NEW DELHI, JAN 31: The global
environmental agenda and the global
development agenda were interlinked,
Prime Minister Manmohan Singh said
Thursday while stressing that resource
efficiency was a necessary condition for
sustainable development.
A global growth model, which is
inclusive and sustainable, would assist
developing countries pursue their objec-
tives, Manmohan Singh said at the inau-
guration of the Delhi Sustainable
Development Summit (DSDS) here.
"Resource-efficiency is a necessary
condition for sustainable development,and a key element of the economic pillar
of sustainability. The global environ-
mental agenda and the global develop-
ment agenda are now inter-linked," he
said.
"India is committed to meeting its
domestic mitigation goal of reducing the
emissions intensity of GDP by 20-25
percent by 2020."
"What is required are regulatory
regimes that are transparent, account-
able and subject to oversight and moni-
toring. I would like to mention that pro-
tection of the environment and promot-
ing development need not amount to a
zero sum game," he said.
"We in India are fully conscious of
the need to conserve our resources
through their utilization in a sustainable

Minister has decided to constitute an
Executive Committee on Climate
Change to assist the Prime Minister's
Council on Climate Change. The
Executive Committee on Climate
Change would focus on the following
tasks:
1. Assist the PM's Council on
Climate Change in evolving a coordinat-ed response to issues relating to climate
change at the National level.
2. Regularly monitor the implemen-
tation of the eight national missions and
other initiatives on Climate Change.
3. Advise the PM's Council on
Climate Change on modifications in the

NEW DELHI: The Union
Cabinet on Thursday cleared
the new revised Lokpal Bill
even though the Law
Ministry raised objections to
the draft. "I am happy to say
that the cabinet has given the
seal of approval. The select
committee recommendations
have broadly been accepted,"
Law Minister Ashwani
Kumar said. The bill, passed
by the Lok Sabha, is pending
in the Rajya Sabha. It was
referred to a select committee
of the upper house, whichsuggested several amend-
ments to the bill. The bill will
now be put to vote in the
Rajya Sabha.
The earlier bill had given
this power to the Centre. The
new bill also has extra pro-
tection for public servants
giving them the right to pres-
ent their view to the Lokpal.

HYDERABAD: Six
Congress MPs from
Telangana Thursday made it
clear that they will not take
back their resignations over
the delay in formation of a
separate state. The MPs, whomet here a day after reports
of differences among them,
claimed that resignations of
seven MPs were Wednesday

Sonia Gandhi's office.
However, Madhu Yaskhi

has approved construction of
three more dams on
Brahmaputra river in Tibet in
addition to the one being
built, and much to the disqui-
et of India, it has not been
informed about the plans so

mentioned three dams to be
built at Dagu, Jiacha and
Jiexu on Brahmaputra, Indian
officials here said.
The document listing
projects to be completed in
China's 12th five year plan
made a passing reference to
the three dams without any
details, they said. India has
not been informed about the
move so far, they said . Asked
about the plans to build the
dams, Chinese Foreign
Ministry spokesman, Hong
Lei told a media briefing here
that "China has always taken
a responsible attitude
towards the development of
cross border rivers".
"Any new project has to
go through scientific plan-
ning and study with consider-
ation of the interests of lower
and upper stream countries",

China to ensure its plans to
construct upstream dams on
Brahmaputra river do not
harm interests of lower ripar-
ian states.
On a query about China's
move to build three
hydropower dams in the mid-
dle reaches of the
Brahmaputra, the External
Affairs Ministry spokesper-
son said India carefully mon-
itored all developments on
the river and had conveyed
its views and concerns to
China.
"As a lower riparian state
with considerable established
user rights to the waters of
the river, India has conveyed
its views and concerns to the
Chinese authorities, includ-
ing at the highest levels of the
government of the People's
Republic of China," the
spokesperson said.

The Board noted the judg-
ment passed by the Supreme
Court on 13th December
2012 regarding the responsi-
bilities of the Central and
State governments, and the

arrangements to be made for

Yatras, commencing from
2013. It was also noted that
the Supreme Court has
accepted the report of Special
High Powered Committee as
a part of its judgment, and
has constituted a Sub
Committee comprising Chief
Secretary, J&K; CEO, Shrine
Board; and Home Secretary,
J&K, to implement the direc-
tions of the apex court. It is to
be recalled that the Supreme
Court had earlier constituted
a Special High Powered
Committee (SHPC) to review
the arrangements being made
for the smooth conduct of the
Yatra and suggest, among
other things, measures to
upgrade the health facilities,
track conditions, infrastruc-
ture in the Yatra area and
steps to preserve the environ-
ment. The Shrine Board was
informed that a comprehen-
sive Action Plan has been
drawn up to implement the
recommendations of SHPC
and directions of the
Supreme Court.

Board, informed that the
Yatris would have to furnish
a Compulsory Health
Certificate while seeking reg-
istration for Yatra 2013. He
stated that a Committee of
Medical Experts drawn from
the Union Health Ministry
and the State Health
Department had designed the
format of the Compulsory

Yatri shall now be required to
submit information in the
form of a self declaration
about his/ her current health
status, past medical history
and various ailments from
which he/she may be suffer-
ing or may have suffered in

theme The Global Challenge of Resource-
Efficient Growth and Development. It provides
an efficient platform for thought leaders and pol-
icymakers to discuss effective policy mecha-
nisms to reduce energy and resource footprint, a

Research Institute (TERI) said.
The summit has been held annually in New
Delhi since 2001.
The three summits, which ends Feb 2, will see
participation of three heads of state - Guyana

The Prime Minister's Council on Climate
Change was constituted in 2007, in order to co-
ordinate National Action for Assessment,
Adaptation and Mitigation of Climate Change.
The National Action Plan of Climate Change
(NAPCC) was released by the Prime Minister inJune 2008. Under the NAPCC, with the approval
of PM's Council on Climate Change, eight
national missions are being implemented.

The Rajya Sabha Select Committee had also
said that the Lokpal could order a probe straight-
away. NGOs, except religious organisations, will
come under the purview of the Lokpal.
Anti-corruption activist Anna Hazare rejected
the new draft of the Bill and announced he would
continue his agitation. He also demanded that the
CVC and CBI be brought under the Lokpal. "I
have written a letter to Sonia Gandhi and the
Prime Minister asking whether CBI and CVC
will be under the Lokpal. If they're not, how will
we check corruption," questioned Anna. The
activist added that the proposed bill would not
help fight corruption. "Such a bill will not bene-
fit the people," he said.
Questioning UPA government's commitment
to root out corruption in the country, Hazare
today said he does not trust Prime Minister
Manmohan Singh and Congress president Sonia
Gandhi for enactment of a stringent Lokpal Bill.
"Both PM and Sonia Gandhi can no more be
trusted to bring a stringent Lokpal bill to root out
corruption ... Had they been committed to the
issue it would not have taken two years to take
concrete decision in this regard," Hazare told
reporters here.
He said his campaign for the Jan Lokpal Bill
would intensify in coming months. "I will visit
people in towns and villages across the country
in coming months to awaken their conscience,"
the septuagenarian said. He downplayed a ques-
tion about corruption in Bihar under Chief
Minister Nitish Kumar. However, on Gujarat
Chief Minister Narendra Modi being projected as
the Bharatiya Janata Party's prime ministerial
candidate, Anna said that Mr Modi was not keen
on making his state free of corruption. "Why not
Mr Modi appointed Lokayukta in Gujarat and
why he failed to make Gujarat a corruption free
state? It appears that Mr Modi is not willing to
make India a corruption free country if he
becomes the prime minister," he said.
Slamming the government, AAP Convenor
Arvind Kejriwal said, "Why does the govern-
ment not fulfill one single demand and make the
CBI independent. There is no point making com-
mittees after committees." AAPmember Manish
Sisodia, too, expressed doubts about the draft of
the Lokpal Bill. "We don't know how helpful the
Lokpal is in the present form. This Lokpal will
have no investigative agency and other important
rights," said Sisodia.
The Lokpal bill was passed by the Lok Sabha
during the winter session of Parliament in 2011
but ran into hurdles in the Upper House. Several
changes to the bill were proposed by a Select
Committee of the Rajya Sabha based on recom-
mendations of the members. The amended
Lokpal bill has made it mandatory for the states
to set up their own lokayuktas, or anti-corruption
ombudsmen, within a year of the bill coming into
effect.

Dal has said it would be happy with Mr Modi
leading the NDA charge. "Whichever candidate
the BJP and NDA chose, we are with them,"
Punjab's Deputy Chief Minister Sukhbir Badalsaid today.
Mr Singh took over as BJP president last
week; he was a last-minute consensus choice,
when rebellion in the party and an income tax
investigation cancelled Nitin Gadkari's chances
of becoming BJP president for an unprecedented
second consecutive term. Mr Singh, who will
now lead the party through the crucial phase of
the Lok Sabha elections next year, also reported-
ly discussed his new BJP team with Ms Swaraj in
a two-hour meeting yesterday.

of the Pak-inspired and engineered militancy in
the state. He said the government should intensi-
fy the patrolling and take steps to locate and neu-
tralize any abandoned or concealed explosive
devices and armaments.

bereaved family in this hour of their grief and
prays to Almighty to give strength to the family
to bear the irreparable loss caused due to the

into as to how such an explosive reached there
and why it remained unattended and ignored by

under the board would be judged on performance
and in case of underperforming private schools
action under relevant rules need to be taken
against them also.
"Student performance is the bench mark for
judging schools and those institutions whose stu-
dents show excellent results, the respective
teachers would be suitable rewarded but for those
where the performance is below the standard theconcerned would be dealt with strong hands," he
observed.
Later, Mr. Tara Chand also took a round of
different sections of the board and interacted with
the staff members.
While visiting books store, he directed that
distribution of books needs to be stream lined
and it has be ensured that books reach to the stu-
dents well in time so that the purpose of distribu-
tion is well met.

The focus of discussion was also on the
release of funds by the Centre Government under
various schemes in a time bound manner so that
these are utilized within the fiscal year these are
earmarked for.
Urging strongly for replacing the head of tied
special plan assistance by untied special central
assistance head, Omar Abdullah highlighted this
need as significantly important for the states likeJammu and Kashmir adding that such mecha-
nism is essential to address the development
requirements and reach out every area equitably.
Appreciating the Central Government for
being liberal in meeting the fund requirement of
Jammu and Kashmir for development needs by
providing central assistance under various win-
dows like Additional Central Assistance (ACA),
Special Central Assistance (SCA) and Special
Plan Assistance (SPA), he strongly advocated for
removing of various conditions being imposed
on lifting of the allocations. "These conditions
create constraints", he said adding that once
ACA, SCA and SPA are included as source of
funding, it should come to the State without any
conditions as the conditions dilute the fiscal pol-
icy. He referred to the recommendation of high
level Committee on Efficient Management of
Public Expenditure under the Chairmanship of
Dr. C. Rangarajan which has said that Plan and
Non-Plan distinction of budget restrictions shall
be abolished.
Omar Abdullah stressed on upfront release of
funds for the states like Jammu and Kashmir
where working season is very brief. He called for
a system of proportionate allocation so that there
is no liquidity mismatch in the State.
The Chief Minister emphasized that in case of
Jammu and Kashmir like special category states
the pattern of financing for all Centrally spon-
sored schemes should confirm to the 90:10 pat-
tern. While expressing gratitude for providing
Rs. 577 crore by the Centre Government through
PMRP for land acquisition for completion of
1344 schemes, he sought another Rs. 800 crore
Central assistance for the purpose for completion
of approved 1160 schemes. He also advocated
for granting cost escalation for strengthening
T&D network and construction of Mughal Road.
The project for strengthening of T&D network
has been revised from Rs. 1351 crore to Rs. 1545
crore while Mughal Road project has been
revised from Rs. 639.85 crore to Rs. 766.49
crores.
Omar Abdullah sought re-jigging of PMRP
and making flow of funds under PMRP as artic-
ulated in the report by the Task Force constituted
to prioritise development requirements under the
directions of Prime Minister. He sought Rs.
30,000 crore for the Jammu and Srinagar city
mobility plan for which M/s RITES has prepared
comprehensive plan which include Rapid and
Mass Transport (Metro/Mono Rail). He said the
amount is beyond the means of Jammu and
Kashmir as such the support by the Central
Government during the 12th Plan period is essen-
tially required to take up these projects.
The Chief Minister also sought Central assis-
tance of Rs. 1,000 crores to facilitate reducing of
35 years levelized tariff from RS. 4.48 per KwHr
to Rs. 2.83 per KwHr in case of 450 MW
Baglihar HEP-II for which TEC has been accord-
ed by the Central Electricity Authority at a cost of
Rs. 2113 crores. The completion cost of BHEP-II
is Rs. 3113.19 crore, approved by Board of
Directors of SPDC and its financial closure is
being finalized in consultation with PFC, REC,
J&K Bank, etc.
The Chief Minister asked for liberal Central
funding for devolution of resources to the pan-
chayats including payment of honorarium to
panches and sarpanches. He said the historic pan-
chayat elections have raised the expectation of
common man in the development share of the
State adding that on the part of State Government
transfer of functions, functionaries and funds to
Panchayat Raj institutions is a commitment and
beginning has been made by transferring the
functions of 14 departments and ensuring flow of
funds.
Prime Minister assured the Chief Minister of
active consideration of the proposals made by the
State Government to various union ministries
and said that the Centre Government would con-
tinue to support Jammu and Kashmir
Government in its efforts to march on road to
peace and prosperity.
55 day Yatra to...
Certificates, the Compulsory Health
Certificate would be issued only by duly author-
ized doctors and medical institutes and further
the Certificates issued after 1st February 2013
would be valid. The CEO informed that all Statesand UTs have been asked to furnish a list of doc-
tors/ medical institutes who would be authorized
to issue the Compulsory Health Certificate to the
eligible Yatris of the State/UT.
The Board directed the CEO, SASB, to issue
very clear Advisories, from time to time, to
inform every intending Yatri about the require-
ment of obtaining the prescribed Compulsory
Health Certificate from the authorized
doctors/medical institutes. The Board further
directed the CEO to compile State-wise lists of
authorized doctors/medical institutes and upload
the information on Board's website,www.shria-
marnathjishrine.com, for the information of all
intending Yatris. The Board desired that the CEO
should also publicize the information through the
print and electronic media for several weeks run-
ning before the Yatra commences. In this context,
the Board noted that the Chairman had sent a per-
sonal letter to the Minister of Information and
Broadcasting to seek the Ministry's strong sup-
port for an effective education cum awarenessprogramme being carried out through the nation-
al and regional channels of AIR and
Doordarshan. The Board directed the CEO to
urgently follow up with the Union Ministry of
Information and Broadcasting to ensure early
launch of the awareness campaign. The CEO was
further directed to ensure effective publicity to
make one and all aware about: (i) requirement on
the part of every Yatri to furnish the prescribed
Compulsory Health Certificate; (ii) details of the
doctors/ medical institutes who are authorized by
various States/ UTs to issue Compulsory Health
Certificates; (iii) Do's and Don'ts to be followed
by the Yatris during the course of the Yatra.
Regarding the duration and date of com-
mencement of the Yatra 2013, the Board relied
upon the approach set out by the Board's Sub
Committee, chaired by H. H. Sri Sri Ravi
Shankar, which had been set up in July 2011 to
advise the Board regarding the duration and
schedule of future Yatras. The Board noted that
even on 25th June 2012, the date on which Yatra
2012 had commenced, there was heavy frozen
snow accumulation in the Domel, Sheshnag and
Holy Cave Camp areas because of which it was
very difficult to set up power and water supply
facilities in the Yatra Camps. Even the Langar
Organizations were not able to set up their
Langars, particularly at Sheshnag, by 25th June
2012. Keeping in view the foremost concern of
safety and security of the pilgrims, the Board
decided that a 55 day Yatra would commence on
28th June 2013 and conclude on Raksha
Bandhan on 21st August 2013. The Board direct-
ed that the CEO would arrange a special Pooja on
the day of Jyesth Purnima, which falls on 23rd
June this year. This Pooja shall, if possible, take
place at the Holy Cave or any other suitable loca-
tion in the Yatra area to invoke the blessings of
Lord Shiva for the smooth and safe conduct of
the pilgrimage.
The Board deliberated in detail the number of
Yatris who would be granted Yatra Permits, date-
wise and route-wise, for this year's Yatra.
Keeping in view that it would not be possible, as
directed by the Supreme Court, to upgrade the
walking tracks along both the routes in the Yatra
area before the commencement of this year's
Yatra, the Board decided that 7,500 Yatris,
excluding Yatris who travel by helicopters from
Baltal and Pahalgam to Panjtarni, would be
allowed to register for the pilgrimage on per day
per route basis. The Board further directed that,
in view of the new procedures involved, particu-
larly the Compulsory Health Certificate, the reg-
istration process should commence well ahead of
the commencement of the Yatra but not later than
1st March 2013.
The Board also discussed the recommenda-
tions of National Disaster Management Authority
(NDMA) regarding the upper and lower age limit
of the Yatris who may be allowed to undertake
the Yatra. The Board was informed that NDMA
has recommended that no child under the age of
11 years, no person above the age of 80 years and
no pregnant lady with more than six weeks preg-
nancy should be allowed to undertake the Yatra.
The Board noted that Nitesh K. Sen Gupta
Committee had also recommended that no person
under the age of 15 years and no person above
the age of 65 years should ordinarily be encour-
aged to undertake the pilgrimage. The Board
deliberated on the matter and decided that no one
below the age of 13 years or above the age of 75
years and no pregnant lady with more than six
weeks pregnancy should be allowed to undertake
the Yatra.
Regarding registration, the Board noted that
during Yatra 2012 internet generated e-Yatra
Permits had been fraudulently duplicated and
used by a large number of unregistered Yatris to
enter into the Yatra area. It was decided that the
provision of on-line facility would be discontin-
ued to avoid misuse of Yatra Permits, particular-
ly also because the on-line mode is not logistical-
ly compatible for verifying whether a Yatri pos-
sesses a valid Compulsory Health Certificate or
not. The Board stressed the need for the Police to
ensure that no Yatri is able to embark on the Yatra
who does not possess a Yatra Permit which is
valid for that route and the date on which he
seeks to cross over. To facilitate Police personnel
deployed at the Access Control Gates at Domel
and Chandanwari in determining whether a Yatri
possesses a Yatra Permit valid for the relevantdate and route, the Board decided that Yatra
Permits should be colour coded on the proposed
lines. Thus, for Yatra 2013 the Yatra Permit
would be of a specified colour for each day of the
week.
The Board was also briefed about the steps
being taken to improve the health facilities in the
Yatra area. The CEO informed that Medical Aid
Centres (MACs) would be set up enroute to the
Holy Cave at a regular distance of about 2 kms
and that the State Health Department was procur-
ing infrastructure, equipment and medicines for
providing upgraded health facilities to the Yatris
this year. The Board was informed that the Union
Health Ministry had asked other States/ UTs to
depute Specialist doctors on deputation to J&K
for the Yatra period for ensuring the health care
of the pilgrims. The CEO informed that, as per
the directions of the Supreme Court, for upgrad-
ing the proficiency of the doctors deployed in the
Yatra area, training programmes are being organ-
ized in February-March 2013.The Board was informed that a detailed
Standard Operating Procedure was being formu-
lated for the timely evacuation of ill/injured pil-
grims with the assistance of State Disaster
Management Authority and Air Force. In addi-
tion, Mountain Rescue Teams would also be
deployed at identified places to help infirm Yatris
in negotiating steep climbs in the Yatra area. The
Board was informed that assistance was being
sought from private players and NGOs for setting
up Medical Camps in the Yatra area and for pro-
viding much needed assistance to unaccompa-
nied sick/injured Yatris.
The Board also took note of the two memo-
randa submitted by Vishav Hindu Parishad and
Baba Amarnath & Baba Buda Amarnath Yatri
Niyas and deliberated upon the various sugges-
tions put forth by them including their sugges-
tions about the schedule and duration of Yatra.

JAMMU, JANUARY 31: To ensure availabil-
ity of cooking gas to the consumers of J&K at
their doorsteps, Minister for CA&PD,
Choudhary Mohammad Ramzan today asked
the oil and gas companies to issue dealership
licenses at block level.
The Minister said this while addressing
valedictory function of "oil and Gas conserva-
tion fortnigh-2013" here this morning. He said
this would help the government and gas com-
panies to maintain uniform distribution of
cooking gas and save the precious time of con-
sumers.
The Minister said due to lack of adequate
gas agencies across the state, the consumers
are facing lot of problems and it was the need
of the hour that dealership should be sanc-
tioned at block levels. He directed the gas com-
panies to take a step in this direction at the ear-
liest so that the the difficulties of consumers
can be eased out.
He said this would also help to check the
black-marketing of LPG to a large
extent.Referring the inconvenience being
faced by the consumers across the state, the
Minister cited the example of border district
Kupwara, where two gas agencies are cattering
to 8 lakh population of the district and said
same is the case in other districts. He said this
leads to artificial shortage of cooking gas.
The Minister also stressed on to take steps
to plug the bogus connections at the earliest
and confirmation of the genuine connection of
consumes at fast track basis. He asked the gas
companies to redress the issues of genuine con-
nection holders at an earliest.

Apply Justice Vermapanel's AFSPA suggestions
in J&K: CPI(M)SRINAGAR: Welcoming the assurance of Prime Minister
Manmohan Singh on the implementation of Justice Verma
Committee's recommendations, Jammu and Kashmir unit of
CPI(M) today said the part of the report with regard to
AFSPA needs prompt implementation in the state and
Northeast.
"The assurance from the Prime Minister (on the Justice
Verma Committee recommendations) is welcome... The rec-
ommendation about reviewing the contentious AFSPA and
bringing armed forces under ordinary criminal law to pre-
vent sexual offences against women in the state and the
Northeast is highly appreciated and needs prompt imple-
mentation," CPI(M) state secretary M Y Tarigami told
reporters here. The Justice Verma Committee had been set
up in the wake of the Delhi gang-rape incident to recom-
mend measures to improve laws dealing with sexual
offences in the country.
Addressing a party convention here, Tarigami expressed
hope that recommendations vis-a-vis the Armed Forces
Special Powers Act, as offered by Justice Verma, are consid-
ered with a "positive mindset" and in a "holistic" manner.
Demanding amendment in the Public Safety Act (PSA),
Tarigami said that, "PSA has been in force since 1978 and
there has been no effort to review its applicability. The pro-
visions of the Act have been misused by invoking it on
grounds which are vague and sometimes non-existent".
Referring to corruption and unemployment in the state,
the CPI(M) leader said that the government in power hadnot been able to address these issues s atisfactorily.

RAJOURI, JANUARY 31: Minister of State for Health
and Family Welfare, Mr. Shabir Ahmed Khan today
expressed deep shock and grief over the tragic death of two
children an explosion in village Alal, Rajouri yesterday.
In his condolence message, the Health Minister con-
veyed his heartfelt sympathy and solidarity with the
bereaved family. He prayed for eternal peace to the depart-
ed souls.
The Minister demanded a thorough probe into the inci-
dent so that such incidents were avoided in future.

so that these type of scandals

delinquent should be pun-
ished under law

The brief facts of the
case are that a written com-
plaint was received from the
Manager, State Bank of
Patiala, Branch Gandhi
Nagar, Jammu alleging
therein that the above men-
tioned JDA employees had
withdrawn loan from the
Bank by way of fraudulent
means after preparing forged
documents and cheating the
bank. On this an enquiry was
initiated based on which a
formal case was registered.
During the course of
investigation, record of State
Bank of Patiala, GandhiNagar, Jammu and JDA
Jammu pertaining to the loan
availed by accused persons
was seized and sent to FSL,
Jammu for comparison and
expert opinion.
From the facts and cir-
cumstances mentioned
above, it was substantiated
that these accused persons
had obtained the Consumer
Loan by providing fake
salary certificates/undertak-
ings on behalf of Accounts
Officer, JDA and even three
out of these were not exist-
ing on the rolls of JDA.

ensure availability of cooking
gas to the consumers of J&K
at their doorsteps, Minister for
CA&PD, Choudhary
Mohammad Ramzan today
asked the oil and gas compa-nies to issue dealership licens-
es at block level. The Minister
said this while addressing
valedictory function of "oil
and Gas conservation fort-
nigh-2013" here this morning.
He said this would help the
government and gas compa-
nies to maintain uniform dis-
tribution of cooking gas and
save the precious time of con-
sumers.
The Minister said due to
lack of adequate gas agencies
across the state, the con-
sumers are facing lot of prob-
lems and it was the need of
the hour that dealership
should be sanctioned at block
levels. He directed the gas
companies to take a step in
this direction at the earliest sothat the the difficulties of con-
sumers can be eased out. He
said this would also help to
check the black-marketing of
LPG to a large extent.
Referring the inconven-
ience being faced by the con-
sumers across the state, the
Minister cited the example of
border district Kupwara,
where two gas agencies are
cattering to 8 lakh populationof the district and said same is
the case in other districts. He
said this leads to artificial
shortage of cooking gas.
The Minister also stressed
on to take steps to plug the
bogus connections at the ear-
liest and confirmation of the
genuine connection of con-
sumes at fast track basis. He
asked the gas companies to
redress the issues of genuine
connection holders at an earli-
est.
Appreciating the decision
of central government to
enhance the cap on subsidized
LPG cylinders from 6 to 9, the
Minister said this decision
provide a great relief to the
households adding the state
government would furtherpursue centre to enhance the
cap from 9 to 12 in case of
Jammu and Kashmir consid-
ering the geographical loca-
tion of the state.
Regarding the provision of
home delivery of LPG , the
Minister asked the Oil compa-
nies to go for it before the
March 31, 2013 fixed by
Chief Minister as the people
are facing a lot of inconven-ience due to lack of this facil-
ity. He said that consumers
are ready to pay for home
delivery and it was the duty of
the concerned to provide them
the facility. He said that the
government was seriously
considering extending the gas
pipeline to J&K for which
steps have already taken in
this regard.
The Minister also stressed
upon the gas agencies to
ensure availability of infor-
mation of the stocks on line so
that the consumers could
know in advance the availably
of gas in respective gas agen-
cies adding that it should be
available on day to day basis.
The Minister underlined the
need for launching a vigorouscampaign to create awareness
among people about the
importance of energy saving,
including oil and gas to secure
the country.

Paying glowing tributes to
Mahatma Gandhi, on his
65thmartyrdom, the Jammu
and Kashmir Minister for
Finance and Ladakh Affairs
today described the Mahatma
as a friend of Kashmiris who
espoused their cause against
that time monarchical rule in
the state.
Speaking at a function
organized by the Gandhi
Global Family at Cuttack,
Odhisa, in connection with
the 65th martyrdom of
Gandhi Ji also called as
father of nation, Mr. Rather
said that Kashmir freedom
movement was also founded
on Gandhian philosophy as
the front line Kashmir move-
ment leaders, especially
Sher-i-Kashmir , Sheikh
Mohammad Abdullah, were
highly influenced by Gandhi
Ji's principle of non-violence.
He said it was the influ-
ence of these principles of
Gandhi Ji that Sheikh
Mohammad Abdullah
launched the Quit Kashmir
movement in the year 1946
which was also based on the
philosophy of non-violence
akin to Quit India Movement.
Besides a large number of
people, the Union Minister
for Health and Family
Welfare Mr. Ghulam Nabi
Azad, Union Minister Mr.
Shrikant Jina, Prominent
local politicians, Members of
Parliament (MPs), Mr.
Jagdesh Titler, State
President Gandhi Global

Mr. Rather, who mainly
dwelt on the relationship of
Mahatma Gandhi with
Kashmir, it's people, it's poli-
tics and it's politicians, said
that people of Kashmir held
Gandhi ji in high esteem
because he was deadly
against communal forces and
violence adding that he
throughout his life offered a
strong resistance against the
communal forces so much so
that bullets he himself fell to
their bullets on June 13,
1948.
Mr. Rather said that
Gandhi Ji was vociferously
against oppression on
Kashmiri's and he himself
came to Kashmir, via
Rawalpandi on August 1st,
1947, to support the Quit
Kashmir Movement saying
that "Kashmir belongs to
Kashmiris and they have
every right to decide about
their future". In Srinagar,
Gandhi ji told to the press
that it is Sheikh Mohammad
Abdullah who rules on the
hearts of Kashmiri's for his
work towards peace and
communal harmony and
asked the Maharaja of
Kashmir that the people of
Kashmir do not like your
Prime Minister, Prem Chand
Kak. He also advocated for
scraping of the Amritsar
treaty, under which British
rulers had sold Kashmir to
Maharaja Ghulab Singh
through a sale deed and
demanded scarping of the

Inaugurating the 3-day
International Symposium on
Semiconductor Devices
(ISSD-2), organized by the
Department of Physics,
University of Jammu in col-
laboration with the Society
for Semiconductor Devices
(SSD), New Delhi, at the
General Zorawar Singh
Auditorium, University of
Jammu this morning, the
Minister said that the gov-
ernment will not lag behind
in providing necessary sport
to the state institutions to
improve the standard of edu-
cation. Mr. Lone said that as
the Ministry of Higher
Education he would do his
best to assuage the urges and
aspirations of the student
community. He sought nec-
essary support from the aca-
demicians and the teaching
community in making edu-
cation within the reach of all
segments of society, particu-
larly the youth in far flung
areas.
"Our mission is to
improve literacy and fight
ignorance", the Minister
said, while elaborating that
education was key to socio-
economic empowerment of
the people.
The Minister said that it
is an opportunity for young
minds to clear their doubts
about the semi-conductor
materials and create a con-
ducive atmosphere for
research works in the univer-
sity. Mr. Lone hoped that the
delegates from different
places of the country and
abroad would be highly ben-
efited by the workshop. He
called for organizing such
programmes in other col-
leges and universities of the
State.
Speaking on the occa-
sion, Vice Chancellor,
University of Jammu, Prof.
Mohan Paul Singh Ishar said
the University has been
focusing on creating con-
ducive academic environ for
promoting research in vari-
ous disciplines. For this,
necessary assistance was
being provided to host work-
shops, seminars and sym-
posia to share the experi-
ences of Scholars and acade-
micians for framing up a
strategy to encourage
research.
The Vice Chancellor,
Prof. Ishar hoped that the
symposium will provide the
participants an opportunity
to share each others'
thoughts which will prove
immensely beneficial to
sharpen their intellect.
In his welcome address,
the Registrar Prof. Naresh
Padha, Convenor of the
Symposium dwelt on broad
contours of the event and
said that the Symposium will
showcase the latest research
achievements and applica-
tions of semiconductor
based materials and devices.
He said that about 136 con-
tributory papers have also
been received out of which
107 have been shortlisted for
the proceedings of ISSMD-
2. He further said that the
Society for Semiconductor
Devices plays an active role
in various aspects of plan-
ning and supporting this
symposium which included
logistic support, financial
assistance and scientific
exposure to the budding sci-
entists. Prof. Vikram Kumar

Chairing a meeting to
review the functioning of the
hospital during his first visit
today, the Minister asked the
SMC authorities to prepare a
rehabilitation plan for those
shopkeepers and vendors
who are to be dislocated with
the hospital expansion. In
this connection, he asked the
SMC and JKPCC authorities
to maintain a close liaison so
that the project is completedforthwith.
Appreciating the work
done by the doctors at the
hospital despite overload of
patients, Mr. Taj reminded
the doctors of the nobleness
of the medical professionsaying service of mankind is
service to God. He said he
has a desire to provide patient
care of world standards at
these hospitals for which the
State Government would pro-
vide all sorts of help. He
exhorted upon the doctors to
cooperate with him in this
mission and join in the cru-
sade.
The Minister asked the
hospital authorities to main-
tain higher levels of sanita-
tion and cleanliness. He
directed the Urban
Environmental Engineering
Department authorities to
augment the sewerage treat-
ment plant at the hospital and
connect it with the main

several initiatives have been

For facilitating the teacher
and students of twin cities of
Srinagar and Jammu,
Housing Board has con-
structed two teacher
bhawans, two air-conditioned
auditoriums, each at Jammu
and Srinagar. He said the
work on both the projects
was apace on war-footing
and would be completed
within stipulated time frame.Highlighting the achieve-

reviewed restoration works,
stock and supply position of
essential commodities,
besides pace of progress on
under execution projects hereat a district officers meeting.
District Development
Commissioner (DDC)
Pulwama, Mr. Shafat Noor,
besides district heads of all
the departments attended the
meeting.
Reviewing the restoration
of damages caused due to
recent snow fall, the Minister
was told that all eleven 33
KVA lines from 3 grid-sta-
tions viz., Lassipora,
Awantipora & Pampore and
20 receiving stations have
been energized restoring the
power supply in major parts
of the district.
The meeting was further
told that the department
needs about Rs 45 lakh for
repair of 76 transformers and
49 feeders damaged due to
snow fall
The DDC Mr. Shafat
Noor said that the PHE
department worked on war
footing and restored the
water supply across the dis-
trict, while the department
requires an amount of Rs:14.00 Lakh for restoration
of damaged Water Supply
schemes.
The DDC informed the
meeting that so far against an
approved allocation of Rs.
7650.22 Lakh current year
District Plan, an amount of
Rs: 4757.18 lakh was made
available out of which Rs:
2947.91 lakh has been spent
till ending 12/2012 .
The meeting was further
informed that 12 PHC build-
ings and 2 sub-centres are
under execution in the district
at an estimated cost of Rs:
1944.05 lakh, out of which 2
PHC buildings have been
completed, while as 4 were
expected to be completed
during the current year. He
said out of 7 sub-centres
buildings taken under
NRHM, 5 were expected to
be completed this fiscal.
While taking review of
the stock and supply position
of the essential commodities,
the minister was informed
that 641.90 Qtls of Ata,5098.22 Qtls Rice and
251.32Qtls of |Sugar are
available in the godowns of
the district. As regards to
supply position of LPG cylin-
ders, the meeting was
informed that 23627 cylin-
ders have been dispatched to
the gas agencies for distribu-
tion among the consumers.
Speaking on the occasion
the Minister appreciated the
district administration for
expediting the restoration
works and providing all the
basic facilities to the people.
