicles around the industrial area. This option creates a new shared space for cyclist and pedestrians. This is achieved by removing parking on the left hand side and widening the existing footpath to create a 4m wide shared space.

Benefits: • Off road route for cyclists suitable for all cyclist levels

Disbenefits: • Higher cost over upgrading existing road markings • Large portion of heavy vehicles use this road

Merton Place: The existing road is a side road with no marked on road parking. This option requires widening the existing right hand side footpath and removing all on road parking. This short stretch of route most of the businesses around here already have their own off road parking areas.

Benefits: • Off road route for cyclists suitable for all cyclist levels

Disbenefits: • Large portion of heavy vehicles use this road • Loss of parking on road

The existing reserve and grassed land has plenty of open space to put a new cycleway / shared space through, a new bridge across Jenkins creek will need to be installed and approval from the land owners would need to be granted.

Benefits: • Off road route for cyclists • Connects surrounding roads to cycleway, better for cyclists • Provides a direct route for workers from the railway reserve

Disbenefits: • Need to get land owner consent

7 Option 9 – Cross Connection The existing legal road corridor has an average width of 20.1m. 2 options for the route have been investigated which vary in price

On Road Option: This option has parking on both sides and on road cycle lanes. This is achieved by widening the existing road seal width, moving the existing parking closer to the boundary and narrowing the existing grassed berm.

• Relocate existing parallel parking closer to boundaries • Remarked the road to fit on road cycleway in • New 1.5m wide footpath • Installation of new dish channel and nib kerb • 3.5m wide road lanes, 1.8m cycle lanes & 2.3m wide parking bays

Off Road Option: This option is outside the existing kerb & channel. This is achieved by building a new 1.5m footpath and 1.5m cycleway on both sides and narrowing the existing grassed berm.

• New 1.5m wide footpath and 1.5m cycleway • New planting along route

Subject: FW: Tahunanui Cycle Network Investigations

Hi Joanne

NZTA feedback as requested.

Thank you for providing the NZ Transport Agency with the opportunity to comment on the two options presented,

to provide on-road cycle lanes on SH6 Tahunanui and Annesbrook Drive. The Transport Agency recognises that the

provision on cycle lanes on urban state highways, while not ideal for all cyclists, will improve safety for those

proficient and experienced commuter cyclists. We are pleased to see that the state highway minimum

requirements have been incorporated into each option and as such we do not have a clear preference for either.

Clearly the key issues regarding the options are the provision of on-road parking and cost. The Transport Agency

views on-road parking on the state highway as secondary to the movement of people and goods, but recognises that

in built-up urban areas there is often community desire to retain on road parking. The information presented to

date provides little in the way of parking demand and supply detail, and we would suggest that further information

is required before Council could make an informed decision on the options. It may be that a third option, involving

retention of parking where required for commercial benefit, as opposed to private or recreational use, may be

favoured after further analysis. Please be aware that the Transport Agency has come to an agreement with Council

which means that potentially the current parking in the southbound clearzone area beside the Tahuanui lights will

be removed and made into a permanent traffic merge lane in the near future.

The Transport Agency is keen to team up with the Council in progressing this project as we recognise its importance

in terms of the linkages for the Rocks Road walking and cycling project. In this regard it is open to further

discussions with Council on funding of any options it determines appropriate for SH6.

Please also be aware that the Transport Agency is investigating cycle safety from a national perspective and has

established a panel of experts which is tasked with issuing comprehensive and practical recommendations for

central and local government by the end of September 2014. This may be of some assistance in the consideration of

this project.
