Meeting of the Nisqually Chapter of the Back Country Horsemen Minutes For NC General Meeting November 5, 2019

by Carole Kowitt, Secretary At Moose Lodge in Yelm, WA President, Frank Servine called meeting to order at 7:00 PM Frank Servine read the mission statement.

Frank spoke about the membership renewal and how the numbers do matter. Please renew your membership however you are comfortable doing it.

Also, Carole is to email the group with information about the Nisqually State Park Development meeting on November 13 – University of Washington at Pack Forest in Scott Hall. 9010 453rd Street East Eatonville, WA 98328

The meeting will be held in Scott Hall from 6pm to 8pm on November 13th

For those of you that cannot attend, we will be placing the preferred alternative on the project webpage within 1 week of the meeting. http://bit.ly/NisquallyPreDesign

Discussion. Agreed: A loop, however skinny, for horses is a goal, the longer the better.

Contacts Report: Kathy Talbot: the ride on November 3, Sunday, was a great ride with 45 attending. Rendezvous 2020 motto: “Working Together we get more done” Sign up with Kathy if you plan to attend, she has the forms.

Christmas Party, December 3rd !! Gift Exchange AND a hat contest, so wear a hat!! Carole Kowitt is to update the flyer for the event and email it out. Add to flyer to wear a hat. Carole Kowitt: November Newsletter update – improved quality of print on FB. Sent better copy to Kathy Richardson as well. Have 2020 calendar of events for members.

Lola May: We made over $2600 from the auction. We are solvent.

Kim Merrick: She is going to the state December Board meeting, please let her know if you want state 2020 calendar and how many as she will order them at the meeting. She just needs a count, no money yet.

BCHA has entered into a lawsuit over e-bike usuage. Carole is to email with information.

They did not do this lightly, this is very important. Said a friend who had a e-bike told her that they are rather heavy and hard to handle in soft dirt, much better for paved trails.

Parking lot at the wine ride has been improved to two lanes and worked great. Over 700 riders and two loops. All the poop has to be picked up, and she was part of that effort.

The overall members of BCHW has dropped, and we need to bring up that number to keep our vote and ability to say how the backcountry trails are managed.

First aide on group rides is a must and our chapter is doing it.

Taxes are a big deal at state level, they effect our ability to attract donors for projects. The state is hiring an Accountant and that will add to costs. State insurance rider for 2020 is in place.

Joe’ Barcomb: She needs all volunteer hours reported, the Group Ride hours as well. She has the sign-up sheets for the Jan.16-19 event at Tacoma Dome. Volunteers will get a free pass into the dome if they sign up. Four hours is asked for. See her to sign up.

LNT information is available, see her if you need any information.

Barb Veal: Election Night! Nominating for the Board of 2020. President: Frank Servine – he will continue. Everyone cheered! VP: Kathy Talbot – she will continue. Everyone cheered! Treasurer: Lola May is stepping down. Gerry Meisner volunteered. Everyone cheered. Secretary: Carole Kowitt – she will continue. Everyone cheered.

There was discussion about the President’s appointed positions. Andrea Cotey, Membership Chairperson, is stepping down. Robbie Meisner volunteered to take over that activity. Everyone cheered.

Frank Servine thanked both Lola and Andrea for their service and time and commitment.

Barb asked for all the Hoof Print trail hour reports. She needs them by November 15th There will be awards, please sign up for 2020 Hoof Prints!

Frank discussed the newsletters becoming a quarterly report. Here is the pertinent information from the board meeting minutes that will keep newsletters monthly:

“Question: Why monthly vs. Quarterly newsletter? The monthly General Meeting Minutes are in the newsletter, and we told our advertisers that we would send out a monthly ad for them for the price they paid per year.

The Bylaws (dated 6/19/19) state: ARTICLE X – AMENDMENT OF CHAPTER BYLAWS Section 1 - Any proposed changes in the bylaws must be submitted, in writing, by the Chapter member to be published in the Chapter newsletter. These proposed changes must be published in this newsletter for two (2) consecutive months prior to being voted on at the General meeting”

Break from 7:40 to 7:47pm – There was a folding knife and chainsaw tool turned into lost and found. Also, Joe’ Barcomb has 2 chairs that were left behind.

Old Business: voted on October General Minutes as in November newsletter. Passed. New Business:

Guests: Rosemary Wells, she is now a new member! She rides as often as she can and was at our November Group Ride.

Pat Long has a three-horse slant load trailer for sale.

Update On Yelm Prairie Line Trail by Larry Leveen, Project & Communications Coordinator, ForeverGreen Trails, 360.357.3871

Well, the cat is officially out of the bag on this one...

County Councilman McCune is introducing a resolution of support for the Yelm Prairie Line Trail (YPLT) at the upcoming in-district Council meeting on November 12 (6pm at the Lackamas Community Center). This will follow a presentation I have been invited to make about the trail project to the Council. I am very pleased with the resolution language and hope that its passage will provide support for elevating the project in the PROS Plan update. By this I mean mentioning the YPLT by name in the Plan text instead of simply referring to inter-jurisdictional connections and potential cross-state trail routes as the draft currently does. The YPLT is shown on a map of proposed trails, but so are trails that are likely 30+ years away from initial planning work. The YPLT is no pie-in-the-sky project, but one already partially completed in Thurston County, with most of the right-of-way needed to get to Roy already in public ownership. Through various measures, Pierce County Parks has established a list of priority projects. These are good and reasonable projects that will benefit the public and this is not a criticism of that list. Hopefully this resolution will simply add the YPLT to the list of priorities because of the unique opportunity it presents to leverage other jurisdictions’ investments in this corridor to provide access to trails while making a crucial connection between Pierce and Thurston Counties on an alignment that will likely be the route of the Cross-State Trail. The Foothills Trail shows that trails are destinations people seek out — you don’t have to build them solely in highly-populated areas for the public to use and love them. 

As significant partners in helping land grants for the Pierce County portion of the project, the Tacoma WA Bicycle Club and Foothills Rails-to-Trails Coalition as well as ForeverGreen Trails are mentioned in the resolution and representatives of these groups have been specifically invited to the upcoming meeting. You are also welcome to attend.
