RECOMMENDATION:

It is recommended that the Board of Supervisors adopt the attached resolution to implement Classification Project #14-005 by multi-allocating one (1) position of Department Information Systems Analyst II/Department Information Systems Analyst I (RII202/RI1201) and deleting one (1) position of Department Information Systems Specialist III (RI1303) in the Community Development Services budget (2025600000).

REASONS FOR RECOMMENDATION:

On June 11,2014, the Civil Service Commission approved Classification Project #14-005, a study of one (1) position of Department Information Specialist III that was requested by the Director of Community Development. The Director asked Human Resources to review the position to determine whether the work performed by the incumbent was consistent with the duties and responsibilities of a Department Information Specialist III.

The classification study recommended that the position be reclassified to Department Information Systems Analyst II. A copy of the report presented to the Civil Service Commission is attached for your reference.

While the study found the duties and responsibilities of the position to be consistent with Department Information Systems Analyst II level, it is recommended that the position be multi­allocated and block-budgeted as Department Information Systems Analyst II/Department Information Systems Analyst I, since that is typical for this type of position. As a result, the

incumbent will be placed at the appropriate class level in accordance with Classification Project #14-005 and the San Joaquin County Civil Service Rules.

FISCAL IMPACT:

Classification Project #14-005 recommends that the current position of Department Information Systems Specialist III be reclassified to Department Information Systems Analyst II. The budgeted cost for Department Information Systems Specialist III for the remainder of fiscal year 2014-2015 is approximately $100,514. The maximum cost for a position of Department Information Systems Analyst II for the remainder of2014-2015 is approximately $118,692, a net difference of$18,178. However, based on the incumbent's current salary step and the anticipated step after promotion to Department Information Systems Analyst II, the actual cost of reclassifying this position for fiscal year 2014-2015 is estimated to be $3,011. There are sufficient funds in the 2014-2015 Community Development Services budget to cover these anticipated costs.

Following approval by the Board of Supervisors, Human Resources will work with the appropriate departments to implement the recommendations set forth in this letter and attached resolution.

Reclassify one position of Department Information Systems Specialist /II (RI1303), Salary Range 714 ($4,663 - $5,666/month), to Department Information Systems Analyst II (R111 02), Salary Range 752 ($5,611 - $6,821/month).

BACKGROUND INFORMATION

This stl;ldy was requested by the Director of Community Development out of concern that the job duties are not appropriately classified. Sources of information for this study included: a Position Description Questionnaire (PDQ) completed by the position incumbent as well as his supervisor and manager; a job aUdit-interview with the incumbent and his supervisor, a Department Information Systems Manager, and a review of pertinent current class specifications.

DESCRIPTION OF STUDY POSITION

Under general supervision, the incumbent provides analytical support associated with the development, programming, testing, implementation, documentation and maintenance of information technology systems for the Community Development Department. Duties and responsibilities include, but are not limited to:

• Managing, maintaining and supporting 12+ Windows and Linux servers used for a wide variety of departmental functions; ensuring maximum server functionality and efficiency; responding to server alarms; troubleshooting and correcting server errors; designing

server and internal network configurations; researching and applying system patches and fixes; testing upgrades and monitoring system performance; installing and maintaining Remote Desktop Services for the entire department; monitoring and maintaining departmental databases by performing integrity checks; ensuring that data is stored efficiently and that required upgrades are installed (approximately 25% of incumbent's time);

• Designing, developing, and modifying programs using various computer languages in order to support departmental business needs; modifying open source applications in order to use them as "helper" programs for core systems; (approximately 25% of the incumbent's time);

• Installing, managing and maintaining effective system security measures such as firewalls, backups, and intrusion prevention software; ensuring that backups meet industry standards in areas such as redundancy and offsite storage; regularly testing the integrity of security processes and making adjustments as needed to accommodate system changes (approximately 15% of incumbent's time);

• Installing, repairing and replacing workstation terminals, printers and other peripheral equipment; providing technical user assistance on network connectivity issues (approximately 15% of incumbent's time);

• Creating custom reports and queries using various programming languages and SQL (Structured Query Language) on backend databases; conferring with department users to determine their business needs and define report parameters; testing report functionality and gaining user approval; establishing frequently-run reports in the departmental "report center" (on the Intranet); creating reports for the public or other departments as requested and authorized (approximately 10% of the incumbent's time);

• Administering user access to various databases through Windows Active Directory and other tools; managing user credentials for all applications (approximately 5% of incumbent's time); and

• Serving as departmental webmaster and responding to website-related questions from the public; working with departmental management to keep the website current; maintaining the department's technology inventory; performing other related duties as required (approximately 5% of incumbent's time).

DESCRIPTION OF RELEVANT CLASSES

Based on the type and scope of work assigned to this position, the following existing County classes were considered relevant to the study and thus were reviewed and compared in order to determine the appropriate class for the study position.

Department Information Systems Specialist 1/1

The study position is currently classified as a Department Information Systems Specialist 11/ (DISS III). This is the advanced journey level class in the Departmental Information Systems Specialist class series. Incumbents are expected to perform difficult paraprofessional tasks such as: providing technical assistance to system uses on complex systems hardware, software, and peripheral equipment problems; monitoring systems, networks, and applications

for response time, problem prevention, performance, and resource utilization; making recommendations on system changes to resolve operational problems; performing technical duties in the installation, configuration, and testing of hardware and software; troubleshooting and maintaining network applications, as well as components such as routers, hubs, bridges and switches; performing technical network administration including adding users and devices, re-setting passwords and performing network file maintenance; and providing assistance to higher-level analysts in the evaluation, selection, acquisition and implementation of hardware and software. Incumbents may also be assigned to develop and administer backup schedules and maintain the appearance and content of Internet and/or intranet websites. Some employees may perform routine programming support involving simple applications. However, a D/SS III would not be expected to do complex system or software development or to be independently responsible for analyzing business needs and designing technology solutions.

Deparlment Information Systems Analyst Series

Department Information Systems Analyst I - Under immediate supervision, this class is the entry level into the professional analyst series and is designed to provide on-the-job training opportunities; for that reason, incumbents typically have appropriate specialized training with little or no job-related experience. Positions at this level perform a significant portion of the work assigned to the journey level, but without the independence or full responsibility expected of positions at the journey level. Assignments are generally limited in scope and set within procedural frameworks established by higher-level positions. As experience accrues, however, the incumbent performs with increasing independence. Positions at this entry level of the series provide routine programming support to less complex systems and applications, and incumbents are learning skills to provide a foundation for supporting more difficult systems, applications or networks; such knowledge and skills typically include learning more diverse programming languages, methods of preparing system reports and system maintenance functions. Within network systems, incumbents learn methods and techniques of basic network administration and provide support for installing network devices and components.

Department Information Systems Analyst II - Under general supervision, pOSitions at this journey level receive only occasional instruction or assistance, and therefore, require some level of prior work experience. Work is normally reviewed only upon completion and for overall results. Positions at this level provide support in programming, developing, testing, implementing, documenting and maintaining systems, networks, programs and applications. Incumbents often assume responsibility for responding to user problems on the systems, networks and applications they support. Within network systems, incumbents provide support to server maintenance and administration by performing daily back-ups; troubleshooting and resolving network hardware, software and connectivity problems; maintaining databases; and installing and configuring network hardware, software and peripheral devices. Employees assigned to the network area may also perform network administrative duties such as adding and monitoring users and applications; administering electronic mail systems; and generating system reports. Incumbents may also support Internet or mainframe access, and conduct web­site maintenance. Employees may be assigned to work on major systems or application modification projects and often perform programming duties; develop data flow diagrams; and design data structures, screens, forms and reports. Supplemental administrative tasks in all areas include developing technical or training documentation.

Department Information Systems Analyst 111- Under direction, positions allocated to this advanced journey level class require a specialized, technical or functional expertise beyond that expected at the journey level. Positions at this level require highly specialized knowledge, abilities, skills and experience, and are responsible for providing systems analysis, development, and direct support to large complex systems, networks, programs and applications. These positions are responsible for providing specialized support in maintaining existing systems by assessing and researching operational problems, and providing technical solutions to these problems. Within network systems, these positions are responsible for providing analytical support in planning, developing, installing, implementing, integrating, testing, and evaluating local and wide area networks. Employees assigned to the network area may also be responsible for configuring and managing servers; evaluating network security, performance and protocols; troubleshooting and investigating complex network problems; developing the department's Internet and intranet sites; and performing database administration and management duties. Employees may serve on a project for designing and developing new systems and applications and would be responsible for evaluating and analyzing client requirements; designing program interfaces, screens, maps, reports, forms and menus; and determining whether resulting programs meet client requirements. Supplemental tasks in all systems areas include developing technical or training documentation, and conducting training sessions as required.

ANALYSIS

In July of 2006, this position was classified to Department Information Systems SpeCialist III, largely because the Community Development Department also had a Department Information Systems Manager, as well as a Department Information Systems Analyst III position that was responsible for most of the business analysis, server management and application programming/development. Subsequently, the Department Information Systems Analyst 11/ position became vacant and the position was deleted. As a result, the department reorganized the work; the most complex business analysis tasks were assumed by the Manager, while the system administration and application programming/development work was assumed by the Department Information Systems Specialist III.

As a result of these changes, the duties assigned to the current incumbent have shifted toward a more analytical focus. Although much of his time continues to be spent on system troubleshooting and problem resolution, a substantial part of his job focuses on system and software design and management. The incumbent manages the department's servers and internal network and is responsible for designing and maintaining a framework that maximizes efficiency and effectiveness. He is also responsible for developing and customizing department applications and queries using various advanced languages (including Structured Query language, or SQl) and for researching, recommending, and implementing the use of open source and other software tools to improve and facilitate the function of existing departmental systems. The incumbent serves as a skilled analytical resource to department staff, and has been assigned as the technical lead on a variety of special information technology projects. Based on the incumbent's analytical duties, the complexity of the work assignments, and the level of independent judgment required to perform the work, this position is most consistent with a Department Information Systems Analyst II.

WHEREAS, Section 2-5206 of the Ordinance Code of San Joaquin County, as

amended, provides that the Board of Supervisors shall, by resolution, determine the numbers

and classes of positions permitted in the County departments, and assign salaries and salary
