TURF AND TREE CHALLENGES APRIL 29, 2014 INFORMATIONAL MEETING Mature tree-lined streets with thick leafy canopies have become synonymous with First Colony. While

aesthetically pleasing, the maturation of these hardwoods has presented First Colony Community Association (FCCA) with many maintenance challenges. Over the past several years, FCCA has executed a number of projects in an attempt to find the best solution to the issues created by the abundant mature hardwoods in the right of ways of First Colony. FCCA's goal is to

preserve the signature appearance, while ensuring the health and longevity of the turf and trees in First Colony. The latest FCCA effort has been an extensive review of our urban forest by Dr. W. Todd Watson PhD, Consulting Arborist. Dr. Watson made several recommendations to address our current maintenance challenges in these areas while maintaining the proper appearance. The report was then reviewed by another independent certified arborist, Mr. Jason B. Jesko, and he concurs with Dr. Watson's report. The FCCA Board has approved moving forward with implementing Dr. Watson's recommendations starting with a test area within the Edgewater subdivision of First Colony. The project is tentatively planned to begin in August of 2014. In an effort to educate our members about the history of First Colony's urban forest, and the test project, Dr. W. Todd Watson will speak at a meeting on Tuesday, April 29, 2014. The meeting will be held at the St. Laurence Catholic Church Parish Hall located at 3100 Sweetwater Blvd (corner of Austin Parkway and Sweetwater Blvd.) from 6:30 to 8:30 pm. Homeowners will have an opportunity to ask questions. Coffee, tea, and snacks will be provided. Additional meetings will be held in June and July focused exclusively on the turf and tree test project. Information regarding the project and upcoming meetings can be obtained at the First Colony Community Association website www.firstcolony.org under the Operations tab or by contacting the FCCA Operations Department at 281-634-9500.

2014 Pool Season Will Soon Be Here!

Opening Day Festivities The 2014 pool season is fast approaching! FCCA has a total of eleven (11) pools. Four (4) of FCCA's

pools are set to open on weekends starting May 3rd. Come join us for opening day festivities on May 3rd at these pools which include Woodstream, Lexington Colony, Magnolia Plantation and the Aquatic Center leisure pool. Games and activities will run from 11 am - 3 pm at the Aquatic Center leisure pool, 10:30 am - 12:30 pm at the Magnolia pool, 2 - 4 pm at the Woodstream pool and 4:30 - 6:30 pm at the Lexington pool. Activities will be set according to age so bring the little ones too. Scheduled to open for the Memorial Day weekend on May 24th are Alcorn Oaks, Austin Park, Creekshire, Heritage Colony, The Lakes, and Crescent Lakes pools. The Creekshire pool features a rock climbing wall. Enjoy a game of water volleyball at the Heritage Colony pool. All FCCA pools will be open for summer weekday hours beginning June 6th. The Austin Park swimming pool is designated at times as a "swim at your own risk" facility. During the periods in which the

Austin Park swimming pool is a "swim at your own risk" facility, access to the pool area will require a card key. A $10.00 fee will be charged for a key. This pool opens as "swim at your own risk" on April 1st. Check our website for details. The Aquatic Center Lap Pool is a "Swim at Your Own Risk" facility. Lifeguards are not on duty. Since the main use is as a fitness swimming facility, there are NO areas of the pool designated for leisure swimming. Residents are required to submit a $100 deposit for the pool key. For details check our website. To enter FCCA pools you will need to show your pool tag. You can pick up your pool tags at the FCCA office. Bring your driver's license, or a current utility bill as proof of residency. There is a maximum of four (4) pool tags per household. Each pool tag admits one (1) member and one (1) guest only. Our office hours are Monday - Friday from 8 am - 5 pm. We will also be open for your convenience on Saturday, May 3rd and Saturday, May 24th from 10 am - 2 pm. You will find the pool schedules in the summer guide or the website at www.firstcolony.org.

FCCA Summer Pool Tour 2014 First Colony Community Association (FCCA) is hosting the FCCA Summer Pool Tour 2014 to help familiarize members with all the pools in the Association and to promote family fun. Pick up your pool tags at the FCCA

office located at 4350 Austin Parkway, Sugar Land and ask for your "Summer Pool Tour Passport". There is a limit of 1 passport per FCCA household. (Note: the first 1,000 members picking up their pool tags that wish to partcipate in the pool tour will receive a passport. Only the first 500 passports that are completed and officially stamped will receive the beach cooler). Visit each FCCA pool (excludes the Aquatic Center Lap Pool) during the season from May 3rd to Labor Day; swim one lap, jump in & get wet or stay wet all day. The Lifeguard at the pool entrance will officially stamp your "Summer Pool Tour Passport". When you have completed your pool tour of all 10 of FCCA's pools and have had your passport officially stamped, bring it back to the FCCA office during office hours. The First 500 passports that are completed, officially stamped, and returned to FCCA, will receive an "I swam them all" FCCA Summer Pool bag & cooler - all-in- one(while supplies last). Limit one (1) bag -cooler per FCCA household. If you lose your passport you must get a new one and start over. Come enjoy the pools and win a great prize while having fun!

COMMUNITY MOVIE NIGHT Friday, May 9th Bring your family, friends, lawn chairs and blankets to the Aquatic Center Park located at 4350 Austin Parkway, Sugar Land 77479 (near intersection of Cross

Lakes and Double Lake) to enjoy a FREE movie featuring Frozen on Friday, May 9th presented by Texas Community Referral Network and First Colony Community Association. Fearless optimist Anna sets off on an epic journey - teaming up with a rugged mountain man, Kristoff and his loyal reindeer Sven - to find her sister Elsa, whose icy powers have trapped the kingdom in eternal winter. Encountering Everest-like conditions, mystical trolls and a hilarious snowman named Olaf, Anna & Kristoff battle the elements in a race to save the kingdom. Rated PG; show begins at dusk (approximately 8:00 pm) on a fully HD outdoor theater system with a 30 foot inflatable screen! There will be plenty of concessions during the movie for only $1. National Drug Take Back Initiative City of Sugar Land The Fort Bend ISD Police Department, Safe and Drug Free Schools Department, and the Fort Bend Community Prevention Coalition, will sponsor the Drug Enforcement Administration's "National Drug Take Back Initiative" on Saturday, April 26 2013, from 10:00 a.m. to 2:00 p.m. in the parking lot at FBISD Mercer Stadium, 16403 Lexington Blvd. in Sugar Land. This event is an opportunity to clean out your medicine cabinet of old, expired or unwanted medicine. One purpose is to ensure that our youth don't have access to prescription medications, which can lead to abuse and addiction. Another purpose is to have an environmentally safe way to dispose of medications rather than our water system. Everyone wins with this strategy. City of Missouri City The Missouri City Police Department and the Drug Enforcement Administration (DEA) will give the public the opportunity to prevent pill abuse and theft by ridding your homes of potentially dangerous prescription drugs. Bring your medications for disposal to the Missouri City Police Department located at 3849 Cartwright Road on April 26th from 10 am - 2 pm. The service is free and anonymous, no questions asked. Drought-Like Conditions Require Voluntary Water Schedules

Sugar Land has implemented Stage 1 voluntary water restrictions to comply with a request from Gov. Rick Perry to conserve water. A recent proclamation from Perry stated that exceptional drought conditions throughout the state pose an

imminent threat to water supplies, including those in Fort Bend. Moderate drought conditions continue in Fort Bend County, and the drought conditions could continue or worsen with the approaching summer months when water demand is traditionally high. Sugar Land's Stage 1 water restrictions require voluntary conservation. Customers should limit irrigation to no more than two days a week and adhere to the City's voluntary irrigation zone schedule. "While the City currently has plenty of water, reducing irrigation conserves water, helps us stay ahead of drought conditions and reduces the likelihood that the City will need to initiate Stage II mandatory water restrictions specified in our Drought Contingency Plan," said Director of Public Works Robert Valenzuela. "We are not prohibiting outdoor water use, just asking customers to use water sensibly." The City's Irrigation Zone Schedule is divided into three categories: residential, commercial/industrial and roadway. Each category assigns specific irrigation days based on location within the City. The residential schedules are either Wednesday and Sunday or Tuesday and Saturday. Water is valuable; using it wisely is critical to water treatment and delivery operations.

ample. Turn-off irrigation systems when rain is predicted; leave

them off until soil dries. Set lawn mower blades to cut grass 2-3 inches tall.

Leave grass clippings on the lawn. Hand water landscape areas that that require extra

water. Use a hose spray nozzle with a shutoff handle to stop

water flow. Use a broom to sweep pavement. Choose drought-resistant, native plants. Inspect each sprinkler head for broken caps, leaks,

clogged nozzles, misaligned, heads and over sprays and pressure issues.

Book Drive

Don't throw out your unwanted books! Recycle them through FCCA's book drive benefiting the Friends of First Colony Branch Library. The Friends of First Colony Library host book sales during the year and use the proceeds to benefit the various programs held at the Library. The book drive will take place Monday, May 12th through Friday, May 16th from 8 am - 5 pm at the FCCA office located at 4350 Austin Parkway, Sugar Land. We will accept donations of new and used hardcover and softcover books, music CD's and DVDs. Because of space constraints we cannot accept donation of older textbooks, encyclopedia sets, outdated legal or medical books, VCR tapes or Reader's Digest Condensed books. All contributions are tax-deductible.

Bird Hike at Seabourne Creek Nature Park A free, guided Bird Hike at Seabourne Creek Nature Park in Rosenberg will be conducted on Wednesday, May 7th from 8 - 10 a.m. The hikes are led by members of the Coastal Prairie

Chapter of Texas Master Naturalist. The bird hikes will continue through May and occur the first Wednesday of each month. Participation is open to the public. Birders should meet in the parking lot at 8 a.m. to sign in and receive bird lists to use. Binoculars and weather appropriate clothing and footwear are recommended. Seabourne Creek Nature Park is located on Hwy 36 next to the Rosenberg Civic Center. The Texas Master Naturalists program is sponsored by Texas Parks and Wildlife Department and Texas A&M AgriLife Extension Service. Kayak Fun on Brooks Lake Come have fun on Brooks Lake by checking-out a kayak at the Oyster Creek Boathouse. The boathouse will open Saturdays and Sundays starting April 26th and will continue through October 26th. Hours of operations are:

Saturdays: 10 am - 7 pm Sundays: 1 pm - 6 pm Open July 4th and Labor Day: 10 am - 6 pm.

You must be 21 years of age or older to check-out a kayak. Rowers under 21 must be accompanied by an adult. There is no cost to check-out a kayak for First Colony Community Association (FCCA) members. You must have a current FCCA pool tag as proof of residency. Pool tags are available to members at the FCCA office located at 4350 Austin Parkway, Sugar Land. Office hours are Monday - Friday from 8 am - 5 pm We will also be open on Saturday, May 3rd and May 24th from 10 am - 2 pm. You will need to show proof of residency to receive a pool tag by providing your driver's license or a current utility bill. At kayak check-out you will be required to leave a driver's license and sign a liability form. Non-residents may check-out a kayak by purchasing a pass at the FCCA office. One use pass is $10.00 per person. You can also purchase a season pass for a cost of $50.00 per person. Non-members must show driver's license and leave a credit card number as a deposit. Reservations are not accepted, as kayaks are checked out on a first come, first served basis. Kayaking experience is not necessary (though it is a good idea to have a general knowledge of rowing). In addition, life preservers are provided to all participants. Don't forget to bring along sun block and drinking water. Mark Your Calendars for

Kayak Demo Day The First Colony Boathouse is open again this year for homeowner's to enjoy kayaking on Oyster Creek. To help with that enjoyment, FCCA is sponsoring a kayaking class on

Saturday June 14th from 10:00am-12:00pm on the basics of kayaking. The class will cover the safe use of a Kayak, boarding and exiting a kayak and the paddling basics. The class will be held at the boathouse. There is no charge for this class. The class will be given by Al Ohliger. Al is a TP&W instructor and Regional Safe Boating Chief. He is also a US Coast Guard Auxiliary Master Instructor and Boy Scout Canoeing & Kayaking Merit Badge Counselor. After everyone is comfortable with learning the kayaking techniques on land, everyone will be given the opportunity to practice their kayaking skills on the water. After the kayaking class, Al will be putting on the Texas Parks & Wildlife Safe Boating Safely Class for anyone interested in being certificated by the TP&W in operating a power vessel in Texas. The class and certification fee is $20.00. This class covers all requirements for safely operating a power boat. Kayaking is an enjoyable water sport activity. It is distinguished from canoeing by the sitting position of the paddler and the type of paddle used. A kayak paddle has two blades, one on each side. So the paddling motion is moved from side to side without changing the position of the paddle. The FCCA kayaks are the "sit-on-top" types and the kayaks are total flotation type, therefore they cannot sink. Bradford Pear Update With a life span of about 25 years in an urban setting, many of the Bradford Pear trees in First Colony are at a point where removal is necessary. Realizing this and the significant financial impact this will have due to the number of trees in the community, our Landscape Department formed a task force to develop a plan to remove and replace trees where needed . The Landscape Department performed an inventory and assessment of all the Bradford Pear trees in First Colony. Since the trees will be replaced in groups (not just one at a time in different areas) the trees were individually evaluated with an average rating calculated for each group. A "group" was one section of an esplanade, a landscape reserve, a section of a set-back between intersections, etc. The areas where trees are in the worst condition will be the priority to begin the removal and replacement process. We will also begin selectively removing trees where they are too dense.

This will aid in the long term health and condition of remaining trees. Removing selected trees will reduce the competition for nutrients in the soil and will improve canopy condition and air circulation. Trees are an important and treasured part of First Colony; however, they have been over-planted and the selective removal of certain trees will result in better health, appearance, and longevity of the remaining trees. It was determined that more than one species of tree should be considered since diversity for the purpose of disease resistance as well as aesthetics is needed in First Colony. Each landscape reserve area will be considered separately when determining the replacement tree. Trees species were selected based on hardiness in our area and seasonal interest. Some trees that we will be using are Mexican White Oak, Drummond Red Maple, Mexican Plum, Sierra Red Oak, Redbud, Chinese Pistache and Crape Myrtles. The first area where the program has been instituted is the trail around Woodstream due to high incidents of trees falling over and the high use of the area. The current trees are planted on Levee property. First Colony has been instructed that there will be no replacements in this area. The area between the sidewalk and the homeowners' property varies in size from 2' to 8' and many residents have trees and landscaping that would be impacted by the planting of trees in this area. If you are a homeowner whose property abuts the trail and would like a tree planted, please contact the Landscape Department at First Colony. Other areas under consideration for this phase of the tree removal include Lexington Blvd, abutting the Colony Meadows neighborhood, Lakefield, Austin Park, and Austin Parkway.

SAVE THE DATE Freedom 5K & Family/Youth Walk Join First Colony Community Association (FCCA) for the Freedom 5K Run and Family/Youth 1.5 mile walk at Lost Creek Park on July 4, 2014. This annual patriotic race returns for the 19th consecutive year with a jog through the scenic neighborhoods of First Colony. The route winds down the Oyster Creek trail system and finishes in Lost Creek Park.

Proceeds directly benefit Fort Bend CORPS, a community revitalization effort for elderly, disabled, or low-income residents who are unable to make essential home repairs. Race Day Schedule: 5:45 - 6:50 am Registration, Packet/Chip Pick-Up 7:00 am 5K run/Walk START

As outdoor activity begins to increase during the spring, the Parks and Recreation staff would like to remind everyone of the recreational amenities that First Colony offers. At the

Aquatic Center Park, located at 4350 Austin Parkway, the lakeside amenities include:

Expanded lakeside trails system

Two boardwalks that serve as a kayak/canoe launch and fishing pier

Two scenic lake overlook areas

Two volleyball courts (non-lighted) Two bocce ball courts

Three horseshoe pits

Three shaded chess/checker tables overlooking the lake

Disc golf course

First Colony has three sets of tennis courts located in the neighborhoods of Woodstream, Lexington Colony and Creekshire. Residents interested in playing are required to get a key to the courts. The deposit for the key is $20.00 and is refundable when you return the key. Tennis lessons are held at each of the courts, so please take note of the lesson schedule. FCCA 101 - Online

First Colony Community Association (FCCA) has a great way to learn about the day-to-day operations of the Association. The FCCA 101 on-line brochure helps familiarize members with the structure, function and purpose of FCCA. We hope that this information will encourage members to volunteer for some of the many of the volunteer opportunities. Volunteer to become a neighborhood representative, serve on one of the several committees or task forces, or assume a leadership role within FCCA by running for a Board of Director position. First Colony Community Association (FCCA) strives to provide quality service while encouraging residents to take pride in their home. Deed restriction enforcement helps to maintain property value and to improve the overall appearance of the community. Inspections are done on a quarterly basis but may vary due to vacation and holiday schedules. If you have any questions for your inspector, please call 281-634-9500. Cyber Safety Industry Experts Join to Provide Free Cyber Safety Seminar

The Church of Jesus Christ of Latter-day Saints will be hosting a free, community Internet safety seminar on Saturday, May 17th from 6 - 8 pm at 14555 Lexington Blvd. in Sugar Land. The seminar will feature experts from law enforcement, education, and cyber security. Some of the topics that will be addressed include most common online safety threats, hacking threats, cyber-bullying, impersonation and cyber safety solutions. Rodolfo Ramirez, Assistant District Attorney for Fort Bend County District Attorney's Office will be sharing information on cyber investigations and prosecutions from the last few years and their impact on our community. He teaches a cybercrime class at Rice University. Tara Rocha and Michele Lyles, Digital Learning Specialists for Fort Bend educational agencies will discuss the potential dangers children face during routine computer access and digital phone use. Edwin Cisneros, an Information Technology Security, Privacy and Risk Consultant will share ways families can prevent and protect their homes from common cyber threats (including hacking) and good precautionary measures. Attendees will have an opportunity to visit with the speakers and enjoy free light refreshments. For more information please email [email protected].
