Dear Readers,
On behalf of 'QCFI-Pariwar' I wish you and your family members 'A Happy, Healthy,
Safe, Secure and Prosperous New Year – 2013'.
I take this opportunity to thank all the organizations participated and their participants,
presenters, delegates, all chapter officials for their co-operation and contribution for
making NCQC-2012 a grand success. This issue we are dedicating to NCQC – 2012, held
at Kanpur.
I would like to congratulate all QC Case-Study Presenters for achieving awards and
Rewards in the competitions in various events such as Model, Quiz, Poster, Poem, Essay,
Slogan and Skit. I express my gratitude to the evaluators, Jury and Judges in all these
events.
We realized the inconvenience caused to the participants in getting better accommodation
in Kanpur. While we regret for the same, I would like to say that for NCQC-2013 even
though Durgapur is host Chapter, the NCQC-2013 Venue is in Kolkata.
I duly recognize the host – Chapter Kanpur for their organizing capabilities for such a
mega event. I appreciate particularly Sri Tarun Agarwal, Director and Hony. Secretary,
Kanpur Chapter, Director Sri Atul Agarwal, and Kanpur Chapter team members for their
tireless efforts once again, for the third time, to make this event with 1000 plus teams a
success.
I express my adoration to our president Dr. R.C. Agarwal and Vice – President Dr. Ashok
Mittal, without their patronage this could not have been possible. Sirs, we are blessed.
My special thanks to entire team of IIT Kanpur for their excellent support for this
convention.
I fail if I do not remember my team from HQ who have rolled every stone to build
benchmarks by practicing P-D-C-A and continuous improvements to adopt systems for
smooth functioning. The successes of this mega event is the result of team work of
chapters, Host Chapter, BOD & HQ.
Adieu to 2012 and Welcome 2013.

Sri Jayajothi & Co. Limited a fast developing textile centre of South India located near Madurai of Tamilnadu.
The Mill was started in 1946 with a modest capacity of 6000 spindles. At present we are having the capacity of 92432 spindles and 1500 workforce. As textile industry is worker intensive, we need to maintain better work culture to achieve results. Since our work force comes from different walks of life, we would like to impart the basic training and advanced concepts like 5S. 5S concept becomes utmost necessity to upkeep our machineries and working areas neat & clean to facilitate our workers to work peacefully. 5S concept helps us to utilize the available area efficiently. In view of the above factors we decided to implement 5S in our mill.
We at Jayajothi are committed to create value for our employees by providing a healthy work place.
“A healthy organization is one in which an obvious effort is made to get people with different backgrounds, skills, and abilities to work together towards the goal or purpose of the organization. While we have not accomplished this at a societal level, it is achievable at an organizational level”. People drive the performance of business and the culture of business drives the performance of people.
Wide variation of age gives barrier to our progress
Being an old unit operatives stick on to the old age practices which will never fetch results with latest technological machines.
Average age group of employees was high
Since our unit is at the foothills of a hillock, floor level variation is as high as 20 feet between corners posing hindrance to material handling and needs special equipments.
Afraid of taking responsibility thinking that they will become the victims of change
Leadership (particularly front-line) holding on/reverting to traditional autocratic style of leadership.
Leadership not leading by example or exhibiting the behaviours they require from their people
Not understanding that team and people evolve over time and not giving the people the time to grow into the new way of operating.
Not regularly using the vision an mission to drive decisions.
Changing culture is an on-going, never-ending process. It isn't a project that does, and then mark in the 'done' file and get back to business. As well, it may take sometime to implement, and feel the full benefits of the changes, that are recommended as an outcome of a deliberate cultural design process. It is simply part of the process. Changing workplace culture can be bumpy ride.

The lag time between implementing and changes in behavior can sometimes seem extremely long. Commitment to the process and enabling the best to be brought out, people and organization is what will ensure that the cultural change is a success. There is no magical answer to implementation, but avoiding the pitfalls listed above and engaging en expert change consultant to help the process increased our success.
We approached QCFI – Madurai Chapter and assigned them the task to train our employees and help us to implement 5S concept in our factory. Mr. B. Balakrishnan, Director, QCFI, Mr. M. Sankarasubramaniam, Secretary and Mr. G. Marimuthu, Joint Secretary of QCFI Madurai Chapter have taken this challenging task and started their work at once. They first gave awareness training to all our employees and staff members. They advised us to divide the factory into 9 teams and 52 zones. Each team will be headed by a team leader and zones by zone leader. We conducted mass cleaning day and started Seiri. They guided us at all times and helped us to succeed in our task. At one point of time they taught us how to conduct audits and asked us to do self audits followed by Management Audit and External Audit which gives us sustenance of 5S in our factory.
We keep on training the employees about the principles of 5S and its benefits. We organized seminars, industrial visits of award winning institutions. Besides the above, we gave outbound training. We chose a place where there is no mobile connectivity and were given motivational training continuously for two days. This training was given to all employees from operators to senior staffs. We have conducted block analysis for selected operatives and staffs to remove the blocks and get them to main stream.
After giving these rigorous training, we developed a training team among the employees and they were given the target of handling day to day affairs of employees along with training new comers. Our employees were made to feel the pleasure of doing 5S rather than forcing them to do so. Slowly these training works and senior employees proud of themselves as lot of appreciations came from our Management and visitors thronging to our units. We can able to hear these type of appreciations also from the people who left the organization earlier who were afraid to take responsibilities. This gives a strong impression to our operatives that only who takes responsibility will reap the benefits. People began to take responsibilities and our work becomes easier.
Our daily production rose to 13000 kgs per day in 2012 from 7000 kgs per day in 2009.
Our plant utilization rose to 94.5 in 2012 from 92% in 2009
Space saving to the tune of 15620 sq ft. after completing Seiri
Cutting costs, reducing wastage / shrinkage and reducing employee turnover
Benefits reaped Out of above changes

I, for one, did not want to miss NCQC-2012, Kanpur for I developed a love for that venue, IIT Kanpur. I had attended the first one at IIT Kanpur in 1993 and the next one subsequently in 2006.
I always enjoyed those lush green environment, far from the maddening crowd. Lucky and blessed are those who stay there and those who teach and those who learn.
Nothing can be more appropriate than to hold the National Convention on Quality Team Concepts at the very precincts of one of the temples of learning.
Kanpur Chapter of QCFI, the first one to be formed is lucky enough to get this venue three times – 1993, 2006 & 2012. Thanks to Prof. A.K. Mittal and IIT authorities.
As Dr. W.E. Deming has said, that every activity has to go through P-D-C-A- Cycle. The first and foremost activity is meticulous planning for execution. This was taken care of by HQ's team consisting of S/Sri. B. Subramaniam (Director), D.K. Srivastava (Executive Director), VKB Das (Asst. Director – Training), Ranjini (Executive – Faculty & Admn) and Ravi Kumar (Manager – Finance).

6) Slogan, Posters & Skit Competitions
Auditorium was used initially for registration and then for skits, quiz and also it served as a monitoring centre for all activities with computers and printers installed. QCFI staff were available for any clarification or assistance. QCFI HQ's staff took full responsibility for registration, compilation of results and as communication centre for participants.
The whole lot of activities was handled by S/Sri. VKB Das, Ravi Kumar, Sunder, Satya Prasad, Ramanan, & Kishore.
4) Case Study Presentations
Case study presentations were organized parallely in 40 halls. This time it was a record making 1027 case studies
With a benchmark of 1027 case studies, it is not easy to manage the halls, ensuring that the needed infrastructures in place, that the evaluated mark sheets are collected and handed over to the Central Computing Centre in the auditorium to speedily compute and compile the grade of the circles.
We owe a debt of gratitude to Sri. R. Srinivasan and his team from Hyderabad Chapter for managing the halls and Mr. P.V. Satyavratan, Director & Mr. VKB Das (Asst. Director – Training) for their enormous efforts in computing results.
Model Exhibition was inaugurated by Ms. Madhuri Menon, General Manager, SAIL – Bhilai Steel Plant. Mrs. Sudha Arun Mujumdar and her team evaluated the models.
Model Exhibition and the concerned QC's explanation of models following the essentials of 12 steps, is yet another feature that is gaining popularity and is increasing in numbers. It is indeed a pleasure and a learning experience to go through the stalls showing miniaturized improvement models.
These again kindle the creative power of the people. Many of the selected skits have been performed in a MIME form and requires immense talent to do so. Evaluation of slogans and posters was done by Dr. B.R. Bangray. Sri. Rakesh Kumar, Director took charge of skit competition.

7) Quiz / Knowledge Test
8) Cultural / Entertainment Programme:
9) Food & Accommodation:
10)Transport:
11) Kit Bags:
This is an interesting feature in every convention and we are making it more professional year after year. In adult education team participation reduces the tension. Teams in QUIZ programmes is one example. The credit for organizing it so well goes to the Quiz master Sri. D.K. Srivastava assisted by the Madurai Chapter represented by S/Sri B. Balakrishnan & M. Sankara Subramaniam. As always it was a great success besides having been entertaining.
In knowledge test it was 100% participation. The two chapters which were involved were Delhi (S/Sri. S.B. Purohit & R. Rajasekaran), assisted by students from IIT under the guidance of Dr. D. Philips. Evaluation was done by Bengaluru & Madurai Chapter GC Members. It is surely yet a gigantic task. From this we assess the level of acquisition of knowledge through the education and training provided.
On 17.12.12, it was not a cultural programme. We can call it as an entertainment programme. It was an equivalent of “Item Dances” as they are called in filmi language. It may be included in films, but for public performance, it may not be a welcome thing. Perhaps the entertainment could have been different.
It is not an easy task to arrange food and snacks for 6000 – 7000 delegates and to organize for accommodation, but they were all well taken care of.
Spacious food courts, well spread out, excellent, speedy replenishment of food items, desserts etc., left no room for complaints.
Accommodation on first come first served basis in 1100 rooms was provided for participants. Thanks to Prof. Mittal and IIT
Though there were mini shuttle buses, availability and coordination in this case was felt to be inadequate due to lack of communication to people.
Somehow these were not satisfactory (with defects) and timely distribution was also not there. (This was based on feed-back from QC members). However, defective ones were taken back and replacements were given.
12)Prize Distribution
(i) Honouring of the Board of Directors
(ii) Chapters March Past on to the Stage
Prize distributions on day to day basis avoided the enormous time required on the valedictory day, as we used to in the past. It is a KAIZEN
All the Directors were requested to come to the stage and were honoured with a shawl and a plaque.
This new feature which we started in NCQC- 2010 is an excellent way of honouring the chapters, too. It has increased this year with some centres converted into chapters and some additional centres formed to add to the family of QCFI.
Gwalior, Bokaro, Bhilai & Rourkela and other volunteers.
The Two Pillars of Pre-Evaluation are Sri S. Srinivasan & Sri.
P.V. Satyavratan . Between them they have evaluated 1027 case
studies by going through the 12 steps of each and every case
study, besides, the intrinsic worth of the studies.
They are both, Ex-General Managers of BHEL & IDL
Chemicals Ltd. respectively.
This is a regular feature and the veteran to brief them on every
aspect of judging, particularly for corrective action, is my
humble self (B. Subramaniam) and Dr. B.R. Bangray.
Every Chapter has lent their support in this at the various halls.
They have all done their job in the best manner possible.
Dr. R.C. Agarwal & Dr. A.K. Mittal were the persons behind the
scene guiding the activities and giving all moral support.
We are grateful to member organizations sponsors who liberally
helped us.
The whole NCQC-2012 would have lost some of its sheen, if
there was no competent, colourful compeering. Our expert in
this, Sri. M. Suresh Kumar (Madurai Chapter) is always there to
provide the sparks. He was ably supported by Mrs. C. Ranjini,
(HQ's) and Mr. J.K. Kaushik (Haridwar Chapter)

May be there could be some omissions. We thank them too and

We shall learn lessons for the future for improved performance.
After all the journey towards Total Quality is a continuous

I hope the salient features were all covered. Yet it will not be
complete if the role played by the chapters from all over the
country, in a spirit of team work, the persons behind the screen
and the patriarchs are not thanked adequately.

Dear Tarun,
I was a judge and I observed that the overall quality of all the teams have improved a lot. The content of the case studies were very good and the amount of savings done for their respective organizations is remarkable. If I extrapolate the savings I observed while judging for the all 1100+ case studies then it will be Rs.100 Crore + annual savings. This is the value addition QCFI is doing for Indian industry and service organizations and I think this must be bring to the notice of media who many times only highlights negative things.
I appreciate the guidance of Dr. R.C. Agarwal & Dr. A.K. Mittal to make this convention a grand success. I also appreciate Mr. D.K. Srivastava for all his efforts of coordination of the various activities of the convention.
Congratulations to Mr. Tarun for the successful convention under your leadership and thank you once again for the excellent hospitality and arrangement.
Dear Tarun Bhaiya,
We returned from Kanpur with the most wonderful memories of the Conference and with feelings of warmth and affection. It was very nice meeting delegates from different parts of India under one umbrella and having interaction and exchange of ideas for future progress and enhancement of quality.
The programme of the conference was well planned. The functioning of the entire programme was impeccable and flawless. We all marvel at your organising capacity and clock time precision of the programme. Lots of planning had gone into it. The compeering was par excellence and matchless.
Dr. R.C.Agarwal is indeed a great visionary, a true leader with indomitable spirit and you have proved to be a worthy son of your great father.
Mr. D. K.Srivastav is a very dedicated person with lots of determination and know how to carry a team with leadership abilities. His contribution to this conference is also par excellence.
Our salutations to you, Mr. D.K.Srivastava, Atul Bhaiya and your team for making this event an astounding success which has left a great impression on many minds.

I am a regular participant for the National level QC convention for the past 21 years. This time NCQC 2012 is a magnificent show. In all aspects there was a meticulous planning with human touch. It is not an easy task to handle one thousand one hundred QC Circles at one place making presentations. Lot of points to appreciate and it is very difficult to identify one single improvement point. Dear Sir,
The following steps should be introduced to enhance continual
reinforcement and improvement of QC movement.
SDCA should be included in problem solving steps.
To ascertain the QC are following step by step approach, in problem
solving and maintaining registers, case study process, time to time
collecting data, regular meetings etc.
Respective QCFI chapter should do the auditing by visiting the
respective organization.
In NCQC convention, new inputs, thoughts should be expressed so that
participants will get insights and thinking for improvement.
Respective chapter should take mini convention to propagate QC
movement and to enhance other QC concepts such 5 S, Kaizen, TPM,
Six Sigma, LQC etc.
Neighbouring chapters office bearers' Meet should be held to generate
new ideas, thoughts to promote and improve quality movement.
QCFI HQ should invite papers from their chapters to enhance QC
movement and these papers should be selected in the NCQCs.

Mr. Dilip Gandhi Hindustan Zinc, Chittorgarh
I have learnt the following points by the real success story of Dr. Ishikawa:
1. No luck is barrier for the active, creative and enthusiastic man
2. Everyone should spend more time on training and education which will bring self development because a developed person understands his responsibilities better.
3. First line employees require elementary statistical tools and techniques which help people for all round progress.
4. For the rational behavior of industry and society, Quality Control Concepts should be applied properly .
5. A leader should be broad minded, gentle and understanding for the complete and perfect development of organization and nation .
6. Make the contents easy for everyone to understand the main task of the organization, to educate, train and promote QC teams among supervisors and workers in the forefront .
7. To sustain Quality Concepts, always recognize, reward and appreciate the QC work force for the productivity of industry and development of individuals,

Mr.Vijai Kumar SharmaJaipur

1. Positive approach, learning SQC in spite of initial reluctance, not having the background of statistics.
2. Vision and foresight, making it compulsory for the concerned persons to learn, when convinced of the utility of the topic.
