DCSP Policy Background

– Economic Audit Committee – Putting the Public First Report (October 2009)

– New DSCP Policy – aims to achieve better outcomes for Western Australians through the Funding and Contracting of Community Services.

– DCSP Policy applies to all Public Authorities that provide funding for, or purchase Community Services, from not-for-profit community sector organisations.

– Effective from 1 July 2011

Partnership Forum

– Brings together leaders from State Government agencies and the community sector to address issues of mutual concern with a view to improving outcomes for all Western Australians.

– Equal number of State Government agency CEOs and Senior Community Sector representatives.

– Partnership Forum members appointed by the Premier for a 12 month term.

Delivering Community Services in Partnership

Aim of the Policy is to improve outcomes for all Western Australians through a genuine partnership between Public Authorities and the not-for-profit community sector in the funding and contracting of sustainable community services in Western Australia

Applies to all Public Authorities that provide funding for, or purchase community services, from not-for-profit community sector organisations

– Recognition of value and contribution of both sectors in the design and delivery of Community Services.

– Commitment to Sustainability of Community Services.

– Empowering citizens in the planning, design and delivery of Community Services.

– Public Authorities and Organisations work together to ensure that funding levels are sufficient for sustainable Community Services.

The Policy requires Public authorities to:

– Be open and transparent;

– Use standardised documentation;

– Focus on outcomes in Service Agreement specifications;

– Avoid prescribing inputs; and

– Not seek repayment of any surplus by an Organisation.

– DCSP Policy is effective from 1 July 2011
