Dhaka Chamber of Commerce & Industry-A Profile
Dhaka Chamber of Commerce & Industry (DCCI) incorporated
under the Companies Act, in the year 1958, is the largest and
most vibrant Chamber of the country. It has been a pioneer in
rendering services for the development of private sector
business and industry in Bangladesh for over five decades.
DCCI represents more than 38 categories of small, medium and
large entrepreneurs contributing towards creation of wealth and
employment.
A Board of Directors headed by a President, supported by a
Senior Vice President and a Vice President run DCCI. The
President, Senior Vice President and Vice President are elected
by the Board every year. One third of the Directors are elected
every year for the term of three years.
Objectives and Functions of DCCI
DCCI aims to promote trade, investment and industrialization in
the country. It has proven record of contribution towards the
development of business sector of Bangladesh. Some of the
important functions of DCCI are:
to give market oriented inputs for formulation and
implementation of government policies in respect of import,
export, industry, investment, banking, insurance, fiscal
measures and annual budget etc;
to prepare materials for various conferences relating to WTO,
UNCTAD, SAPTA, SAFTA, BIMSTEC, D-8 and OIC-TIPS etc;
to represent trade commerce and industry on various
advisory or consultative committees at different ministries
and departments of the government;
to comment on national and international legislative
measures affecting trade, commerce and industry;
to function as a forum for exchanging views on trade and
economy among different Chamber members, Government
agencies, DCCI members and local or foreign business
delegations;
to disseminate business related information to the members;
to publish trade and investment related information, analysis,
guide books on a monthly or yearly basis;
to organize training courses, seminars/workshops/symposia,
trade delegations, trade fairs and participation thereof at
home and abroad;
to undertake activities like survey, research etc. for
suggesting favourable business related policies;

policy advocacy for the benefit of the business sector;
to sign Memorandum of Understanding (MoUs) with overseas
Chambers and other business organizations;

need-based and diversified services to the business
community;
to help women entrepreneurs to promote and expand their
businesses.
Standing Committees
To monitor development in the industry, trade and economy and
to carry out the activities as mentioned above, DCCI constitutes
about 24 Standing Committees on different issues every year.
The Standing Committees give suitable recommendations
which provide the Board necessary inputs for decisions.
Assistance to the members
The Chamber provides assistance to its members in three main
ways. These are Representations, Services and Contacts.
Representation
DCCI puts forward its suggestions and recommendations in all
important financial, fiscal, trade, investment policies of the
Government. It has representation in about 70 Government,
Semi-Government and Autonomous Bodies.
Services
Dhaka Chamber provides some other services like; supplying of
Business Information, Documentation, Email, Telex, Facsimile,
Photocopy, Commercial Library, Computer Services etc. The
Chamber's aim is to provide opportunities to its members which
otherwise would have been almost beyond their reach. DCCI's
Services also cover training courses, seminars, workshops,
dialogues, discussion meetings, buyers' sellers' meet, press
meets and preparation of different types of publications.
Members are kept posted with all important notifications
/circulars/tenders issued by the government and Autonomous
Bodies concerning trade, commerce, industry, money, banking,
finance, labour etc. through general and special circulars.
Contacts
Dhaka Chamber holds discussion meeting with various
Ministries, Government Agencies/Bodies, Chambers, High
Commissions/ Embassies and high government officials;

Secretariat
DCCI has a full-fledged Secretariat with branches of
Administration, Accounts, Research, Public Relation, DBI,
Business Information & Library, Training and Knowledge
Centre, IT for providing various services to its members.
Research Cell
DCCI Research Cell acts as the think tank and focal point to
receive and process information, formulates DCCI's views and
ideas on trade and economy, provides inputs for policy
advocacy and disseminates the same to all concerned.
Publications of Dhaka Chamber
DCCI brings out a good number of regular publications. Of

Business Information Library
Dhaka Chamber has a well-equipped library having a good
collection of reference books, commercial directories,
government reports, parliamentary publications, commercial
journals, financial bulletins, international tenders, magazines
and newspapers of different countries with reading room
including internet facilities.
DCCI Business Institute (DBI)
To meet the growing demand of business community for
development of entrepreneurship and managerial capability, the
Chamber has established DCCI Business Institute (DBI) at its
own premise. The objective of DBI is to upgrade the skills of
business community by conducting various courses. It also
offers BBA course under National University having learned and
experienced faculty members.
Cooperation Agreements
DCCI has been actively cooperating with various international
agencies like UNDP, UNCTAD, WTO, ITC, ESCAP, UNIDO,
USAID, CBI World Bank, ICC, GTZ, ZDH, APO, JICA, IFC,
JETRO, CIPE, SEDF etc. in carrying out various joint project
activities for creation of a favourable investment climate and
promotion of trade and industry. Besides, DCCI signs
Memorandum of Understanding (MoU) with other Chambers of the
world for promotion of bilateral trade and economic cooperation.
Membership Development
DCCI has been supported by a large number of small and
medium scale entrepreneur members engaged in business in
Dhaka. Multi-disciplinary members are the social characteristic
of the Chamber. It has exporters, importers, producers,
bankers, developers and other service oriented organizations
such as C&F Agents, PSI Companies, businessmen engaged in
shipping lines etc.
DCCI Knowledge Centre
DCCI, in cooperation with SEDF has established a Knowledge
Centre for providing knowledge-based services to the SMEs.
The objective of the centre is to increase the quantity and
quality of services being provided by DCCI by using high speed
internet and other ICT facilities.
Projects of DCCI:
Launching of Commercial Operation of Dhaka Customs
House Automation (DCHA) Project
One of the remarkable achievements of DCCI is launching of
commercial operation of Dhaka Customs House Automation
(DCHA)- the latest success in Public Private Partnership(PPP)
initiative. The Dhaka Customs House Automation (DCHA)
Project was taken up by National Board of Revenue(NBR), IFC-
BICF of World Bank and DCCI in cooperation with DataSoft.
Under the automation system, SITA, Airline Agent Feeder,
Airline Operator, Airline Express, C&F Agents, Airport Custom
(Import/Export Section, AIR Section, Speed Treasury, Airport),
Custom Intelligence, Bond Commission, Bangladesh Biman,
Dhaka ICD, PSI, DEPZ, NBR, Sonali Bank, Freight Forwarders
and all other related stakeholders will be provided fully
automated services. Dhaka Inland Container Depot will also be
covered with the automaton programme. The new system will
help cut down the customs procedures to six steps, in place of
the existing 31. The businesses can save both time and money
by around 80 per cent after the DCH is fully automated,
according to a study.
BUILD- Business Initiative Leading Development-a Public
Private Partnership project
Dhaka Chamber of Commerce & Industry (DCCI) in cooperation
with IFC-BICF and in partnership with Metropolitan Chamber of
Commerce & Industry (MCCI) and SME Foundation has been
implementing Business Initiative Leading Development(BUILD)
project. The project will continue for two years.
BUILD- a mechanism for Public-Private Dialogue(PPD) was
launched by Mr. Abul Maal Abdul Muhith, M.P, Hon'ble Finance
Minister on October 17, 2011 at a National Conference on
Public Private Partnership for Rapid Economic Growth at the
Hotel Rupashi Bangla. The 2-day Conference had one working
session to get views from different government and private
representatives in shaping up the operational mechanism of
BUILD. A supplement commemorating the launching of BUILD
was published in two leading Dailies one in bangla and another
in english highlighting on BUILD including messages from
different relevant Ministers extending their supports for this
noble initiative. A Theme Song was also prepared to give
enough publicity of the programme and express determination
to move forward jointly. The project will be able to help us to
suggest a framework for further development of private sector
for achieving targets of Vision 2021 announced by the present
Government.
The main objective of the project is to conduct effective
dialogue, research and policy advocacy to promote an improved
and enabling business environment in Bangladesh, which will
sustain for a long time vision.
The Netherlands Trust Fund II Project
Dhaka Chamber of Commerce & Industry (DCCI), along with
Bangladesh Association of Software and Information Services
(BASIS), and International Trade Center (ITC) and Centre for
the Promotion of Imports from Developing Countries (CBI)
Netherlands has signed "Netherlands Trust Fund II (NTF II)"
project in 2011. DCCI, BASIS, ITC and CBI Netherlands joined
in the signing of the NTF II project during the UN body Annual
Joint Advisory Group (JAG) meeting held in Geneva,
Switzerland on June 30th, 2011. The project, financed by the
Netherlands Trust Fund II (NTFII), will work towards creating
export competitiveness in the IT and IT-enabled services (ITES)
sector in Bangladesh. The project would be conducive to
increase the export potential of SMEs (Small and Medium
Enterprise) in Bangladesh and would help increasing
competitiveness of other sector contributing as cross-cutting
sector which would help in achieving the estimated 10 per cent
annual growth rate as has been targeted in Vision 2021. The
joint project aims at improving the image of Bangladesh as a
destination for IT and ITES outsourcing and build the capacity
of Trade Support Institutions(TSIs) to provide customized and
effective services, to increase exports from this promising
sector.
SWITCH Asia Re-Tie Bangladesh
"Reduction of environmental threats and increase of
exportability of Bangladeshi leather products"
The project is jointly undertaken by SEQUA, gGmbH, Germany,
United Nations Industrial Development Organization (UNIDO),
Bavarian Employer Association (bfz, gGmbH), DCCI,
Bangladesh Finished Leather Goods and Footwear Exporters
Association (BFLLFEA) and Bangladesh Tanners Association
(BTA).
CBI IT Outsourcing Export Coaching Program 2008-2014
(CBI ITO ECP)
Centre for the promotion of Imports from developing countries
(CBI) and organization of the Netherlands Government has
launched 'CBI ITO Export Coaching Program 2008-14'. The
objectives of CBI ITO ECP is the institutional development of
the Business Support Organization (BSOs) of the target
countries and promotion of export of IT related products of the
participating companies to the EU market and to assist
European services buyers in their offshore outsourcing buying
decision and guide them from strategy formulation to finalizing a
deal.
DCCI-GTZ Project on the Promotion Social Environmental
Standard in SME's
DCCI initiated the project in cooperation with GTZ with an
objective to increase awareness and knowledge among DCCI
members regarding environmental and social standard. The
project will continue in the year 2010 with some new activities.
DCCI Foundation
DCCI has got registration of DCCI Foundation and received
Certificate of Registration from Registrar of Joint Stock
Companies and Firms, Bangladesh in September 2009. Under
the banner of DCCI Foundation, the Chamber will be further
equipped to contribute more in enhancing skills by establishing
educational institutions, providing vocational trainings and
extending social services specially to the vulnerable section of
the community.
