Sustainable Urban Resource Management (SURM)

• The three capacity‐development streams are participation, evidence, and integration.

• These capacity‐development streams act as enablers to advancing SURM for localizing the SDGs.

SURM is an approach to transform urban consumption and production systems through interventions that are linear to circular, pro‐poor, gender‐responsive, and resilient to shocks and stresses.

Linking the Localizing the SDGs Policy Framework for SURM with the VLR Process

Some of the framework’s building blocks will indicate where the VLR process and the SURM framework are closely aligned and could be considered an entry point to link both processes.
