Role of the FCO Member of the Unified Coordination Group (UCG) in the Joint Field

Office (JFO) Coordinates the Federal response and the support from the Non-

Government Organizations (NGO) Is the designated Disaster Recovery Manager

o Has fiduciary responsibility for the event Works closely with the State Coordinating Officer (SCO)

Size matters…. FEMA strength: 5,000 FTE , 7,000 Reservists and 1600 FEMA Corps

o Not as large as you might have presumed

o Unlike DoD, does not deploy as a unit

Purpose of response is to stabilize the situation, save lives, and protect property Provide federal support when situation exceeds state capability

o But not wait for failure Federal responses are a small percentage of declared events

o DoD responses are a minute portion of federal responses

Unified Coordination Group (UCG) foot stomper Establishes shared priorities and objectives for response/recovery Membership:

o Always includes the SCO and FCOo Includes other members as the situation dictates

• DCO, SFLEO, DOE, Tribal….
