DBIA National Design-Build Student Competition Project Details 2 0 2 1 Student Health Facility The project is a student health facility on a liberal arts college campus on the eastern coast of the United States. In the fall of 2019 the college completed a study of the current Student Health Services that included: a. Services they supply to the students b. Ability of the existing facility to continue providing those services c. Potential of sharing services with the community After the initial review of the study the board established a committee that was tasked with the following: a., Determining the services that are critical to remain. b. Identify any additional services that the college should consider providing. c. Ability of the existing facility to provide the current as well as additional services based on the projected student enrollment. d. Potential of teaming with the community to allow use of the facility for non-students of the college. Although they were not finished with their evaluation at the September 2020 Board Meeting the committee presented that they have determined the need to build a new facility. After discussion, the board agreed and requested the committee attend the December board meeting and provide their recommendation of a delivery method to be utilized. In the following months, the committee evaluated the following delivery methods: a. Design-Bid-Build – which the college has used extensively, but not always with a successful outcome. b. Construction Manager at Risk – which in the past 10 years the college has used successfully. c. Design-Build – which has never been used by the college. d. Multiple Prime – which has never been used by the college. e. Agency Construction Manager – which has never been used by the college. At the December 2020 Board Meeting the committee recommended the Design-Build delivery method for the project as the best way to deliver the facility for the college. Since the college has not utilized the Design-Build method the board had many questions regarding the delivery method and gave their approval contingent on the RFQ requesting that the proposers address the pros and cons of Design-Build vs the two delivery methods utilized by the college in the past. The board also stipulated that if they were not satisfied with the RFQ responses addressing their concerns they would revert to a delivery method utilized in the past. Description
