Directors Report

Welcome to Winter

I hope everybody had a great Thanksgiving holiday. Mine was spent with family, friends

and, of course, football. According to History.com, the first time the Detroit Lions played

football on Thanksgiving Day was in 1934, when they hosted the Chicago Bears at the

University of Detroit stadium, in front of 26,000 fans. The NBC radio network broadcast the

game on 94 stations across the country–the first national Thanksgiving football broadcast.

Since that time, the Lions have played a game every Thanksgiving (except between 1939

and 1944 because of WWII); in 1956, fans watched the game on television for the first

time. However, as the Lions do from time to time, they lost the first Thanksgiving game by

the score of 19-16. This year, though, they won by a score of 45-14 over the Philadelphia

Eagles for their third Thanksgiving win in a row. Go Lions!

Now, we look forward to our end-of-year festivities and the celebration of a New Year. At this time, we can reflect on the last 365 days, look for opportunity to grow, and make 2016 our best year yet. Over the past year, the stock market has had its ups and down. Unfor-tunately for the retirement system, the third quarter closed with a sharp decline; our fiscal year end is September 30. Although this impacted the returns on the investment portfolio, the shifts made in investments over the last few years helped smooth some of this volatil-ity. We ended the year with a one year gross of fees return of 1.09% with a two-year re-turn of 4.97% and a three-year return of 8.22%.

County Achievements

Wayne County Retirement would like to celebrate the life of Michael Berry. Mr. Berry

served on the Wayne County Road Commission starting in 1967 and served as chairman

for 10 of 16 years. He also had a major hand in the development and expansion of the De-

troit Metro Airport. Furthermore, Detroit College of Law at Michigan State University hon-

ored him with the Distinguished Alumni Award on May 31, 1998. (continued on page 5)

Wayne County Retiree Sub-Chapter 38

Wayne County Retiree Sub-Chapter 38 continues to represent all of the retirees, their spouses and beneficiaries of Wayne County and the Wayne County Airport Authority. The Sub-Chapter has stepped forward to defend pensions and benefits in the past and will continue to do so. If you are a member of the Sub-Chapter, we invite you, the retiree including spouse or beneficiary to join in our continuing efforts to fulfill our mission. We are proud of our accomplishments to date and ask that you join us in continuing that mission of working with the Wayne County Employees’ Retirement System to protect those pensions and benefits. Membership in Sub-Chapter 38 does not require prior membership of an AFSCME bargaining unit. Membership dues are only $2.50 per month that may be deducted from pension payments or paid annually directly to the Sub-Chapter.

Sub-Chapter 38 has entered the 21st century by creating a website designed to provide the latest

information of retiree issues plus links to the Retirement System and Michigan Council 25. The web-site address is www.wcsubchapter38.com. Take a look at the website; we think you will like it. We are also open to suggestions on how to better serve retirees on that website.

Sub-Chapter 38 gathers, with many of your fellow retirees, at monthly membership meetings held on the second Tuesday of each month starting at 1:00 PM at UAW Local 182, 35603 Plymouth Road, Livonia, MI 48150. We also enjoy a light lunch at those meetings. Information concerning retiree matters in the Wayne County, state and national arenas are fully discussed and questions an-swered, in addition to the opportunity to socialize. Friends of Eloise has a Facebook page. There are four other Eloise Facebook pages so make sure you find the Friends of Eloise page. Many photos and news article concerning the history of the Eloise complex and even some of our holiday reunion are on the page. Feel free to leave mes-sages.

About 4,400 of the 7,100 patients buried in the Eloise Cemetery are now on-line on www.findagrave.com The burial records cover the years 1897 -1948. We are still looking for the missing records! Any information on them would be appreciated.

Wayne County Employees Retirement Club Membership

If you are not a member of the Wayne County Employees Retiree Club we would request that you

consider joining. We meet monthly at the Public Service Credit Union in Romulus, MI by the Detroit

Metropolitan Airport. We publish a monthly newsletter that is sent via e-mail to all members that pro-

vide us with an e-mail address and twice a year we send out a printed edition of our newsletter to all

members as well as have a Spring and Fall Luncheon, open to all members. This is a good way to

keep abreast of what is going on in Wayne County as it affects the retiree population. Our dues are

$20.00 per year and our membership runs from Jan1 to December 31 of each year with renewals

due Jan 1, of each year. We hope that if you are not a member you will consider joining. We have

attached a membership form for your convenience.

Membership runs from January 1 to December 31 of each year. Dues structure is $20.00 per year (if

your pension is less than $250/month dues are $10.00/year). Checks should be made payable to:

Eloise Books and Note Cards

Two books (Eloise and Detroit’s Hospitals, Healers And Helpers) containing photos of Eloise, both

published by Arcadia, and both by Patricia Ibbotson are available in local bookstores, on-line at

www.amazon.com and www.bn.com. The first book Eloise: Poorhouse, Farm, Asylum and Hospital 1839-1984 is also being sold by Jo Johnson as a fundraiser for Friends of Eloise. The cost

is $22. It is available in the gift shop at the Westland Historic Village Park on Wayne Road in

Westland or by calling Jo Johnson at 734-522-3918. The Eloise book is now in a 12th printing. The

hospital book is in a 3rd printing.

Because of both his personal and professional accomplish-

ments, Detroit Metro Airport named a terminal for international

travel in his honor. His accomplishments are seemingly end-

less and truly amazing. Mr. Berry passed away on October 25th

at the age of 95. We want to say thank you to Mr. Berry for all

he has done for Wayne County and the community.

I also want to take the time to celebrate the career of Raymond

Wojtowicz. He is retiring after 39 years as the Wayne County

Treasurer. He was elected Treasurer ten times during his ten-

ure at Wayne County. Prior to his County Treasurer position,

Mr. Wojtowicz was elected as the Mayor of the City of Ham-

tramck, and he was also elected to the first Wayne County

Community College Board of Trustee’s.

One of his many accomplishments was implementing the De-

linquent Tax Revolving Fund program back in 1978 borrowing

$25,600,000 to advance property tax collection on behalf of

the taxing authorities in Wayne County. Since the program

started, approximately 4 billion dollars has been borrowed and

over 600 million dollars in surplus funds has been transferred

to support County Operations. That is a wonderful accomplish-

ment.

I had the pleasure of working with Mr. Wojtowicz for a

large part of my career and want to personally thank him

for everything he has done for me. I would not be where I

am today if it wasn’t for Mr. Wojtowicz. He was not only

compassionate to members of his staff but to the public

he served. He met with tax payers and the general public

often, even without an appointment. One of his favorite

mantras was a reminder that we are entrusted with “OPM-

Other People’s Money”, and our duty is to go above and

beyond every single time. I remember Judy Verhines

calling Raymond Wojtowicz “The Last of the Honest Poli-

ticians”, which speaks volumes to the type of man he was

throughout his long and prosperous career. I personally

want to thank him one last time and wish him the happiest

retirement.

I hope you all have a wonderful holiday with peace and good health in the New Year. There are some out-standing festivities taking place in Wayne County. We hope you will celebrate with the beautiful Christmas tree and ice rink in Campus Martius or consider the Wayne County Light Fest in Hines Park. Most importantly, though, remember to spend this season with loved ones sur-rounded by only the warmest thoughts and feelings.
