L967 Logistics Section Chief (LSC) Course, February 6 – 10, 2017, Ohio Task Force One (OH-TF1), Training Center, 431 McFadden Avenue, Dayton, Ohio 45402 Course Description: This course is designed to provide local and state-level emergency responders with a robust understanding of the duties, responsibilities, and capabilities of an effective Logistics Section Chief (LSC) on an All-Hazards Incident Management team. These responsibilities fall into two categories: Logistics Section Chief Duties (1) responding to the incident; and (2) effectively fulfilling the position responsibilities of a Logistics Section Chief on an All-Hazards ICS Incident Management Team. Exercises, simulations, discussions, and a final exam enable students to process and apply their new knowledge. MGT-347 Incident Command Systems Forms Review Course, February 7, 2017, Ohio EMA, Columbus, Ohio 43235 Course Description: This 4-hour workshop provides a detailed introduction to emergency response supervisors and mid-to upper-level managers to the Incident Command System (ICS) forms used in the development of an Incident Action Plan (IAP). Participants will examine the primary forms used in an IAP, as well as supporting and other utility forms. In addition, participants will review the planning process and where, within that process, the forms are filled out and by whom. The workshop includes a practical application designed to instruct participants in the development of Specific, Measurable, Action-oriented, Realistic, and Time-based (SMART) control and management objectives. MGT906-Incident Command System (ICS) TtT (L-449) Course, May 2 - 5, 2017, Ohio EMA, Columbus, Ohio 43235 Course Description: L-449 Incident Command System (ICS) Curricula Train the Trainer (MGT906) prepares participants to deliver EMI's ICS curricula. Enhance your instructional skills and prepare to deliver FEMA's Incident Command Systems (ICS) curriculum. While ICS-100 and ICS-200 courses are addressed, the major emphasis is on ICS-300 and ICS-400. Students will learn from training professionals how to use adult-learning techniques to get the best out of the classes you teach. Students will develop and deliver a training module during the course. This course is 32 hours (4 days) and is scheduled through the State Administrative Agency in cooperation with the Emergency Management Institute. L110 National Emergency Management Basic Academy (TtT), May 22 - 26, 2017, Ohio EMA, Columbus, Ohio 43235 Course Description: The Federal Emergency Management Agency (FEMA) recognizes the need to tie training programs to an established set of emergency management competencies and to a career development program through a progressive training and education system that includes the foundational-level Basic Academy. The Basic Academy provides a structured and progressive framework for acquiring the knowledge, skills, and abilities to meet the challenges of an ever-changing emergency management environment. L-962 Planning Section Chief (PSC) Course, June 12 - 15, 2017, Nathanael Greene Lodge, 6394 Wesselman Road, Cincinnati, Ohio 45248 Course Description: This four-day course design provides local and state-level emergency responders with a robust understanding of the duties, responsibilities, and capabilities of an effective Planning Section Chief (PSC) on an All-Hazards Incident Management Team. These responsibilities fall into two categories: PSC duties 1) managing the planning cycle and 2) tracking resources and incident status. Exercises, simulations, discussions, and a final exam enable students to process and apply their new knowledge (there is no charge to attend this course). L950 Incident Commander Course, June 19 - 23, 2017, Ohio Emergency Management Agency, Columbus, Ohio 43235 Course Description: This five-day course provides local- and state-level emergency responders with a robust understanding of the duties, responsibilities, and capabilities of an effective Incident Commander (IC) on an All-Hazards Incident Management Team (AHIMT). These responsibilities fall into two categories: 1) responding to the incident and command needs of the incident, and 2) effectively fulfilling the position responsibilities of an IC on an All-Hazards ICS IMT. Exercises, simulations, discussions, and a final exam enable participants to process and apply their new knowledge.

NOTICE: To improve course number sequencing and consolidate overlapping courses, the Ohio EMA 2017-2018 Training Policy & Catalog will contain new course numbers for the Ohio Specific Recovery courses. OH-605 IA Damage Assessment Workshop (2 hours) This is now the only Individual Assistance (IA) Damage Assistance Course. The previous OH courses replaced under this Course are: OH-605 IA Damage Assistance Workshop, OH-605a Damage Assistance Refresher and OH-605b IA Damage Assessment Train-the-Trainer.
Course Description: This course provides a detailed overview of the following topics related to post-event assessment of the impact and magnitude of natural and person-made disasters to the private sector: an overview of the local damage assessment process, criteria for private sector impacts, local damage assessment information reporting methods and standards for private sector, training local teams (composition or membership of damage assessment teams) and the roles and responsibilities of the Individual Assistance damage assessment coordinator and team leads. This course also prepares students to perform, organize, and teach IA damage assessment. OH-606 Recovery from Disaster: The Local Government Role (3 hours) Previously the OH-205 Recovery from Disaster: The Local Government Role (3 hours)
Course Description: This 3-hour course provides representatives of county / local emergency management, local governments (township, municipalities, county, special district, authorities, etc.), certain private non-profit organizations, and organized volunteer organizations with an overview of pre and post event topics related to disaster recovery. Training modules include an overview of the various supplemental state and federal disaster assistance programs, pre-disaster recovery planning, and the post event damage assessment process. OH-607 PA Cost Documentation / Damage Assessment Course (3.5 hours) Previously the OH-605c PA Damage Assessment and OH-618 Cost Documentation
Course Description: This workshop introduces students to the FEMA Public Assistance (PA) Program by addressing the basics of damage assessment, cost documentation and procurement. The FEMA PA Program provides financial assistance to state and local governments and certain private non-profit organizations for emergency work and infrastructure repairs/replacement following disasters. This workshop is designed for record-keepers, administrative, and fiscal personnel responsible for cost documentation and/or procurement.
EXERCISE UPDATE:
In 2015, the Ohio Department of Public Safety started working on the “Ohio Mall Active Shooter Tabletop Exercise
Toolkit.” The project involved the collaboration between the Ohio Emergency Management Agency and the Ohio Private
Investigator Security Guard Services. To date, two active shooter mall exercises have been held with Ohio malls, from
the feedback gathered materials were sculpted into a tool kit that should be universal for malls in Ohio and across the
United States.
The Mall Active Shooter Exercise Toolkit is in the last stages of a vetting process before testing the final product with the
Franklin Park Mall, in Toledo. Once the materials are finalized they will be shared on the Ohio EMA webpage and will be
available for download by counties and malls wishing to test their plans and preparedness capabilities.

FREE DOT PHMSA Funded Rail Car Incident Response Training Available
As more and more rail traffic transports cargo including hazardous materials, it is important that the responder community become educated about the dangers and unique hazards presented with rail cars carrying these commodities. The information covered in this Department of Transportation Pipeline and Hazardous Materials Safety Administration (DOT PHMSA) approved and funded Rail Car Incident Response for Crude, Ethanol, and Other Flammable Liquids training course will enhance the ability of emergency responders to assess the scene of a rail car incident, understand the resources needed to remediate the emergency situation, including how the railroad will play a critical role in the response.
Hands-on scenarios using a 14ft. rail car simulator are conducted to emphasize the objectives of the training including:
Identifying the design, construction, components and markings of rail tank cars that carry crude/flammable liquids
Recognizing and identifying the chemical being transported, and the properties that must be considered in an emergency
Assessing the scene to determine the potential hazards to people, property, and the environment
Recognizing mitigation strategies including offensive, defensive, and non-intervention strategies for fire and/or spill incidents
Identifying key resources in the rail/freight industry as well as federal, state, and private resources for response assistance
