Vanessa Based on the various e‐mails I have received with incorrect information, I am setting forth the City’s end of evening ballot collection procedures. Ballot Drop Boxes Other than City Hall and KI Convention Center All ballot collection boxes will close at 7:00pm to allow adequate time for them to be received by the Clerk. At 7:00pm, the ballot collection boxes will be locked, no further ballots will be able to be dropped into these collections boxes, and all ballots collected will be transported to the Clerk to be checked in and processed through Central Count. Ballot Drop Box at KI Convention Center The ballot collection box at KI Convention Center will remain open until 8:00pm, at which time, the Chief Inspector will collect the ballots. Ballots received at the KI Convention Center will be checked in and processed on‐site. Ballot Drop Box at City Hall Wis. Stat 7.52(1)(a) obligates the City to canvass all absentee ballots received by the municipal clerk by 8:00pm on election day. As the Clerk will be at City Hall on election day, ballots received in the City Hall ballot collection box by 8:00pm will be collected at 8:00pm, checked in and processed, and then transferred to Central Count. That’s a lot of parking violations. If you break it down by the percentage of cars not paying it is roughly 22%. There are 45 total meters in this lot, I subtracted the 6 meters we hooded at no charge like always for voting. I would recommend we are reimbursed for the percentage of meters that are not paid. 39 total meters at 10 hours a day for $.90 an hour=$351.00 a day of potential revenue. 22% of that is $77.22 a day. This would equate to $694.98 in lost revenue for the 9 days of early in person voting.

The law allowed the government to choose whether this benefit would apply to police officers. Some municipalities granted this benefit and some did not. The City of Green Bay wanted to grant this benefit for police officers and reached out to the Police Union to create this benefit for police officers. The benefit was created in the Spring and has been extended multiple times throughout the year. Now the benefit is set to expire on November 6th and it will not be extended. This means that individuals who are unable to work because of COVID will now have to use his/her own sick leave. It is very important that the City and Police Department continue to take measures prevent COVID from spreading in the work place. Police Officers still are required to social distance and wear a mask when interacting with coworkers and the public. Employees who are sick or experiencing symptoms of COVID should continue to stay home to prevent the spread of COVID to coworkers and the public. Managers also should continue to conduct contact tracing if they are aware of an employee who has been diagnosed with COVID‐19. There have been some rumors that more votes were tallied than there are registered voters in Wisconsin. Wisconsin, along with 18 other states and the District of Columbia, allows qualified voters to register on the day of the election at their polling place with proper identification.
o The last voter registration numbers from the Wisconsin Election Commission published on November 1st reported 3,684,726 registered voters. While not all registered voters participated in the election we know that many new voters registered. News media documented lines specifically for voter registration in Racine and Kenosha. Jurisdictions will report new voter registration during their county canvasses which conclude within 10 days of the election.

o Same day voter registration is safe, secure, and increases equity in the election process. All of the same proof of identity and residency are required for same day registration as for voters who registered in advance of election day. According to the Election Day Voter Registration group same day registration increases voter participation by 3 to 6 percent.

Due to the effects of the COVID‐19, election workers have been forced to adapt their work to a degree never before seen in our electoral history.
From overcoming an unprecedented poll worker shortage to processing record numbers of absentee ballots, these critical members of our communities have continually adjusted plans and infrastructure to ensure that voters will be able to cast their ballots safely and successfully in 2020 ‐‐ often working upwards of 20 hour days to make this possible. They deserve our gratitude.
As of now, over tens of millions of people have voted in the 2020 election, a number which would not have been possible without the resilience and determination of our election workers.
I am joining leaders from across the state and country in recognizing and celebrating these heroes for keeping our elections running this November.
The term “Election Hero” refers to anyone and everyone who has been involved in making this election happen, including but not limited to:

Possible fraud in Green Bay.
I’ve learned the mayor of Green Bay, Eric Genrich, is having all the voting machines moved from the polls to another location to have ballots counted. Per a city employee involved in this
process, there is no good reason for it. The mayor has never been involved in the details before, but is apparently all over this one, they have never moved the machines before, and the
mayor is saying they need more space to do the counting, which is confusing to the staff because they said they have plenty of space. He has also hired a few additional people
unknown to the current staff to oversee this process. To do this, the mayor would have had to submit this 30 days prior to election, and because he didn’t, it has to be approved by
Governor Evers... which it was - big shocker. Does this smell funny to anyone else? Not to mention the fact that something unnecessary is going to cost all of us money as taxpayers.

As if this isn’t bad enough I was also made aware that the army reserves 217th of Green Bay was scheduled to help be poll
workers as of last week, but that is now cancelled and are now on riot control. None of this feels on the up and up. Should people feel led to

call the mayors office and ask questions/complain, here’s the number: 920.448.3005

I'm very concerned after hearing about the 3rd party "groups"
that are contracted for 1.6 million dollars (?) and are having anything to do with our election in Green Bay. Whether its actual involvement with vote counting or an overseeing role, it

We are excited to present “Century Grove” at Danz Park which will allow our community to come together, celebrate and connect for many generations to come. This project is the first step in a collaborative effort to reinvigorate and bring the Danz Park masterplan to fruition.

History of Danz Park: Land was purchased by the Town of Preble from Leibert and Otto Danz in 1955. In 1965 when Green Bay and the Town of Preble were consolidated, this park became part of the Green Bay Park System as an extension of Baird Creek Parkway. At one time, the Town of Preble had a tree nursery in Danz Park. There are many aspects to the Master plan that will shape the ways community interacts with one another and with the natural world. For more information on the Danz Park masterplan please visit our website at www.greenbaywi.gov/parks The Parks Department is currently working towards transforming areas of underutilized turf into plantings that benefit pollinators and other wildlife by creating more habitat throughout the City. This project is also a reflection of the City’s current efforts to create a Tree Canopy Cover Policy which will focus on retaining our current tree canopy cover as well as increasing it. Other features of this phase of the Masterplan include: A sign is being placed at the site to commemorate the planting and celebration. We just want to make some things clear about the election. Given the importance of the election, unfortunately, some folks are actively trying to spread disinformation. We need folks to ask questions and get clarification before actively spreading unverified information. For those unaware, this is the disinformation that is being copied/pasted throughout social media. Does this sound right to you??? Copied from a friend. I’ve learned the mayor of Green Bay, Eric Genrich, is having all the voting machines moved from the polls to another location to have ballots counted. Per a city employee involved in this process, there is no good reason for it. The mayor has never been involved in the details before, but is apparently all over this one, they have never moved the machines before, and the mayor is saying they need more space to do the counting, which is confusing to the staff because they said they have plenty of space. He has also hired a few additional people unknown to the current staff to oversee this process. To do this, the mayor would have had to submit this 30 days prior to election, and because he didn’t, it has to be approved by Governor Evers... which it was - big shocker. Does this smell funny to anyone else? Not to mention the fact that something unnecessary is going to cost all of us money as taxpayers.  As if this isn’t bad enough I was also made aware that the army reserves 217th of Green Bay was scheduled to help be poll workers as of last week, but that is now cancelled and are now on riot control. Grants support nonprofit organizations providing critical services as COVID‐19 continues surge in Wisconsin
MADISON — Gov. Tony Evers today announced a $10-million investment aimed at providing economic stabilization for nonprofit organizations providing critical services to Wisconsinites during COVID-19, which continues to surge across Wisconsin.
“The COVID-19 pandemic has affected folks and families across our state in nearly every aspect of their lives,” said Gov. Evers. “Our nonprofit organizations have been there every step of the way, answering the call to serve by providing critical and diverse services to Wisconsinites who are facing significant challenges. The economic stability of our nonprofits is key to ensuring they are able to continue this good work for people and families across Wisconsin.”
The COVID-19 Pandemic Response Nonprofit Grant Program will provide grant funding to eligible organizations that are providing critical services to individuals in the areas of health care, housing and shelter, adult education, or other services being provided in the midst of the COVID-19 pandemic. These efforts are funded through the Federal Coronavirus Aid, Relief, and Economic Security (CARES) Act Coronavirus Relief Fund (CRF).
Administered by the Department of Administration (DOA), grant applications are now being accepted. Additional details regarding the grant and the application are available here. The deadline for grant application is November 9, 2020 at 2 p.m.

The final application for CARES Act funding (Routes to Recovery) is from November 1st to November 15th. Presently there
is no extension of CARES Act funding in the pipeline, so we are reaching out to remind applicants about FEMA Public
Assistance for the COVID‐19 disaster.
FEMA Public Assistance can provide help related to emergency medical care, barrier protection for medical facilities, the
establishment of emergency operation centers, dissemination of information, disinfection of public facilities, personal
protective equipment for emergency measures, and medical sheltering, among other activities. More details are
provided in the attached documents.
As this disaster continues without an end date in sight, FEMA may be able to provide financial assistance further down
the line. However, the PA program can only provide 75% reimbursement of funds spent on eligible COVID‐19 related
activities. The remaining 25% is divided between the state of Wisconsin and the applicant. For a more detailed overview

Mayor, I know you are crazy busy today so I don’t expect a response. I want to update you on the RFP results re: Homelessness prevention and assistance. The RDA now has to go through purchasing for our RFP’s. We used to do them ourselves in house so we had a more informal way to determine funding based on our scores, and we could fund more than 2 applicants. Matt, Krista and Will scored our submissions with Diane in purchasing. We received 5 proposals. The two highest scorers were Legal Action and Newcap. The third highest scorer was St. John’s which was 2 points less than #2, Newcap. The direction from purchasing was to award the top two applicants 100% of their asks. So the recommendation is St. Johns receives 0. Knowing this will be a point of contention with St. John’s and homelessness advocates, I asked staff to prepare the budget for our second round of cares money which is 566,000. I want to take it to the RDA next Tuesday for approval. I will share this with you before it hits the agenda. We are meeting this afternoon to review. It will include the things you asked staff to allocate funding for. I asked the team why St. Johns didn’t score higher and the responses were because the ask was for 100% of the funding and they weren’t confident that St. Johns was in place yet to receive the funding, concerns about staffing capacity, no signed lease. We can discuss at Development Team. Just one more thing to throw on your ginormous back for consideration.

I am so grateful to be a part of this process. You are so correct, working with the Clerks team was a blessing. I did both helping folks with absentee ballots and the count. The City Clerk’s office team is beyond amazing. They were all under pressure for many weeks ( working excessive hours) and were always professional, kind and accommodating. I could of never done it. I believe this all comes from Leadership. ( Kim and Jaime) What a team !!! Again thanks for letting me be part of the process ! Hi Kim and Jaime, would you be able to pull the numbers on the absentee ballots returned and outstanding per ward? If you want to just export the Excel files for the absentee ballot report, we can work with that. Ilana from the Vote at Home team will work to balance the loads so that each table has a similar number of ballots to prepare. In addition, have you figured out which wards will be on the DS200? I think it would be important for “us” (the clerk’s office) to pull data from WisVote which would tell us, the number of registered voters, the absentee ballot requests and returns per ward.
Kim has done a fabulous job keeping us posted on the daily totals. As we head into Election Day, it would be profitable for us to understand where we will need or require Election Day poll workers, and then also the allocation of ward assignments for Central Count.
Please let me know how I can help collect this data.
