We are continually amazed at the power of community philanthropy! We witnessed strength through partnership in 2015 through each of our four core services/roles:
Endowments & Donor Services – Approximately 30% of our charitable assets are managed in undesignated and fi eld of interest funds, and the Foundation Board uses these resources to meet a wide range of needs throughout DeKalb County. These Funds are critical to our ability to respond and partner with others to support services that make our communities vital. Read Sally Stevens’ story and how she is supporting our mission on page 17 of this report.
Stewardship – 2015 was a year of staff growth for the Foundation. We welcomed Noah Nordbrock to our team as Donor Services & Marketing Director and Ben Bingle as DeKalb County Nonprofi t Partnership Manager. They add to our excellent existing staff to provide even greater services to our donors, grant recipients, and community partners. See our staff and Board Members on pages 30-31.
Grantmaking – We are honored to have played a role in responding to the tragedy of a tornado that struck Fairdale and surrounding areas on April 9, 2015. The Foundation convened a group of county representatives and community leaders from the Kirkland and Fairdale area, at which the DeKalb County Long Term Recovery Corporation was created. Led by Bill Nicklas and a strong Board and volunteer case management structure, the DCLTRC took over the coordination of the community’s recovery after disaster relief efforts transitioned out. The Foundation Board also created the DeKalb County Disaster Recovery Fund, a pass through fund which collected over $875,000 to assist with infrastructure needs in the Fairdale area. Check out pages 18-19 for an update on the Fairdale area’s recovery!
Community Initiatives – The DeKalb County Nonprofi t Partnership (DCNP), a membership-based network of partners within the nonprofi t sector serving DeKalb County, offi cially became a program of the Community Foundation in order to support a full time Manager dedicated to growing the impact of the Partnership in the years ahead. See pages 12-13 for highlights.

4. Choose a Type of FundWe offer a variety of funds that are fl exible to meet our donors’ different charitable interests:
Undesignated Funds Undesignated funds offer the broadest giving option. They allow grants to be made to wherever our board and professional staff determine our community’s needs are the greatest. Field of Interest Funds These funds create grants that meet needs in a particular fi eld or geographic area that is of interest to you. Donor Advised Funds Donor advised funds enable you to recommend specifi c eligible organizations to receive grants. Scholarship Funds Scholarship funds enable students to pursue academic goals. You may defi ne guidelines for eligibility, the advisory committee, the school and the fi eld of study. Designated Funds These funds let you support specifi c organizations while we make sure that grants to these groups remain relevant over time and responsive to changing circumstances. Organizational (Agency) Endowment Funds Organizational endowment funds are established by nonprofi t organizations to provide income to them. We handle all administrative and investment responsibilities, freeing the organization to pursue its charitable mission.

Girls Scout Troop Starts in University VillageGirls living in the University Village apartment complex now have the opportunity to join a Girl Scout Troop. A Community Needs grant in the fall of 2015 to Girl Scouts of Northern Illinois (GSNI) supported the troop’s start-up costs. The troop meets on Tuesday nights through the school year and is led by an experienced volunteer with support from GSNI staff. The Community Needs grant allowed girls to join the Troop at a low cost with hopes that the girls’ future troop costs will be supported by fundraisers. GSNI is experienced in reaching girls in need by using a staff supported and collaborative model. Emma Eschenfeldt, from GSNI, says, “We know that girls who were Girl Scouts for more than three years have a higher level of education, enjoy a higher household income, are more civically engaged, volunteer more in their communities, mentor youth more often, vote more regularly, and have more positive social and interpersonal relationships, when compared to women who were not Girl Scouts.”

G r a n t s i n A c t i o nChildren’s Learning Center School BusChildren attending pre-school at the Children’s Learning Center (CLC) in DeKalb now have reliable transportation to and from school each day. A $23,500 Community Needs grant assisted in the purchase of a school bus for the Center. From April 1 to June 30, 2015, the new bus provided 2,706 bus rides to children in low income and very low income families. Throughout its existence, CLC has owned and operated a yellow school bus. The new bus allows transportation to remain a signifi cant comprehensive service to the CLC families. Nancy Teboda, CLC explained that the bus is impacting more than just the children, “Child care and transportation are employment support services. When employees have reliable child care, employers experience a decrease in absenteeism, tardiness, and staff turnover.”

Improved Crafting and Work Space at Cortland Public LibraryThe Cortland Public Library is a small building that serves the town of Cortland’s population of approximately 4,000 people. A $7,996 Community Needs grant allowed the library to purchase new shelving and table space. Library Director, Barbara Coward, was happy to grow the juvenile fi ction by over 20% to fi ll the new shelves and the tables allow for more story and craft sessions for families. She has seen a 30% increase in attendance at family crochet time and other story and craft programs because there is more room to participate. Coward said, “Patrons have frequently commented on Cortland Library’s ability to squeeze a wide variety of circulation materials into our small space. This new furniture gave us additional space options!”

C o m m u n i t y I n i t i a t i v e s – C o m m u n i t y Wo r k sThrough 20 CommunityWorks Funds generating $117,559 in 2015, donors are partnering with the DeKalb County Community Foundation and local organizations to cultivate young learners, to develop wise use of natural resources and grow a skilled workforce in DeKalb County.
Highlighting priority projects identifi ed in the County’s fi rst watershed plan, the Community Foundation provided a $42,800 CommunityWorks grant to the Sycamore Park District to restore and naturalize the waterways where Route 64 crosses the south branch of the Kishwaukee River at the golf course entrance.
DeKalb County Engineering Department received a $2,500 grant to purchase signs on major roads to identify waterways and watersheds in the East Branch, South Branch Kishwaukee River Watershed. The Engineering Department provided the design, planning and labor to install the signs.

The DeKalb County Nonprofi t Partnership (DCNP) offi cially began in 2012 - a network of organizations joining together for professional development, training, and partnerships to improve the quality of life in DeKalb County. In 2015, DCNP continued to mature and became a formal program of the DeKalb County Community Foundation. This evolution has brought the expansion of programs and services. To lead these efforts, Ben Bingle was hired as DCNP Manager, becoming the sixth full-time staff member of the Community Foundation.
CollaborationDCNP collaborates with organizations throughout DeKalb County to strengthen the nonprofi t sector. The NGOLD-DCNP Internship Program is just one example.
DCNP partners with the NIU Center for NGO Leadership and Development (NGOLD) and NIU Career Services as well as DCNP member organizations to make undergraduate internships possible with DeKalb County nonprofi ts. Students build their resumes and nonprofi ts benefi t from the interns’ 120 hours of service during the semester. Yet another partner, the Douglas C. & Lynn M. Roberts Family Foundation, generously supports the $575 internship stipends.

Youth Engaged in Philanthropy (YEP) started its seventh year as a Community Foundation initiative in the fall of 2015. High school youth from across DeKalb County participate in monthly meetings, leadership activities, and volunteer outreach events to understand the need for philanthropy in DeKalb County. The youth are familiarized with the nonprofi t sector and introduced to grantmaking. Through youth led meetings, the YEP committee learns to analyze grant applications and identify the potential impact on other youth in DeKalb County. YEP grants support projects and programs that benefi t youth in DeKalb County.
Grant in Action:In May of 2015, YEP supported TAILS Humane Society’s Catalyst Program with a $2,400 grant. Youth that are deemed at-risk for negative behaviors by their counselors, are invited to join the Catalyst program and are partnered with a one-on-one mentor to help care for the needs of the animals in the shelter. The youth learn to care for the wellbeing of animals and how to care for themselves through the mentorship.

Held in The Freight Room, the 2015 Friends of the Foundation event featured background music by DeKalb High School student Sofi a Mattson, on a concert harp made possible by a grant from the Farny R. Wurlitzer Foundation Fund.
The Freight Room, located inside the Community Foundation, is available to nonprofi ts, community groups, and businesses to rent for meetings, trainings, workshops, and fundraising events. Since 2013, The Freight Room has hosted over 265 nonprofi t, for-profi t, and community events. As many noticed, the sound reverberation was something to improve. In August of 2015, thanks to a generous anonymous donor, the sound quality was greatly improved through a series of acoustic plaster layers added to the ceiling. With the acoustic improvements to this amazing space, we hope to see even greater usage in the years to come. 2015 Youth Engaged in Philanthropy Orientation had a record
attendance with nearly 60 high school youth in attendance.

D o n o r S t o r i e s - S a l l y S t e v e n sSally Stevens Community Fund – Giving Where it’s Needed MostSally Stevens is a Huskie through and through! Having worked for Northern Illinois University as Secretary to the President from 1964-1996, NIU students have a special place in her heart. She invested early on in the successful futures of NIU students by creating a scholarship fund years ago to benefi t university students and is part of the Cornerstone Society.
As a childhood playmate of Mary Roberts, Sally had a great deal of affection and respect for the Roberts family. She watched with great interest as the Community Foundation was created and started providing grants throughout DeKalb County in a variety of interest areas. Sally knew the importance of a connection between a strong University and a strong Community.
In 2004, Sally took a bold step to ensure that DeKalb County’s quality of life would continue to be enhanced by taking out a life insurance policy for $1 million, with the Community Foundation as the sole benefi ciary. The annual premium is tax deductible! As an undesignated fund, the annual payout will be used by the Foundation Board to meet ongoing needs in the areas of arts & culture, education, environment & animal welfare, community development, and health & human services.
The power of endowment is that these funds grow through investment while distributing a portion of their value in grants every year. They meet today’s needs and help sustain the quality of life of our community’s future. A $1 million endowment fund will distribute approximately $40,000 in grants every year.
The Community Foundation is grateful to Sally for her foresight and generosity. Her fund will continue in perpetuity, in Sally’s name, to benefi t future generations of DeKalb County residents, including many Huskies!

D o n o r S t o r i e s - Fa i r d a l eDeKalb County Disaster Recovery FundAs many recall, on April 9, 2015 a deadly tornado tore through rural DeKalb County. It was the greatest natural disaster to strike the county in generations. Approximately 90 properties were affected including 66 residences in Fairdale with an estimated property damage of $7.9 million, of which an estimated $2.76 million were uninsured losses.
The community response for disaster relief efforts was tremendous! There was a great outpouring of donations and volunteers to assist with immediate cleanup and other assistance to those affected by the damage.
Adding to the success of a GoFundMe account started by the Village of Kirkland, the Kishwaukee United Way and the Community Foundation partnered to establish the DeKalb County Disaster Recovery Fund in order to accept foundation grants and other donations focused on long term recovery and rebuilding efforts.
Rebuilding efforts continue and the construction of new homes are well underway.

D o n o r S t o r i e s - Fa i r d a l eOn April 20, 2015 the Community Foundation convened a group including the Kirkland Lions Club, Village of Kirkland representatives, DeKalb County Government Offi cials, funders, and community leaders in order to focus on long-term recovery planning. Out of this group planning, the DeKalb County Long Term Recovery Corporation (DCLTRC) was formed to take over responsibility for coordinating the recovery efforts in the Fairdale area.
With this new organization in place, recovery efforts continued to move forward, and the areas affected by the tornado started to rebuild and take shape. At the end of 2015, 14 new housing starts had occurred and 20 damaged homes were remodeled and re-occupied. In December 2015, the community septic fi eld was completed and natural gas lines were extended to Fairdale. In 2016, plans for recovery include planting new trees, rebuilding the community park, repairing broken streets and building of new homes.
To date, over $1 million has been donated to assist with the recovery efforts.
The DeKalb County Community Foundation is honored to partner with donors, community leaders, residents, and service providers in support of rebuilding an even stronger community.

The Foundation is governed by a diverse and representative Board of 21 volunteer members chosen for their knowledge about the needs of our community and for their involvement in broad-based charitable and community activities
Our Board oversees the transparent investment and management of charitable funds for individuals, families, nonprofi t organizations and corporate donors while approving all grants distributed from the Foundation
