Santa Barbara’s police chief has beenmired in controversy for much of 2011.And amid the drama, the chief

attempted to leave town, and take a newpolice chief’s job in San Bernardino. Now Chief Cam Sanchez will face his

critics when he makes a presentation tothe Santa Barbara City Council at 2 p.m.today at City Hall. The chief will give an oral presenta-

tion to the council today when he isexpected to offer an update on the stateof the police department. Mayor HeleneSchneider requested that he respond tothe public concerns formally at the CityCouncil meeting. It will be the first time the chief has

addressed the public and the council onthe series of political scandals that hasrocked the department in recent months. The public will be allowed to com-

ment on the state of the police depart-ment at the meeting.“What I have heard from members of

the police department is that morale isvery low,” said Councilwoman MichaelSelf. “I am hoping the chief willaddress the concerns that are in thecommunity.”Sanchez, hired in 2000, has been

under fire in 2011 after several publicscandals. In recent months, the public and some

council members have questioned hisleadership abilities over several publicscandalsThey include allegations that police

officer Kasi Beutel unfairly targeted DUIsuspects; the arrest of longtime parkingenforcement manager Karen Flores forallegedly embezzling several hundredthousand dollars in parking ticket rev-

enues; and two months ago, a SantaBarbara Police Department officer wasaccused of excessive force after analleged drunken driving stop in front ofGelson’s Market. The District Attorneyhas since cleared the officer of the allega-tions.As a possible sign of how far the

NEWS IN BRIEFBrown launches tax measureWith California once again running short on revenue, Governor

Jerry Brown said on Monday he would circumvent the legislature andpress a statewide ballot measure to raise the state's sales tax andincrease tax rates on the wealthy for five years.Revenue from the increases will be needed to prevent deeper cuts in

spending by the government of the most populous U.S. state, Brownsaid in an open letter to Californians made available through hisTwitter account.Like most other states, California has suffered sagging revenue in

recent years due to recession and the effects on its economy from thehousing collapse, mortgage crisis and volatile financial markets."The stark truth is that without new tax revenues, we will have no

other choice but to make deeper and more damaging cuts to schools, universities, public safety and our courts," Brown said.

Knoxx hires attorney for book dealAmanda Knox, who was cleared of murder and freed from

prison by an Italian court in October, has hired a prominentWashington, D.C.-based lawyer as she considers possible bookdeals, her spokesman said on Monday.Knox, 24, has retained attorney Robert Barnett "to represent

her in discussions with various book publishers who haveexpressed an interest in Amanda writing a book," spokesmanDavid Marriott said."Mr. Barnett will also assist Amanda and her family in evalu-

ating other opportunities as well," Marriott said in a statement.Marriott did not elaborate on those additional opportunities

but said few details of a potential book had been yet decided byKnox and her family, including an advance or the possibility ofco-authors.

FAA boss on leave after arrestThe top U.S. aviation safety official, Randy Babbitt, took an

immediate leave of absence on Monday after he was arrested on adrunk driving charge over the weekend, officials said. The Federal Aviation Administration said transportation offi-

cials and lawyers were discussing the status of Babbitt's employ-ment.Babbitt, who is in the middle of a five-year term as FAA admin-

istrator and asked to take leave, will be replaced by his deputy,Michael Huerta. As FAA chief, Babbitt oversees more than 40,000 people and is

responsible for the U.S. air traffic system and regulations govern-ing aircraft and crew safety.Babbitt, 65, was pulled over on Saturday night in Fairfax,

Virginia, outside Washington for driving on the wrong side of theroad, a police statement said.

THE RESTAURANT GUYAnnual ‘Best Of’ survey beginsTHE SIXTH-ANNUAL

SantaBarbara.com restaurant sur-vey of your favorite places for

food & drink has begun. The online sur-vey runs each year throughoutDecember and the results will be pub-

lished in the DailySound during theearly January. Thesurvey results, which cover 110categories, will alsobe displayed in theSantaBarbara.comRestaurant Guidethroughout 2012. To vote for your

favorite restaurants,coffee shops andbakeries visit

SantaBarbara.com/survey.The 2012 poll has several new cate-

gories including: Best Sushi, Best Fish& Chips, Best Food Truck, Best Drive-In, Best Buellton Restaurant, BestSolvang Restaurant and Best Place ToBring Your Pet. This year’s survey no longer has the

20-choice minimum that has beenrequired for all previous surveys. Thereason behind the change is that theminimum encouraged people to fill inwell-known names for categories theymight have otherwise left blank.Keeping up with my computer geek

duties, I rewrote the survey software

from scratch to help automate theprocess of tabulating the results.Normally it takes me 7-10 to manuallycount thousands of ballots. This time theresults should be processed in a day andwill hopefully get to Daily Sound read-ers a week earlier than usual.

Delicious scandal runs rampant“His Mistress by Christmas” by VictoriaAlexander; c.2011, Kensington; $19.95 /$22.95 Canada; 352 pages

BY TERRI SCHLICHENMEYERTHE BOOKWORM SEZ

You don’t make a lot of demands. Thisyear is the exception.Specifically, if there isn’t a certain lit-

tle box beneath the tree, there could betrouble. You’re fully expecting it to bethere, so it’d better be. It should bewrapped in shiny paper with a gold – no,a silver – bow. And what’s inside hadbetter be just as glimmery as the outsideand it better be very, very expensive. You’re a woman of few desires, and

one of them is sparkly. For Veronica,Lady Smithson, her deepest Christmaswish is for a man - but not a husband. Inthe new book “His Mistress byChristmas” by Victoria Alexander,Veronica may get more than she wanted.Scandalous. That’s what Portia, Lady Redwell,

thought about her friend Veronica, LadySmithson. True, it had been three years since

Veronica’s husband died and that’s a longtime to be in mourning, but the lustfullook on Veronica’s face when she sawPortia’s cousin, Sir Sebastian Hadley-Attwater, well, there was just one wordfor it: scandalous. It was doubly shocking, then, when

Veronica whispered that she didn’t wantto be married again. She merely wantedto be Sebastian’s mistress.Sir Sebastian had been around the

world, visited foreign countries, and hadmet heads of state and village chieftains.Daring and adventurous, ladies werequite drawn to him, though he was afirmly avowed bachelor - which is whySebastian surprised himself by fallinghead-over-heels in love – instantly - withlovely Lady Smithson. He also decided instantly that he

would marry her. But when he proposed, just days after their first meeting, LadySmithson turned him down flat. She wanted Sir Sebastian very much,

but not as a wife. For most of her life, Veronica had

been headstrong, decisive, and independ-ent. She was used to her freedom and hadno intention of being some man’s “chat-

tel.” She could love Sebastian, but shecould never marry him. She did, however, agree to spend

Christmas at his new country home out-side London and he agreed to her terms.A holiday in the country – just the two ofthem – would be the perfect way toembark on their quiet affair… until loveand two well-meaning families steppedin and messed up a perfectly goodYuletide plan. When it comes to bodice-ripping his-

torical love stories, “His Mistress byChristmas” is pretty typical. You’ve gotyour handsome rogue, your headstrongredhead, furtive kisses, an argument,

misunderstanding, reconnection, andHappily Ever After. The difference is that this book adds a

twist that might draw readers who don’tnormally go for romances: authorVictoria Alexander blends a bit of“Taming of the Shrew” into this novel. There’s also a touch of romp, a feel ofmodernity (even though the story is set inVictorian times) and a surprisingly blis-tering bedroom scene, so beware beforewrapping this as a gift.If you’re the romance lover, though,

“His Mistress by Christmas” promises toput the jingle back in your bell. For you, this is a book to demand.

Cash-strapped U.S. Postalservice to end next-day mailWASHINGTON (Reuters) — The

cash-strapped U.S. Postal Service yester-day moved forward with plans to endnext-day delivery of letters, postcardsand other First Class mail.In a notice filed with its regulator, it

also sought approval to close more thanhalf of its 461 processing facilities thathave been critical for next-day delivery. The Postal Regulatory Commission

will study the proposed changes andissue a nonbinding advisory opinion. The move could create some

headaches for mailers, particularly pub-lishers of newspapers and magazines, industry observers said. But they said theextent of the hassles depend on the waythe Postal Service changes are imple-mented.The Postal Service, which has been

struggling to offset tumbling mail vol-umes and billion-dollar annual losses, first announced in September it wouldstudy 252 processing sites for possibleclosure in 2012.The agency is looking to find $20 bil-

police department has fallen out of favorwith the public, for the first time inrecent memory all three of the policeunion-endorsed candidates in lastmonth’s City Council election failed toget elected.Amid the drama, Sanchez interviewed

for a job as police chief in Bakersfield.Although he was a finalist, the depart-ment chose someone else.Chief Sanchez did not return Daily

Sound calls or emails on Monday.“In the last several months, a number

of items related to public safety havecome to the forefront of the publicdebate,” Mayor Schneider wrote in herletter to the council, ordering the matteron the agenda. . . . As a matter of goodpublic policy, I propose that twice eachmonth the City Council meetings include

an agenda item for the Police Chief togive an update on the department's sta-tus. . . . I hope these modest steps toincrease transparency at City Hall will beembraced by my colleagues.”Schneider said she hopes the chief

will address crime reports, the PoliceActivities League, and officer recruit-ment updates, to name a few.Schneider hopes the Chief will give

periodic reports to the council on thestate of the police department.Sanchez has kept a low profile in

recent months, particularly after hebecame a finalist for the job of policechief in San Bernardino. The chief said that he was recruited by

San Bernardino to apply for the job. Hemade it to the top 2, but then didn’t getthe job.Despite the drama over Sanchez’s

leadership, his job security in SantaBarbara appears safe. City Administrator

Jim Armstrong – not the City Council –has the power to hire and fire the policechief.Although the two have disagreed on

some internal issues this year, Sanchezand Armstrong are generally on goodterms, and have been aligned on budgetand financial challenges that have facedthe police department.Sanchez also has his supporters on the

council.“I have great confidence in the chief,”

said councilman Grant House. “I thinkthis is a good opportunity for us and thepublic to hear directly from the chiefabout the department.”House said he understands some of

the concerns that people have about theleadership in the department. Still,House believes Sanchez has done a goodjob during difficult times.“I am really glad he is still with us,”

House said.

billion of which could come from vari-ous plans to shrink the network.U.S. Postal Service (USPS), which

does not receive any tax payer moneyand relies solely on the sale of postageand other products to fund its operations, sees reducing its network of post officesand processing plants as crucial as con-sumers increasingly pay bills online andcorrespond by email."The fact of the matter is our network

is too big. We've got more capacity in ournetwork than we can afford," DavidWilliams, USPS vice president for net-work operations, told reporters onMonday."More importantly, we've got to set

our network up so that when volumecontinues to drop, our network is nimbleand flexible enough to respond to thosevolume losses."The closures would require the Postal

Service to adjust its current deliverystandards. First Class mail would bedelivered in two or three days instead ofone to three.Delivery times for most other more

expensive classes of mail, such asPriority Mail and Express Mail, wouldnot change, Williams said. A First Classletter now costs 44 cents.

Williams said the service standardswould not change before April 2012.The proposal makes some exceptions

for periodicals, offering overnightdelivery for certain pre-sorted items ifthey are delivered to the plant earlyenough.Joyce McGarvy, vice president for

distribution at Crain Communications, said the proposal would mean Crain'sbusiness and trade publications wouldhave to be turned in several hours earlier. That could mean the publisher prints itspapers a day early or that the publica-tions reach readers a day late. And once USPS closes facilities,

mailers may have to travel farther to dropoff mail, which would increase costs."We're dropping in lots of places right

now, and some of those places may notexist," McGarvy said.Paul Boyle of the Newspaper

Association of America said earlierdeadlines could cause some papers tolose last-minute advertising but that it'stoo early to determine how the changeswill be implemented.

CUSTOMER EXPECTATIONSWilliams said the Postal Service's

market research found that many cus-tomers do not expect overnight deliveryof letters sent outside their towns or zipcodes.

"They're already choosing speed. They're choosing electronic bill pay-ment, they're choosing electronic com-munication via the Internet and email,"he said."Our network is simply too big to han-

dle the revenues that are coming in todaybut, more importantly, way too big forwhat we're projecting in the future."The agency lost $5.1 billion in fiscal

year 2011 and is projecting a $14 billionloss this year. The U.S. Congress hastwice moved the due date for a $5.5 bil-lion payment to pre-fund retiree healthbenefits which USPS says it cannotafford.USPS has said it will run out of

money by September of next year with-out a congressional overhaul of its oper-ations.The Postal Service has announced a

host of other cost-saving ideas, includingstudying thousands of post offices forpossible closure. The agency has askedfor permission to end Saturday maildelivery, pull out of federal health andretirement programs, and other newpowers.Committees in both houses of

Congress have approved postal bills, butneither full chamber is expected to voteon the issue this year. Postal officialshave said current bills do not go farenough to fix the agency's problems.

the Frederick H. Booth House at 105 OntareHills Lane as City Landmarks. The Historical Landmarks Commission has

approved all three sites. It believed all three area significant part of the city’s heritage. TheBooth House and the Granada both exemplifyarchitectural designs that are important to thecity. The fig tree and the Granada are both con-sidered visual features of their respectiveneighborhoods.Standing at eight stories, the Granada Tower

is Santa Barbara’s only high rise. Designed byA.B. Rosenthal and built by Charles Urton in1924, it became an icon of downtown and oneof the few buildings to survive the 1925 earth-quake. The HLC felt that the façade’s size and

Spanish Renaissance detailing make it uniqueamong other city buildings.Only the façade be given landmark status.

Though the building has seen dramatic renova-tions to preserve its historical quality, upgradeshad to be made to the rear of the building and

the theater itself. But because of some of thosealterations, the rear and theater do not qualifyfor landmark status. The Moreton Bay Fig Tree, aka ficus

macrophylla, is located on West Pueblo besideCottage Hospital. It’s believed to have beenplanted in 1919, 28 years after the hospitalopened. Over the decades it’s served to pro-vide shade for many hospital-related neighbor-hood functions. After multiple expansions and modifica-

tions to the hospital, the tree appears to be thelast original piece of landscaping left accord-ing to the Historic Landmark Commissionsreport. The Frederick H. Booth House is a 5,000

square-foot Mexican Hacienda-style buildinglocated above Foothill Road. Built in 1939 ona now subdivided 14.4 acre property, it’s oneof the city’s few examples of the haciendastyle, a subtype of the more prominent SpanishColonial Revival. The house has had very few alterations over

the years and maintains most of a hacienda’sdistinguishing features.
