MINUTES OF THE OCC MEETING DT. 07.07.2015

ED(Tech) O&M-I, DTL, Chairman-Delhi OCC welcomed all the members of OCC and

distinguished guests to the meeting.

List of participants is enclosed.

The point-wised deliberations made during the meeting are as below:

1.0 Confirmation of minutes of OCC meeting dtd. 08.06.2015

Last OCC meeting was held on 08.06.15 in accordance with the agenda circulated vide letter

dt.05.06.15. Minutes of the aforesaid OCC meeting were issued vide letter dated 12.06.2015. No

comments were received.

Members confirmed the same.

2.1 Status of Installation of Capacitors – Study by Planning Deptt., DTL

DTL had entrusted CPRI to study the installation of shunt capacitors in Delhi system on the

advice of OCC. Accordingly CPRI carried out the study for reactive power compensation in

Delhi. Final report was submitted by CPRI and for its implementation; a copy of report had been

emailed to all DISCOMs and GENCOs. SLDC convened a meeting with DISCOMs on dt.

18.02.15 to discuss on the Reactive Power Study report submitted by CPRI.

Planning department, DTL informed that comments from BRPL, TPDDL and BYPL have been

received. Comments from NDMC have not yet been received even after repetitive reminders.

NDMC could not attend the meeting. OCC advised NDMC member to attend the meeting

regularly and offer their comments within a week time to Planning and SLDC department of

DTL.

2.4 Phasing out of 66/33kV, 30MVA Power Transformer at 220kV Narela Substation.

DTL informed that the said transformer is currently being utilized for feeding only 01 No. 33kV

Circuit i.e. Khampur of TPDDL since 2010. 2nd

feeder namely Haiderpur is under B/D since long

time. Due to shortage of space in 66KV yard, the transformer is on single bus selection and the

same needs to be switched ‘OFF’ during bus maintenance activities. Further, the transformer is

placed adjacent to 20MVAR capacitor bank and thereby always remains in risk of fire during

failure of any capacitor unit / cell.

In addition the 33KV yard construction is of vertical pole mounted type with single bus and

maintenance works are thus quite difficult to carry out. The necessary clearances of 33KV yard

have also not been maintained, as the construction is just touching the Control Room building.

The transformer has already lived its useful life period of 25 years successfully as per DERC

guidelines and is now under outlived condition.

In view of all above, DTL’s proposal for phasing out of 30MVA, 66/33KV power transformer

along with 33KV yard equipments has been initiated in the year 2010. The case has been

examined / approved by the Planning Deptt. and put up in OCC accordingly. OCC recommended

for consideration of the matter in Streeing Committee, in which approval has also been provided

for shifting of 33KV load from Narela end by TPDDL.

The subjected transformer has developing acetylene gas during DGA testing, the concentration

of which is increasing day by day which indicates some internal high temperature fault. The

overhauling / internal inspection of transformer at this stage is not economically feasible (being

outlived) and the same may be required to be taken out of service at any time.

Accordingly, DTL proposed for phasing out of 30MVA, 66/33KV power transformer along with

33KV yard equipments at 220KV S/Stn. Narela on priority basis, by directing TPDDL for

immediate shifting of 33KV load from Narela end.

TPDDL informed that there is alternative feed for khampur is available; however the same is not

reliable.

During the meeting dt. 08.06.15, OCC advised DTL to carry out internal inspection and

dehydration of the transformer and outage for the same shall be provided by TPDDL.

DTL informed that the internal inspection by BHEL i.e. OEM is being planned during the end of

August, 2015.

OCC advised TPDDL to witness the internal inspection.

2.5 Strengthening of Earthing of 66kV Cables emanating from 220kV PPK-II substation.

DTL informed that at 220kV Sub Station PPK-II, 66kV Out going cables are with BRPL and the

earthing of these cables are very degraded position. Due to this, at the time of any fault in 11kV

System of BSES, 66kV Yard equipments at PPK-II substation are being affected.

Recently on dt.23.05.2015, 66kV Dwarka G-15 Ckt.-I tripped with heavy jerk (tripping might be

due to weak earthing) because of which, 66kV Line Isolator (B phase) at 220kV PPK-II yard got

damaged.

BRPL informed that their team visited the PPK-II substation and needful done in the presence of

DTL official.

2.6 Back feed & RMU provision for 11 kV feeders by TPDDL at 220 kV Substation

Kanjhawala

220 kV Substation Kanjhawla has 9 Nos. of 11 kV feeders feeding to TPDDL. Out of these 9

feeders, 04 No. feeders i.e Ghewara, SOS Bawana, JJ cluster, ABC Kanjhawala does not have

back feed by any other TPDDL grid. These feeders feed to the area nearby Kanjhawala S/Stn

and outage of these lines for any reason result in gathering of miscreants /local public at the

substation demanding for total black out.

Further, several areas of TPDDL are fed without RMU through auto reclose system i.e directly

from DTL which results in numerous tripping at Kanjhawala sub-station. One such feeder is

11kV Ghewara.

In this regard, DTL requested TPDDL to make arrangement in line with DERC guidelines for

back-feeding of the said 4 feeders to avoid any unwanted situation and to safeguard DTL system

for any fault at TPDDL end

The issue got deliberated and OCC advised TPDDL and DTL to have joint inspection visiting

TPDDL’s first switching substations to check protection system and back-feeding provision.

3.1 Issue of supply restoration on 66 KV O/G feeders from Harsh Vihar grid

BYPL have 4 nos. 66 KV feeders from 400/220/66 KV Harsh Vihar grid station. In case of

tripping of any of the feeders, the restoration process is very difficult and complex. There is no

arrangement for PT isolation at Harsh Vihar end, hence high voltage testing of feeders is not

possible. The only way is to call the OEM and get the cable ends isolated from the GIS panels

and test thereafter. This involves lot of efforts, time and cost. In summer months when there will

be no/little margin available on alternate sources, this unwanted delay may lead to large scale

load shedding in parts of east Delhi.

BYPL informed that they have already written couple of times to DTL with the request to

address this issue on priority, but we are still waiting for a response from DTL. Therefore, it is

requested to make suitable arrangement to test the feeders at DTL end to avoid any unwanted

delay in restoration of feeder and thereby any load shedding in the area.

During the OCC meeting dt. 11.05.15, OCC advised BYPL and DTL to have joint inspection at

the substation for looking into the feasibility of testing.

66kV/33kV Cable testing procedure for FLC and energizing shall be conveyed to BYPL. From

BYPL, officers from Protection department and Maintenance department have been nominated

for the said inspection.

DTL informed that there is no provision for isolating the line PT without de-gassing the GIS

chamber which is very exhaustive and time consuming process. Hence, as there is no alternative

except taking out the cable from the GIS end for any testing purpose. Otherwise, BYPL should

arrange an isolator outside GIS premises of Harsh VIihar S/Stn. for isolation of cable for testing.

5.5 Non-Reliable Supply from Dedicated Connection at DTL, 220KV GIS Sub-Station

Maharani Bagh under MLHT category.

DTL informed that due to frequent failure of supply from O/H feeder at 220kV S/Stn. Maharani

Bagh and to resolve the power Supply problem at this station, it was decided to get uninterrupted

power supply through dedicated connection from BSES. Accordingly, payment of Rs.

15089353/- was made by SSC-II Division DTL to BSES Rajdhani Power Ltd. in April 2009 for

providing 11 KV double connection under MLHT category at 220KV GIS S/Stn. Maharani

Bagh, i.e. one supply from the available O/H 11KV line and other one dedicated supply direct

from Kilokari Grid.

Dedicated supply connection from Kilokari Grid via CNG filling station Sarai Kale Khan was

completed by BRPL in 2013, but un-interrupted power supply from this dedicated feeder (U/g

cable) could not be achieved as supply failed 118 times (78Hrs.) during the period from April

2013 – March 2014, 87 times (505 Hrs.) during the period April 2014- March 2015 and 22 times

(14 Hrs.) from April 2015-till date. A lot of jerks & voltage Fluctuations were also been

observed and it is not good for smooth functioning of auxiliary system of the substation and very

importantly the S/Stn. data which needs to be send to SLDC, Minto Road for real time data

monitoring also gets effected.

DTL further informed the selection of HT switchgear of 11KV feeder and back feeding of O/H

feeder / underground cable feeder from 11KV HT switchgear at Maharani Bagh S/Stn. are being

frequently made by BSES staff as per their requirement.

DTL requested that the intent of 11KV dedicated supply connection may be completed by

providing the supply direct from Kilokari Grid to Maharani Bagh Substation without

tapping/termination from this dedicated feeder to avoid any disturbances due to frequent failure

of LT supply.

BRPL informed that they shall look into the issue and revert back in next OCC meeting.

However, a formal request for dedicated supply is required from DTL.
