December 1, 12:30 p.m.: Officersarrested a man and a woman for alleged-ly possessing meth and burglary tools.While patrolling City Lot 7 at 1100
Anacapa Street, an officer allegedlynoticed a couple sorting through purses,bags, and other items in a parked car.Knowing there’d been a series of vehicleburglaries in the area, the officerapproached them.The 31-year-old man had been on pro-
bation for burglary and had to submit toa search. The man admitted to havingsome marijuana in the car. But the policealso found 3.7 grams of meth, a digitalscale, snort straw, and what officersbelieved to be a “pass key”—a tool usedfor opening certain kinds of locks.
December 1, 4:40 p.m.: A 44-year-old man burned his foot after allegedlyhiding a crack pipe in his sock.The man called medics and police
from his hotel room on upper State Streetat 9:38 a.m. He had allegedly beenyelling and screaming, claiming he’d hada heart attack. Medics took him to
Cottage Hospital.In the afternoon, ER staff told police
the man had been suffering from drugabuse and a burn on his right foot. Theburn had been caused by a crack pipe inthe man’s sock.The man admitted he’d smoked seven
to eight rocks of crack between 11:00p.m. and 4:00 a.m. the previous nightwhich caused him to go, “out of mymind.” He was arrested for being underthe influence of a controlled substanceand booked into county jail on $2,500bail.
December 1, 7:21 p.m.: Police arrest-ed a man for threatening to kill hiscousin’s family.The suspect walked into a store on the
300 block of Anacapa Street and askedan employee to see the victim. When thevictim walked out of the back room, thesuspect allegedly demanded money thevictim owed him.The suspect allegedly told the victim
he would kill him and his family. Heallegedly made slicing motions acrosshis throat with his hands and patted hiswaist. The victim believed the suspect
had a gun.Police arrested the man for making
criminal threats and booked him intocounty jail on $50,000 bail.
December 2, 2:00 a.m.: An officerarrested a man after he allegedly saw himpunch a cab driver in the face.The officer saw the suspect yelling at
the driver who appeared to be trying tocalm the man down. The suspect alleged-ly hit the driver without warning.The officer stepped out of his car and
took the man into custody. The driver,unharmed, declined to press assaultcharges and instead opted for“Challenging to a fight.” The 22-year-oldman was booked into county jail on$2,500 bail.
December 3, 12:20 p.m.: Policearrested a man who allegedly injectedcocaine between his fingers.The 23-year-old man had gone into a

Santa Barbara’s police chief has beenmired in controversy for much of 2011.And amid the drama, the chief
attempted to leave town, and take a newpolice chief’s job in San Bernardino.Now Chief Cam Sanchez will face his
critics when he makes a presentation tothe Santa Barbara City Council at 2 p.m.today at City Hall.The chief will give an oral presenta-
tion to the council today when he isexpected to offer an update on the stateof the police department. Mayor HeleneSchneider requested that he respond tothe public concerns formally at the CityCouncil meeting.It will be the first time the chief has
addressed the public and the council onthe series of political scandals that hasrocked the department in recent months.The public will be allowed to com-
ment on the state of the police depart-ment at the meeting.“What I have heard from members of
the police department is that morale isvery low,” said Councilwoman MichaelSelf. “I am hoping the chief willaddress the concerns that are in thecommunity.”Sanchez, hired in 2000, has been
under fire in 2011 after several publicscandals.In recent months, the public and some
council members have questioned hisleadership abilities over several publicscandalsThey include allegations that police

FAA boss on leave after arrestThe top U.S. aviation safety official, Randy Babbitt, took an
immediate leave of absence on Monday after he was arrested on adrunk driving charge over the weekend, officials said.The Federal Aviation Administration said transportation offi-
cials and lawyers were discussing the status of Babbitt's employ-ment.Babbitt, who is in the middle of a five-year term as FAA admin-
istrator and asked to take leave, will be replaced by his deputy,Michael Huerta.As FAA chief, Babbitt oversees more than 40,000 people and is
responsible for the U.S. air traffic system and regulations govern-ing aircraft and crew safety.Babbitt, 65, was pulled over on Saturday night in Fairfax,

Cash-strapped U.S. Postalservice to end next-day mailWASHINGTON (Reuters) — The
cash-strapped U.S. Postal Service yester-day moved forward with plans to endnext-day delivery of letters, postcardsand other First Class mail.In a notice filed with its regulator, it
also sought approval to close more thanhalf of its 461 processing facilities thathave been critical for next-day delivery.The Postal Regulatory Commission
will study the proposed changes andissue a nonbinding advisory opinion.The move could create some
headaches for mailers, particularly pub-lishers of newspapers and magazines,industry observers said. But they said theextent of the hassles depend on the waythe Postal Service changes are imple-mented.The Postal Service, which has been
struggling to offset tumbling mail vol-umes and billion-dollar annual losses,first announced in September it wouldstudy 252 processing sites for possibleclosure in 2012.The agency is looking to find $20 bil-

host of other cost-saving ideas, includingstudying thousands of post offices forpossible closure. The agency has askedfor permission to end Saturday maildelivery, pull out of federal health andretirement programs, and other newpowers.Committees in both houses of
Congress have approved postal bills, butneither full chamber is expected to voteon the issue this year. Postal officialshave said current bills do not go farenough to fix the agency's problems.

approved all three sites. It believed all three area significant part of the city’s heritage. TheBooth House and the Granada both exemplifyarchitectural designs that are important to thecity. The fig tree and the Granada are both con-sidered visual features of their respectiveneighborhoods.Standing at eight stories, the Granada Tower
is Santa Barbara’s only high rise. Designed byA.B. Rosenthal and built by Charles Urton in1924, it became an icon of downtown and oneof the few buildings to survive the 1925 earth-quake. The HLC felt that the façade’s size and
Spanish Renaissance detailing make it uniqueamong other city buildings.Only the façade be given landmark status.
Though the building has seen dramatic renova-tions to preserve its historical quality, upgradeshad to be made to the rear of the building and
the theater itself. But because of some of thosealterations, the rear and theater do not qualifyfor landmark status.The Moreton Bay Fig Tree, aka ficus
macrophylla, is located on West Pueblo besideCottage Hospital. It’s believed to have beenplanted in 1919, 28 years after the hospitalopened. Over the decades it’s served to pro-vide shade for many hospital-related neighbor-hood functions.After multiple expansions and modifica-
tions to the hospital, the tree appears to be thelast original piece of landscaping left accord-ing to the Historic Landmark Commissionsreport.The Frederick H. Booth House is a 5,000
square-foot Mexican Hacienda-style buildinglocated above Foothill Road. Built in 1939 ona now subdivided 14.4 acre property, it’s oneof the city’s few examples of the haciendastyle, a subtype of the more prominent SpanishColonial Revival. The house has had very few alterations over
the years and maintains most of a hacienda’sdistinguishing features.
