Bertram serves as the Principal Assistant for Acquisition for the US Army Medical Research and Materiel Command (USAMRMC) and is a member of the Senior Executive Service since July 2009. ZOTOMAYOR Director, Defense Logistics Agency Troop Support Medical Supply Chain COL Zotomayor was born in the Philippines in 1966 but grew up in Chicago, IL. He graduated from Northwestern University with a Bachelor’s of Arts in Biology. He has a Master’s of Science in Health Sciences-Health Care Management from TUI University. After attending the Army Medical Department Officer Basic Course, COL Zotomayor began his military career in a variety of positions throughout the 194th Separate Armored Brigade at Fort Knox, KY, to include Platoon Leader and Assistant S-4, 42d Field Hospital; Brigade Medical Supply Officer, 75th Forward Support Battalion; and Platoon Leader, 1-10th Cavalry Combined Arms Task Force. He deployed to Honduras to serve as the Company Commander for the Medical Element, Joint Task Force Bravo. Upon redeployment, he attended the Army Medical Department Officer Advance Course and was then assigned to the 131st Field Hospital, Fort Bliss, TX, serving as the Battalion S-4 and, subsequently, as Company Commander. Following command, COL Zotomayor was assigned to Fort Sam Houston, TX, as the Medical Logistics Officer, Directorate of Combat and Doctrine Development, Army Medical Department Center and School. He transitioned to Fort Irwin, CA, serving as the Chief, Logistics Division, Weed Army Community Hospital. He moved on to Fort Hood, TX, and was assigned as the Support Operations Officer, 1st Medical Group, and as the Medical Logistics Officer, III Corps Surgeon’s Office. He returned to Fort Sam Houston, TX, as the Chief of the Battle Lab Support Element, Army Medical Department Center and School. COL Zotomayor’s next assignment was as the Deputy G4, 3d Medical Command, Fort Gillem, GA. In 2004, he deployed to Camp Arifjan, Kuwait, to serve as the Medical Logistics Officer for the Coalition Forces Land Component Command Surgeon’s Office. In 2006-2007, he deployed as the G4 with the Task Force 3d Medical Command at Camp Victory, Iraq. COL Zotomayor’s next duty assignment was as the Division Chief for the Operational Customer Facing Division and for the Medical Materiel Executive Agent Office, Medical Directorate, Defense Logistics Agency (DLA) Troop Support, Philadelphia, PA. In 2010, he deployed as Detachment Commander, DLA Support Team, Kandahar Airfield, Afghanistan. From 2011- 2014, he moved to Hawaii where he was assigned as the Pacific Region Medical Command G4 and the Tripler Army Medical Center Chief of Logistics. Dr. Bob Kadlec spent 26 years as a career officer and physician in the United States Air Force, serving in several senior positions in the White House, the U.S. Senate, and the Department of Defense. His most recent position is serving as Managing Director of RPK Consulting LLC. Dr. Kadlec previously served as the

Special Assistant to the President and Senior Director for Biodefense Policy on the Homeland Security Council from 2007 to 2009. He also served as staff director for Senator Richard Burr for the Senate Subcommittee on Bioterrorism and Public Health Preparedness in the 109th Congress from 2005 to 2006. In this capacity, he was instrumental in drafting the Pandemic and All-Hazard Preparedness Act that was signed into law.

Dr. Kadlec also served at the White House from 2002 to 2005 as a Director for Biodefense Preparedness on the Homeland Security Council, where he was responsible for conducting the biodefense end-to-end assessment, which culminated in drafting the National Biodefense Policy for the 21st century.

Dr. Kadlec holds a Bachelor’s degree from the United States Air Force Academy, Doctorate of Medicine and Master’s of Tropical Medicine and Hygiene from the Uniformed Services University of the Health Sciences, and Master’s degree in National Security Studies from Georgetown University.

Dr. Kadlec has experience in the executive and legislative branches of the U.S. government and extensive participation in strategy and policy development promulgation. His past efforts cover the spectrum of medical and non-medical biodefense issues and public health activities. He has supported efforts of the Department of Defense, Office of the Secretary of Defense, the Defense Advanced Research Projects Agency and the Department of Homeland Security.

GREGORY L. GIDDENSActing Chief Acquisition OfficerPrincipal Executive DirectorOffice of Acquisition, Logistics and ConstructionUS Department of Veterans Affairs

Greg Giddens was appointed as the Principal Executive Director for the Office of Acquisition, Logistics and Construction at the Department of Veterans Affairs (VA) on April 8, 2015. He also serves as the Acting Chief Acquisition Officer (CAO) for the Department. He previously served as the Executive Director of VA’s Office of Policy and Planning, Enterprise Program Management Office (ePMO).

His career in civil service began at the Warner Robins Air Logistics Center as an engineering and logistics manager, followed by an assignment as program manager at Wright-Patterson Air Force Base in Ohio. Mr. Giddens also held the Deputy Director and Director positions for all Air Mobility Command training programs within the System Program Office.

Before joining the Department of Veterans Affairs, Mr. Giddens held various roles including: the Director for the Department of Defense Acquisition Personnel Demonstration Project, Program Manager for the United States Air Force Weather Weapon System, Deputy System Program Director for E-3 Airborne Warning and Control System, Deputy Assistant Commandant for Acquisition at the United States Coast Guard (USCG) Headquarters, and the Deputy Program Executive Officer for the Integrated Deepwater System for USCG.

Mr. Giddens was reassigned to the Department of Homeland Security (DHS) in October 2005 to stand up the DHS Secure Border Initiative (SBI) office and held that position until October 2006 when he became the Executive Director for the SBI Program Executive Office (PEO) within Customs and Border Protection and then the Executive Director for Facilities Management and Engineering in October 2008. He was selected to be a member of the Senior Executive Service in 2000 and has received several awards including the Presidential Rank Award for Distinguished Executive in 2005.

Mr. Giddens holds a Master of Science in National Resource Strategy from the Industrial College of the Armed Forces, a Master of Business Administration from Georgia College, and a Bachelor of Science in Electrical Engineering from Georgia Institute of Technology.

COLONEL DALLAS HACK, USA (Ret.), M.D., M.P.HAdvisor, One Mind – Former Senior Medical Advisor to the Principal Assistant, Research and Technology, US Army Medical Research and Materiel Command (USAMRMC)

From 2008 to 2014, COL(Ret) Dallas C. Hack, MD, served as the director of the Combat Casualty Care Research Program and the Chair, Joint Program Committee 6 (Combat Casualty Care), U.S. Army Medical Research and Materiel Command, Fort Detrick, MD, where he coordinated leading edge research focused on new techniques and products to save the lives and reduce morbidity of troops injured in the line of duty. Advances in Combat Casualty Care have reduced battlefield deaths from wounds to historic lows and are improving care at civilian trauma centers. A major responsibility included a portfolio of more than 500 projects directed at Traumatic Brain Injury (TBI). As

an author of the 2013 National Research Action Plan, he developed a strategic action plan to address the fundamental problems in TBI, initiating major efforts across the continuum of care. Examples include TBI classification and endpoints consortia to solve the key failure points in past clinical trials. Specific advances sponsored include neuroimaging, biomarkers, quantitative EEG, neuroplasticity, and comprehensive concussion treatment modalities. The NCAA-DoD Grand Alliance was established under his leadership as the largest-ever study of concussion that will evaluate the natural history of concussion. He also co-developed the Chronic Effects of Neurotrauma Consortium which the largest-ever study of the long term effects of TBI.

COL(Ret) Hack received numerous military awards including the Bronze Star, two Legions of Merit, and seven Meritorious Service Medals and was inducted as a Distinguished Member of the Military Order of Medical Merit. He was recognized as the Distinguished Alumnus of the Year by his alma mater, Loma Linda University, in May 2015. He also has an appointment as Visiting Adjunct Professor of Neurosurgery at the University of Pittsburgh.
