India has the largest illiteracy in the world though urban India has literacy rate of 74% with an increase of 9%. But more than 40% of India population can not read and write. Report 2012 shows that among all rural children enrolled in standard five, only 50% can fluently read a standard two textbook and 40% cannot solve a simple two digit subtraction. Lack of education means lack of awareness. They know nothing about the initiatives taken by the govt. for their welfare. this hampers the family as well as the nation progress as well.

Quality education is the BIG problem especially for the poor.

Reason being is one

1. Poverty is the root cause of many problems in India.

2. Cost of education which hinders them to provide their child a good education.

3. Progress made in this sector is very slow.

4. There a considerable gap between male and female literacy rates in India.

Literacy , the ability to write and read, is one of the primary goals of formal education. policies and practices in education for literacy vary significantly among countries. Literacy skills are often taught as a separate subject in language course, where the instruction tends to be linear- first teaching oral skills, then speaking, reading and writing skills.

1. Critical and creative thinking skills.

2. decision making skills ,coping and stress management

skills.

3. skills for building self awareness.

Reports coming from some Indian states indicate that the central-government-funded scheme, Sarva Shiksha Abhiyan (SSA) for universal elementary education, has not been able to achieve much. teachers teach in 10x10 hovels or in slums in miserable conditions; the quality of education is inferior; and, in some places, the concept of shiksha (education) has been replaced by saksharta (literacy).. government had sanctioned only one radio per school without keeping the strength of the school in mind. The fact remains that a radio hardly costs Rs 500. “Children who attend schools under the SSA scheme are poor and generally from labor class. They often stay at far-flung areas as rents on the city outskirts are less as compared to the heart of the town.

Our goals for education will be realized through the implementation of regionally-designed variations of the cluster-school system. The physical building of schools will be a smaller component of this plan, since the problem in most impoverished areas is not lack of schools.

1.Grouping schools into clusters is an effective way to improve primary education quality in rural areas while remaining cost-effective. 6 to 11 schools are associated with a central school in a single cluster. This arrangement permits the sharing of school resources (textbooks, for example).

2. Cluster schools also allow for regular teacher meetings/trainings at the central school location. Since teacher quality and teacher attendance are two of the most important factors in school quality, regular meetings and trainings would hold teachers more accountable, increase teacher quality and provide support for teachers. 3. if a particular school or cluster is doing poorly, These problems will all require different approaches. If the main administrator is incapable or corrupt, immediate yet discreet and diplomatic action must be taken to replace him. However, during planning phases of cluster school implementation, current leadership of schools should play a role in deciding which will become the central school and thus who is the principal administrator.
