What is “Parliamentary Procedure”?

     A set of rules and norms used during formal meetings that allow everyone to be heard as

well as promote decision making that is transparent

“Making a Motion”

A motion is a proposal by a committee member in favor of or against an issue or to discuss its merits. ONLY Representatives or their Alternate hold this privilege.

The process is as follows:

Wait  un>l  the  Parliamentarian  requests  a  mo>on:  

•  Address  him  as,  “Mister  

Parliamentarian  or  Mr.  

Garcia  ”  

•  Speak  clearly  in  a  concise  and  courtous  manner  

•  Express  the  mo>on  in  an  

affirma>ve  manner,  “I  am  

making  a  mo>on  to…”

“Seconding” the Motion

To ensure that the motion counts on support from the commitee, it must be seconded (support  expressed  for  the  mo>on)  

•  The  Parliamentarian  will  call  for  someone  to  second  the  mo>on  •  If  it  is  not  seconded,  the  mo>on  will  not  be  considered,  as  it  did  not  have  support

Motion Discussion (optional)  

•  Discussing a motion •  Useful when considering major decisions or there exist great

differences of opinion

Ø  The Parliamenterian may state, “A motion has been made and was

seconded by…It will be submitted to a vote unless it needs to be

discussed”

Ø  Any discussion must weigh the merits of the motion

Ø  The President has the authority to halt the discussion when s/he feels

its reached a stopping point

Voting Motion Procedures  Ø  The Parliamentarian may state:

Ø  “Those in favor of the motion show the green voting card

those opposed, please show the red card .”

Ø  Once the Parliamentarian submits the motion to a

vote, the decision is final and will be noted in the

minutes as an official action/decision of the

committee

Ø  Only Representatives (or an official alternate) may

vote. Only one vote per site is allowed

The ELL Parent Survey What does it investigate?

•  It strives to measure: •  ELL parents’ level of

knowledge on various components of a ELL Master Plan

•  ELL parents’ level of knowledge on the services and programs pertinent to English Learners

•  ELL parents’ opinions on ELL instructional programs

•  ELL parents’ opinions on the quality of their school’s ELAC

Recommendations PRIOR to distributing

ü Identify who your ELL students are ü Review the survey step-by-step ü Explain the importance of the survey ü Identify the process for sending the surveys home

Things to consider… •  Identify a central location

where completed surveys can be returned

•  Create an ELAC subcommittee whose purpose is to help collect the surveys

•  Consider incentives for children who return surveys
